With the arrival of container vessel MSC ELLEN, the Saudi ports sector is set to welcome yet another trade link from leading shipping lines who are increasingly choosing the Kingdom as a vital port of call given its strategic location at the crossroads of three major continents besides being home to world class logistics infrastructure.

The new service will connect t h e K i n g d o m t o T u r k e y , the Indian Subcontinent, Africa, and the Middle East via weekly sailings to the ports of Khalifa, Jebel Ali, Hamad, Karachi, Mundra, Hazira,

Alexandria, Tekirdag, Aliaga, Mersin, and King Abdullah on board five vessels that have an average carrying capacity of 8,000 TEUs. The latest route will play a pivotal role in positioning Jubail Commercial Port as a competitive hub and uncover a host of value-added opportunities for importers, exporters, and shipping lines in line with the objectives of the National Transport and Logistics Strategy (NTLS). Modernly equipped to handle vessels of all shapes and sizes, Jubail Commercial Port provides a cost-effective and efficient gateway for local industries to export their products to global markets and import their raw materials. It also serves as a key driver of Saudi foreign trade besides bolstering economic growth in the Eastern Region.

KOLKATA: Union Minister Shri Sarbananda Sonowal recently said that India can be among the Top 10 countries in the Global ranking of Maritime merchandise trade with giant strides taken by the Government for modernisation and capacitybuildinginthesector

Sonowal, the Minister for Ports, Shipping and Waterways, said the Centre is carrying out development in a sustainable waytomeetthe2070netzeroemissiontarget.

“With the massive modernisation and development taking place, we can be among the top 10 countries in the maritime merchandisetrade,”Sonowalsaidatthe121stAnnualGeneral Meeting of the Merchants’ Chamber of Commerce and Industry here The Minister stated that projects like ‘Sagarmala’ and ‘PM Gati Shakti’ are “delivering results and willbringseachangeafterrollingoutofalltheprogrammesin thenextfewyears”.

“In 2014, our cargo handling capacity in ports was 800 milliontonneandin2022,itis1,600milliontonne,”theMinister said. In the inland waterways, the cargo handling has now grown to 109 million tonne from a mere 16 million tonne capacityin2014,hesaid.

Drewry : 5 key Ocean freight procurement considerations in a falling market

LONDON: With world inflation widely anticipated to have reached 8.8% in the closing weeks of 2022, senior executives within global manufacturers and retailers will be eagerly awaiting ocean transport savings as reports of plummeting containerised freight rates continue to make headline news. With Drewry’s composite World Container Index down a remarkable 75% year-onyear, such an expectation is understandable, however, as is so often the case, the devil is in the detail; while rates on Asian export retail-driven routes may have fallen by up to 85%, driven by utilisation figures below 80%, back haul trade lanes have seen only modest single digit falls with Transatlanticheadhaulratesremaining stubbornly above the $7,000USD / 40ft mark.

Much as it started, the unwinding of the extreme global freight rate inflation of the pandemic period will be staggered, as easing congestion, cancelled loops and new vessel arrivals see capacity cascade across trade routes. And as the 2023 bid season approaches for many global shippers, negotiations will require a revised ocean freight procurement strategy. Below we explore five decision-making dilemmas many procurement and logistics operations teams will find themselves grappling with over the comingweeks:

1. Should we move away from yearlongcontracts?

Many businesses remain undecided here, understandably concerned about locking-in rates only for the market to deteriorate further. With a significant number of contracts recently being renegotiated mid-term – either at the instigation of carriers looking for additionalvolumeorbyshippersunable to support the current delta between spot and contract rates – some are questioning the value of their long-term agreements.

Some shippers with contracts expiring in line with calendar year have alreadyoptedforshorttermextensions, hoping to renegotiate more favourable terms.Other,typicallysmallershippers, have moved to the spot market, feeling

no loyalty to carriers and forwarders who largely abandoned their contracts in 2021 and left them exposed to premium and priority rates. Notwithstanding the obvious commercial imperative, most shippers are driven by more than straightforwardbaseoceanfreightcost. For shippers with more complex supply chains or customer obligations who seek more predictable annual freight budgets, Drewry still recommends fostering long term supplier relationshipsunderwrittenbycontracts with at least one-year durations. Over the long-term, such agreements typically deliver not only a significant freight cost benefit, but also better payment terms, free time conditions andoperationalefficiencies.

