India joins hands with industry, foreign experts to estimate Total Logistics cost : Special Secretary (Logistics)

NEW DELHI: The Government is working with members of industry as well as taking advice from foreign experts to arrive at an estimated total logistics cost for India, which will be made public by the end of September, Sumita Dawra, Special Secretary, Department for Promotion of Industr y and Internal Trade (DPIIT), was quoted in an interview recently “We have a task force c o m p r i s i n g p e o p l e f r o m t h e Government, research organisations, think tanks, as well as the industry collaborating with us on this,” she said.

The task force was formed in March 2023 when a need was felt to d e v e l o p a f r a m e w o r k f o r t h e calculation of logistics costs on a periodic basis. This 18-member task force has been working under the chairpersonship of Dawra to develop a framework for the calculation of logistics costs in India.

“The taskforce has taken about four months to ar rive at the baseline estimate,” Dawra says “Apart from that, we also have to

figure out how to improve that baseline so that we have more authentic information rather than m a k i n g a s s u m p t i o n s f o r t h e administrative and inventory costs That framework too has been developed by this task force for the long term,” she added With this, the DPIIT will now be able to show a clear year-on-year comparison of how the National Logistics Policy is helping to reduce logistics costs.

Currently, the industry works with various estimates ranging between 814 percent of the gross domestic product (GDP). However, the wide variation in estimation has raised some questions. “When there is such a wide variation in the estimation, naturally, there will be a question of credibility We looked at the estimate of 14 percent given by consulting firm Armstrong & Associates but found that there is no clear basis for that,” says Dawra.

So the department is now using a 2018 report by the National Council of A p p l i e d E c o n o m i c R e s e a r c h (NCAER) as a baseline for the

calculation of logistics costs. The report put India’s logistics costs at 8.35 percent of GDP .

However, the Government has faced a backlash from India Inc, which has estimated the total logistics cost to be around 14 percent of GDP

The Government is now building their own estimate by looking at Ministry of Statistics and Policy Implementation (MoSPI) data sets and supply use tables, among others. The Government is also taking all the help it can get from outside. “We are working with experts from other countries for the computation of logistics costs and to arrive at the methodology,” says Dawra.

Professor Kyoung Kwon of the Asia Pacific School of Logistics & Graduate School of Logistics, Inha University in Korea, and Keku Bomi Gazder, Managing Director & Chief Executive Officer, Aviapro Logistic Services, are members of the task force.

The baseline of this logistics estimate, as per Dawra, will be set at 2022-23.

India’s aluminium scrap imports from the US mark a 2% rise in H1 2023

WASHINGTON: According to the US Census Bureau data, India’s aluminium scrap imports from the United States during the first half of 2023 ended June 30 totalled 231,000 tonnes, registering an increase of 4,000 tonnes or 1 76 per cent from 227,000 tonnes a year ago.

In the second quarter of the year, India’s aluminium scrap imports from the United States amounted to 134,500 tonnes, substantially up by 37,800 tonnes or 39.09 per cent from 96,700 tonnes in Q1 2023 ended March 31. In June, India imported 46,600 tonnes

of aluminium scrap from the US, compared to 48,100 tonnes in May. That reflected a month-on-month decline of 1,500 tonnes or 3.12 per cent, following a hike in May by 20 85 per cent from 39,800 tonnes in April.

India’s aluminium scrap imports from the US grew each month through the first half of the year until they dropped in June. The import volume in April also recorded a rise of 9.34 per cent, following a growth in the previous month by 17.42 per cent to 36,400 tonnes. In February 2023, India’s scrap imports were at 31,000

tonnes, slightly up from 29,300 tonnes in January. On a year-on-year basis, India’s aluminium scrap imports from the US stood 13.94 per cent higher in June 2023 than 40,900 tonnes, despite a monthly dip.

The USGS data showed that the United States’ total aluminium scrap exports in H1 2023 stood at 1.04 million tonnes – 2.97 per cent higher than 1.01 million tonnes a year earlier In June 2023, the export volume was recorded a t 1 8 0 , 0 0 0 t o n n e s , d o w n b y 8.16percentfrom196,000tonnesbutup by9 76percentfrom164,000tonnes

Indian Railways sees need for dedicated coal corridors

NEW DELHI: A recent Railway B

he imperative need for dedicated coal corridors to meet the escalating power demand in India, according to a report. The study highlights that the bulk of coal transportation originates from Odisha, Jharkhand, and Chhattisgarh to various regions in the north, west, and southeast of the nation.

