FFFAI meets Revenue Secretary, Ministry of Finance to discuss on Trade Facilitation measures

NEW DELHI: FFFAI delegation led by its Chairman Mr. Shankar Shinde alongwith the Office Bearers (OBs) of the Federation of Freight Forwarders' Associations in India (FFFAI) met Mr. Sanjay Malhotra, Revenue Secretary, Ministry of Finance, Government of India on August 29, 2023 to update on Export-Import trade facilitation measures.

US, Saudi Arabia, India discuss possible Rail, Port deal - Sources

WASHINGTON: The U.S., Saudi Arabia, India and other nations are discussing a possible infrastructure deal that could reconfigure trade between the Gulf and South Asia, linking Middle Eastern countries by railways and connecting to India by port, according to U.S. officials aware of the conversations.

The conversations have been underway for months but are fluid, one of the people said.

The delegation also included Chairman Elect Mr. Dushyant Mulani, Vice Chairmen Mr. Rajesh Verma and Mr. Amit Kamat, Hony. Secretary Mr. Vinod Sharma, Hony. Treasurer Mr. Sudhir Aggarwal and Advisor Mr. S. Ramakrishna. According to Mr Shinde, the discussions were very progressive which was focussed on improvement of processes in Customs Clearance and Logistics Several Trade Facilitation measures which can improve the timelines for Clearances were also discussed.

The FFFAI Chairman further informed that the Federation would collaborate with the Ministry of Finance in initiating research studies to achieve EODB (Ease of Doing Business) and LPI (Logistics Performance Index) ranking. FFFAI also reiterated its full support to the CBIC, Ministry of Finance, Government of India in all its endeavours.

“FFFAI is committed to extend its support and contribution to the Government in achieving the $5 trillion economy by 2025. Logistics has a pivotal role to play in this regard and the Government of India collaborating with the logistics industry professionals will have to continue strengthening the trade facilitation measures through developing world standard infrastructure and formulating

conducive policies for fast, smooth and end to end logistics operations. We have witnessed a significant jump (6 ranks) in the World Bank Logistics Performance Index-2023 We are confident that the collaborative approach would position the country on the top rank in the near future,” stated Mr. Shinde. He observed that FFFAI is highly satisfied as the interactions held with the Revenue Secretary were very encouraging from the perspective of facilitatingtheexport-importtradeintheCountry

FFFAI would be jointly working with Ministry of finance in framing research study which would be measured and monitored in achieving goals towards trade facilitation in International export-import trade, this would not only result in transaction cost saving or reducing dwell time but would also benefit the country by saving forex reserves outflow which is being collected in form of detention charges by foreign shipping lines due to delay in clearances. The study would be reviewed from time to time across the country to recommend policy changes.

Mr. Malhotra extended its full support from Government of India to accomplish Governments endeavour in the journey of achieving 3rd largest economy in the world and adopt best practices to have leadership position.

MSC welcomes the eBL Declaration by the Future International Trade (FIT) Alliance

• The Future International Trade (FIT) Alliance has issued a declaration asserting its commitment to raising awareness and promoting adoption of the electronic Bill of Lading (eBL).

• As a founding member of the Digital Container Shipping Association (DCSA), one of the industry associations that makes up the FIT Alliance, MSC welcomes this latest milestone.

• It builds on the universal eBL open-source standards published by DCSA earlier this year, and adds momentum to the industry-wide call for 100% eBL adoption.

• MSC launched its own eBL solution in April 2021, leading the way in the container shipping industry, and simplifying and speeding up the shipping experience for customers.

• We have committed to transition to 100% eBL use by 2030 (the eBL Commitment), and were proud to help create and now sign and support this new eBL Declaration.

• We invite all shipping stakeholders, including carriers, regulators, banks and freight forwarders to join us and other FIT Alliance members in signing this significant document.

Working together for a common goal

With DCSA standards as a framework for digitalization, signatories to the FIT Alliance eBL Declaration have a clear path forward to eBL adoption and a future empowered by paperless trade for more efficient and sustainable shipping.

A universal eBL would benefit all stakeholders involved in international trade, the logistics industry as a whole and the planet, and holds the potential to unlock around US$18 billion (bn) in gains for the trade ecosystem through faster document handling and

reduced human error (among other improvements) plus $30-40bn in global trade growth, according to a recent McKinsey study

Making 100% eBL by 2030 a reality

M S C i s a l o n g - s t a n d i n g advocate of digitalization in the shipping industry and an industry leader in eBL adoption, launching our solution in April 2021 and actively contributing to the DCSA u n i v e r s a l e B L o p e n - s o u r c e standards released earlier this year Alongside the eight other members of DCSA, we have committed to converting 50% of paper-based BL activities to digital within five years, and 100% by 2030.