2.ShouldwereduceourMQC?

The16%fallinSeptemberEast-West headhaul volumes compared with August, due to both high inventory levelsandlowconsumerdemand,wasa primary trigger for the recent collapse in freight rates. With the vessel order book currently standing at 2.5 million TEU for 2023, the rise in capacity for 2023 may be clear but the outlook for global demand remains much more uncertain. In such circumstances many shippers will be cautious about Minimum Quantity Commitments (MQCs),feelingunclearabouttheirown demand predictions, while remaining confident that market capacity will thereshouldtheyneedit.

3. How do we set bid target rates in a collapsingmarket?

The goal posts are moving fast, shippers are struggling to set target rates with initial offers from carriers often being significantly undercut by prevailing rates in the spot market. Drewry recommend that shippers set target rates based on at least 3 of the following valid data points: the underlying break-even, ‘cost per

container’ of service providers, the current spot market, recently negotiated average contract market rates (from shipper benchmarking groups such as Drewry’s BenchmarkingClub)andpre-pandemic rates. All can help support decision makingattimesofvolatility.

4. Should we reduce our service providerpool?

Thereislittledoubtthatrelationships between shipper and carriers/forwarders have been strained over the past year, with many shippers having to widen their service provider pool in a bid to secure the capacity required. In the current more buyerfriendly market, Drewry now recommend shippers review and consolidate their service provider pool, focusing on quality rather than quantity; reinforced by a robust Quarterly Business Review process with clearly defined and measurable KPIs. In a market where cost reductions seem inevitable, primacy should be given to providersthatdemonstratetheyareboth able and willing to improve performance from the dismal 30% service reliability seenoverthepast2years.

5. Should we move to an index linked contract?

Indexing is always a popular topic amongst shippers in a falling market and this year the buzz seems to be around the ‘trigger clause’, with shippers seeking the right to reopen discussions if the gap between spot and contract rates reaches a critical point. The reality today is that if supply and demand fundamentals remain sufficiently weak for such a gulf to materialise between long term agreements and spot conditions, carriers have to be open to renegotiate without the need for such a trigger mechanism. If the desire to build mutualrelationshipsforthelongtermis genuine, a robust index linked policy canprovidevaluetobothsides,allowing focus to fall on operational improvement, rather than a constant discussion on price. Such a policy requires careful planning and preparation and an understanding that commongroundexistsbetweenparties.

Eastern DFC : Successful trial run of freight train between New Karchana and New Sujatpur

PRAYAGRAJ: The trial run of a freight train consisting of 53 wagons loaded with coal was conducted successfully recently between Eastern Dedicated Freight Corridor’s New KarchanaandNewSujatpurstations.

The freight trains will now be run bypassing Prayagraj city. This section of EDFC has a route length of 62.65 km and includesanimportantbridgeofabout1km lengthovertheYamunariver.

With this, all connections of EDFC with Indian Railways between Chunar and Kanpur stations (route length of 322.353 km) including four link linesCheoki Link Line, Iradatganj Link Line, Sujatpur link line and Rooma link line have been completed. In this section Road Under Bridges and Road Over Bridges have been provided at all level crossings for safety of public and unhinderedmovementofgoodstrains.

With the commissioning of this DFC detour, all the goods trains which were passing through Prayagraj Junction, Cheoki and Naini stations of Indian Railways will now move through this DFCdetour.

This will help the North Central Railway by relieving the congestion at these stations. The punctuality of passenger carrying trains will also improvesignificantly.

Container Lines serving Indian Trades continue to face steep freight rate declines

MUMBAI: Container carriers serving Indian trades continue to face steep freight rate declines amid a weakeningdemandoutlookthatindustry observers believe will only worsen in the days ahead, according to a new market analysisbyContainerNews.

On the westbound India-Europe trade,averagecontractratesfromWest India [Jawaharlal Nehru Port (JNPT)/Nhava Sheva or Mundra Port] to Felixstowe/London Gateway (UK) or Rotterdam (the Netherlands) crashed to US$1,300 per 20-foot container and US$1,600/40-foot container at the end of last month, from US$2,300 and U$2,500, respectively,inNovember.

