Sanjay Swarup takes over as new CMD of Concor

NEW DELHI: Container Corporation of India (CONCOR) said it has appointed Mr. Sanjay Swarup on as the Chairman and Managing Director. This announcement follows the recent Annual General Meeting (AGM) held on September 26, 2023.

An Indian Railway Traffic Service (IRTS) officer of 1990, Swarup holds a BE (Hons) in Electronics and Communication Engineering from IIT Roorkee and a PGDM in Public Policy and Management from IIM Bangalore. With a career spanning over three decades, Swarup has held leadership roles in various Central Public Sector Enterprises (CPSEs) and government organisations.

“Swarup’s extensive training at institutions like Maxwell School of Syracuse University (USA) and Antwerp Port (Belgium), along with his active participation in leading national and international conferences, showcases his dedication to advancing the

logistics and supply chain management fields,” the company said in a statement.

Commenting on his appointment, Mr. Swarup said, “I feel humbled and honored to assume this charge at a critical time when India is undergoing rapid transformation, including momentous developments in the logistics sector.”

PERMISSIBLE CHANNEL DRAUGHT WITH TIDE FOR DECEMBER 2023

1. The maximum permissible draft in the channel is 14.50 m. However, maximum permissible drafts at individual Berths, moorings and anchorages will applyseparately

2. Container vessel upto 330 m can be handled with a draft of 14.0 m, subject to availability of tide. For other cargo ships with LOA more than 270 m, can be brought inside to Kandla creek under special conditions.

3. a. Ships and tankers exceeding 225.5 m will have a minimum under keel clearance of 1.2m

b. Berthing of vessels beyond 225.5 m in length shall be done between panels 52 to 85 of Cargo Jetties

4. Ships and tankers having maneuverable speed of less than 9 knots through water will not be moved in and out of Kandla Port during dark hours. However, this condition is not applicable to Tugs/Barges

5. Berthing and un-berthing vessels and tankers to Buoy moorings will be restricted to daylight hours only

6. Vessel will not be permitted to anchor at Kandla Creek inner anchorage except in case of emergency

7. Minimum tide of 6 m is required for handling vessels with draft 14.5 m.

8. Vessels with a departure draught of 10.5 m. or more should be brought starboard side alongside on the flood tide as far as possible to prevent delay in sailing to await change of tide. In case the vessel is portside alongside due to any reason, she may be turned around to face the flood during the stay at berth whenever practical.

9. The draught, length and DWT etc. at various berths are given below. The draught shown at various berths are indicated for the chart datum depth unless stated otherwise-

i. Oil Jetty No.1 Oil Tankers drawing upto 10.6 m draught with LOA upto 185 m and DWT upto65,000 tonnes.

ii. Oil Jetty No.2 Tankers upto LOA183 m, DWT upto 52,000 tonnes and maximum draught of 10.3m shall be allowed for berthing.

iii. Oil Jetty No. 3

a. Tankers drawing upto 10.6 m LOA upto 213.4m and DWT upto 40,000 tonnes.

b. If a tanker of 213 m is berthed at Oil Jetty No. 2, the length of the vessel at Oil Jetty No. 3 shall not exceed 183m

iv Oil Jetty No. 4 Oil tankers drawing upto 10.70m draught LOA upto 216 m and DWT upto 56,000 tonnes are permissible.

v. IFFCO Jetty Tankers upto LOA 216m, DWT 45,000 tonnes with the draught of 9.5 m shall be permitted for berthing. Additional advantage of upto a maximum draught of 10.7 m shall be allowed depending upon the height of next low water

vi. Oil Jetty No.6 (IOCL) Ships drawingupto 10.1m draught, LOA upto 216 m and DWT upto 45,000 tonnes shall be permitted.

vii. Oil Jetty No. 7 Ships drawing upto13.0 m draft, LOA upto 230 m and DWT upto 65,000 tonnes

