Seafood exporters demand expansion of aquaculture area
CHENNAI: The more than $8billion seafood industry has reiterated its demand to expand the area under aquaculture and to create an ecosystem where aquaculture will flourish in the country. Indian industry should get a level-playing field like Ecuador, which has forged aheadinshrimpculture, andVietnam and Thailand in terms of wild catch, said Seafood Exporters’ Association of India (SEAI) president Jagdish Fofandi.
He said Ecuador was well entrenched in the US shrimp market, while Indian wild-caught shrimp had been banned in the country over the pastfouryears.AbrahamTharakan,a seafood industry veteran, said Indian shrimp exports to the US used to be wortharound$250millioninthepast.
They were speaking on the sidelines of the two-day dialogue on fishery certification for achieving
sustainable development goals in India. The programme has the support and cooperation from SEAI, Sustainable Seafood Network of India, NITI Ayog, Marine StewardshipCouncil, andWWF.
Mr. Fofandi said the Indian seafood industry, despite handicaps including deceleration in the Japanese market, had crossed the $8 billion-markduring2022-23.Headded that the demand for surimi (fish paste) from India in the Japanese market had slumped precipitously. This has had a big impact as Japan accounted for the bulk of surimi exportsfromIndia.Japanisnolonger amajormarketforIndianseafood.
The seafood industry representatives also pointed out that adropincatchhadnotbeenreflected in the market so far but called for expansion of area under shrimp aquaculture in the country.
Ecuador has done extremely well in the area, they said as they called for the creation of such a conducive ecosystem in India, which would createalevel-playingfield.
While the cultivation of Pacific whiteshrimpVannameihasnottaken off in Kerala despite the fact that around 60% of the shrimp processed in the State is accounted for by imports from Andhra Pradesh. The area under aquaculture in Gujarat has dropped considerably. South Gujarat, which dominates the aquaculture scene, has seen production dropping from around 90,000tonnesto30,000tonnes.
Mr. Fofandi said aquaculture required not only fields for cultivation butalsoanecosystemthatwouldhelp business flourish. The availability of quality seeds, feed, and electricity chargesplayabigroleinaquaculture, headded.
Blackstone bets big on India’s Warehousing, to grow Logistics portfolio to 100 million sq ft

The institutional investor is looking to expand its warehousing portfolio in the country by 2.5 times to 100 million sq ft from current 40millionsqftinthenext3-5years.
Blackstone will be developing the logistics portfolio further through its existing joint ventures, partnerships and will also be forging new alliances for the same, said a top executive of thefirm.

In April, Blackstone announced the final close of $30.4 billion for the largest ever real estate drawdown fund. A significant part of this fund is expected to flow into the logistics and data centres segment and geographically into Asia Pacific, especiallyIndia.

Private companies seek sops to build Great Nicobar Port
NEW DELHI: Private sector playershavesoughtaslewofincentives to set up the roughly Rs. 48,000 crore greenfield International Container Transshipment Port in Galathea Bay, at Great Nicobar Island. The incentives sought include Hybrid Annuity public private partnership (PPP) model under which the central government through its arms hold 70% stake, while the private player gets 30% during the constructionstage.
“Giventhedueconsiderationofhigh investments and strategic nature of the project, it is appropriate to have the construction of marine works by authority which will increase the cash flow to concessioner as well as provide them with construction support,”
suggestions from the private sector representativessaid.
This project is significant for the country as nearly 75% of India’s transshipped cargo is handled at ports outside India. Colombo, Singapore, and Klang handle more than 85% of this cargowithColomboPortalonehandling 45 percent. According to official estimates, Indian ports can save $200220 million each year on transshipment cargo if the Galathea projects comes about.
InJanuary2023,theCentre,through the Shyama Prasad Mookherjee Port, Kolkata, in association with Andaman and Nicobar Islands Integrated Development Corporation Limited, invited Expression of Interest to
develop the International Container Transshipment Port in Galathea Bay. Ten participants responded and took part in consultations. According to the participants, the governmentshouldbereadytobearthe costofconstructionwhileoperationisto be left to the concessionaire. Another demand is to have a Right of First Refusal for development of any other terminal for handing of similar cargo or other cargo at the proposed port. VISAKHAPATNAM: Vizag Multipurpose Terminal Pvt Ltd, an equal joint venture between J M Baxi Ports & Logistics Ltd and Indian Potash Ltd, has tied up funds from AxisBanktoachievefinancialclosure for mechanising and operating a multi-purpose cargo berth for 30 years at State-owned VisakhapatnamPort.
Thefinancialclosureoftheproject was achieved much ahead of the timeline set by the Visakhapatnam Port Authority, J M Baxi Ports & Logistics said on Tuesday while lauding the agility and efficiency shown by Axis Bank and the leadershipsupportofIndianPotash.
The J M Baxi Ports & LogisticsIndian Potash team placed the highestroyaltyofRs55.44atonforthe project to emerge the successful bidder on a tender issued by VisakhapatnamPortAuthority.

