Govt extends Foreign Trade Policy for six months

NEW DELHI: The Government has received requests from Export Promotion Councils and leading exporters that we should continue with current Foreign Trade Policy (2015-20), which had beenextendedfromtimetotime.

In recent days, exporters and industry bodies have strongly urged the government that in view of the prevailing, volatile global economic and geopolitical situation, it would be advisable to extend the current policy for some time, and undertake more consultationsbeforecomingoutwiththenewpolicy.

The Government has always involved all stakeholders in formulating policy. In view of this, it has been decided to extend the Foreign Trade Policy 2015-20, valid till Sept 30, 2022 for a further periodofsixmonths,w.e.f.October1st,2022.

Container Terminal, Multipurpose Terminal, and Liquid Terminal with direct door-step connectivity to the existing roadway and railway network. Adani Group to invest over $100 billion in next decade : Gautam Adani at Forbes Global CEO Conference 2022

Adani Group will invest more than $100 billion over the next decade, most of it in the energy transition business, its Chairman Gautam Adani said on Tuesday, 27th September as the ports-toenergy conglomerate accelerates an already aggressive expansion plan. After founding the group in 1988 as a commodities trading business, the 60-year-old has ventured into multiple sectors, mainly in the infrastructure space and in line with the priorities of the Government of Prime Minister ShriNarendraModi.

Adani said his group was India’s largest airport operator with 25% of passenger traffic and 40% of air cargo It is also the largest ports and logistics company in India with a 30% marketshare.

CEVA Logistics expands Global Air Capacity Program

(CEIV)

LONDON: At the International Air Transport Association’s (IATA) annual World Cargo Symposium (WCS), CEVA Logistics has expanded its owned, controlled SKYCAPACITY program and added five more stations to its network of air freight locations certified under the CEIV Lithium Batteryprogram.

Joining the Amsterdam and Hong Kong air freight stations from 2021, CEVA’s locations in Frankfurt, Incheon, Shanghai (PVG), Singapore and Tokyo are now CEIV certified in the handling of lithium batteries. CEVA became the world’s first company to receive the new IATA CEIV in 2021 after teaming with IATA to support the development of the new certification program. CEVA expects to receive the certification at two U.S. locations in Atlanta and Detroit by the end of 2022, bringing its total number of certified stationstonine.

The certification confirms each facility’s ability to properly handle and store lithium batteries, as well as validates the necessary training and expertise of on-site employees. The company remains committed to providing its customers with peace of mind through a completely certified network, delivering air cargo services under its CEVABatteriesSolutions.

S&P projected India’s economic growth at 7.3 % for FY23

NEW YORK: S&P Global Ratings onMondayprojectedIndia’seconomic growth at 7 3 per cent for FY23 with downside risks. The global rating agency in its Economic Outlook for Asia Pacific 2022 report said that inflationislikelytoremainaboveRBI’s uppertolerancethresholdof6percent till the end of 2022 India’s growth next year will get support from domestic d e m a n d r e c o v e r y a f t e r t h e coronavirus pandemic, it added

“We have retained our India growth outlookat7 3percentforthefiscalyear 2022 2023 and 6 5 per cent for the next fiscal year, although we see the risks tilted to the downside,” the rating agencysaid

On inflation, S&P Global Ratings pegged the average rate in the current fiscal at 6 8 per cent and projectedittofallto5percentinFY24 beginning April 2023. “India’s headline Consumer Price Inflation

(CPI) is likely to remain outside the Reserve Bank of India’s upper tolerance limit of 6 per cent until the end of 2022. That’s amid substantial weather-inducedwheatandriceprice increases as well as sticky core inflation. And food inflation may rise again,” the agency noted. According to the report, elevated core inflation would drive up policy rates further in India, and projected CY22 terminal interestratesat5.90percent.

Freight Labor unrest is going Global and weighing on Supply Chains : WSJ

WASHINGTON: From seaport docks in Los Angeles and Liverpool to rail yards in Chicago and warehouses in Europe and the U S , clashes between cargo workers and management have been rising this year, adding complications and uncertaintytotheflowofgoodsaround the world, according to a Wall Street Journal(WSJ)report

A t w o w e e k s t r i k e t h a t dockworkers at the U.K.’s Liverpool port launched recently is the latest in a series of walkouts to hit the country’s transportation networks, and follows an agreement in the U.S. last week that averted a potential nationwide freight rail strike hours beforeitwassettobegin.