NOTE: The draught at Oil Berths are available at minimum tide. However, higher draughts upto a maximum of 10.4 m unless mentioned otherwise may be allowed upon an undertaking that the draught of the vessel will be reduced to the permissible draught of the berth before the next low water. This will be on individual cases depending on the tide of the day

JNPA, DPA & Mundra Port likely to be part of India-Middle East-Europe economic corridor

NEW DELHI: Three Ports on the w e s t c o a s t t h e S t a t e - r u n Jawaharlal Nehru Port Authority (JNPA), Mumbai, and Deendayal Port Authority, Kandla, as well as the Gautam Adani-owned Mundra port — are likely to be part of the IndiaMiddle East-Europe Economic Corridor (IMEEC).

Sources said that the Government has firmed up plans to include the three major ports as part of the transnational rail and shipping corridor spread across two continents, which promises to enhance trade and connectivity across Asia, the Arabian Gulf,andEurope.

According to the Ministry of Ports, Shipping, and Waterways sources, new port development at Vadhavan (off Mumbai), the setting up of a container terminal at Tuna Terka (Kandla), and the expansion of JNPA

will be taken up as part of the master plan to position them as a central hub for international trade, particularly through the IMEEC.

Earlier this month, a MoU for the creation of IMEC was signed between Saudi Arabia, the European Union, India, the UAE, France, Germany, Italy, and the US on the sidelines of the G20 Leaders Summit in New Delhi. These countries are expected to meet in November 2023 to firm up the details.

“Besides, three ports in the UAE, namely Jebel Ali (Dubai), Mina Zayed (Abu Dhabi), and Fujairah, are also expected to be part of the IMEC,” said sources.

Another source said that a decision on the ports in Saudi Arabia has yet to be communicated. The Arab country has more than 10 ports However, the King Abdul

Aziz Port in Dammam and Ras Al Khair could also be considered.

Port master plan Minister for Ports, Shipping, and Waterways Sarbananda Sonowal s a i d , “ We a r e f o r m u l a t i n g a comprehensive port master plan that encompasses proactive measures to r a m p u p c a r g o h a n d l i n g a n d construct world-class infrastructure. Studies will start soon. It will be across Ministries.”

The IMEC will include two separate corridors: the east corridor connecting India to the Arabian Gulf and the northern corridor connecting the Arabian Gulf to Europe.

The rationale is to enhance road, rail, and maritime connectivity in a bid to increase transit of goods and services between India, the UAE, Saudi Arabia, Jordan, Israel, and Europe.

Govt exempts 5% integrated GST on ocean freight imports

NEW DELHI: The Government has exempted payments made for goods imported through ocean freight from 5 per cent integrated GST with effect from October 1.

T h e F i n a n c e M i n i s t r y h a s notified changes to the IGST Act w i t h r e g a r d t o p a y m e n t o f integrated GST on 'ocean freight'

on imported goods with effect from October 1

Currently, importers are required to pay 5 per cent GST under the Reverse Charge Mechanism.

KPMG Indirect Tax Head & Partner Abhishek Jain said the amendments proposed are aligned with the apex court's ruling in the case

of Mohit Minerals and help explicitly mention the government's alignment to the position.

"While this has been issued prospectively, the industry has been seeking and successfully claiming refund of taxes already paid for the past period, where credit has not been availed," Jain added.

UAE, Australia FTAs boost engineering exports, shipments up 9% in April-August period of FY24

NEW DELHI: India’s engineering exports received a much-need boost on account of free trade agreements (FTAs) with UAE and Australia with shipments to both nations surging 9% in April-August period of the financial year 2023-24 even as overall engineering exports slipped during the period under review

Engineering exports to UAE in April-August period of FY24 increased 9% year-on-year to $2.24 billion. In the same period, engineering exports to Australia also jumped 9% year-on-year and stood at $596.14 million as compared to $548.62 in April-August period of FY23.