"The eBL Declaration by the FIT Alliance represents another momentous step forward for universal eBL adoption," says MSC's Global Chief Digital & Innovation Ofcer and DCSA Chairman André Simha, who was involved in the creation of the FIT Alliance eBL Declaration. “For digitalization to succeed, we need all stakeholders to work hand-in-hand to define and implement a common language and common standards. India Sets Sail Towards Maritime Excellence: GMIS 2023 Roadshow Illuminates Path to Sustainable Growth

M U M B A I : D r i v i n g P M M o d i ’ s v i s i o n o f a collaborative, cooperative and sustainable maritime ecosystem, the Ministry of Ports, Shipping, and Waterways (MoPSW), in collaboration with DG Shipping, and the Shipping Corporation of India (SCI), orchestrated second hybrid roadshow in Mumbai, on 6th September 2023 at Shipping House, Mumbai Shri Shantanu Thakur, Hon'ble Minister of State MoPSW was the Chief Guest and Dr Sanjeev Ranjan, Chairman, National Shipping Board was the Guest of Honour of the event.

During the event, Shri Sarbananda Sonowal, Hon'ble Minister of Ports, Shipping & Waterways (MoPSW), and AYUSH, delivered a special video message, emphasizing the government’s vision and commitment to realizing India's maritime potential. He further stated, “GMIS 2023 exemplifies the government's cultural affinity and our collective ambition to transform our national vision into a thriving reality.”

Global Maritime India Summit may see a shift in venue

NEW DELHI: The venue for the much publicized ‘Global Maritime India Summit 2023’ being organized by the Ministry of Ports, Shipping, and Waterways in October is likely to be shifted to Mumbai from the originally planned ‘Pragati Maidan’ in New Delhi after Prime Minister Narendra Modi suggested that the mega maritime event should be held in a coastal state, according to sources.

In the run-up to the Summit, the Ministry has held about a dozen road shows so far in different parts of the country to set the context for the event. The road shows were aimed at

convening Government officials, corporate executives, maritime stakeholders, and enthusiasts on a unified platform for discussions and deliberations concerning the future of the maritime sector The event seeks to enhance the Indian marine industry by fostering both national and international collaborations and facilitating investments.

The Summit is projected as a premier maritime sector focused event to bring together pivotal figures from the industry to explore opportunities, understand challenges, and stimulate investment within India’s maritime sector.

Special Secretary (Logistics) deliberates on PM Gatishakti National Masterplan at ADB

GEORGIA: India showcased PM Gatishakti National Master Plan at the ‘2023 Regional Cooperation and Integration Conference: Strengthening Regional Cooperation and Integration through Economic Corridor Development (ECD)’, organized by Asian Development Bank (ADB) at Tbilisi, Georgia. The conference, held from 5th to 7th September, 2023, observed participation from more than 30 member countries comprising senior officials of ADB’s Developing Member Countries responsible for ECD, representatives of Development partner agencies and Regional cooperation organizations.

Indian delegation was led by Special Secretary (Logistics), Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry, Ms. Sumita Dawra.

The objective of the conference was to (i) explore ways to integrate spatial transformation/area-centric approach with the ECD and strengthen regional cooperation through a broader approach; and (ii) Knowledge sharing on application of the Economic Corridor Development (ECD) framework and operational guidelines, onto investable projects.

Ms Dawra informed the conference that PM GatiShakti – National Master Plan for Multi-modal Connectivity, a Made in India initiative, is a transformative ‘whole-ofgovernment’ approach for integrated planning of multimodal infrastructure connectivity to economic nodes and social infrastructure, thereby improving logistics efficiency PM Gati Shakti principles bring socio-economic area-based development as part of regional connectivity She mentioned the Government of India’s (GoI) targeted interventions and huge capex push to infrastructure investments and adoption of geospatial and other cuttingedge technologies towards transforming the entire logistics and infrastructure ecosystem.