The report emphasizes the necessity of establishing exclusive railway tracks for coal transportation

along these routes The report, f o c u s e d o n e s t i m a t i n g c o a l transportation by rail until 2030, stresses the alignment of coal corridors with dedicated freight corridors (DFC).

Specifically, it recommends prioritizing the development of coal corridors with the east coast DFC and the eastern section of the east-west DFC. These corridors would facilitate the movement of coal, particularly from Talacher to ports along the eastern coastline. Estimates indicate

that India’s energy requirements will surge to approximately 3,000 billion units (BU) annually by 2030.

With an anticipated population of 1.51 billion in 2030, per capita energy consumption in India is expected to hover around 2,000 units annually The study underscores the potential repercussions of any energy shortfall, which could severely hamper the nation’s growth, leading to shortages or outages across various sectors, including manufacturing, agriculture, and transport.

Maersk : Tentative signs of bounce back in Global Trade

COPENHAGEN: There are tentative signs of a bounce back in global trade, Mr. Vincent Clerc, CEO of Maersk was quoted by CNBC recently. “Barring any negative surprises, we would hope for a slow pickup as we get into 2024, a pickup that will not be a boom like what we have known in the past few years, but certainly, a demand that is a bit more in line with with what we see in terms of consumption, and not so much an inventory correction,” Vincent Clerc said.

Consumers in the U.S. and Europe have been key drivers in this demand uptick, Clerc said, and those markets have continued to “surprise on the upside.”

In 2022, the shipping firm warned of weak demand as warehouses filled up with unwanted goods, with consumer confidence stuttering and supply chains congested.

The upcoming pickup would be fueled by consumption, he said, rather than the “inventory correction” which has featured heavily during 2023.

Upside potential

Emerging markets are proving resilient, despite the difficult economic climate, Clerc said, particularly in the

cases of India, Latin America and Africa.

North America is also looking strong for the next year, despite having faltered along with many other major economies due to macroeconomic factors, including Russia’s full-scale invasion of Ukraine and tensions with China. “As this starts to normalize and works itself out, we will see a rebound in demand,” Clerc said. “I would say emerging markets and North America are certainly the points where we see the most upside potential,” he added.

But the road to bolstering global trade and growth isn’t necessarily a smooth one, as highlighted by IMF Managing Director Kristalina Georgieva in a recent interview.

“What we see today is very troubling,” Georgieva said on Sept. 10 on the sidelines of the Group of 20 nations leaders’ summit in New Delhi.

“There is fragmentation in our world. For the first time global trade grows slower than the global economy, 2% trade, 3% global growth. If we want trade to become, again, an engine of growth, then we have to create corridors and opportunities,” she said, referencing a planned rail-to-sea economic corridor linking India with Middle Eastern and European countries.

Adani Hazira Port resolve issues pertaining to extra charges with stakeholders

S U R A T : T h e dispute over an extra levy planned by Adani Hazira Port Pvt Ltd has been resolved with the three older container freight stations (CFSs) servicing Hazira Port agreeing to abide by a new service level agreement to evacuate containers nominated by the shipping lines within specific days, subject to charges on deviation per the prevailing terminal tariff.

The window would be fixed at 6 days for export and 4 days for import to clear the (lines) nominated containers at Hazira Port. In case, the CFS’s fail to clear cargo during the agreed period, it would be liable to pay the charges as per terminal tariff, according to a revised advisory issued by Adani Hazira Port recently to settle the vexed issue.

In a 25 August Customer Advisory, Adani Hazira Port said it will collect extra charges of Rs 2,500 for a 20 ft container and Rs 4,000 for 40 ft and 45 ft boxes from CFS operators when import loaded containers are taken to a CFS as nominated by the shipping lines. Adani Hazira Port also asked the CFS operators to maintain a Pre-Deposit Account (PDA) balance at the terminal from 8 September to facilitate invoicing CFS’s nomination charges for the import laden box.

From 10 September, Adani Hazira Port stoppeddeliveringimportladencontainers totheCFSsservicingtheport The move to levy extra charges was strongly opposed by the CFS’s and other stakeholders, including importers, using Hazira Port to shipcargo

“Adani Hazira Port has started delivering shipping lines nominated

import laden containers to the CFS’s from Friday after the standoff was resolved in consultation with all the stakeholders,” a source said. The port operator issued a revised advisory to resolve the issue.

The CFS who have been operating at Hazira for long “would abide by the new service level agreement to evacuate nominated containers within specific days, subject to charges on deviation as per the prevailing terminal tariff, as amended from time to time”.

