GANDHIDHAM: The Oil Jetties in Kandla Creek earlier used to receive Edible Oil tankers with averageparcelsizeof25,000MT.With the commissioning of Oil Jetty 7, which is capable of handling vessels upto 230 Mtrs LOA and 13 Mtrs draft, the parcel size of Edible Oil Tanker Vessels have increased substantially.

On 05-04-2023, M.T. WISCO ADVENTURE arrived with a parcel of 40,000 MT and on 29-04-2023,

Export benefits under RoDTEP scheme may be extended beyond Sept 30

NEWDELHI:Withpersistentglobal uncertainty slowing down goods exports from India, the government is looking to extend export benefits under the popular Remission of Duties and TaxesonExportedProducts(RoDTEP) scheme to the chemicals, pharmaceuticals and iron & steel sectors beyond September 30, 2023, whenitissettolapse.

“Looking at the export prospects andtheavailablebudgetforthescheme for this fiscal, it seems there will be enough funds available to continue the RoDTEP scheme for the chemicals, pharmaceuticals and iron & steel sectors beyond September 30 2023. While the tenure of the extension is yet to be decided, it could be up to six months till the end of the fiscal,” an official tracking the matter said recently.

However, the Government is unlikely to extend the scheme for the identified sectors in perpetuity, like all other sectors covered under the scheme, as funding may be an issue at

any time in the future, the official explained.

The RoDTEP scheme refunds exporters the embedded duties/taxes that are not rebated under other schemes. These include VAT on fuel used in transportation, mandi tax and duty on electricity used during manufacturing. As the scheme refunds input taxes that are calculated transparently, it complies with WTO norms.

Whentheschemewasannouncedin January 2021, it covered 8,731 items from most export sectors except for organic and inorganic chemicals, pharmaceuticalsandiron&steel,which covered most engineering items. However,theGovernmentlaterdecided to extend the scheme to the excluded sectors as well, which expanded the list of eligible items to 10,342, per DGFT figures. However, the benefits were extended only for the December 2022September30,2023period.

“Since the chemicals, pharma and iron & steel items account for a large

chunk of India’s exports, the RoDTEP payout to these would also be substantial. That is why the Government may want to have the flexibility of extending the benefit of the scheme to these sectors when there is enough fund available and withdraw it when finances are an issue,” the official explained.

Allocation for the RoDTEP scheme inFY2023was increasedby10percent to Rs 15,069 crore, from Rs 13,699 crore in 2022-23. Exports in April 2023, on the other hand, declined by 12.7 per cent to $34.66 billion as recessionary trends in many Western economies and Russia’s continued war in Ukraine made an `activeimpact’.

“As export of goods is slowing down, claimsforRoDTEParenotlikelytorise significantly this year as they are directly linked to the exports carried out. So, the Commerce Department is unlikely to over-spend the allocation made under the scheme even if is extended to the identified sectors beyondSeptember30,”theofficialsaid.

Engineering Exports to Russia jump 11 times in April: EEPC India

KOLKATA: Exports of engineering goodstoRussiajumped11timesinApril this year to USD 133.6 million as compared to year-ago month while the US and China markets continued to soften, the engineering export promotion council said recently. Engineering exports to the CIS country wereUSD11.7millioninApril2022.

The value of engineering exports to the US was USD 1.4 billion in April 2023, down 24.9 per cent compared to USD 1.86billionintheyear-agomonth.

Shipments to China too continued withthe decliningtrend andfell 15.5 per centtoUSD183.3millioninApril2023as compared to USD 216.9 million in the samemonthlastyear.

However, exports to Oman more than doubled during the month to USD 153.9 million over the corresponding monthofApril2022.

Out of 25 top destinations for Indian engineering goods, as many as 15 saw positiveyear-on-yeargrowthduringthe month under review while 10 countries witnessedaregrowth.

The top 25 countries, including the US, Germany, the UK, France, Indonesia and Singapore, contribute

about 76 per cent of the total engineeringexportsfromIndia.