The royalty payable will rise annually in tandem with the increase in wholesale price index (WPI), a measure of costs. The terminal operator will be free to set market rates under the new Major Port Authorities Act and the model
concessionagreement(MCA).
Indian Potash Ltd – more than 70 percent owned by fertiliser co-operatives- is India’s biggest fertiliser importer and the second largest buyer of fertilisers in the global market. DCSA & FMC collaborate on Maritime Data Standards
AMSTERDAM, Commissioner
Carl Bentzel of the Federal Maritime Commission (FMC) and the Digital Container Shipping Association (DCSA) met to discuss the way forward for setting maritime data standards in the United States and beyond. The meeting was part of Commissioner Bentzel’s Maritime TransportationDataInitiative(MTDI) of which the final recommendations willbepublishedsoon.
“During the COVID pandemic the inefficiencies in global maritime supply chains became painfully clear. These inefficiencies costed trillions of dollars which contributed to the high inflation US consumers are experiencing today”, Commissioner Bentzelsaid.“Theissuesarecausedto a large extent by a lack of meaningful and real-time exchange of the data necessary to ensure an efficient and economic transportation system. And, because providing an efficient and economic transportation system in ocean commerce is the core responsibility of the FMC, we started theMTDI.”
André Simha, Chairman of the DCSA Supervisory Board and Global Chief Digital & Innovation Officer of MSC, confirmed the need for better data; “The traditional methods container shipping has been using to exchange data have revealed their limitations in recent years. Thatiswhy, despitebeingcompetitors, the containers shipping lines came together in 2019 and founded DCSA. The association has made a lot of progress advancing digitalization through common open-source standards, but we can’t do it alone as ocean carriers. The maritime supply chain is made of separate links which
all need to be equally strong. We welcome the FMC’s MTDI initiative which brings together all stakeholders to identify and address theshortcomingsofstandardizeddata exchangeinmaritimetransportation.”
Already in June 2022, it was concluded in the material provided for theMTDISummitthatthedataandthe solutions to process it exist in abundance. Equally, numerous standards exist for information related to maritime freight transportation. However, “few sources have been developed and vetted across stakeholder groups. Exceptions to this are the information collected by Customs and Border Protection, the information collected by the U.S. Coast GuardonvesselentriesintoU.S.water, andstandardsdevelopedbyDCSA”.
“Throughout the initial MTDI meetings, it was emphasised that the FMC should not reinvent the wheel or impose requirements onto the industry which won’t work in an international operational environment”, Commissioner Bentzel said. “DCSA’s standards fit these criteria and provide an excellent basis on which to develop our national standard for maritime data exchange. However, due to their voluntary nature, the uptake of those standards is slow. Therefore I will put forward an inquiry to stakeholders to see to what extent a rulemaking could be beneficial. If it would be deemed necessary to regulate, I do not intend to set detailed requirements, but rathertocreateguardrailsensuringit goesintherightdirection.
The DCSA Supervisory Board, which consists of the global CIO’s of the largest container shipping lines and representation of the cargo
owner’s community, appreciated this approach. Thomas Bagge, CEO of DCSA, said: “collaboration between the public and private sectors, as displayed in the MTDI, is essential to solve the challenges still inherent in supply chains. Such collaboration will provide better resilience, visibility and efficiency to the benefit of all ecosystem participants.. The MTDI is anextensionoftheworkwebegan, and we are proud and excited to see our efforts accelerated in this way. Therefore, we highly appreciate the leading role Commissioner Bentzel is taking.NotjustintheUSbutglobally”.
In the light of globally leading the way, Commissioner Bentzel also met with his counterparts at the European CommissionandEurope’slargestport authorities; the port of AntwerpBruges and the port of Rotterdam. “IsawthatEuropeisveryadvancedin data exchange for both maritime and inland transportation, more advanced than the US. However, everybody I spoke with agreed that my recommendations to establish a (eco)system for data sharing is an essential piece to their puzzles which is still missing. This, together with the support of DCSA and its members, confirms and strengthens my belief that turning the MTDI into Maritime Transportation Data System (MTDS) isnecessary”.
Commissioner Bentzel’s final recommendations will be published soon. All stakeholders will again have an opportunity to provide input, after whichtheFMCwillconsiderwhethera rulemaking is the appropriate way forward for achieving an efficient and economictransportationsysteminthe ocean commerce of the United States andbeyond.