For West India-Genoa (the West Mediterranean) cargo, average rates stood at US$1,500/20-foot box and US$1,600/40-foot box, compared with theNovemberlevelsofUS$2,200/20-foot boxandUS$2,500/40-footbox.

December eastbound cargo (importsintoIndia)pricesfortheseport pairings, however, saw no noticeable changes month-on-month, with continuing to hover at US$1,400/TEU and US$1,500/FEU for bookings from Felixstowe/Rotterdam and at US$1,150/TEU and US$1,400/FEU to WestIndia(NhavaSheva/Mundra).

Average short-term contract prices offered by major carriers for Indian cargo moving to the US East Coast (New York) also saw steep declines from the November levels –down to US$3,700 per 20-foot box, versus US$4,700, and US$5,000 per 40-foot box, from US$6,300, and at US$2,100/20-foot container, from

US$3,600, and US$3,000/40-foot box, down from US$4,800, for shipments to the US West Coast (Los Angeles).

For the West India-US Gulf Coast trade, rates on average fell to US$3,900 per 20-foot container and US$5,200 per 40-foot container, compared with US$4,750 and US$6,850, respectively, duringNovember.

On the return direction, average contract rates saw no changes from the levels maintained by major operators in November, with the exception of USECWest India bookings. According to the CN analysis, December rates stood at US$900/TEU, down from US$1,075, and US$1,125/FEU, down from US$1,450, from USEC; at US$2,484/TEU and US$ 3,193/FEU from USWC; and at US$1,770/TEU and US$1,843/FEU from the Gulf Coast, into West India (Nhava Sheva/Mundra).

Rates on intra-Asia trades out of India also dropped measurably in December from the month-ago averages, with West India-South China cargo seeing the steepest hit – down by nearly 50% to US$257/20-foot box and US$382/40-foot box, versus US$500 and US$750, respectively, in November, the analysisshowed.

Average contract rates offered by major carriers to regular clients for bookings from West India (Nhava Sheva/JNPT or Mundra) to Shanghai (Central China) fell to US$125 per 20-foot container and at US$130 per 40foot box, versus US$150 and US$250, respectively, in November. For Indian cargo to Tianjin (North China), rates were down to US$150/20-foot box and

US$300/40-foot container, from US$200 andUS$350inNovember.

ForIndianshipmentstoHongKong, average rates hovered at US$125/TEU and US$130/FEU, down from US$150 and US$200, according to the CNanalysis.

December rates on West IndiaSingapore cargo remained unchanged at US$50/TEU and US$100/FEU, month-on-month.

Contract rate levels on the return leg continued to drop, with the slide averaging between 15 and 25% for bookings from Shanghai/Tianjin to West India from the November levels, accordingtotheCNanalysis.

Amid the market challenges, carriers have begun to rework their vessel deployment strategies to stay profitable.

“Vessel deployment and port call adjustments depend on various factors and hence, keep changing all the time,” Mr. Sunil Vaswani, Executive Director of the Container Shipping Lines Association (CSLA) in India was quoted assayinginareport.

Vaswani further noted, “Optimisation of vessel space is obviously one of the key considerations while allocating space (to demand areas), thereby helping the lines to servicethetradeatlargebetter.”

He went on to add, “Operational costsalsoplayarolewhiledecidingport rotation and, in that respect, ports globally compete with each other to attract more traffic. Indian ports are no exception. This is even more so when volumesandrevenuesdecline.”

GTRI suggests seven steps for Indian traders to make full use of FTA with Australia

NEW DELHI: Indian traders should follow seven steps, including knowing trade policy and rules of origin of respective products in Australia in order to take full advantage of the recently implemented free trade agreement, according to a study by GTRI. The India-Australia free trade agreement came into effect on December29,2022.

TheGlobalTradeResearchInitiative (GTRI) said India-Australia Economic Cooperation and Trade Agreement (ECTA) offers many concessions to exporters and importers of both countries, but the concessions are product-specific, and firms must check if theirproductsbenefitfromthepact.

"We have suggested a seven-step process to ensure that the firms do not miss critical details while exporting or importingunderECTA,"itsaid.

Utilisation rate of India's free trade agreements(FTAs)islowandoneofthe factors is low awareness about the process and its benefits, it said adding these steps can help Indian companies makefulluseofthetradeagreement.

