PM Modi lauds people for achieving $750+ Bn exports in 75th year of Independence

Centre working to reduce logistics cost to GDP to 7.5% in 5 years: Amit Shah

NEW DELHI: The Government is workingtobringdownlogisticscostto GDP to 7.5 per cent from the current 13 per cent, Union Home Minister Amit Shah said Tuesday. Addressing theannualsessionofAssocham,Shah said, without the development of the country’s infrastructure and reduction of logistics costs, developmentwasnotpossible.

ThelogisticscostinIndiais13per cent to the GDP as compared eight per cent in the rest of the world, making it difficult for Indian exports tocompeteglobally,hesaid.

“We will have to remove the eight per cent and 13 per cent gap. We have formulated a framework for the next five years. I can assure you that we will reach 7.5 per cent logistics cost in the next five years,” hesaid.

Shah said the Narendra Modi Government has made a plan of Rs 100 lakh crore investment in infrastructure with some mega projects such as the doubling of railway lines, their widening, dedicated freight corridors from Mumbai to Delhi and Amritsar to

Kolkata besides 11 other industrial corridors.

Citing other achievements in the infrastructure sector through major schemes, Shah said the Government hassetatargettobringdownlogistics costs below the national average by 2028 to make exports globally competitive.

The Minister expressed confidencethattheModiGovernment has laid a strong foundation for making India a developed nation by 2047 and a USD 5 trillion economy by 2025.

India and Russia to expand cooperation on Trans-Arctic Container Shipping route

NEW DELHI: India and Russia on Tuesday gave boost to their growing maritime and shipbuilding cooperation at a meeting in New Delhi between Shipping Minister Sarbanda Sonowal and Alexei Chekunkov, Minister for the Development of the Russian Far East andArctic.

“Discussed furthering India-Russia ties in the maritime sector including cargo transportation along Northern SeaRoute,containershipmentbetween ports of Russian Far East & India, operationalising Chennai – Vladivostok corridor and training of Indian seafarers in Arctic waters,” Sonowal tweetedafterthemeeting.

The meeting happened in the backdrop of Russian Far Eastern

The Chennai-Vladivostok maritime route has been revived and contributed to the growth in bilateral trade last year as part of PM Narendra Modi’s Act FarEastPolicy.

Last year Russia offered India “leasing and building large-capacity ships” as insurance on Russian oil amid theG7pricecaponitsenergypurchases.

In 2021, India and Russia had decided to focus on the area of civilian shipbuilding to facilitate enhancement of interaction and specialist training, investments in shipbuilding and repair, scientific research, development of intelligent transport and navigation systems, and

international transport corridors. The civilian ships are also intended for oil trade.

In 2021, Mazagaon Dock Ltd and Zvezda Shipyard of Russia signed an agreement for commercial shipping andbuildingships.

India has ambitious plans for resource-rich Russian Far East and Modi had announced a $1 billion line of credit for various projects in the region while announcing India’s Act Far East Policy from Vladivostok in 2019. The Act Far East policy contributes to India’s Indo-Pacific strategy and the Russian Far East is a key element of emerging Indo-Russian partnership in the IndoPacificandASEAN.Energyisoneofthe keypillarsofDelhi’sActFarEastPolicy.

India’s overall exports cross an all time high of US$ 750 Billion in the 75th year of independence : Piyush Goyal

NEW DELHI : Union Minister of Commerce and Industry, Consumer Affairs, Food and Public Distribution and Textiles, Shri Piyush Goyal announced that India’s overall exports, thatincludesservicesandmerchandise exports, have crossed US$ 750 Billion. This is an all time high and this achievement of 750 billion comes in the 75th year of independence as we celebratetheAzadiKaAmritMahotsav.

Inhisaddress,ShriGoyalhighlighted howtheexportshaverisenfromUS$500 Billion in 2020-2021 to this figure in extremelychallengingtimes.

In his keynote address at the ASSOCHAM Annual Session 2023 : Strengthening India’s Competitiveness in New Delhi , the Minister stated that there has been healthy growth in both merchandise and service sectors. He said that given the fact that the whole world is in recession, inflation is at an all time high for most developed countries,interestratesareshootingup and there’s a sense of doom and gloom in the rest of the world, India’s performancefillsuswithpride.