“This would ensure that there is no additional cost to trade as apprehended by the stakeholders. It would help in catering to increased volumes through better efficiency and reduction in unproductive cost,” Adani Hazira Port, a unit of Adani Ports and Special Economic Zone Ltd (APSEZ) wrote in the advisory.

10 Land Customs Stations to come up in Bihar along Indo-Nepal border: Amit Shah

NEW DELHI: Union Home Minister Shri Amit Shah on Saturday announced that the Central government has identified 10 places to establish Land Customs Stations (LCS) in Bihar along the international border to improve bilateral trade between India and Nepal. An LCS is a facility providing transit, customs, immigration and cargo handling services for goods and passengers travelling between two neighbouring countries.

“The Centre is in the process of establishing a total of 19 Land Customs Stations along the Indo-Nepal border to improve the bilateral trade between India and Nepal. Out of the 19, ten will be established in Bihar,” Shah said.

The 10 Land Customs stations will be set up at Galgalia (Kishanganj district), Bairgania (Sitamarhi), Bhimnagar and Kunauli (Supaul), Jainagar (Madhubani) Valmiki Nagar (West Champaran) and several other places.

Shah was addressing a function after inaugurating a newly constructed residential building complex of the Land Ports Authority of India (LPAI) near Jogbani Integrated Check Post in Araria districtofBihar Shah said, “The LPAI is working towards taking India’s trade relations with neighbouring countries forward and it is also acting as the key player of the country for friendship and fraternity with

neighbouringnations.”

He said that over 7,000 trucks move through the post every day and over 14 per cent of the total trade between India and Nepal takes place through this check post of the Land Port Authority

The government of India is working on three principles ‘coordination, cooperation and collaboration’ for further improvement of its trade with Nepal, he added.

Shah asserted that the Centre has taken several major steps to improve border infrastructure, bilateral trade, people-to-people connectivity, and village development to boost ties with neighbours.

Top car makers like Maruti, Hyundai bet on rail freight to get emission levels on track

MUMBAI: As the world of mobility makes a beeline towards a greener tomorrow, rail freight is gradually catching up as one of the preferred modes of transportation. Maruti Suzuki and Hyundai are among the top market players that have been actively using railways for dispatches of cars. Both these companies, have seen more than 5-fold jump in their exports through Railway.

Maruti Suzuki has dispatched over 14.9 lakh vehicles using the rail mode till FY 2022-23, cumulatively averting 6700 MT of carbon emissions. From a modest 65,700 units in FY 2015, to a total of 335,245 units in FY 2023, it is a five-fold jump in 8 years. Notably, in FY2023, the company dispatched over 100,000 units more than FY2022, registering an increase of nearly 43 percent in dispatches using the rail mode.

pointed out, “Maruti Suzuki has been making sustained efforts to increase its share of dispatches via the rail mode, which we believe is a far more efficient and optimal approach as compared to transport of cars via road. It helps to avoid congestion on roads, save fuel, and bring down overall carbon emissions Going ahead, we aim to systematically increase dispatches by around 100,000 units annually in the coming years.”

Year No. of dispatches Share of vehicles dispatched through rail mode

FY2018-19 1.55 lakh 8%

FY2019-20 1.78 lakh 12%

FY2020-21 1.88 lakh 13%

FY2021-22 2.33 lakh 15%

FY2022-23 3.35 lakh 18%

Not only within the country, Hyundai has even started exporting to Nepal via rail transport. Almost 23 percent of the total dispatches by Hyundai is via rail transport. Tarun Garg, COO, Hyundai Motor India said that “At Hyundai Motor India, our ‘Customer First’ approach makes us transcend all barriers to r e l e n t l e s s l y d e l i v e r m a x i m u m satisfaction to our esteemed customers. To optimise modal share for the movement of Hyundai vehicles from our

plant in Sriperumbudur to Hyundai Dealers across the country, we utilise Indian Railway’s extensive rail-network and customized rolling stock. We transport around 23 percent of our vehicles via rail mode.”

Rail is the least emissions-intensive mode of passenger transport and more than fifth of the vehicles produced in the country get transportd via rail traffic now. As per International Energy A g e n c y ( I E A ) , i n g e n e r a l , r a i l transports around 7% of global passenger-km and 6% of tonne-km but accounts for only around 1% of transport emissions.

MSC takes delivery of 4th ULCV MSC Claude Girardet from Hudong-Zhonghua

BEIJING: Chinese shipbuilder HudongZhonghua Shipbuilding hosted the delivery ceremony for the 24,116 TEU ultra-large container ship, MSC Claude Girardet commissioned by China Ship Leasing and Swiss container shipping major MSC Mediterranean Shipping Company

This is the fourth 24,000TEU giant to be delivered by Hudong-Zhonghua to MSC.