The conflicts count a range of workers that handle freight around the world, from truck drivers in South Korea to package sorters at Amazon distribution centers in New York, who are newly emboldened to press for higher pay and better working conditions after more than two years of stressed business during the pandemic.

Frontline workers are “tired of being called essential and treated as expendable,” said Liz Shuler, President of the AFL CIO, the largest federation of labor unions in the U.S. “I do think this is emblematic of what we have seen and what we are goingtocontinuetosee.”

Some of the labor battles, including the strikes at Liverpool and at the Port of Felixstowe in the U.K., have shut down freight transport operations for a time. Others, such as the near-strike against U.S. railroads and ongoing contract talks involving U.S. West Coast dockworkers, have triggered contingency planning by businesses bracing for broader impact.

High inflation is adding to the pressure for higher wages. Workers atLiverpool’sportrejected acontract offer that included an 8.3% annual pay increase, and the Unite union said that fell short of increases in

consumerprices.

In South Korea, truck drivers snarled the country’s export-driven supply chains in June when they stopped working for a week in a dispute over pay and the drivers’ demand for subsidies to cover rising fuelcosts.

Companies say the conflicts have made logistics planning more difficult and exacerbated strains caused by supply chain shocks such as the recent Covid-19 shutdowns in China andthewarinUkraine.

“It doesn’t take a lot of disruption to cause massive effects on supply chains and incur additional costs for importers and exporters worldwide,” said Morten Landry, Managing Director for Air and Sea in the U.K. and Ireland for Danish Freight ForwarderDSVA/S.

DSV in recent months has navigated strikes at Felixstowe, Britain’s busiest container port, and at Hamburg in Germany. Mr. Landry said the company tries to rapidly shift cargo to alternative ports when a gateway closes, a change that triggersascramblefortrucks,drivers and freight handling equipment at those ports and which has led to delaysandhighercosts.

Dockworkers at Felixstowe walked off the job for eight days in August and plan a second eight-day strike starting Sept. 27 in a push for higher wage increases. A series of strikes at North Sea ports in Germany, including Hamburg, one of Europe’s busiest container ports, disrupted operations for months before a contract agreement was reachedinlateAugust.

In the U S , strikes have become more common this year, according to labor experts, as workers from teachers to nursing home staff take to picket lines over pay and quality of life demands

Truck drivers effectively shut down the West Coast’s third-busiest port at Oakland, Calif., for one week in July as they picketed outside of

terminals to protest a state law that they said makes it harder for them to operateasindependentcontractors.

Workers at an Amazon.com Inc. warehouse in New York City in April voted to form the e-commerce giant’s first union in the U.S., and staffers at an Amazon site in upstate New York are scheduled to hold a union election next month. Amazon workers in the U.K. have held walkouts as they push foranincreaseintheirhourlywage.

The Biden administration narrowly avoided a systemwide freight rail shutdown last week after brokering a last-minute deal between railroads and unions. That tentative contract agreement between two holdoutunionsmuststillberatifiedby rank-and-file members, while one of several unions that negotiated separate agreements with the railroads will try again for a deal after its membership rejected the contract terms.

At U.S. ports, retailers and manufacturers are diverting tens of thousands of containers from the West Coast to East Coast gateways because of concerns that contract talks between dockworkers and employers from Washington state to Southern California could spark disruptions.

“ I t h a s b e e n a r e a l l y unprecedented year,” said Harry Chase, Senior Director for Central Materials at GE Appliances, a subsidiary of Chinese home appliances and electronics company Haier Group Corp. “This has been the first time that we’ve seen a combination all across the world of differentlaborunrest.”

M r C h a s e s a i d s o m e G E Appliances shipments have been delayed at ports in Belgium, France and Italy that were overwhelmed by cargo diverted from striking German ports.

“It really caused us to be flexible and move different containers to different ports that we normally wouldn’tflowoutof,”Mr.Chasesaid.

