DP World’s Jebel Ali Free Zone looks to cut Shipping cost between UAE & India

JEBEL ALI: Dubai-based Logistics firm DP World’s Jebel Ali Free Zone (Jafza) has said it aims to reduce time and cost of shipping goods between India and the UAE under its India-UAEBridgeinitiative.

The initiative is a major step towards strengthening the economic ties between India and the UAE and promoting greater trade and investment between the two nations, Jafzasaidinastatementrecently.

In the Free Zone alone, Indian companies are the secondlargestpartnersintermsoftradevolumeandare fourthintermsoftradevalue,asperthestatement.

The Free Zone also links businesses to Jebel Ali Port’s F&B Terminal, which spans over 1-million sq mt and offers dedicated facilities that cater to the specific needsofthefoodandbeverageindustry.

Following the launch of Comprehensive Economic Partnership (CEPA), which came into force last year, Jafza outlined the major opportunities for

Indian businesses in the UAE, whichincludeloweroreliminated tariffs and an open and non-discriminatory environment forcross-bordertradeatanevent hosted by the CII in New Delhi recently.

”The announcement of the Comprehensive Economic Partnership Agreement (CEPA) last year is already having tangible benefits for India – UAE trade relations,” said Abdulla Bin Damithan, Managing Director and CEODPWorldUAE&Jafza.

Tariffs have been eliminated on more than 10,000 products and services over the next 10 years, he said, which will provide a major impact on trade betweenthecountriesandthewiderGulfregion.

The free Zone currently serves over 9,500 companies from 130 countries, with the Jafza-India route handling 19 per cent of non-oil trade between the UAE and India, makingitIndia’slargestsupportingecosystemfortrade, accordingtothestatement.

Maersk injects additional vessels into Asia – Europe services

COPENHAGEN: Maersk has announced changes to its Asia – Europe network aiming to improve the reliabilityofitsservicesandenhancetheirfuelefficiency.

As of week 23, Maersk has decided to inject one vessel into each of the AE5, AE10, AE7, AE55, AE11, AE12, AE15 services and two vessels into theAE6service.

“The added vessels will allow us to reduce speeds providing needed buffer to absorb schedule challenges, improving reliability, and decreasing the

risk of void sailings,” said Maersk in a statement. The speed reductions are also expected to reduce emissionssignificantly,accordingtotheoceancarrier.

The aforementioned changes announced by the Danish shipping company are anticipated to have an impact on average transit times. Maersk noted that the average transit time from Asia to North Europe will be increased by three days, from Asia to the Mediterranean bytwodays,fromNorthEuropetoAsiabythreedaysand fromtheMediterraneantoAsiabythreedays.

Hapag-Lloyd Q1 2023 : Good resilience in weaker market environment

HAMBURG:HapagLloyd has concluded the first quarter of 2023 with an EBITDA of USD 2.4 billion (EUR 2.2 billion). EBIT decreased to USD 1.9 billion (EUR 1.7 billion) compared to the same quarter last year, and the Group profitwasalsobelowtheprior-yearlevel,atUSD2billion (EUR1.9billion).

Transport volumes were 4.9 percent lower than in the first quarter of last year, at 2,842 TTEU (Q1 2022: 2,987 TTEU), owing to local destocking and weaker overall global demand. In addition, the lower average freight rate of 1,999 USD/TEU (Q1 2022: 2,774 USD/TEU) was particularlyresponsibleforthedeclineinrevenue,which decreased to USD 6 billion (EUR 5.6 billion). Transport expenses remained at the prior-year level of USD 3.3 billion: The lower transport volumes were accompanied by inflation-related cost increases and a higher bunker consumption price, of USD 645/t (Q1 2022: USD613/t).

“Despite declining results, we have made a robust start to the current financial year. The market

environmenthas normalised, with corresponding declines in demand and freight rates. This will undoubtedly have an impact on our earnings over the course of the year, so we will be keeping a very close eye on our costs. In addition, we are pressing ahead on furtherdevelopingourGroup’s‘Strategy2030’,whichwill focus on quality and sustainability,” said Rolf Habben Jansen,CEOofHapag-LloydAG.

