India, Canada diplomatic row will not have material impact on exports: EEPC
KOLKATA: The diplomatic row between India and Canada will not have a material impact on the country's exports, according to apex e n g i n e e r i n g b o d y E E P C . India's exports to Canada stood at USD 4.1 billion in 2022-23.
T h e e x p o r t g o o d s i n c l u d e pharmaceuticals, gems and jewellery, textiles, and machinery, while imports (USD 4 06 billion) include pulses, timber, pulp and paper, and mining products.
"We do not believe that the standoff with Canada will have a material
impact on our exports and trade, given our long-standing relationship. We expect the current stand-off to be temporary and to be resolved," EEPC (Engineering Export Promotion Council of India) Chairman Arun Kumar Garodia said.
He expressed hope that the standoff would be resolved soon and India's outbound shipments to Canada will continue to grow.
"India and Canada have been good partners as far as trading and cultural relations are concerned, for a significant time. The current stand-
off between India and Canada seems to be a temporary one, and I'm sure that it is going to be resolved diplomatically," Garodia said.
He added that though the talks for the proposed free trade agreement have been paused, it would resume as soon as political issues settle down.
Engineering Exporter Nipha Group Director Akash Shah said there would be no material impact on exports, and that trade would c o n t i n u e , a n d h e h o p e d t h a t the ongoing stand-off would be settled soon.
Haryana developing NCR as Logistics hub: CM
G U R U G R A M : H a r y a n a i s strategically developing the National Capital Region (NCR) as a robust warehousing and logistics hub, said Chief Minister Manohar Lal Khattar.
Laying the foundation stone for Flipkart’s regional distribution centre in Manesar and virtually launching the Grocery Supply Center in Sonipat, the CM said multiple projects are underway to enhance logistics connectivity, including expressways, railways, and national highways.
Khattar said key projects, such as the Global Smart City and Mass Rapid Transit System in Gurugram, and the Integrated Multi-Modal Logistics Hub in Narnaul, spanning 886 acres and costing US$ 700 million in
partnership with the Delhi-Mumbai Industrial Corridor Project, are already in progress.
The CM said ongoing projects, including the Kundli-Manesar-Palwal E x p r e s s w a y, D e l h i - M u m b a i Expressway, Western Dedicated Freight Corridor of Railways, and Gurugram-Alwar road, are set to bolster logistics connectivity
He said Haryana has also received approval for the Haryana Orbital Rail Corridor, valued at about Rs 6000 Crore, with land acquisition already underway. Additionally, 17 national highways are set to be constructed in Haryana, ensuring comprehensive connectivity by the end of 2024, Khattar said.
The CM said Global City being developed in Gurugram district is a new chapter in the development of the area. The work of Global City, to be developed on about 1000 acres of land, is also progressing rapidly.

EU carbon tax and other laws to impact $37 billion of India’s exports: Report
NEW DELHI: The Council on Energy, Environment and Water has said that India’s exports of around $37 billion, which is approximately 43% of the country’s exports to the EU as of 2022, are likely to be impacted due to the bloc’s various non-tariff measures (NTM) including the C a r b o n B o r d e r A d j u s t m e n t Mechanism (CBAM).
Some of the recent regulations that can prove to be NTMs include the EU’s CBAM and Deforestationfree Regulation (EUDR), and the United States’ Inflation Reduction Act, it said NTMs are policy measures other than ordinary customs tariffs that can have an economic effect on trade.
“While developed countries have lowered their tariff levels over time,
they have gradually increased the issuance of NTMs,” the think tank said.
A s p e r t h e r e p o r t t i t l e d ‘Sustainability-driven Non-tariff Measures: Assessing Risks to India’s Foreign Trade’, the product categories at risk due to the proposed s u s t a i n a b i l i t y - f o c u s e d E U r e g u l a t i o n s i n c l u d e t e x t i l e s , chemicals, selected consumer electronics products, plastics, and vehicles.
These items accounted for 32% of India’s exports to the EU in 2022, valued at approximately $27 billion

regulations, leading to restrictions in market access, specifically for emerging economies such as India.
The think tank has suggested trade pacts, stronger compliance through common informationsharing platform for firms to register and the information can be tracked, and introduction of India’s own standards and non-tariff measures to ensure the quality of its manufactured items.
Sustainability-driven NTMs are increasing at a high rate and their p r o p o r t i o n o f t h e t o t a l N T M notifications to WTO has increased to 19% in 2021 from 8% in 1997.