BLR Airport ranks first for perishable cargo handling; Doha emerges as Top Destination

BENGALURU:

Kempegowda International Airport (BLR Airport) in Bengaluru continues the No. 1 airport in India for handling perishable cargo. In FY22, BLR Airport handled 52,366 Metric Tonnes (MT) of perishable cargo, up from 48,130 MT the previous year. BLRAirportnowhandles41%ofSouthIndia'sair-cargo perishable tonnage, making it India's top airport for perishables. Fruits and vegetables, as well as poultry and flower exports, have been important drivers of this rise. In FY'22, BLR Airport exported 36,493 MT of chicken and 1,952 MT of flowers. Doha was the most popular destination, followed by Singapore, London, and Male. In fiscal year 22 (FY22), 33 cargo freighter planes delivered perishable supplies from BLR Airport to85overseasdestinations.

"BLR Airport has the advantage of dedicated cold zones enabling processing of perishable goods for export,whichisthehighestinIndia.Theinfrastructure that we provide ensures cold-chain integrity and seamlessmovementofperishables,withoutanychange

in the optimum storage temperature. India to Import more from Quad Countries

NEW DELHI: India will benefit from greater trade and investment flows from Quad members. India is poised to become a growing destinationmarketforgoodsfromthe other Quad countries (US, Japan and Australia), including commodities, machinery and chemicals, Moody’s InvestorServicesaidonTuesday,27th September.

Quadrilateral Security Dialogue is better known as the Quad and comprises four nations – US, Japan andAustraliabesideIndia.

In a report titled, ‘Geopolitical Risks – Asia Pacific: Quad alliance’s economic pivot has potential to amplify supply-chain and investment shifts’, the firm said that India will benefit from greater trade and investment flows, although regulatory and infrastructure constraints remain. “The US and Japan will continue to be major sources of foreign direct investment (FDI) to India in services, telecommunications and software,

while Australia’s presence will grow as a result of a free-trade agreement withIndia,”itsaid.

However, the report cautioned that the magnitude of the trade flow shifts will also depend on improvements in India’s business climate and level of investment attractiveness, which remains weak compared with that of other APAC economies and the other Quad members. India also stands out as a relatively protectionist market for goods and capital, reflected in its high weightedaverageimporttariff.

The note highlighted that as Quad’s member countries seek to counter China’s growing strategic influence in Asia Pacific (APAC), the coalition’s objective of increasing technologicalandenergysecuritywill be challenged by latter’s importance in the production of computing and renewableenergytechnologies.

Expandingmarketaccess

As reflected in its reluctance to join the RCEP trade agreement,

India is keen to reduce its dependence on imports from China while expanding its market access to Australia, Japan and the US. The US has become India‘s largest export market over the last 15 years, while bilateral trade between India and Australiaisalsolikelytoincreasewith the completion in April of the Australia-India Comprehensive EconomicCooperationAgreement.

Since 2000, the US and Japan have been among the top sources of FDI to India when excluding offshore centres such as the Cayman Islands and Mauritius. The top recipient sectors include services, computer software and hardware, telecommunications and automobiles. “India may also benefit from FDI diversion from China in lower-skilled, labor-intensive sectors. However, FDI in exportoriented manufacturing sectors such as electronics and machinery has been comparatively lower than in service-oriented sectors in India,” thereportsaid.

Railways to levy busy season charge from October 1st

NEW DELHI: The Competent Authority of Railways has decided that with effect from October 1, 2022, the Busy Season Charge will be leviable as it was in force prior to October 1, 2019, that is Busy Season Charge shall be leviable on transportation of all commodities exceptcoalandcoke,containertraffic andautomobiletrafficmovedinNMG, BCACM, BCCNR and BCACBM wagons, said a Railway Ministry circular.

The charge will be levied on the basepriceandisexpectedtohelpthe Railways earn an additional

Rs. 3,400 crore from freight movement in the six months of the current fiscal. “It is a function of demand and supply and is part of the dynamic pricing policy of the railways,”anofficialexplained.

