MUMBAI: The new Chipolbrok vessel MV Herbert, which has the distinction of being one of the largest multipurpose heavy lift ships in the world, made its maiden call at Mumbai Port on March 17, 2023. Senior officials from Chipolbrok, Gdynia

Mr Janusz Kuzmicki & Capt Han Rui travelled to Mumbai to host a small get-together organized onboard the vessel to mark the occasion, alongwith Vessel Master & crew......Which saw participation from trade invitees, customers from project cargo segment & logistics service providers, senior Mumbai Port officials, as well as representatives from Samsara Shipping PrivateLimited,Chipolbrok’sGeneralAgentinIndia.

DP World establishes it’s first “Rail Linked Container Freight Station” at Hazira, Gujarat

HAZIRA : DP World, a leading global provider of smart end-to-end supply chain logistics, has launched a new Rail Linked Container Freight Station (CFS) in Hazira, Gujarat. The state-ofthe-art facility, located near port of Hazira, is expected to enhance the region's trade and logistics efficiency, benefiting both local and international businesses. The newly launched Rail Linked Container Freight Station (CFS) is capable of handling up to 36,000 containers annually. The facility is equipped with advanced technology and security systems, as well as specialized equipment for handling various types of cargo, including perishables and hazardousmaterials.

Kamil was presented a memento on the occasion by Capt Manish Verma,Vice President, Samsara ShippingPrivateLimited.

The 62,000-DWT geared vessel, which is less than a year old, has a carrying capacity of about 72,000 Cu.M. , well equippedwithfour cranes ( 2 x 150 mt + 2 x 80 mt) with maximum lifting capacity upto 300 Metric Tons . It came to Mumbai on its maiden voyage directly from Antwerp and Hamburg and unloaded a signicant volume ofsteelandproject cargo.

The vessel sailed out on March 19th towards Qatar from where she will head to Turkey carrying a full load of house-construction modules for those impacted by the recent devastating earthquake.

MoPSW : Sarbananda Sonowal inaugurates ‘Sagar Manthan’, Real-time Performance Monitoring Dashboard

NEW DELHI - Union Minister for Ports, Shipping and Waterways and Ayush Shri Sarbananda Sonowal virtually launched Real-time Performance Monitoring Dashboard of MoPSW ‘Sagar Manthan’ – Digital platform having all the integrated data related to the Ministry and other subsidiaries. It was inaugurated in the presence of Shri Shripad Y. Naik, MoS, MoPSW; Shri Shantanu Thakur, MoS, MoPSW and other ofcials from the Ministry.

This dashboard will transform the workings of various departments by improving well-coordinated real time information.Thisplatformhasbeendevelopedcompletely in-house under the guidance of Shri Sudhanshu Pant, IAS, Secretary, MoPSW in the span of less than 1.5 months efficiently.

Speaking on the occasion Shri Sarbananda Sonowal said the launch of Sagar Manthan dashboard is a positive development towards Digital India vision of our

Prime Minister. He said it will have a significant impact on theoverallperformanceoforganizations. The Minister said effective project monitoring can ensure the timely completion of projects, informed decisionmaking, increased efficiency & effectiveness of projects. He said it also promotes real-time project tracking, risk management,resourceallocation,andprogressreporting. Featuresof‘SAGARMANTHAN’dashboard:

Sagarmala to facilitate shifting of cargo from conventional land-based transportation to Coastal Shipping mode

DELHI - Under Sagarmala Programme, various initiatives and projects have been undertaken to facilitate shifting of cargo from conventional land-based transportationtocoastalshippingmode.Inthisregard,the Government has taken following measures to enhance coastalshipping:

(I) Under the Sagarmala Programme, 70 projects worth Rs.2856 crore have been sanctioned for the development of Coastal Berths, Ro-Ro/Ro-Pax Jetties/Passenger Jetties etc. Out of which 15 projects worthRs.849crorehavebeencompleted.

(ii) Licensingrelaxationundersection407oftheMerchant shipping Act is given to container vessels for carrying export-import containers and empty containers at transhipment ports for outbound transport; and to foreign flag vessels carrying agricultural, fisheries, horticultural, fertilizers and animal produce commodities subject to the condition that these commodities constitute at least 50% of the cargo on boardtheshipatthebeginningofthecoastal leg.

(iii) A discount of 40% is offered by major ports on vessel andcargorelatedchargestocoastalcargovessels.

(iv) Priority berthing policy for coastal vessels has been notified to reduce turnaround time for coastal vesselsandimprovetheirutilization.

(v) Reduction of GST on bunker fuels used in Indian FlagVesselsfrom18%to5%.