Engineering exports from India continued to decline in 2023-24 as April 2023sawa7.15percentdroptoUSD8.99 billion as against USD 9.68 billion in April2022.

Drop in shipment to North America, the EU and ASEAN region led to a declineinoverallengineeringexports.

Commenting on the latest export data, EEPC India chairman Arun Kumar Garodia stated that the decline in exports was caused due to demand slowdown in almost all regions barring Latin America, WANA, parts of Europe andOceania.

WANA region comprises 19 countries, including Bahrain, Kuwait, Oman, Qatar, Iraq, UAE, Saudi Arabia, Egypt, Sudan, Algeria, Morocco, Tunisia, Syria, Jordan, Israel, Lebanon, Yemen,LibyaandSouthSudan.

"Significant export decline was noted in North America as the US is currentlygoingthroughabankingcrisis and a debt ceiling crisis. Its imports have come down in the last few months. Exports to the EU have been impacted by the ongoing Ukraine-Russia crisis

andthewithdrawaloftheGSPbenefits," Garodiasaidinapressrelease.

"South Asia situations remain grim as Bangladesh's economy suffers from the lowering global demand and Nepal and Sri Lanka reel under the debt crisis,"headded.

Engineering products that witnessed positive growth include copper and products, industrial boilers, IC engines, pumps and valves, air condition machinery, auto parts, electrical machinery, and other constructionmachinery.

Government rules out lifting ban on wheat export

NEW DELHI: The Centre has ruled out lifting the ban on wheat exports but said the shipments of the foodgrain through diplomatic channelswillbeconsideredonacaseto-case basis. India, the world’s second-largest wheat producer, banned wheat exports in May 2022 as part of measures to control rising domesticprices.

Asked if wheat exports will be allowed, Consumer Affairs Secretary Rohit Kumar Singh said, “No chance at all.” The Government is supplying

some quantity of wheat to a few countries like Nepal and Bhutan via a Government-to-Government trade arrangement. “We will take a call if thereisarequestfromtheMinistryof External Affairs,” he added. Citing reasonsforcontinuingtheexportban, Additional Secretary of the Food Ministry Subodh Kumar said India is not a traditional wheat exporting nation. However, the Country exportedwheatinthelastthreeyears owingtosurplussupplies.

rangeof2-7milliontonnesannuallyin the last three years. Last year, wheat exportswere5milliontonnes,hesaid. “The wheat production remained lower during last year because of climatic reasons. However, production this year is higher than last year and availability is expected to be 10 million tonnes more when comparedtolastyear,”hesaid.Thisis required for local consumption and to make available wheat at reasonable prices in the domestic market, he added.

Visakhapatnam Port attains 4th position in cargo handling in India

VISAKHAPATNAM:

The Visakhapatnam Port Authority (VPA) handled 73.73 million tonnes of cargo for the fiscal 202223 and achieved fourth position among all the major ports in the

country, and attained second position on the East Coast, according to a release here on Tuesday. During the Financial year, the port handled 73.73 MT against 69.03 MT during the corresponding period of previous year, with a growth rate of 7%, the

releaseadded.

The VPA Chairman Madhaiyaan Angamuthu attributed the growth rate to the collective efforts of every stakeholderandassuredthattheport would attain further top rank in the Countryinfuture.

Container freight rates continue to slide on most Indian trades

MUMBAI: There seems to be no real let-up in the rate slide seen on mostofthetraderoutesoutofIndiaas trade volume pressure continues, according to the latest market analysis.

On the westbound India-Europe trade, average contract rates from West India [Jawaharlal Nehru Port (JNPT)/Nhava Sheva or Mundra Port] to Felixstowe/London Gateway (UK)orRotterdam(theNetherlands) have dropped to US$650 per TEU and US$700 per FEU, from US$850 and US$950, respectively, at the end of April.

For West India-Genoa (the West Mediterranean) shipments, contract rates have fallen to US$700/20' ft container and US$800/40 ft container, versus US$850 and US$950, respectively,amonthago.