For the full year 2023, Hapag-Lloyd confirms the forecast it published on 2 March. EBITDA is expected to be in the range of USD 4.3 to 6.5 billion (EUR 4 to 6 billion) and EBIT to be in the range of USD 2.1 to 4.3 billion (EUR 2 to 4 billion). However, the ongoing war in Ukraine, other geopolitical uncertainties and persistent inflationary pressures are creating risks that could negatively impact the forecast.

MoPSW ranked 2nd amongst the Ministries / Departments in the Survey Report on Data Governance Quality Index

NEW DELHI: The Ministry of Ports, Shipping and Waterways (MoPSW) has achieved a remarkable feat, securing the second position among 66 ministries in the highly influential Data Governance Quality Index (DGQI) assessment for 2022-2023 Q3. The Ministry has achieved an impressive score of 4.7 out of 5, further highlighting the Ministry's commitment to excellence indatagovernance.

Conducted by the Development Monitoring and Evaluation Office (DMEO), NITI Aayog, the DGQI survey aims to measure the maturity level of administrative data systems and their use in decision-making of various Ministries and Departments on the implementation of Central Sector Schemes (CS) and Centrally Sponsored Schemes (CSS). It also identifies reforms to reach the frontier of seamless data exchange and its synergistic use within the ministry, while defining clear pathways to achieve these goals. The DGQI assessment encompasses six pivotal themes, including Data Generation, Data Quality, Use of Technology, Data Analysis, Use and

Dissemination,DataSecurityandHR Capacity,andCaseStudies.

MoPSW's success in the DGQI assessment is assisted by the concerted efforts of the National Technology Centre for Ports, Waterways,andCoastsatIITMadras, which was tasked with improving MoPSW's Management Information System (MIS) in compliance with DGQI standards. Notably, the NTCPWC is developed under Sagarmala by MoPSW as a technology arm of the MoPSW. The DGQI has assessed the MIS portals for five schemes of MoPSWSagarmala, Research and Development, Shipping, ALHW, IWAI &IWT-toenhancedataflow,increase data quality and by incorporating emerging technologies such as AI/ML.

The impact of data-driven decision-making has been significant for MoPSW, as it has enabled the Ministry to identify reforms and achieve its desired goals and objectives to improve the implementation framework of government policies, schemes, and programs.

Speaking on the Ministry's achievement, Union Minister MoPSW and AYUSH Shri Sarbananda Sonowal stated, "The effort of DMEO, Niti Aayog, to bring out such a report card of the Ministries / Departments is highly appreciable. It will immensely help improve the implementation framework of government policies, schemes, and programs to achieve thedesiredgoals."

Data-driven approach enables policymakers to identify trends, opportunities, and areas for improvement accurately. With reliable data, the Ministries can make informed decisions that lead to better outcomes for citizens. Moreover, data-driven decisionmakingiscost-effectiveandenhances transparency, making it easier to track the progress of schemes and policies. CBIC clarifies on Electronic Cash Ledger raised by Export-Import Trade / Customs Brokers

NEW DELHI: In a series of tweets, the Central Board of Indirect Taxes and Customs (CBIC), under the Ministry of Finance clarified several queries pertaining to Electronic Cash Ledger, raised by the Export-Import Trade / CustomsBrokersonMay6th.

Customs duty amount

To a query related to the custom duty amount being not integrated with ICES, it replied, “If the amount is not integrated with ICES, the amount will be credited to ECL Wallet. Users are requestedtosharespecificdetailsifstill facinganyissues.”

Visibility of Challan

Inreplytochallan’svisibilityissue,it said that “as soon as challans are made available by ICES, the same are displayed to the users on ICEGATE for payment.”

ECL Topup

To a query related to ECL’s top-up amount being credited, it said, “ECL Topup amount gets credited in the wallet if the transaction is successful between Banks/RBI and ICEGATE. Enquiry for the top-up challans is also available on ICEGATE tocheckthelateststatus.”

Ledger in Excel format

CBIC also replied in a tweet that “trade has desired for a separate option todownloadledgerinEXCELformatfor the convenience of reconciliation of payments at their end. This functionality is under development and willbemadelivesoon.”