The steps include knowing the correct HSN codes in the documents as the tariff classification of the same product may differ in India and Australia. In trade parlance, every product is categorised under an HSN (Harmonised System of Nomenclature) code. It helps in systematic classificationofgoodsacrosstheglobe.

The 'rules of origin' provision prescribes minimal processing that shouldhappenintheFTAcountrysothat the final manufactured product may be calledoriginatinggoodsinthatCountry.

Under this provision, a country that has inked an FTA with India cannot dumpgoodsfromsomethirdCountryin theIndianmarketbyjustputtingalabel on it. It has to undertake a prescribed value addition in that product to export to India. Rules of origin norms help containdumpingofgoods.

"Indian exporters must know the export policy of India and the import policy in Australia for its product. India does not allow the import of items like wild animals and ivory products on public health, safety, and moral

grounds," GTRI said adding trade agreements merely provide duty concessionanddonotgiverelaxationon importpolicyprovisions.

It added that no imports are allowed if a product falls under the prohibited list of imports. GTRI also said Indian firms must also compare the MFN (most favoured nation) duty and trade agreement duties for a product as a company benefits from an agreement only when the customs duty under that pactislowerthantheMFNduty.

MFN is a WTO (World Trade Organization) term indicating that a country must charge the same import dutyfromallcountriesforaproduct.When twocountriesdoatradepact,theydecide tocutsuchdutiesonmostproducts.

"A product must qualify as originating goods of the exporting party togetFTAdutyconcessions,"itadded.

It also said that once a firm is sure thatitsproductmeetstherulesoforigin criteria, it should apply for issuing a Certificate of Origin (COO) to the agency nominated by the Indian or AustralianGovernment.

Govt has pipeline of 44 Port projects worth Rs 22,900 cr till FY ‘25: Sarbananda Sonowal

NEW DELHI: Public-private partnership in port infrastructure has been an important source of investment in the sector and the Ministry of Ports, Shipping and Waterways (MoPSW) has a pipeline of 44 projects for total investment of Rs 22,900 crore till 2024-25, UnionMinisterSarbanandaSonowalsaid recently. Moreover, the Government is workingontheguidelinesfordealingwith stressed public-private partnership (PPP) projects at Major Ports and has also come up with policies to support the shipbuilding industry in India, Sonowal said.

"The Ministry of Port, Shipping and Waterways is working on two fronts to encourage private sector participation... On the project front the Ministry has a pipeline of 44 projects for a total investmentofRs22,900croretill2024-25."

On the policy front, the Ministry is working on the Guidelines for dealing with stressed PPP projects at MajorPorts,Sonowalsaid.

The Ports, Shipping and Waterways Minister further said that under the National Monetization Pipeline (NMP), MoPSW has accorded approval to 22 projects worth Rs 12,222 crore. Out of the 22 projects, seven projects worth Rs 5,278 crore have already been awarded on PPP mode, rest projects are invariousstagesofbidding,headded.

According to him, the Ministry is also working on the Captive Policy and Migration Policy (to new MCA and Tariff regime) to improve the ease of doing business and provide a conducive environment for private sector investmentsintheportsector.

Sonowal said under the PM Gati ShaktiNationalMasterPlan,MoPSWhas identified 101 projects worth Rs 56,831 crore for implementation by 2024. "Out of these, 13 projects worth Rs 4,423 crore have been completed," he said, adding that 9 projects worth Rs 716 crore are expected to be completedbyMarch2023.

The Ports, Shipping and Waterways ministry has identified 9 High Impact Projects (HIP) and these have been uploaded in the Project Monitoring Group (PMG) portal and are being monitored at the Cabinet Secretariat level. Three HIP projects are already completed,headded.

Sonowal further said, apart from completing port modernisation and port connectivity projects, the Ministry is expediting various projects under the Sagarmala programme related to RoRo/Ropax and passenger jetty facilities, and fishing harbor projects to improvetheconnectivityandlivelihoodof peoplelivingincoastalareas.

He said National Maritime Heritage

Complex (NMHC) at Lothal is being developed as one of its kind projects to display India's rich and diverse maritime heritage and the project is currently under implementation and all efforts are being undertaken to complete the first phase of this project bytheendof2023.