The national transporter typically levies a 15 per cent charge between October 1 and June 30 every year, which it terms the busy or peak season. In the monsoon months, when freight movement is often low, thechargeiswaivedoff.

The charge was has been held in abeyance for the last three years. The Railways withdrew the busy season

charge of 15 per cent in 2019 to boost freight operations. This waiver was continuedin2020and2021,amidstthe Covid-19 pandemic, along with other incentives to encourage freight movement.

But with the opening up of the economy,theRailwayshasreporteda rebound in its freight revenue this fiscal. Between April and August this fiscal,itreporteda20percentjumpin goods revenue to Rs. 65,502.02 crore from Rs.54,724.99 crore a year ago.

It also recorded freight loading of 119.32 mt in August 2022, which was itsbesteverforthemonth.

Wheat processors seek permission for imports under Advance Authorisation Scheme

NEW DELHI: Wheat processors have approached the Government to seek permission for wheat import under the advance authorisation scheme, so that they can export value-added products, an official said.

An advance authorisation scheme allows duty-free import of inputs, which have to be mandatorily used in products that are required to be exportedwithinaspecifiedtime.They are not allowed to sell the products in thedomesticmarket.

“We have received the request from wheat processors. They are seeking policy change as at present there is a ban on wheat and its

products’export.Thebanalsoapplies forgoodsimportedundertheadvance authorisation scheme,” a Commerce Ministryofficialsaid.

The DGFT, under the Ministry, would have to change the policy to meet their demand. On May 13, India banned wheat exports in a bid to check high prices amid concerns of wheat output being hit by a scorching heatwave.

In August, the Government also prohibited exports of wheat flour, maida, semolina and wholemeal aata withaviewtocurbrisingprices.

India’s wheat exports stood at an all-time high of 7 million tonnes, valuing USD 2.05 billion,

in 2021-22 fiscal on better demand for Indian wheat from overseas. Of the total wheat exports, around 50 per cent of shipments were exported to Bangladesh in the last fiscal.

Russia and Ukraine are the major exporters of wheat, accounting for around one-fourth of the global wheat trade. The war between the two countries has led to global wheat supply chain disruptions, thus increasing the demand for Indian wheat.

Wheat flour exports from India have registered a growth of 200 per cent during April-July 2022 compared tothecorrespondingperiodin2021.

Box volume at Major Chinese Ports drops 12.3% in early September

BEIJING: Following a slowdown of growth in late August, container volume at eight major Chinese ports further declined 12.3% year-on-year in early September a periodwhichisnormallypeakseasonforboxvolumes.

Export container volume declined 14.6% while the domestic volume also dropped 5.3%. The ports of Dalian and Tianjin in north China posted a growth rate of 15.2%and31.4%respectively.

Cargo throughput at major coastal hub ports fell 9.9%. The international trade cargo throughput

declined15%whiledomesticvolumefell5.33%.

Crude oil shipments at major coastal ports declined 18.2% year-on-year. Volume at the port of Yantai increased mostrapidlywithagrowthrateof33.3%.

Metal ore shipments at major Chinese ports increased 2.1%whiletheportinventorygrew16.4%.

Cargo throughput and container volume at three major Yangtze river ports, Nanjing, Wuhan and Chongqing both declined 9.9% and 5.7% year-on-year in earlySeptember.

Government extends deadline for exports of broken rice consignments till Oct 15

NEW DELHI: The Government has extended the deadline for export of broken rice in transit by 15 days till October 15. A few days ago, the deadline was revised to September30fromSeptember15.

It had banned the export of broken rice on September 8 but allowed shipments of certain consignments during September 9-15. On September 20, thedatewasextendedtillSeptember30.

"Export of consignments of broken rice, as permissible under notification dated September 8 has been...extended till October 15, 2022," PTI quoted the Directorate General of Foreign Trade as saying in a notification. India banned exports of broken rice and imposed a 20% duty on exports of various grades of rice as the world's biggest exporter of the grain tries to augment supplies and calm local prices afterbelow-averagemonsoonrainfallcurtailedplanting.