The ultra-large container vessel, designed in-house with complete intellectual property rights, is registered under the DNV classification society

It boasts 399.99 meters in length—over 60 meters longer than the world’s largest aircraft carrier With a width of 61.5 meters, its deck area is equivalent to approximately four standard football fields. The vessel’s depth reaches 33.2 meters.

The maximum loading capacity of the ship is 24,346 TEUs, and it has the ability to load up to 25 rows of containers equivalent to the height of 22 floors.

Hudong-Zhonghua said the ship incorporates numerous solutions and technologies that make the ship environmentally friendly, highly energy and fuel efficient.

Some of its features include hull air lubrication that reduces frictional resistance between the water and the hull surface, reducing fuel consumption and associated emissions.

In addition to air lubrication, the vessel employs numerous energy-saving features including a bulbous bow, eco main engine, large-diameter propellers, and energysaving ducts. It is also fitted with a scrubber

Swiss-based container shipping giant MSC has the largest orderbook by far in the industry with over 130 containerships on order.

CMA CGM and Maersk join forces to accelerate the decarbonization of the shipping industry

COPENHAGEN:

A P Moller - Maersk

A/S and CMA CGM have decided to join forces on several areas relating to decarbonization, in full compliance with all laws and regulations.

As frontrunners of the energy transition in shipping, both companies are convinced that joint action will help accelerating the green transition in shipping, learning from each other to go further and faster

CMA CGM and Maersk have set a net-zero target for their shipping business, have identified scalable solutions that can create impact in this decade, and have already individually taken ambitious paths on promoting decarbonization for shipping.

Maersk has been ordering vessels that can be operated on bio/e-methanol.

CMA CGM has been ordering LNG-propelled vessels, that can also be operated on bio/e-methane, the new green equivalent of current LNG, and has also placed orders for vessels that can be operated on bio/e-methanol.

While these two fuel streams appear now as the most mature among existing solutions, both companies expect the future fuel mix of shipping will include other streams that should be developed in the coming years.

An ambitious collaboration to develop the future of fuels for the shipping industry

Specifically, both shipping lines will work more together to develop the use of alternative greener fuels for container vessel propulsion, namely:

• Developing high standards for alternative sustainable, green fuels – including the analysis of full lifecycle and related greenhouse gasses – and helping to setting the framework of mass production of green methane and green methanol.

• Developing and maintaining standards for operation of green methanol vessels with regards to safety and bunkering, as well as accelerating port readiness for bunkering and supply of bio/e-methanol at key ports around the world.

• Continuing to explore jointly R&D on other components of the net zero solution as new alternative fuels, like ammonia, or innovation technology for our ships.

Two leading shipping companies to push advocacy together for the energy transition of the industry

Moreover, Maersk and CMA-CGM both agree to the

fundamental role of r e g u l a t i o n i n s e c u r i n g t h e decarbonization of t h e s e c t o r . Both companies warmly welcome the outcome of the r e c e n t M a r i n e Environment Protection Committee of the International Maritime Organization during which the IMO’s 2023 strategy for reducing GHG Emissions from Ships was adopted, with reinforced targets to tackle harmful emissions.

Maersk and CMA CGM remain committed to jointly advocating for and encouraging IMO Member States to adopt ambitious measures in their pursuit of the highest attainable goals. Regional measures such as the EU Fit for 55 and the Inflation Reduction Act in the US are welcomed by both companies to help stimulate demand for green shipping solutions.

CMA CGM and Maersk affirm their readiness to collaboratively engage with regulatory stakeholders in establishing a robust and sustainable international regulatory GHG framework and invite other international shipping lines who so wish to join them in this cooperation with the regulatory institutions. Such a framework is in both our companies’ perspective a prerequisite to reducing carbon emissions for the shipping industry and securing a level-playing field for a global business environment.

“This partnership is a milestone for the decarbonization of our industry By combining the know-how and the expertise of two shipping leaders, we will accelerate the development of new solutions and technologies, enabling our industry to reach its CO2 reduction targets. We are looking forward to being joined by other companies,”said, Rodolphe Saadé, Chairman and Chief Executive Ofcer of the CMA CGM Group.

“A.P Moller - Maersk wants to accelerate the green transition in shipping and logistics and to do so, we need strong involvement from partners across the industry. We are pleased to have an ally in CMA CGM and it’s a testament that when we united through determined efforts and partnerships, a tangible and optimistic path toward a sustainable future emerges,” said Vincent Clerc, Chief