Eastbound cargo (imports into India) rates for these port pairings have seen further declines, albeit at a slowerpace,month-on-month.

Accordingtotheanalysis,average rates now stand at US$950/TEU and US$1,050/FEU for bookings from Felixstowe/Rotterdam to West India, versus US$1,050 and US$1,150, respectively,lastmonth.

Similarly, rates for shipments from the West Mediterranean (Genoa) to West India have dipped to US$850/TEU and US$950/FEU, from US$900 and US$1,006, respectively,inApril.

Thanks to the two rounds of general rate increase (GRI) attempts by major carriers, there have been some moderate pricing gains on the India-US trades. The analysis has

found that contract rates for cargo moving from West India (Nhava Sheva/Mundra) to the US East Coast (New York) have increased to US$1,700 per 20 ft box, from US$1,550, and US$2,100 per 40 ft box, from US$1700, and to US$1,600/20 ft container, from US$1,500, and US$1,800/40 ft container, from US$1,750, month-on-month, for container loads moving to the USWestCoast(LosAngeles).

For the West India-US Gulf Coast (Houston) trades, average rates have moved up to US$1,885 per TEU and US$2,837perFEU,fromUS$1,735and US$2,735, respectively, at the end of April.

Major carriers, such as MSC, CMA CGM and Hapag-Lloyd, beganseekingasecondroundofGRIs from 1 May and as the latest rate trends suggest, the success of recoveryhasbeenpartialasofnow.

However, on the US-India trades (return leg), short-term contract rates have continued to drop, by between a 5% to 10% increase, onaverage,fromthelevelsmaintained bymajoroperatorslastmonth.

According to the data analysis, rates are down to US$712/TEU, from US$750, and US$850/FEU, from US$900, for shipments from USEC (New York); to US$1,988/TEU, versus US$2,509, and US$2,376/FEU, from US$2,753, for bookings from USWC (Los Angeles); and to US$1,500/TEU and US$1,800/FEU from the US Gulf Coast, compared with US$1,559 and US$1,868, respectively, a month earlier, into West India (Nhava Sheva/Mundra).

Rates on intra-Asia trades out of India have also seen further declines month on month, with the exception of South China bookings, theCNanalysisreveals.

For West India-Yantian (South China), average rates have either held firm or slightly moved up, hovering at US$225/TEU, versus US$200 and US$275/FEU, versus US$300, while for West India-Central China (Shanghai) trades, rates have further tumbled to US$15/TEU and US$30/FEU, from US$20 and US$50, respectively,amonthago.

Average contract rates for bookings from West India (Nhava Sheva/JNPT or Mundra) to Tianjin (North China) has further slipped to US$50 per 2O ft container, from US$80,andUS$100per40ftcontainer, fromUS$160,monthonmonth.

For Indian cargo to Singapore, rates have plummeted to US$10/20 ft box and US$20/40 ft box, from the April averages of US$15 and US$30, respectively.

For Indian shipments to Hong Kong, major carriers are accepting bookings at US$10/TEU, versus US$30, and US$30/FEU, versus US$60,accordingtotheCNanalysis.

April prices for West India-Jebel Ali/Dubai shipments have fallen to US$70/TEU and US$140/FEU, from US$75 and US$200, respectively, at theendofApril.

Contract rate levels on intra-Asia return leg trades have slid between 10 and 15%, with booking rates from Tianjin to West India (Nhava Sheva/Mundra) seeing the largerdeclines,theCNanalysisfound.

Currently, exports are not very encouraging but I cannot predict it for the whole year because people are expecting the things to improve. But as we see the headwinds in the Western markets are not very good. We are facing headwinds for the exports going from India,exceptfortheprimaryagroproducts.

Value added services

Domestic is not having as good margins as ExportImport. But in the revenue, if we see our domestic revenue percentage it is increasing year on year. So to get more margins, we are trying to add a lot of valueaddedservicesintothedomestic.