Imminent downwards pressure on TATL rates : Sea-Intelligence

COPENHAGEN: While freight rates continue to tumble on Transpacific and Asia-Europe, they are holding firm on Transatlantic Westbound. The primary question is why the rates are holding up; is it supply or demand? Secondly, since this presents carriers with an opportunity to make money on the trade, by shifting capacity onto the Transatlantic (like we saw with the Transpacific in 2021), would this inevitably cause a downwards pressure on Transatlanticrates?

A cursory look at the spot rates indices shows that rates on Rotterdam-New York have been holding firm since August2021andhaveevenincreasedmarginallysincethen. However,thisisnotaproductofdemandgrowth,asdemand growthhasstalledonTransatlanticWestbound,justasithas on Transpacific and Asia-Europe. If freight rates are not beingliftedbydemand,thenitsurelymustbesupply?

If we look at figure 1 (which shows the weekly capacity growth, both as a normal Y/Y and as an annualised growth versus 2019) and look above the volatility in favour of the longer-term trend, we can see that carriers have so far shownexceptionalcapacitydiscipline,withtheannualised capacity growth staying negative all throughout the

pandemic. Despite easing congestion issues on US East Coast, so far (as of week 38) we have not seen a sharp capacityinjectiononthetrade.

However, past the dotted line (which shows the future deployment up to week 44), we can see a sharp capacity injection, with the Y/Y growth peaking at 19.6% in week 44. If this capacity increase is realised in the coming weeks, a sharp downwards correction in the North Atlantic spot ratesisbothhighlylikelyandimminent.

AHMEDABAD: Ahmedabad Steamer Agent's Association organized a visit on 17th Sept 2022 to AdaniHaziraPortformembersofASAA.

ASAA on behalf of all the participants’ members are thankful for the kind courtesy extended during the visit by ADANI HAZIRA PORT officials. A special thanks to Mr Jayesh Chandar, Mr Dhiraj Tank for sharing details of port operations and advantage for Export Import trade for usingHAZIRA.

Duringpandemicandintherecentpastitwasnoticedby the Export Import trade that Hazira is a new Gateway Port and there is a considerable movement from Ahmedabad to Hazira though Hazira is not connected by rail. There is a huge potential and immense opportunities for Hazira Port infuture.

Ahmedabad Steamer Agent's Association was formed in the very early days of 90's and couple of years after the ICD-Sabarmati came into existence. Popularly known by its acronym ASAA, the primary purpose of its formation is to bring all the Shipping Lines Direct or through their agent's under one umbrella. This was planned so that ASAA would be able to represent the interest of its members in much better way while dealing with statutory bodies like CONCOR, CUSTOMS, Port Authorities and other stake holders of Export Import Trade. At present ASAA consist of morethan20membersincludingmajorMLO'sandNVOCC.

IISFT conducts Full day’ workshop on International Logistics and Supply Chain Analytics at Mundra Port

MUNDRA: Mundra Port as a part of its internal training for the employees has organized one full day workshop on International Logistics and Supply Chain Analytics.Mr.AnandThacker(Director,IISFT)remainedas a host during the entire training session. The employees from various departments remained present during the entire training session. Several management, international logistics and supply chain areas were discussed. Participants have shown great enthusiasm while discussing varioustopicsinlinewithinternationallogisticsandtherole of seaports in the supply chain. A healthy discussion was carried out among participants and trainer while understanding various topics like international trading environment, role of WTO in international trade, various tariff and non-tariff barriers, international commercial terms, foreign trade policy and regulations, role of customs and customs clearance process (EDI interface), the role of sea ports in supply chain management and the use of data analyticsintoday’ssupplychainprocessandlogistics.While drafting the training topics we always make sure that content accurately reflects present-day trade practice, mentionedby Mr. Anand Thacker.

The training program was well organized and conducted in a cordial atmosphere, and all the participants demonstrated a high level of interest from the beginning until the end. A very satisfactory and positive response was received from the participant regarding topics covered in training sessions and more such programs should be

conducted in future with deeper insights into the topics requestedbyparticipants.

IISFT regularly conducts training programs in the field for Foreign Trade, Shipping & Logistics for employees of several corporations, members of chambers of commerce and MSME to keep them updated with the ever-changing natureoftoday'sinternationaltradesystem.