(vi) Green channel clearance introduced for faster evacuationofcoastalcargoatports.

(vii) Allowed reimbursement of freight subsidy on primary movement of subsidized urea and P&K fertilizers by coastal shipping or inland water transportation.

(viii) The projects for improvement in the first and last mile road and rail connectivity with all the major and non-major ports have also been identified for faster cargo movement. Ministry of Ports, Shipping andWaterwaysisworkingwithMinistryofRailways and Ministry of Road Transport and Highways to implementtheseprojects.

Gati Shakti units created in 68 divisions of Indian Railways

NEW DELHI - Railways is one of the key drivers of the PMGatiShaktiNationalMasterPlan.MinistryofRailways has set up a multi-disciplinary Gati Shakti Directorate in Railway Board. The Gati Shakti Units in all 68 divisions are alsocreated.ThePMGatiShaktiNationalMasterPlanhas

helped in expeditious sanction of projects, monitoring of execution of works and co-ordination with other Ministries/StateGovernments.

It has been targeted to commission 100 Gati Shakti CargoTerminals.

Indian Commodity exporters faces Global economic slowdown

NEW DELHI : The sharp fall in global freight rates from a highof$18,000to$750invarioussectorssuchastheUSand Europe has not brought any cheer among businesses in export-import trading. The export-import sector is unable to take full advantage of the situation due to the overall dullnessindemandduetoglobaleconomicslowdown.

The Covid situation had forced shipping lines to hike freight cost between 2020 to mid-2022 to cover up their expensesduetovesseldelays,holdingupofcontainersetc. Now, the rates have started sliding since January even belowthepre-Covidtimes.Thesouthwardmovementtoas low as $750 in the Europe sector started benefiting customers, exporters, importers, said Prakash Iyer of CochinPortUsersForum.

Despite the common feeder prices still ruling higher, Iyer said shipping lines are offering lower rates to exporters to withstandthecompetition.

Recessionplaysspoilsport

Mahadevan Pavithran, a coir exporter in Alappuzha, said the industry would not be able to benefit from the lower ocean freight rates, thanks to recession across global markets and Russia-Ukraine conflict. The drop in coir exports were around 30 per cent which is expected to continuethewholeyear.

Coir business, he said, was down by 30-50 per cent and the priority is to survive in this lean period by focussing on

nichemarketswithproductspecialisationandquality. The industry is sustaining now only because of the focus shift of China from procuring coir pith from India to VietnamandIndonesia.

This has led to dropping of coir pith prices in the domestic market, enabling the industry to keep afloat during this phase. The rise in demand for upholstery business has facilitated China to look at proximity centres for purchase, hesaid.

Impactonseafoodsector

Seafood exports are also muted on account of subdued salesacrosstheUSandEurope.AlexKNinan,presidentof the Seafood Exporters Association of India – Kerala region, said the export business was down by 15 per cent due to the US recession and the case is similar with Europe.

With the availability of sufficient stocks in supermarkets, there is a considerable reduction in purchase even for the ensuingEasterseason.

According to Prakash Namboodiri, All India Spices Exporters Forum, the declining freight rate would benefit customers in a big way. But the overseas market, especially the US and Europe, is not so conducive due to recession, forcing consumers to buy hand to mouth. The growing regulatory concern due to pesticide issues in Europeisalsoposingaproblem.

IFSC Authority amends rules allowing shippers to offer voyage charter

AHMEDABAD - In yet another boost for ship-leasing businessfromtheInternationalFinancialServicesCentre (IFSC) at GIFT City in Gandhinagar, the regulator IFSC Authority (IFSCA) on Wednesday ironed out ambiguities relating to employment of ships / vessels for voyage charter and other commercial transactions by companies atGIFT-IFSC.

This, according to shipping industry stakeholders, completes the bouquet of offerings under the ship leasing andowningbusinessatIFSC.

Recently, IFSCA issued an amendment to its earlier circular titled ‘Framework for Ship Leasing’, and allowed the lessor to undertake activities such as “operating lease, voyagecharters,contractofaffreightment,employmentin shippingpoolsandallotherlegalcommercialtransactions foremploymentofships.”

The amended circular also allows “Asset Management Support Services for assets owned or leased out by the lessor or by any of its Group Entities set up in IFSCs inIndia.”

Further, the sale and lease back, purchase, novation, transfer, assignment, and such other

similar transactions in relation to ship lease are, henceforth, granted, besides any other related activity withthepriorapprovaloftheIFSCA.

The regulator also clarified that a transaction shall be classified as a lease if it is in accordance with the Indian Accounting Standards (Ind AS 116) on leases.

