DPIIT : States encouraged to formulate State Logistics Policy (SLPs) aligned with National Logistics Policy (NL)
DPIIT deliberates on wider adop on of PM Ga Shak Na onal Master Plan in States/UTs
PM GatiShakti National Master Plan (NMP), Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry conducts weekly review meetings with States and Union Territories to monitor and extend support for efficient and effective utilization of their State Master plan (SMP) portals for infrastructure planning and implementation.
A review meeting was convened for the Western and Central Zones States/UTs of India, chaired by Special Secretary (Logistics), DPIIT, Ms. Sumita Dawra at New Delhi on August 31, 2023. The meeting witnessed active participation from States/UTs i e Maharashtra, Goa, Rajasthan, Daman & Diu and Dadar & Nagar Haveli, Gujarat, Madhya Pradesh and Chhattisgarh.
During the meeting, Special Secretary (Logistics) stressed upon the importance of utilising the GatiShakti NMP/SMP portal and adopting 'Whole of Government' approach for infrastructure and social sector planning.
The chair mentioned various benefits of PM GatiShakti National Master Plan (NMP) by leveraging data layers and tools for effective, data-driven decision making, that includes:
i. Optimized Route Planning
ii. Enhanced visibility of intersections from forest, economic zones, archaeological sites etc.
iii. Enabling time and cost saving for planning and implementation of infrastructure projects, such as, use of digital surveys on NMP to streamline the preparation of Detailed Project Reports (DPR) with higher accuracy.
She also mentioned that the States/UTs are extensively using the PM GatiShakti approach for planning connectivity to Industrial Regions; for selecting the location of social infrastructure assets, such as anganwadis, schools, hospitals, etc.
States/UTs are integrating their existing development programmes/schemes with the GIS-based NMP/SMP to achieve better planning. For instance, the State of UP, integrated its Pahunch portal with the SMP , for effective decision-making about site suitability of new schools, based on various parameters like population, connectivity, teacher-pupil ratio, etc Similarly, the Gujarat Government used the PMGS for planning its coastal corridor to promote tourism State of Goa planned the disaster management/
evacuation route during floods to minimize loss of life, using the PMGS NMP/SMP portals.
It was further emphasised that the States/UTs must look after the following parameters for wider adoption of PM GatiShakti NMP:
i. regular meeting/workings of institutional mechanism at States/UTs level;
ii. ensure quality of data layers on NMP/SMP portal;
iii. usage of SMP for project planning and implementation to facilitate Ease of Logistics, Ease of Living, and Ease of Doing Business; and
The States/UTs are being encouraged to formulate State Logistics Policy (SLPs) aligned with National logistics policy (NLP) to bring holistic focus on ‘logistics’ in public policy at State level. So far, 22 States have notified their State Logistics policies.
The States/UTs were sensitized about the advantages of utilizing PM GatiShakti NMP/SMP at the district level for planning purposes. To enable area-based development, it is essential to adopt PM GatiShakti principles for gap identification, project planning, etc at grass root level This is where the involvement of district-level officers becomes crucial in implementing the area-based approach for social and economic planning within their districts.
The approach can streamline several challenges, such as land acquisition, approvals, utility shifting coordination, administrative assistance, and more, expediting and ensuring time-bound project implementation States/UTs were recommended to identify pilot areas for implementation of planning and analysis through the PM GatiShakti NMP/SMP
Major Ports attract over 20 rms for green hydrogen projects worth billions
NEW DELHI: Ministry of Ports, Shipping and Waterways (MoPSW) has received over 20 EoIs (Expression of Interest) from firms interested in participating in green hydrogen generation, storage, bunkering and refuelling projects being developed across three of its major ports, Deendayal (Kandla), Tuticorin and Paradeep.
Of these, more than 15 are interested in Kandla’s Deendayal Port, where nearly 26,000 acres of land is expected to be earmarked for green hydrogen projects, a senior official aware of the developments said.
Across the three ports, a landlord model will be followed; where port authorities will have ownership of the land, while there will be common infrastructure developed by private companies The hydrogen storage, production and sale modalities will be taken care of by private players. Over Rs. 700 crore investment is expected in Deendayal (Kandla) towards this green hydrogen park
According to the official, in Thoothukudi (now called VO Chidambarnar Port), around 224 acres of land have already been leased to ACME Cleantech Solutions to generate green
hydrogen and green ammonia. Investments are expected to be over Rs. 52,000 crore.
Another 10 acres have been leased to ReNew Power, also at VO Chidambarnar, the official said. These two were among the 20-odd companies participating in the EoIs reportedly floated by the port.
“So far, VO Chidambarnar is the only port to have leased land for green hydrogen projects. Kandla and Paradeep are both working out the details. There have been some 20-odd EoIs that we have seen, mostly for Kandla. Interest levels are high,” the official said.