High Container Availability (CAx) points at Container overcapacity at Indian Ports
• Between January-May 2023, Indian ports have seen a surge in inbound containers, attributed to a drop in demand for outbound containers.
• Despite a 13 per cent decline in exports, the Indian government is encouraging an increase in shipments.
• The strengthening India-US trade relationship resulted in a 7.65 per cent increase in bilateral trade in FY 2022-23.
MUMBAI: India has recorded a substantial increase in inbound containers at its ports from January–May 2023 with the Container Availability index (CAx) persistently surpassing 0.75 since the beginning of the year. This rise is attributed to a declineinoutboundcontainerdemand.
The high CAx values imply an excess of containers, which reflects a surge in imports leading to container overcapacity.
In April 2023, the first month of the fiscal 2023-24, India witnessed a considerable 13 per cent drop in merchandise exports, amounting to $35 billion, compared to the previous year. This is the steepest monthly fall in the past three years, indicating a significant downturn in export performance, according to data from ContainerxChange, anonlinecontainer logisticsplatform.
Nevertheless, the Indian Government is encouraging pro-export
industry groups to enhance shipments and increase annual trade volumes. India’s average container price for 40 HC containers and 20 DC containers hasnearlyhalvedcomparedtolastyear, while pickup charges on the India-US trade route have significantly risen. Thissuggestsanincreasingdemandfor containersfromIndia.
The bolstering trade relations betweenIndiaandtheUShaveledtothe latter emerging as India’s top trading partner in the fiscal 2022-23. Bilateral trade surged by 7.65 per cent to $128.55 billion, withamoderateriseinexportsto theUSandanotablesurgeinimports.
Lastly, according to the Ministry of Ports, Shipping, and Waterways of India, the country’s Major Ports handled a record 795 million metric tonnes of cargo in the fiscal 2022-23, markinga10percentincreasefromthe previousyear.
“The Indian economy has been persistently prioritising the promotion
of exports, driving economic momentum. However, container traders, shippers, and carriers in India are experiencing a slowdown in containerised exports. There is a noticeabledeclineinconsumerdemand from the US, European Union, and UK markets. This trend has had an impact on the volume of orders received by exporters,” said Supal Shah, CEO, ARCONContainers.
“Despite the export slowdown in India, there is optimism that export growthwillreboundstartinginJulythis year. The third quarter of the calendar yearisexpectedtobringimprovements asfreshordersandbookingsincreasein preparation for the upcoming festival and new year season. Industry stakeholders are hopeful that this positive trend will drive a resurgence in containerised exports and contribute to the overall growth of the Indian economy,” said Christian Roeloffs, CEOandCo-Founder.