Rising logistics demand expected to create 10 mn jobs in India by 2027
MUMBAI: Buoyed by government p o l i c i e s a n d r i s i n g e c o n o m i c activities, the Indian logistics industry is poised for rapid growth and is expected to create 10 million jobs by 2027, a report said on Thursday
Propelled by recent industry reforms, including the government’s Production-Linked Incentive (PLI) scheme, robust production figures, as well as changing consumption patter ns, innovative business models such as 3PL (Third-Party L o g i s t i c s ) a n d s u r g i n g r u r a l demand, India’s logistics industry is poised for rapid growth in the coming years, the report by TeamLease Services said
The sector, which is growing at an annual rate of 12 per cent, is expected
to add 10 million jobs by 2027, it said.
The Teamlease Services report on the logistic sector is based on secondary sources like current i n d u s t r y r e p o r t s a n d m a r k e t research.
“ W e a r e w i t n e s s i n g t h e emergence of a dynamic industry that is poised to create about 10 million new job opportunities over the next five years, owing to a significant increase in both production and consumption,” TeamLease Services Vice President and Business Head, Balasubramanian said.
This increase in output has increased demand for logistics services such as transportation, warehousing, and distribution, he said.

PEMA and ICHCA sign MoU for safety standards in cargo handling
LONDON: The Port Equipment Manufacturers Association (PEMA) and International Cargo Handling Coordination Association (ICHCA) have signed a Memorandum of Understanding (MoU) to co-operate o n i m p r o v e d s a f e t y a n d sustainability across the global industry
The programme will include agreed actions and initiatives, meetings, sharing and exchange of information and ad hoc task forces to enhance their respective impact on issues and topics where both organisations have a common interest.
The MoU provides a framework to pursue projects, but not a commitment of funds The joint efforts will enable each group to benefit from the common activities
in their respective strategies, furthering a wider understanding where areas of joint interest have been identified

Drewry: World Container Index down by 5.2% last week
LONDON - Drewry’s World Container Index decreased by 5.2% to $1,479.48 per 40ft container last week.
Drewry’s detailed assessment for Thursday, 21 September 2023
The composite index has decreased by 5.2% to $1,479.48 last week, and has dropped by 66.9% when compared with the same week last year
The latest Drewry WCI composite index of $1,479.48 per 40-foot container is now 86% below the peak of $10,377 reached in September 2021. It is 45% lower than the 10-year average of $2,679, indicating a return to more normal prices, but remains 4% higher than average 2019 (pre-pandemic) rates of $1,420.
The average composite index for the year-to-date is $1,756 per 40ft container, which is $923 lower than the 10-year average ($2,679 mentioned above).
The composite index decreased by 5.2% to $1,479.48 per 40ft container and is 66.9% lower than the same week in 2022. Freight Rates on Shanghai – Genoa and Shanghai –Rotterdam dropped 10% or $167 and $127 to $1,531 and $1,172 per 40ft container. Similarly, spot rates from Shanghai – New York also declined 4% or $132 to reach $2,900 per feu. Rates on Shanghai – Los Angeles dropped by 3% or $58 to $2,104 per 40ft box. Likewise, rates from Rotterdam – New York and Los Angeles – Shanghai inched down by 2% to $1,534 and 1% to $831 per 40ft container respectively. Conversely rates on New York – Rotterdam increased by 2% or $13 to $747 per feu. Moreover, spot rates from Rotterdam
Shanghai remained static on its previous week’s level. Drewry expects East-West spot
rates trend to remain close to current levels, overall, in the next few weeks.
Singapore announced top maritime centre for 10th consecutive year
LONDON: For the 10th year in a row, Singapore ranks first in the Xinhua-Baltic International Shipping Centre Development Index (ISCDI) Report.
Published jointly by Chinese state news agency, Xinhua, and global maritime data provider, Baltic Exchange, the report lists Singapore as the global leading maritime centre, followed by London and Shanghai.
The island nation scored 95.32 out of a possible 100 points, while the maritime support services powerhouse of London scored 83.35 points and the mighty port-city of Shanghai takes third place with 81.58 points.
Singapore has held the top position since the Index began a decade ago. It has retained its position due to its winning combination of strategic location, international outlook and established ecosystem of professional global maritime services and good governance.
London and Shanghai have retained their positions of second and third place within the Index for the past four years.
Further down the top 10, there was little movement as Hong Kong, Dubai, Rotterdam and Hamburg take fourth, fifth, sixth and seventh place, respectively.
The trading capital of New York and its New Jersey port dropped by two places from eighth place last year, to 10th place this year while Athens/Piraeus moved up by one place A relative newcomer to the Index, NingboZhoushan, sits at number nine. The Chinese city’s ranking amongst the top 10 is primarily due to it being the busiest port in the world in terms of cargo tonnage.
A total of 43 maritime locations were rated as part of
this report, which considers port factors including cargo throughput, number of cranes, length of container berths and port draught; number of players in professional maritime support businesses such as shipbroking, ship management, ship financing, insurance and law, as well as hull underwriting premiums; and general business environment factors such as customs tariffs, extent of electronic gover nment ser vices and logistics performance.
The average score amongst the top 10 ports is 77.21 out of 100, with the average across the entire 43 rankings standing at 59.19.

