The first vessel westbound from the U.S. West Coast to China and India will be MSC MARA, which is expected to depart Long Beach on 5 March on voyage FV309W. The ship is scheduled to call at Qingdao on 28 March, Ningboon1AprilandNhavaShevaon17April.

The first sailing eastbound from North India will be MSC SOLA, which is due to depart Nhava Sheva on 13 February on voyage FV307R. The schedule includes a call at Shekou on 8 March and the ship should reach LongBeachon26March.

India, Qatar discuss ways to strengthen Maritime cooperation

NEWDELHI: UnionPorts,ShippingandWaterways (MoPSW) Minister Sarbananda Sonowal recently met Minister of Transport of Qatar Jassim Saif Ahmed AlSulaiti and discussed ways to strengthen the bilateral maritimecooperation,accordingtoanofficialstatement.

The statement said India-Qatar cooperation in diverse sectors has been steadily growing in an excellent framework led by historical close ties, regular and substantiveengagement.

“Fruitful discussions were held on commitment to strengthen the bilateral maritime cooperation, including interactionbetweenIndianportsandQatariportstoshare best practices in areas of port operations, logistics, supply chainmanagement,anddigitalisation,”thestatementsaid quotingSonowal.

India’s bilateral trade with Qatar in 2021-22 was USD 15.03 billion. India’s export to Qatar during 2021-22 was USD 1.83 billion and India’s import from Qatar was USD13.19billion.

According to the statement, in 2021, India was among

the top four largest export destinations for Qatar and also amongthetopthreesourcesofQatar’simports.

The statement further said that the year 2023 marks 50 years of establishment of full diplomatic relations betweenIndiaandQatar.

MoS Commerce and Industry, Som Parkash reviews progress of PM GatiShakti

NEW DELHI: Since its launch in October 2021, The Network Planning Group (NPG), under the PM GatiShakti institutional structure, have held 41 meetings in the last one year and analysed, and examined 61 project as per PM GatiShakti principles. These were pertaining to road, railways, industrial corridors,naturalgas,portsandurbaninfrastructure.

The Minister of State appreciated the adoption of a “whole of the Government approach” under PM GatiShakti and emphasized the need for integrated planning and synchronised implementation for holistic developmentofthenation.

It was informed that different Ministries are now adopting PM GatiShakti NMP in innovative ways. M/o Railways and MoRTH are now developing projects of road connectivity to over 2000 goods sheds. Similarly, 156 critical infrastructure gaps serving sectors such as coal, steel, fertilizer, ports and food and public distribution werealsoidentified.Forrolloutofcuttingedge5Gnetwork, D/o Telecom and State Governments are using NMP to identifysuitablestreetfurnitureforinstallationof5Gcells.

The significant progress achieved in Social Sector planning. 14 Social Sector Ministries/Departments

have now been onboarded under PM GatiShakti including the Ministryof PanchayatiRaj, the Ministryof Health and Family Welfare, the Department of Post Department of School Education and Literacy, the Department of Higher Education, the Ministry of Culture, Ministry of Housing and Urban Affairs, Ministry of Rural Development, Ministry of Women and Child Development, Ministry of Tribal Affairs, Department of Youth Affairs, Department of Sports, Ministry of Skill Development and Entrepreneurship andMinistryofAyush.

MoS Finance highlights RBI’s framework for invoicing & payments for Trade in Rupee

NEW DELHI: The Reserve Bank of India (RBI) has allowed invoicing and payments for international trade inIndianRupeevideA.P(DIRSeries) Circular No. 10 RBI/2022-2023/90 dated 11.07.2022 on “International Trade Settlement in Indian Rupees (INR)”. This was stated by the Union Minister of State for Finance, Dr Bhagwat Kisanrao Karad, in a writtenreplyinLokSabha.