Tracking Customs Brokers-based reports

Further, the CBIC also noted, “Functionality to track Customs Brokers based reports for transactions is under development and shall be providedtouserssoon.”

Govt unlikely to invite EoIs for CONCOR before July as internal processes still pending

NEWDELHI:TheCentreisunlikely toinviteExpressionofInterest(EoIs)in Container Corporation of India (CONCOR) until the next quarter, multiple sources aware of the matter told.

A Senior Government official said that a few internal processes were still pendinginthedivestmentofCONCOR.

“Unless the internal processes get completed, we cannot look at issuing

EOIs for CONCOR. Can’t say when will the EOIs for CONCOR be issued. Difficult to say if the transaction will get completed in this fiscal,” the senior officialsaid.

The divestment of CONCOR has been delayed after the government received limited interest from private parties for its 30.8 percent stake in the company, sources said. “Only three players had shown interest in bidding

for the Government’s stake in CONCOR,” an official aware of the ongoing developmentssaid.

He added that the interest of private players had been diluted because confusion still remains around the railway land leasing policy CONCOR willadoptgoingforward.

Based on the company’s current market capitalisation, the 30.8 percent stakeiswortharoundRs12,000crore.

NHAI to launch new ‘Integrated Multimodal Transport Hub’ in Ajni near Nagpur

NAGPUR: The National Highways Authority of India (NHAI) is set to launch a new project ‘Integrated MultimodalTransportHub(IMTH)’inAjni(Nagpur).

This project has been envisaged in place of the previously proposed Inter-Modal Station (IMS) — which was scrapped in 2022 after facing opposition from environmentalists concerned about the possible felling of nearly40,000treesforthedevelopment.

Followingearlierreports,UnionMinisterNitinGadkari hadsaidthatonlyAjniRailwayStationwouldbedeveloped, asplannedundertheIMS.

The IMS at Ajni in Nagpur had been envisioned as a state-of-the-art facility integrating several transport modes such as road, rail and metro — with a handling capacityofmorethan3lakhpassengersperday.

According to an NHAI source, “The new project would bemoreorlessalongthelineofIMS,butitslocationwould be altered slightly to avoid the dense patch of trees for which environmentalists were opposing the project. IMTH would have bus, train and metro terminus, which wouldprovideconnectivityatoneplaceforpassengers.”

As per ET Infra report, Gadkari has asked NHAI to prepare and submit a proposal to Maharashtra government regarding construction of a public transport terminalfacilityforpassengersatAjni.

This directive was issued during a review meeting in Mumbai with the Chief Minister of Maharashtra, Eknath Shinde, and Deputy CM Devendra Fadnavis. The discussion centered on infrastructure projects such asroadsandbridgesinthestate.

Theprojectwillnowbedevelopedonlandincludingthe Central Jail, Food Corporation of India (FCI) godowns, Irrigation Colony, Railway Quarters, and other surroundingareas.

Theimplementationofthenewprojectwillbeoverseen by the National Highways Logistics Management Limited (NHLML) — a special purpose vehicle (SPV) whollyownedbyNHAI.

Quality crackdown to hit Chinese goods imports to India

NEWDELHI:ImportsofChinesegoodscoulddwindle, posing problems for Indian industry, amid a surge in quality control orders (QCO) by the Indian Government and compounded by uncertainty over when Chinese officials will open their manufacturing facilities for inspectionfollowingtherecentcovid-19wave.

Inspections by the Bureau of Indian Standards (BIS) have become crucial, with India imposing mandatory certification on many products for which QCOs have been issued. The announcements of hundreds of QCOs now require customs officials to block products not compliant withIndianstandards.

Indiahasissued115QCOssofar,andordersonasmany as 675 products across 14 ministries are under consideration.

QCOs are being applied to products ranging from airconditioners and refrigerators to footwear, wheel rims, chemicals,andprotectiveclothingforindustrialworkers.