(Customs), CBIC, during their recent visit to North Block, New Delhi to make a representation to improve the speed for Customs Clearance in order to enhance the T R S a n d E O D B p e r f o r m a n c e
The Federation of Freight Forwarders’ Associations in India (FFFAI) team was headed by Mr. Shankar Shinde along w i t h t h e C h a i r m a n E l e c t Mr. Dushyant Mulani; Vice Chairman Mr Amit Kamat, Mr Rajesh Verma, Hon. Secretary Mr. Vinod Sharma, Hon. Treasurer Mr. Sudhir Agarwal and Advisor Mr. S Ramakrishna.
The representation made to the Member (Customs), CBIC was pertaining to issues faced by Export-Import Trade in Faceless Assessment, to bring specific timelines of 24 hours for Ocean cargo and 12 hours for Air cargo in Customs Clearance. Time bound Customs clearance will help the country for saving unproductive expenses on demurrage and detention charges being paid by the industry.
Measures to improve the export performance and facilitate the export trade were also discussed. Enhancing the performance of ICEGATE and EDI system were discussed in detail for improving the LPI.
According to Mr. Shinde, with evidence the FFFAI team highlighted the way forward to improve Faceless Assessment with timeline accountability having monitoring dashboard system for trade visibility in achieving high standard of customs clearances They have also emphasised on training for both trade and Customs officers at ground formation for assessment and seamless cargo operations to reduce dwell time and transaction cost. Implementation of Robust IT system with zero downtime and backup support for 24X7 operations were also highlighted.
The FFFAI representation pointed out that Customs Notifications implementation with immediate effect disturbs the regular flow of trade and requested that any changes in policy with regard to restriction / prohibition or duty structure with advance intimation will help trade to cope up with changes and also mitigate heavy charges incurred on account of Shipping Lines Detention charges and taking cargo back to town with simplification of processes.
Further the FFFAI Chairman informed that the issues on Shipping lines detention and Custodians charges, which are being incurred by exporters resulting in additional cost for no fault of exporters, were also brought to the notice of Mr Bhujabal for immediate relief to the trade. Such consignments are subject to re-negotiation with buyers due to additional duty levied and require time to realign orders resulting in cancellation of orders due to noncommercial viability
FFFAI Recommendations
Enhancing Customs Clearance:
• Time bound Customs Clearances to bring in transparency and predictability - 24 hours for ocean and 12 hours for air in Customs Clearance.
• Identify gaps in enhancing of Time release study (TRS) / Ease of doing business (EODB) to address Monitoring Dashboard system with trade visibility
• Improving Faceless Assessments with Centralized Escalation and Monitoring Mechanism.
• Effective portal based online AEM status with generating history report from filing of document till OOC.
• CAROTAR – Pending provisional assessment needs to be finalized and Bank Guarantee executed, which are pending for last few years, needs to be released.
• Enhancing Digilitization by curbing manual paperwork with Customs and PGA’s.
• Having effective mechanism to prioritise Breakbulk / Charter Vessel / Food /perishable Cargo/ Hazardous Cargo Shipment/ Refrigerated Cargo through system integration to have them into PAG assessment.
• Certificate of Origin (COO)- Online verification system be introduced.
• To reduce dwell time with redundant process.
• Identify area to convert from Manual to systembased process.
• To have robust integration online system for SEZ shipments with ICES / ICEGATE without manual processes prints / signature etc..
Infrastructure:
• Simplification in providing LEO for RMS / Non-RMS facilitated shipping bills.
• System to have zero down time with proper backup system to support for 24x 7 operation.
• Effective and high-tech Scanners at Ports for seamless movement.
• Gate Automation / Universal RFID reader for ease of Export Clearances.
• We request that a Universal RFID Readers be installed in the Parking Plaza that can read the RFID seals of all different manufacturers, which will reduce the dwell time for clearance.
In view of Policy Changes:
• Transitional arrangement where is a restriction levied: Transitional arrangements should be provided to Trade for Export containers which are already in the Customs / Port premises for Exports.
Initiatives in Skill Development:
• Training and skill developments – for Customs officers at ground formation and Customs Brokers.
• Regular interactive online portal system.