A green hydrogen generation plant would require setting up renewable power options like solar or wind power Typically, it (green hydrogen) is produced by splitting water into hydrogen and oxygen atoms through electrolysis. The process of electrolysis is carried out through the use of renewable power
The Ports Ministry has already set a deadline of 2030 to set up green hydrogen bunkering and refuelling facilities across these three major ports. The official said the long-term plan is to have such facilities across all 12 Major Ports by 2035.

CEVA Logistics : New Trucking route open along the China-Kyrgyzstan-Uzbekistan and China-Pakistan corridors
SHANGHAI: CEVA Logistics recently launched new international road transport (TIR) routes along the ChinaKyrgyzstan-Uzbekistan and China-Pakistan corridors, opening new trade routes in China and central Asia. The opening of the new routes is expected to boost trade growth and deliver benefits across the region.
China-Kyrgyzstan-Uzbekistan Route
CEVA Logistics held a ribbon-cutting ceremony to celebrate the launch of the new route as the shipment convoy of six trucks departed from western China’s inland city of Kashgar, crossing into Kyrgyzstan. Loaded with industrial components, auto parts and consumer goods, the first TIR trucks on the new route successfully arrived in Uzbekistan’s second-largest city, Samarkand, after approximately 1,100 kilometers.
Joanna Zhu, Managing Director of Greater China, CEVA Logistics, said: “With the successful pilot, CEVA is expecting more regular TIR operations on this new route with around 100 trucks every month. CEVA will continue to optimize ground and rail product portfolios to open direct routes while strengthening intermodal capabilities. We will develop more trade lanes from China to the west and enhance trade resilience along the corridor.” Southern Corridor facilitates regional trade
Central Asia is the main passage along the Han-Tang Silk Road The China-Kyrgyzstan-Uzbekistan Ground Transportation Corridor is concrete example of China’s "Belt and Road" initiative. The opening of a southern passage has the capacity to change the entire transportation pattern of Western China. The southern corridor is expected to broaden the transportation range of the Eurasian Continental Bridge As more logistics parks settle in Kashgar, export companies shipping goods such as auto parts, finished vehicles, and consumer and eCommerce goods will greatly benefit from the new route. As the ChinaKyrgyzstan-Uzbekistan route becomes more established, CEVA anticipates making Kashgar a ground consolidation center for Western China.
In addition to the TIR solution, CEVA continues to explore and strengthen its multimodal solutions and open new direct routes as infrastructure in the region develops. Current plans call for the China-Kyrgyzstan-Uzbekistan Railway to be completed in 2025 and will make it the shortest freight route from China to the Middle East and Europe. T h e r a i l w a
s e x p e c t e d t o s p a n m o r e t h a n 500 kilometers—more than 200 in China, 250 in Kyrgyzstan
and the final 50 kilometers in Uzbekistan.
Yan Zhou, Chief Representative of East and Southeast Asia, IRU, said: “IRU and CEVA Logistics have established fruitful cooperation since TIR was implemented in China in 2018. From the historic first China-Europe roundtrip TIR pilots to the recent new TIR route along the strategically important China-Kyrgyzstan-Uzbekistan corridor, IRU has been partnering with members to develop innovative trucking services under TIR. Together with our members and partners, IRU will continue to promote faster, safer and more efficient road connectivity between the East and the West.”
China-Pakistan Route
CEVA L ogistics recently launched the first China-Pakistan (Kashgar, China to Islamabad, Pakistan) TIR trucking route CEVA co-hosted the new route celebration with the Shenzhen Cross-border E-Commerce Association. At the launch, five container trucks loaded with 79 tons of consumer goods departed from Kashgar, China via the Hongqilafu Port, the world’s highest altitude port. Covering a total distance of more than 1,200 kilometers the trucks successfully arrived at their destination of Islamabad, Pakistan four working days later
The launch of the China-Pakistan TIR ground transportation route further enhances the diversity and safety of logistics corridors along the China-Pakistan Economic Corridor. The new route also strengthens Kashgar’s “One Belt, One Road” initiative to continue the construction of the national logistics hub in Kashgar and the interconnection of Asia and Europe.
Kelvin Tang, Global Cross-Border & Multimodal Leader and Greater China Ground & Rail VP, CEVA Logistics, said: "The official launch of the first ChinaPakistan TIR trucking route opens up a new chapter in diversifying logistics corridors along the China-Pakistan Economic Corridor and opens up new paths for trade cooperation With the opening up of this new logistics corridor, CEVA can provide more flexible and convenient international logistics solutions for a wide range of customers, including those from the eCommerce industry."
CEVA Logistics has been an IRU member since 2019, and CEVA’s global leader for cross-border and multimodal solutions, Kelvin Tang, was recently awarded the IRU New Industry Shapers award in acknowledgment of his accomplishments in pioneering TIR transportation in China and promoting Asia-Europe trade.