Giving more information, the Minister stated that the Circular lays down that all exports and imports under the arrangement may be denominated and invoiced in

Rupee (INR) and the settlement of trade transactions under the arrangement shall take place in INR. RBIhasputinplacethearrangement topromotegrowthofglobaltradewith emphasis on exports from India and to support the increasing interest of globaltradingcommunityinINR.The framework put in place by RBI is applicable for any partner Country seeking to undertake trade with India in INR in terms of RBI’s Circular dated11.07.2022,theMinisteradded. Further, the Minister stated, the Directorate General of Foreign Trade (DGFT) has introduced a provision in

the Foreign Trade Policy vide Notification No. 33/2015-20 dated 16.09.2022, to allow for International Trade Settlement in INR i.e., invoicing, payment, and settlement of exports / imports in Indian Rupees in sync with RBI’s Circular dated 11.07.2022. Further changes have been introduced in the Foreign Trade Policy vide DGFT’s Notification 43/2015-20dated09.11.2022andPublic Notice 35/2015-20 dated 09.11.2022 for grant of exports benefits and fulfilment of Export Obligation for export realisations in INR as per RBI guidelines,theMinisterstated.

Railways earns Rs 135387 Crores from Freight loading in this financial year till January 2023

NEW DELHI: On mission mode, Indian Railways' Freight loading for first ten months of this financial year 2022-23 crossed last year’s loading and earnings for the same period.

On cumulative basis from AprilJanuary 23, freight loading of 1243.46 MT was achieved against last year’s loading of 1159.08 MT, animprovementof7%.Railwayshave earned Rs 135387 crore against Rs117212croreoverlastyearwhichis

an improvement of 16% as compared tothesameperiodoflastyear.

During the month of January’23, Originating freight loading of 134.07 MT has been achieved against loading of 129.12 MT in January’22, which is an improvement of 4 % over last year. Freight revenue of Rs. 14907 crore have been achieved against Rs 13172 crore freight earnings in January'22, thereby an improvementof13%overlastyear.

Govt seen reducing Customs duties for critical inputs to reduce cost of production

NEW DELHI: The Budget 2023-24 shows that custom duties have been reduced for some important inputs to reduce costs of production of goods whilethesamehasbeenincreasedon some others to correct the inversion and protect the domestic industry. This has been done to push domestic manufacturingandtopromoteexport competitiveness besides attempting import substitution. The customs have mainly been reduced for some electronic parts, certain chemicals, and lab-grown diamonds, while it has beenraisedforsomeotheritemssuch as electric kitchen chimneys, automobiles, and toys for protecting localplayersandtocorrectinversion.

The reduction in customs duties on phone inputs like camera lenses mightnothaveabigeffectonthefinal price amid its small portion of the total cost. Additionally, the move about inputs of TVs would accelerate manufacturingandenablesitsoverall growth. The basic custom duties on denatured alcohol also have been exempted and this will support the ethanol blending program and facilitate the country’s endeavor for

the energy transition. This will also help the downstream users in the chemical industry. Also, the proposed exemption in basic customs duty on seeds used in the manufacture of lab-grown diamonds will give a boost to the industry as there is a depletion in deposits of natural diamonds and this will necessarily reduce the costs ofproduction.TheR&Dgrantsforthe same will facilitate gems and jewellery exports. The reduction in duty for key inputs on producing shrimp feed will help marine exports. To provide impetus to green mobility, customs duty exemption has been extended to import capital goods and machinery required to manufacture lithium-ioncellsforEVbatteries.

Customs duty on articles of precious metals such as gold, silver, andplatinumhasbeenincreasedfrom 20%to25%.Thiswillimprovedomestic production and enhance import substitution in this sector. Customs dutyonjewelleryhasbeenincreasedto discourage cheap imports. The import dutyoncompoundedrubberincreased from 10% to 25%. As a result, the country will import less compound

rubber and the demand for, and prices ofrubbermadeinthecountrywillrise. The import duty on compounded rubber was increased from 10 to 25% and this will reduce the import of compoundrubberintothecountryand boost the demand and prices of the rubber produced in the country. The country’s rubber production will riseevenmoreasaresultofthis,which will help farmers in the rubber industrytremendously.