She showcased PM GatiShakti, the GIS data-based, ‘whole of Government’ approach to integrated infrastructure master planning While global pioneers were brought together by ADB to brainstorm over broadening the scope of its ECD framework for regional cooperation. Special Secretary highlighted that India has already operationalised and is successfully implementing the PM GatiShakti, transformative approach to areabased infrastructure development. So it is not just building infrastructure connectivity, but also bringing with it both economic and social development leading to both Ease of

Doing Business and Ease of Living.

She said that under PM GatiShakti a spatial / area based holistic development approach is being adopted to saturate influence areas around critical project locations / industrial clusters / tourist sites / social sector assets. Assessment of connectivity infrastructure requirements to integrate manufacturing value chain; logistics facilities, social sector institutions such as schools and hospitals; skilling centres is done at the planning stage and spatial plans are developed accordingly

During further discussions among the stakeholders Special Secretary (Logistics) also presented GoI’s other digital initiatives in the logistics sector namely, the Unified Logistics Interface Platform (ULIP) and Logistics Data Bank (LDB), as effective measures for trade facilitation and ease of logistics through its various functionalities such as track and trace of cargo; authentication of service providers; digital document generation and exchange. Thereby enabling ease of doing business and attracting Private sector investments. GoI’s ongoing efforts towards development of industrial corridors, and activation zones and individual nodes / clusters along them; adequate trunk and utility network and streamlining clearances through inter-Ministerial coordination, is de-risking investments for the private sector

IAPH World Ports Tracker Q2 2023: more port calls with less cargo, truck driver shortages appear; overall liner trade connectivity improves

O : I A P H h a s released its fifth edition of the World Ports Tracker for quarter 2 of 2023, which contains the most comprehensive situation report on economic activity by ports themselves, as well as by using S&P Global container market intelligence data and now UNCTAD-MDST’s liner shipping connectivity index, both on container trade trends.

IAPH Managing Director Patrick Verhoeven commented : “Professors Theo Notteboom and Thanos Pallis have delivered once more their highly useful insight tool, which has been designed for IAPH port members to read between the data lines on what has happened, what can be expected and which measures they should look at taking to ensure they adapt to market changes. We will now switch the reporting to a half-yearly basis to maximise the number of members involved in reporting survey data, as well as adding annual survey questions for the year-end report on investment p l a n s i n i n f r a s t r u c t u r e a n d sustainability, terminal expansions and land use.”

The LSCI aims to capture the level of integration into the existing liner shipping network b y m e a s u r i n g l i n e r s h i p p i n g connectivity It can be calculated at the country and the port level. Co-author Professor Thanos Pallis commented : “About 45% of all responding ports now report truck driver availability issues compared to 29% in Q4 2022. The figure now even surpasses the 37% figure recorded in Q3 2022 and the 40% figure of Q2 2022. Sub-Saharan Africa is the only region where truck driver availability concerns are minor. In Southeast Asia & O c e a n i a t h r e e q u a r t e r s o f responding ports point to some level of trucker shortage.”

In terms of inland storage capacity, there is a general improvement overall i n s t o r a g e a v a i l a b i l i t y f o r containerised cargo The survey results show 25% of ports reporting an increase or major increase in the utilisation of warehousing and distribution facilities for containerised goods, and a further 5% reported minor increases.

New Logo of V.O. Chidambaranar Port Authority

C H E N N A I : S h r i T. K . Ramachandran, IAS, Secretary, Ministry of Ports, Shipping and Waterways, launched the new Logo of V.O Chidambaranar Port Authority, in the presence of S h r i B i m a l K u m a r J h a , C h a i r p e r s o n i / c . , B o a r d Member Mr. V. Satyanarayanan and other Senior Officers of the Port on 07.09.2023.

I n h i s a d d r e s s , S h r i T. K . Ramachandran, IAS, Secretary of the Ministry of Ports, Shipping, and Waterways, emphasized that the newly unveiled logo signifies VOC Port's unwavering dedication to innovation and expansion. It marks the commencement of a new phase in VOC Port's progression, reflecting its resolute commitment to advancing as a secure and sustainable Port.