The import delays may prove significant as China is India’s primary source for a wide range of products, including pharmaceutical ingredients, chemicals, machinery, auto parts, and medical supplies. The total imports from China increased to $98.51 billion during the financial year ended March against $94.57 billion in the previous fiscal, as per official numbers releasedbytheCommerceandIndustryMinistry.

“India is not blocking imports from China. The issue is that because of travel restrictions in China, inspections are not taking place. Chinese officials are yet to indicate the reopening of facilities for inspections. We have resumed inspectionofallthecountrieswhoseembassieshavewritten to us indicating their facilities are open for inspection. BIS can’t give certifications without inspections,” aGovernmentofficialsaid,requestinganonymity.

AnilBhardwaj,Secretary-GeneraloftheFederation of Indian Micro and Small & Medium Enterprises (FISME), said that the products under quality control order are mostly consumer products and, therefore, MSMEsarenotfacingdisruptionontheimportfront.

“BISdoesnothaveenoughinspectorswhowouldcheck MSME units in the country. Eventually, you will be able to stopimportsfromtheselectportswhereChineseproducts make their way to the country. So, imports will fall from China, which is what the government desires. In the short run, however, MSMEs that are manufacturing QCO productswillfeelthepain,”Bhardwajstated.

Ajay Srivastava, the Founder of the Global Trade Research Initiative, said that only a limited part of China’s imports enter the domestic market and that most imports act as inputs for making export products. Srivastava said that China follows several restrictive policiestocurbimports.

India’s Russia oil imports jumped tenfold in 2022 : BOB

NEW DELHI: India’s imports of Russian oil rose tenfold last year, according to Indian state-controlled lenderBankofBaroda.

The figures show Asia’s third largest economy saved around $5bn (£4bn) as it ramped up crude purchases from Moscow.

It comes as Western countries have been cutting their importsofenergyfromRussiaafteritsinvasionofUkraine.

Russia has been selling energy at a discount to countries like China and India, which is the world’s third largestimporterofoil.

In 2021 Russian oil accounted for just 2% of

India’s annual crude imports. That figure now stands at almost20%,BankofBarodasaid.

India’s purchases of oil from Russia during the last financial year, saved it around $89 per tonne of crude, thefiguresshow.

Despite pressure from the US and Europe, India has refused to adhere to Western sanctions on Russian imports. New Delhi has also not explicitly condemned Russia’sinvasionofUkraine.

India has defended its oil purchases, saying that as a country reliant on energy imports and with millions living inpoverty,itwasnotinapositiontopayhigherprices.

2023-Q1 reliability rises close to pre-pandemic levels : Sea-Intelligence

COPENHAGEN: There were noticeable improvements across all metrics of schedule reliability andaveragedelayonaglobal,carrier,carrieralliance,and trade lane level in 2023-Q1. This continues a trend that we saw for most of 2022 as well, with the metrics now closer to the pre-pandemic levels than to the below-par service levelsofthepandemic-impactedyears.

On a global level, schedule reliability increased to 58.3%,whichwasa3.4percentagepoint(PP)increaseQ/Q, and a 24.9 PP improvement Y/Y. In similar vein, the average delay for ALL vessel arrivals improved to 1.70 days, dropping by -2.88 days Y/Y, while the average delay for LATE vessel arrivals improved to 5.23 days, a notable2.43dayimprovementY/Y.

As for the top-14 shipping lines, all of them recorded double-digit Y/Y improvements, with 4 of them recording improvements of over 30 PP. Maersk was the most reliable carrier in 2023-Q1 with schedule reliability of 63.6%, with MSC the only other carrier with schedule reliability higher than 60%. 11 of the 12 remaining shipping lines were within 50%-60%, with Yang Ming the only exception with schedule reliability of 49.9%.

The three carrier alliances also recorded sharp Y/Yimprovementsinschedulereliability,althoughonly2M

and Ocean Alliance outperformed the industry on the East/West alliance trades, but that too by under 2 PP. THE Alliance on the other hand underperformed the industrybyasignificant-12.1PP.

All of the six major East/West trades recorded doubledigitY/Yimprovementsinschedulereliability,althoughall of them underperformed compared to the global industry average.