Sonowal said 191 port connectivity projects have been identified after coordination with the Ministry of Road Transport and Highways (MoRTH) and Railways Ministries under Sagarmala which are in various stages of implementationanddevelopment.

Replying to a question on demand for restoration of subsidy for moving goods through Inland waterways in the NorthEast region, Sonowal said the earlier scheme of subsidy for moving goods through Inland waterways in the NorthEast region, was launched by Ministry of Commerce and Industry (MoCI) which was closed on March 31, 2022.

"However, in order to promote this mode of transport and to meet first mile, last mile and multiple handling of cargo issues while transporting through IWT mode,MoPSWwilltakeupthematterfor restoration of the scheme with MoCI for promoting the movement of goods through Inland waterways in the NorthEastregion,"hesaid.

Finance Ministry approves disbursement of more than Rs. 4,000 crore to States for PM Gati Shakti Projects

NEW DELHI: The Department of Expenditure under the Ministry of Finance has approved disbursement of over Rs. 4,000 crores to states for undertaking various infrastructure projects, which conform to the principles andobjectivesofPMGatiShaktiMission.

The disbursements are part of ‘Scheme for Special Assistance to the StatesforCapitalInvestmentfor2022-23’ which was unveiled in April by the Ministry of Finance and operated by the DepartmentofExpenditure.Thescheme seeks to provide assistance to the states with a total allocation of Rs. 1 lakh crores in the form of 50-year interest free loan forcapitalinvestments.

Accordingtoaseniorofficial,thetotal allocation earmarked for State projects under the scheme which conform to PM GatiShaktiframeworkisRs.5,000crores. All 28 states have submitted about 190projectsamountingtoaboutRs.5,000 crores.

“Post April, after the notification, we have considered more than 190 projects from 28 States of value more than Rs. 5,000 crores total and these projects have been recommended to the Department of Expenditure for approval and disbursement of funds to the respective states as per their share,” Dr. Surendra Ahirwar, Joint Secretary (Logistics Division), Department for Promotion of Industry and Internal Trade, Ministry of Commerce and Industrywasquotedassayingrecently.

The logistics division at DPIIT is spearheadingthePMGatiShaktiMission which is aiming for the development of seamless multimodal connectivity and logisticsinfrastructureintheCountry.

A special screening committee was constituted within the DPIIT, which evaluated whether the 190 odd projects submitted by the states were in conformity with the principles and objectives of PM Gati Shakti and they were recommended to the Ministry of Finance.

“They (Department of Expenditure) have given approval to most of them. They have considered all 191 proposals and some of them have been cleared and totheextentofmorethanRs.4,000crores have already been approved by the Department of Expenditure for disbursementamongthestates,”saidDr. Ahirwar.

Among the states, allocation to Andhra Pradesh is at Rs. 202 crores, Bihar at Rs. 500 crores, Chattisgarh at Rs. 170 crores, Gujarat at Rs. 174 crores, Haryana at Rs. 55 crores, Jharkhand at Rs.165crores.

Accordingtothescheme,foralignment with PM Gati Shakti framework, states need to undertake updation of required data layers on PM Gati Shakti National MasterPlanportal,suchaslandrevenue maps, formulate state logistics policy, creation of Empowered Group of Secretaries, Network Planning Group andTechnicalSupportUnit.

Guiding principles for selection of eligible projects include logistics efficiency and resilience, integrated planning approach, unity of economic clusters, projects aiming at faster movementofgoods,amongothers.

According to Dr. Ahirwar, projects submitted by the States include connectivity infrastructure to industrial zones, data centers, inland container depots,containerfreightstations,critical infrastructure around economic zones, warehousing development, food parks, traffic management system, among others.

As per the scheme, while allocation for PM Gati Shakti focused projects is limited to Rs. 5,000 crores out of total Rs. 1 lakh crores, additional amount from savings under other parts of the scheme may also be reallocated to PM Gati Shakti focused projects based on response of states and utilization of fund.

“Then it is up to the Ministry of Finance to consider because they have said in case there is great merit in the projects and there are funds spared undertheschemefromotherheads,then itcanbeallocatedtothisparticularkitty,” saidDr.Ahirwar.

The other parts, in which the Rs. 1 lakh crore interest free loan is distributed includes funding for PM Gram Sadak Yojana, incentives for digitization, optical fibre cable network, urbanreformsandcapitalworks.