The Minister recalled that Prime Minister Shri Narendra Modi had said from the ramparts of the Red Fort on Independence Day that we should get rid of the colonial mindset and recognise our roots and our strengths. Henotedthatthe5Pransarticulatedby the PM will lead to a developed Bharat@100 in 2047 when we celebrate the centenary of our Independence and said that we all need to work with a sense of duty in the spirit of these 5Prans.

He noted the various initiatives undertaken by the Government for the development of infrastructure like National Infrastructure Pipeline, PM Gati Shakti, Unified Logistics Interface Platform, etc. built upon technology as the backbone of such initiatives. He further appreciated how UPI has democratized the financial payment infrastructure and Open Network for Digital Commerce will promotee-commerce.

TheMinistersaidthatIndia’sstrong macroeconomy, robust foreign exchange reserves, relatively low

inflation and entrepreneurial spirit under the leadership of Prime Minister have brought together the domestic ecosystem to not only to replace items from the import basket but achieve economies of scale and compete in the international market. He expressed that India’s ability to innovate, R&D, spirit of enquiry and out of the box thinkingisbeingwitnessedbytheworld today and all this is reflective of the new spiritofBharat.

The Minister said that the Free Trade Agreements (FTA) signed by IndiawithAustraliaandUAEhavebeen welcomed by industry across the three countries and there has been positive feedback across media platforms. The speed, quality and extensive stakeholder consultations resulting in finding the right equitable balance has been appreciated by all sections, said theMinister.Healsostatedthataseries of FTAs are under different stages of discussion to further expand the trade of India and will further open up game changing opportunities for the economy.

India's logistics ecosystem is now ready for a major transformation : FIEO

Logix India 2023 was inaugurated at Mumbai on March 27, 2023. Dr A Sakthivel, President, FIEO in his inaugural address said that India's logistics ecosystem is now ready for a major transformation. India's PM Gati Shakti and National Logistics Policy (NLP) 2022 shall ensure a new era of planning, coordinating, storing, and moving resources like people, raw materials, inventory, equipment, etc., from one location to another, from the production points to consumption, distribution, or other production points. He stated that majordecisionsarebeingmadetodayto quick last-mile delivery, ending transport-related issues, saving manufacturers time and money, and preventing wasting agricultural products. He further said that we are confident that Indian Logistics costs will meet global benchmarks by 2030 by reducing the cost of logistics from 13-

14% of GDP to global best practices of 8% and India will be in the top 10 of LogisticsPerformanceIndexby2030.

Dr Ajay Sahai, Director General & CEO,FIEOsaidthatthelogisticssector is one of the fastest growing sectors in India particularly after the introduction of GST and this trend will continue with the growth in e-tailing and rising consumption in Tier 2 and Tier 3 cities. He highlighted the need for large logistics companies providing valueadded and end-to-end logistics solutions and sought partnerships, joint ventures and 100% overseas FDI which is a prime objective of Logix. Dr Sahai said, the correct transportation mix with focus on railways followed by road andcoastalshippingshouldbethelongterm objective of the country. 50% of the transportation should be by Railways, 30-35% by road and 15-20% by coastal shipping. He also said that while the turnaroundtimeatthemajorportshave decreased, but it is still very long when compared with less than 12 hours turnaround at Dubai, Singapore,

ShanghaiandColomboports.

Mr Paresh Kantilal Mehta, Regional Chairman (WR), FIEO, while proposing vote of thanks mentioned that the importanceoflogisticsintheimportand exportbusinessisirrefutableandisone of the most important aspects to the success of any international business. For any exporter, logistics is as important as getting goods to their destination – on time, within budget, and undamaged – is critical. India to start coal export by 2025-26: Coal Minister

NEW DELHI: Asserting that India has adequate coal reserves, Union Coal Minister Pralhad Joshi said that the Country will start exporting the dry fuel by 2025-26. From a net importer of coal, India is moving towards becoming a net exporter of noncoking coal, Joshi said on the sidelines of the seventh round of auctions for commercial mining of coal blocksinthenationalcapital.