S h r i B i m a l K u m a r J h a , Chairperson i/c., VOCPA, welcomed the gathering and in his address, stated that the thought process to rebrand and introduce a new logo was conceived when V.O Chidambaranar

31.01.2022. The ideology to rebrand was also driven by evolving business objectives, expanding markets and the desire for a mix of heritage and modern image. He also started that this change aligns perfectly with our mission to become a Hub Port of the Country

The design elements, Colour scheme, and symbolism behind the new logo are;

a. “V” shape represents the “V” of VOC Port as well as the shape of the Vessel, which links the logo to Marine Infrastructure.

b T h e s e c o n d c u r v e d “ V ” represents a flying bird, symbolizing prosperity and abundance.

c. The bigger circle represents “O” in VOC Port It also represents the globeaswellashinterlandofVOCPort.

d. Combinedly, “V”, “O” & “C” represent the letters V.O.C, which links the logo to the name of the Port.

e The Pearl represents the location of the VOC Port, which is near the bottom vertex of the Indian peninsula, symbolising the legacy of pearl fishing in Tuticorin. f T h e s k y b l u e c o l o u r represents the part of the Indian ocean.

Capt. Praveen Kumar Singh, Deputy Conservator, VOC Port detailed each and every detail incorporated in the new logo to the gathering.

Earlier, V.O. Chidambaranar Port had announced a competition for redesigning the Port logo. T h e r e w a s a n o v e r w h e l m i n g response to the competition, wherein more than 100 entries were received. The logo unveiled today was conceptualized by Mr. Rajendra R. Ranjane, from Mumbai and developed by the Port team As announced, he would be awarded an attractive cash prize of Rs 50,000/-

FIT Alliance launches eBL declaration to secure commitment to digitalisation

A l l i a n c e ) h a v e l a u n c h e d t h e “Declaration of the electronic Bill of Lading” as the adoption of eBLs can help make international trade more efficient, reliable, sustainable, and secure. The aim of the declaration is to secure commitment from all stakeholders in international trade to collaborate on driving digitalisation, starting with eBLs, within their industries.

Every year, ocean carriers issue around 45 million bills of lading, one of the most important trade documents i n s h i p p i n g . C u r r e n t l y, m a n y international shipping documents are not standardised, and the majority are still paper based, requiring p h y s i c a l h a n d - o f f b e t w e e n participants. The adoption of eBLs will enable the trade industry to benefit from faster transactions, cost savings (e.g. reduced administrative cost of cargo holding and document processing), and lowered fraud risks ( t h r o u g h t h e u s e o f d i g i t a l authentication systems).

In 2022, only 2.1% of bills of lading and waybills in the container trade were electronic. This is despite the fact that end-to-end digitalisation of

trade documentation, starting with e B L , w i l l c u t c o s t s , m a k e international trade more efficient, reliable, secure, sustainable and less susceptible to illegal activity or fraud. In the dry bulk sector there are some encouraging signs of growth. Four of the world’s largest mining companies are already carrying around 20% of their iron ore shipments on eBLs

A McKinsey study estimates that if eBL achieved 100% adoption in the container sector alone, it could unlock $30-40 bn in global trade growth by reducing trade friction in the container trade alone. It could also help save 28,000 trees per year, equivalent to around 39 football fields of forest, and significantly reduce carbon emissions by eliminating paper.

“A universal eBL will benefit all stakeholders involved in the global supply chain whether in bulk shipping or container shipping. Achieving widespread adoption of a standardsbased eBL will benefit not only the shipping industry, but also the global movement of goods, at a time when s u p p l y c h a i n r e s i l i e n c e i s challenged,” the FIT Alliance says in a common statement, adding:

“This declaration is a significant

symbol of our joint dedication to shape the future of shipping. Transforming document exchange through a globally applicable eBL will accelerate trade digitalisation to the benefit customers, banks, customs, government authorities, providers of ocean shipping services and all other stakeholders.”

As many of the technical and legal obstacles to universal eBL are already being addressed, a clear commitment to digitalisation from everyone involved in international trade is a crucial next step. By signing the FIT Alliance eBL Declaration, all stakeholders can publicly signal their readiness for change and their commitment to collaborate to drive digitalisation within their industries.

The FIT Alliance was formed in 2022 by BIMCO, the Digital Container Shipping Association (DCSA), the International Federation of Freight Forwarders Associations (FIATA), the International Chamber of Commerce (ICC), and the Society for Worldwide Interbank Financial Te l e c o m m u n i c a t i o n s ( S w i f t )

In forming the alliance, the groups have united behind the mission to standardise the digitalisation of international trade.

The FICCI team led by Shri Deepak Mukhi, Director also made a presentation on Registration, Exhibition and sponsorship for GMIS 23. He urged the stakeholders to book space for exhibition at earliest as the prominent spaces is in exhibition hall were fast running out.