We started first mail, last mail logistics. We started business support solutions. Now we started new products.Sowecallitmaterialhandlingmethodologies. Bulk cement we are handling in normal containers that is a very new product and it is picking up. So with these value-added services, we are trying to improve upon our margins in domestic and also we are trying to get intothedistributionlogisticsverysoon.

So,goingforward,theremaybealittlestrainonthe marginsbutoverallIexpectthemarginsinthisyearto be maintained. We are working towards that because inExport-Import,westarteddoingdoublestackdirect from our depot. We got a depot called Dadri in Delhi, NCR region that is now connected directly to DFC (Dedicated Freight Corridor). And now we are not going through hub. Earlier we used to go through the hub of Kathuwas. Because of this, there is a lot of interest generated. The transit times have come down.

So, there is a very good interest developed among the customers because it is better than road movement now, even for light community cargos, time-sensitive cargos everything will come on to Dadri.

Even we started doing reefer double stack also. So, a lot of new products we are introducing into the Export-Importsector.

With all that, we will be able to maintain our volumes in Export-Import that will maintain our margins. So to go with at the beginning of this financial year, the guidance will be that we will try to maintain

our margins. There may be a little pressures on margins,butouraimistomaintainthemargins.

Containerisation

In domestic, we are seeing good growth that is where the containerization will come in. Exports, whatever exports earlier going on, they are going on in containers only because the western countries, they accept goods more in containers rather than in thebreakbulkandbulkmode.

So there the growth will come with the export-import scenario. How we are able to do well in our exports or how much we are importing, that decides the volumes whereas in domestic, the more andmoregoodscanbecontainerized.

In the domestic side, there is a very good growth potential. With the new methods and the new products we are bringing into containers, there is a huge scope, like the bulk cement – handling of bulk commodities in normal containers. The size of this market is 400milliontonsandwehavetappednoteven10%.

So there is a huge market there to explore, to capture. It is a virgin market. There are certain headwinds for this, the container availability, because now we are encouraging Atmanirbhar Bharat in India and we are importing containers. The container shortage is there for domestic movement for us as of now. We are working along with railways and various otherindustrialunitstoovercometheshortage.

Gati Shakti

We will be working with Gati Shakti scheme, wherever the new terminals are coming up, where we have to use the Gati Shakti, we are definitely using it and at the existing terminals, there is an established business practice. We have taken up a new terminal at a place called Mandalgarh near Kota under Gati ShaktisothatwearedevelopingunderGatiShakti.

And even terminals which are not on railway land parcels where we are directly purchasing land parcels and developing, there also we will take the advantage of Gati Shakti in developing all the support services. SothereisnotimeframeforimplementingGatiShakti for all the terminals. Gati Shakti is a continuous process and the main idea of PM Gati Shakti program is to help logistics improvements and to reduce logisticscostinIndia.

SEOUL: HMM, a South Korean shipping giant, has joined the race to acquire Hyundai LNG Shipping, the country’s top liquefied natural gas (LNG)transporter.

According to industry insiders on May 18, HMM has expressed its intention to IMM Private Equity to carry out due diligence and participate in the main bidding for Hyundai LNG Shipping. IMM Private Equity is a private investment fund manager holding a 100% stake in HyundaiLNGShipping.

At present, Hyundai LNG Shipping owns a fleet of 23 vessels, including 16 LNG carriers, six liquefied petroleum gas (LPG) carriers, and one LNG bunkering vessel. The company boasts a stable income stream,

derived from long-term contracts with Korea Gas Corporationandinternationalclients.

Last year, HMM unveiled a medium-to-long-term strategy aimed at portfolio diversification. The company’s revenue structure is heavily dependent on the container sector, directly linked to global economic trends. As part of its strategy, HMM plans to expand its fleet of bulk carriers, known for their stable profitability. Notably, the LNG shipping market is projected to see a significant uptick due to the ongoing Russia-Ukraineconflict.

Hyundai LNG Shipping was initially part of HMM’s LNG transportation division. In 2014, HMM sold this division for KRW 500 billion to improve its liquidity position.