Shippingbusiness

Notably, the industry had represented to the IFSCA to notify voyage charter and other commercial transactions for employment of ships, as permissible activities under operating lease, thereby, enabling the full ecosystemforshippingbusinessattheIFSC.

In its amended circular, the IFSCA noted, “The matter was referred to the Directorate-General of Shipping, India, which clarified that these activities are an integral part of the ecosystem and may be included as part of the shippingecosystemintheIFSC,asatpresentmanyIndian playersaregoingoff-shoreforavailingoftheseservices.”

A shipping player remarked, “this was a serious issue impacting the operational aspect of leasing from IFSC.”

NEW DELHI - The 1st TIWG meeting under India’s G20PresidencyisscheduledinMumbai,fromMarch28th30th, 2023. During this three-day Meeting, over 100 delegates from G20 member countries, invitee countries, regional groupings and international organisations will engage in deliberations to accelerate global trade and investments.

On the first day, a seminar on ‘Trade Finance’ will be held at the Ballroom, Taj Lands’ End, Mumbai. The role of banks, financial institutions, development finance institutions and export credit agencies in closing the trade finance gap, and how digitalisation and fintech solutions can improve access to trade finance, will be discussed through two panel discussions. It will be followed by a guidedtourofBharatDiamondBourse.

On 29th March, 2023, the TIWG Meeting will be inaugurated by Hon’ble Commerce & Industry Minister of India.

Subsequently, in the two working sessions, the TIWG

priority issues focussed on making trade work for growth and prosperity, and building resilient Global Value Chains (GVCs) will be discussed. The emphasis will be on achieving shared outcomes for making growth inclusive and resilient, increasing the participation of developing countries and the Global South in GVCs, making GVCs work for inclusive development and building resilient GVCstowithstandfutureshocks.

On the concluding day, the TIWG priorities on integrating MSMEs in Global Trade, and building efficient logistics for trade will be discussed across two working sessions. The Presidency will aim to carry forward the work done by past G20 Presidencies to better integrate MSMEs into global trade considering their primacy in sustaining livelihoods in both the developed and developing countries. The ways of developing robust logisticsinfrastructurethatcouldreducetransactioncosts both across borders and in the hinterlands will also be deliberatedbytheG20delegates.

Centre intervention against substandard items led to 67% decline in imports of Toys

NEW DELHI : The Government has taken proactive steps to restrict import of sub-standard and unsafe toys and to promote domestic toy industry. A Quality Control Order for Toys was issued on 25/02/2020, through which toys have been brought under compulsory certification from Bureau of Indian Standards (BIS) with effect from 0101-2021. As per the Order, every toy in the market must conform to the requirements of relevant Indian Standard and bear the Standard Mark under a license from BIS as per Scheme-I of BIS (Conformity Assessment) Regulations, 2018. This order is applicable to domestic manufacturers as well as foreign manufacturers who intend to export their toys to India. After implementation of QCO for the toys, Search and Seizures were conducted by BIS and 41,106 quantity was seized till 16.03.2023 across

the country including major airports, ports and shopping malls.

Till date, BIS has granted 1,114 licenses to domestic toy manufacturing units and 35 licenses to foreign toy manufacturing units. The sanction of BIS certification for the products is an ongoing process and the license is being granted by BIS after following due procedure within the prescribedtime.

As a result of various steps taken by the Government, the volume of import of toys into the Indian market has shown a consistently decreasing trend. The import of Toys (HSN Codes 9503, 9504, 9505) to India has decreased from USD 332.55 million in 201415 to USD 109.72 million in 2021-22, a decrease of approximately 67%.

Maersk signs MOU with Shanghai International Port Group on green methanol

COPENHAGEN - A.P. Moller-Maersk (Maersk) announced that the company has signed a Memorandum of Understanding (MOU) with Shanghai International Port Group (SIPG) on strategic cooperation for Shanghai Port methanol marine fuel project. The two parties will join hands to explore green methanol fuel vessel-to-vessel bunkering operation after Maersk’s green methanol container vessels beingdeliveredin2024.

Maersk has set a net-zero emissions target for 2040 across the entire business, and the delivery and operation of its 19 vessels with dualfuel engines able to operate on green methanol will accelerate the evolution of climate neutral shipping. Therefore, establishing port bunkering infrastructure for methanol is imperativeandcriticaltoachievethisgoal.

“Collaborating with ports globally to build green fuel bunkering infrastructuresisnecessarytoservicemethanolvessels.Itisan important step as Maersk strives to lead the decarbonization of end-to-endsupplychainsandmakeameaningfulenvironmental impact in this decade.