The Minister also assured of an uninterrupted supply of coal in the approaching summer season –whenthepeakdemandisexpectedtobe 229GWduringApril.

Domestic demand for coal is estimatedtoreach1,087milliontonnesin the ongoing financial year. The industry meets some parts of its requirements through imports. According to the Coal

Ministry, India’s cumulative total estimatedcoalreserveasofApril1,2022, was3.61lakhmilliontonnes(MT).

On a question related to imports, he said India’s imports of substitutable coal were 90 MT, which will be stopped by 2025-26 when the country will start exporting the dry fuel. “Except for coking coal, we will stop the (import of) thermalcoal,”hesaid.

Indian Green Port Policy soon with focus on carbon neutrality

NEW DELHI : India will soon roll out a green port policy to encourage local ports to adopt emerging global standards on carbon neutrality, helping attain the broader long-term national goal of netzeroemissions.

Officials said the policy will define the parameters for green port categorisation besides incentives for undertaking the transition toward less polluting fuels and improving efficiencytoloweroverallemissions.

“The policy will define how the Green Ports model will be woven into with the Public Private Partnership (PPP) models already deployed in ports,” a senior government official said.

It will also provide for reduction of emission and have built-in incentives fordoingso.

“Itwillprovideforintegrationwith the Green Hydrogen mission with a focus on how to use the clean fuel in the port and shipping industry,” the officialsaid.

The Panchamrit (five nectar elements), defined by Prime Minister Shri Narendra Modi at the United Nations Climate Change Conference in Glasgow (COP26), will be guiding principlesofthepolicy.

Under the Panchamrit, the Prime Minister has set a national target of raising the non-fossil energy capacity to500GWby2030.India,aspartofthe plan, will also reduce the total

projected carbon emissions by one billion tonnes from 2021 to 2030 and become Net Zero carbon emitter by 2070.

“The Indian ports will also have to calculate the annual GreenHouse Gas(GHG)andCarbonDioxide(CO2) emission. Once the quantity of emissionshasbeenestablishedasthe baseline, the domestic ports will then begin their efforts to offset it in a definedtimeperiod,”theofficialsaid.

Indianportsarealreadyproposing toreducecarbonemissionspertonof cargohandledby30%by2030.

India will be the first country underIMOGreenVoyage2050project to conduct a pilot project related to GreenShipping.

PM praises float-on – float-off operation of Chennai Port

NEW DELHI: Prime Minister

Narendra Modi has recently commended the Chennai Port for successfully executing a float-onfloatoff operation, which involved the transportation of a ship to another country. The operation, which is being hailed as a recordbreaking achievement, has been praised for its efficiency and technicalprogress.

The float-on-float-off operation, also known as FLO-FLO, involves loading and unloading large and heavy cargo vessels by submerging them partially in the water. In this method, the cargo is floated onto the

deck of the carrier vessel, and then secured in place before the vessel is partially submerged to allow the cargo to float off. This technique is particularly useful for transporting oversized or heavy cargo, such as ships or offshore drilling rigs, which are too large to be loaded using conventionalmethods.

The Chennai Port, which is one of the major ports on the eastern coast of India, recently undertook a FLOFLO operation to transport a ship to another country. The operation involved the loading of a 285-meterlong, 43-meter-wide, and 14.2-meterhigh ship, weighing over 17,000

tonnes, onto a heavy-lift vessel. The ship was then transported to an undisclosed destination overseas, whereitwillbeputintoservice.

The FLO-FLO operation was carried out by a team of experts from theChennaiPortTrust,alongwiththe crew of the heavy-lift vessel. The operation required careful planning and execution, as any mistake could have led to damage to the ship or the heavylift vessel. The team used sophisticated equipment, including hydraulic jacks, winches, and ballast pumps, to ensure that the ship was safely and securely loaded and unloaded.