Back in 2021, the Government introduced Production Linked Incentive (PLI) to put the domestic manufacturing sector on track, to job creation, and to reduce import dependence in key sectors. Expectations from this budget were that the PLI scheme would be given moreemphasisandtheloopholesand shortcomingswouldbeaddressedbut the finance minister has decided to reduce allocations to PLI in every sector and there are even massive cuts in a few sectors. Most of the sectors it deals with are struggling and the current account deficit is the result of an increase in import dependence.

Goa Port Connectivity arm to be completed by Dec ’23: Gammon India

PANJI:Atatimewhentheresidents of Mormugao and Vasco have been complaining about the movement of heavy vehicles through residential areas, Gammon India Company constructing the port connectivity project,hasassuredtoresolveallissues bytheyearsend.

Gammon India Goa in-charge R Prabhakaran speaking to reporters during the inauguration of the hot mixing of roads near the Sewerage department Baina informed reporters that works on the pending arm connecting the four-lane flyover to the

port and its shed will be completed by theendoftheyear.

“We have expedited the works on the pending scope of the Four lane Flyover project. The four-lane flyover is presently operational, but we have two arms connecting this project to the port, one arm that enters gate no 9, the main entrance to the port and the other arm connecting the flyover to its shed at Baina, near Ravindra Bhavan,” he said.

The officer added that the works of the hanging bridge leading to the main entry /Exit point of the port at gate no 9

will be competed by November, and the vehicles can move in and out by December.

“The arm connecting the MPA Shed to the flyover near Ravindra Bhavan at Baina will be completed by April end. The heavy vehicles moving to and from the port can then use the Port connectivity Flyover project, which will also help decongest the city roads. Regarding the up ramp proposed from thecitytotheMainfour-laneflyover,itis in the discussion stage, and it is not yet cleared by the Government,” said Prabhakaran.

Directorate General of Shipping criticizes Ports banning scrubbers

MUMBAI: Directorate General of Shipping published a circular, noting that some of the country’s ports are currently not permitting the use of scrubbers. The Directorate stated that some Indian ports are not permitting ships to berth, which are complying with IMO 2020 with the use of scrubbers. These ports are asking the ships to switch over to low sulphur fuel oilpriorberthing.

“Any such additional requirements bythelocalPortauthorities,prohibiting IMO (MARPOL) compliant ships (certified for alternate means of compliance to IMO 2020) from entering an Indian port or restricting port entry permissions only after a changeover to low sulphur fuel oil, shall be construed as a unilateral measure from a membersstateagainsttheprovisionsof

an International Convention that it has ratified” Considering the above, the DirectorGeneralofShipping,notifiedof theproceduretobefollowedbyallports in India for the compliance of IMO 2020 Sulphur cap requirements on merchant shipscallingtheirports:

Anyportorlocalauthorityproposing to prohibit IMO (MARPOL) compliant ships (certified for alternate means of compliance to IMO 2020) from entering their port or imposing any additional requirements, including, changeover to low sulphur fuel oil, shall submit their request in this regard to the Director General of Shipping, Govt. of India, along with the risk and impact assessment duly undertaken by the respective authority in accordance with IMO-MEPC.1/Circ.899.

If approved, a list of such ports

where entry/berthing of ships with alternate means of compliance to IMO 2020 is prohibited shall be published on DGS web site, under intimation to the IMO and a letter issued to the respective port authority for public display and for duly alerting the ships callingtheirports,inadvance.

No port in India shall prohibit or impose additional measures on ships certified for alternate means of compliance to IMO 2020, unless authorized by the competent authority as above. India therefore advises that anyrestrictionplacedonanyshipbyany port or local authorities in contravention of the above, that “impedes the smooth conduct of legitimate ship operations, may be undertaken only after due consultation withtheDirectorGeneralofShipping.”