India to allow duty free imports of sunoil, soyoil until June

NEWDELHI:Indiahasclarifiedthatduty-freeimports of soyoil and sunflower oil shipped before March 31 would be allowed until the end of June, after hundreds of thousands of cargoes were stuck at ports over confusion overimportrules.

Earlier this year, the world’s biggest importer of vegetable oils scrapped a duty-free imports quota of 2 million tonnes of crude sunflower oil and soyoil for the thisfiscalstartedonApril1.

But the move stuck cargoes of around 90,000 tonnes at Indian ports and another 180,000 tonnes in transit that were loaded before the government deadline of

March31,dealerssaid.

“A few shipments were stuck at ports for the past few weeks could now enter in to the country after this clarification,” said Sandeep Bajoria, CEO Sunvin Group, a vegetableoilbrokerageandconsultancyfirm.

India imports soyoil mainly from Argentina, Brazil and theUnitedStatesandsunoilfromRussiaandUkraine.

The Government notification would provide relief to importers, but the imports would dampen local oilseed prices and squeeze farmer income, said B.V. Mehta, Executive Director of Solvent Extractors’ Association ofIndia.

Drewry: World Container Index down 1% last week

LONDON: Drewry’s composite World Container Index decreased by 1% to $1,741.44 per 40ft container lastweek.

Drewry’s detailed assessment for Thursday, 11May2023

• The composite index has decreased by 1% last week, and has dropped by 77% when compared with the sameweeklastyear.

• The latest Drewry WCI composite index of $1,741 per 40-foot container is now 83% below the peak of $10,377reachedinSeptember2021.Itis35%lowerthanthe 10-year average of $2,688, indicating a return to more normal prices, but remains 23% higher than average 2019 (pre-pandemic)ratesof$1,420.

• The average composite index for the year-to-date is $1,876 per 40ft container, which is $812 lower than the 10-yearaverage($2,688mentionedabove).

• The composite index decreased by 1% to $1,741.44per40ftcontainer,andis77%lowerthanthesame week in 2022. Freight rates on Rotterdam – New York fell 5% or $253 to $4,530 per feu. Rates on New York –Rotterdam slid 4% to settle at $889 per 40ft box. Freight rates on Shanghai – Rotterdam contracted by 2% to$1,605per40ftcontainer.RatesonShanghai–Genoahad a meagre drop of 1% to $2,207 per feu. Rates on Shanghai –Los Angeles, Rotterdam – Shanghai, Los Angeles –Shanghai and Shanghai – New York hovered around the previous week’s level. Drewry expects East-West spot rates on routes other than the transatlantic to be stableinthenextfewweeks.

PSA BDP announces full ownership of established offices in Saudi Arabia

Network Update

First fully electric straddle carrier starts operations at Port of Antwerp

ANTWERP: MSC PSA European Terminal (MPET) launched a new fully electric straddle carrier (e-straddle carrier)atitsterminalinthePortofAntwerp.

That was part of the joint Green Straddle Carrier Program initiated by Antwerp Terminal Services (ATS), MPETandPSAAntwerp(PSAA).

This is an important milestone for the Belgian port as the straddle carrier is the first-of-its-kind in mainland Europe.

Konecranes, a global manufacturer of cranes and liftingequipment,builtthise-straddlecarrierbyapplying the latest battery technology to allow continuous operation for more than four hours, without any dip in performance.

Additionally, in line with the UN Paris Climate Agreement and the EU Green Deal, ATS, MPET and

PSAA aim to reduce their carbon emissions by 50% in 2030, against a 2019 baseline and achieve net-zero emissionsforalltheirterminalsby2050.

In particular, as part of their plan to reach these objectives, the e-straddle carrier, which runs 100% on batteries and takes approximately 90 minutes to fully recharge, can play an important role in the long run by helpingtoreduceterminalgreenhousegasemissions.

Currently, all electricity purchased by MPET and the PSA terminals in Belgium is solely from renewable sources thus there will not be any greenhouse gases emitted while producing energy to power the e-straddle carriers.

Overthecomingmonths,MPETandATSaregoingto evaluatethee-straddlecarrier’sperformanceandcheck howtheequipmentcanbeimproved.