NEW DELHI: The Government has been monitoring export performance including that of agricultural and processed food products in the current financial year i.e. 2022-23 vis a vis 2021-22. No targets have been fixed yet for export for the year 2023-24. During thecurrentfinancialyear(Apr.2022–January 2023), the agricultural exports have amounted to USD 43.37 billion, registering an increase of 6.04% over the exports of USD 40.90 billion during the corresponding period of the previous financial year i.e. April 2021 to January 2022. During the financial year 2021-22,

India’s agricultural export touched the highest ever level of USD 50.21 billion.

Rise in agricultural exports improvesrealisationsforfarmersand hasapositiveimpactontheirincome. In order to ensure that the farmers benefitfromexports,theGovernment has launched a Farmer Connect Portal for providing a platform for Farmer Producer Organisations / Companies (FPOs/FPCs) and cooperatives to directly interact with exporters.

The Government has taken several steps at State and District level to promote agriculture exports.

State specific Action Plans have been prepared and State Level Monitoring Committees (SLMCs), Nodal Agencies for agricultural exports and Cluster Level Committees have been formed in a number of States. The Government is utilising the District as Export Hub (DEH) initiative to achieve the objectives of Agriculture Export Policy (AEP). Under the DEH initiative, products including agricultural and processed food products with export potential have been identified in all 733 districts across the country. State Export Strategy has been prepared in 28States/UTs.

NEW DELHI : Union Minister for Ports, Shipping and Waterways, Shri Sarbananda Sonowal in a written reply to the Rajya Sabha informed that,variousstepshavebeentakento promote maritime trade with Iran, IsraelandEgypt.

Various Major Ports have extended applicable discounts and

concessions on VRC and CRC. Various events and webinars such as “Chabahar Day” on 31st July 2022, on 19th Jan 2023 and workshop on “Linking Chabahar with INSTC” etc in Financial Year 2022-23 was also organised to promote and enhance the trade with Iran.

This Ministry through “Sagarmala Development CorporationLimited”hadinvitedEoI for Seaplane Service under Sagarmala Project on 01.01.2021. On the due date of bid submission i.e. 22.01.2021, in response to the EoI, 8 companies submitted their application.

Customs duty exempted for imported drugs & Food for Special Medical Purposes of Rare Diseases

NEW DELHI: The Central Government has given full exemption from basic customs duty on all drugs and Food for Special Medical Purposes imported for personal use for treatment of all Rare Diseases listed under the National Policy for Rare Diseases 2021 through a general exemption notification.

In order to avail this exemption, the individual importer has to produce a certificate from Central or State Director Health Services or District Medical Officer/Civil Surgeon of the district.

Drugs/Medicines generally attract basic customs duty of 10%, while some categories of lifesaving drugs/vaccines attract concessional rateof5%orNil.

While exemptions have already been provided to specified drugs for treatmentofSpinalMuscularAtrophy or Duchenne Muscular Dystrophy, the Government has been receiving many representations seeking customs duty relief for drugs and medicinesusedintreatmentof other Rare Diseases. Drugs or Special Foods required for the treatment of these diseases are expensive and

need to be imported. It is estimated that for a child weighing 10 kg, the annual cost of treatment for some rare diseases, may vary from Rs. 10 lakh to more than Rs. 1 crore peryearwithtreatmentbeinglifelong and drug dose and cost, increasing withageandweight.

This exemption will result in substantial cost savings and provide muchneededrelieftothepatients.

The Government has also fully exempted Pembrolizumab (Keytruda) used in treatment of various cancers from basic customs duty.

Coastal container feeder service between Chennai-Puducherry set

CHENNAI: Commercial operations of the short-haul coastal container feeder service between Chennai and Puducherry ports will begin from the first week of April, according to Jude Vallabadas, CEO, Projects, Global Logistics Solution India Pvt. The Chennai-based company formally launched the serviceinChennaionFebruary27.

An MoU for the feeder service between Chennai and Puducherry ports was signed on March 15, 2017. However, this could not commence due to frequent siltation at the mouth of Puducherry port and presence of many fishing boats. Puducherry port sought the help of Chennai Port Authority to sort out various issues, includingsiltation.NearlyRs.40crore was spent on infrastructure and siltationissuesattheport.