Overall engineering exports in AprilAugust period of 2023-24 dropped 4.55% to $44.62 billion as against $46.74 billion in April-August period of 2022-23.

Notably, engineering exports to Russia surged 178% year-on-year to $568.41 million in April-August period of FY24.

In the same period last year, engineering exports to Russia were $204.17 million.

Engineering exports to the US, India’s top market, fell 14% year-onyear in the April-August period of the

current financial year.

“Engineering exports to UAE and Australia have been beneficial Our exports to both the two major markets rose 9% in April-August period of FY24. At this point we urge the government to think about more such FTAs not only with our traditional partners but also our non-traditional markets in Latin America and Africa,” EEPC India Chairman Arun Kumar Garodia said in a statement.

This fiscal so far has been tough for the engineering exports as global slowdown has affected some of India’s major partners including the USA and European countries The RussiaUkraine conflict has also been ongoing and China has faced economic slowdown All these factors have s i g n i f i c a n t l y a f f e c t e d I n d i a ’ s engineering export demand.

On cumulative terms, 19 out of 34 engineering panels recorded positive growth during April-August 2023-24 over the same period last fiscal Engineering panels that witnessed growth in exports include copper and products, lead and tin, industrial machinery, pumps, machine tools, aircraft & spacecraft, electrical

machinery and equipment, auto components /parts, medical devices and instruments, other construction machinery, etc Major decline was w i t n e s s e d i n t h e r e s t o f t h e 15 engineering panels.

After eight straight months of yearon-year decline from December 2022 to July 2023, India’s engineering exports was back to growth in August 2023 registering a decent 7.73% growth over August 2022 owing mainly to a lower statistical base.

Engineering exports in August 2023 was recorded at $9.05 billion as against $8.40 billion in August 2022.

‘Electric machinery’, and ‘Copper and copper products’ managed good export growth in August 2023 while exports of ‘Aluminium and aluminium products’ declined noticeably

Excluding the export of iron and steel, engineering exports recorded 8% year-on-year growth in August 2023 On a cumulative basis however, engineering exports excluding Iron and Steel was down by a much lower 1.50% against 4.55% overall. This shows that Iron and Steel still plays a spoilsport in the downfall of engineering exports on a cumulative basis.

PM Gatishakti : Network Planning Group assesses 112 total projects of total value of more than Rs 11 Lakh Crore till date

NEW DELHI: In the 56th Network Planning Group meeting under PM GatiShakti six project proposals, including four projects of Ministry of Road Transport and Highways (MoRTH) and two projects of Ministry of Railways (MoR) with the total project cost of about Rs. 52,000 Crore were assessed The 56th NPG meeting was held yesterday under the chairpersonship of Special Secretary, Logistics, Department for Promotion of Industry and Internal Trade (DPIIT), Smt. Sumita Dawra at Yashobhoomi Convention Center in New Delhi. This takes the total number of projects assessed by NPG

to 112 with a total value of about Rs 11.53 Lakh Crore, since the launch of PM GatiShakti approach.

MoRTH presented four road projects worth about Rs. 45000 Crore to NPG and demonstrated adherence to GatiShakti principles The first project proposal is a Greenfield Road located in the State of Gujarat and Maharashtra, that will benefit not only industrial belts in Navsari, Nashik, Ahmednagar districts but also the agriculture sector in the region. Additionally, the project is expected to contribute to overall socio-economic development of tribal districts like Navsari, Valsad and

Nashik by providing easy and convenient connectivity It will also benefit the tourism sector in the r e g i o n a n d w i l l a l s o c o n n e c t aspirational districts, such as Osmanabad.

The second Greenfield Road project is also located in the state of Gujarat, through Banaskantha, Patan, M a h e s a n a , G a n d h i n a g a r a n d Ahmedabad District It will connect Amritsar- Jamnagar economic corridor with Ahmedabad and Vadodara and will integrate with other modes of transportation, thereby contributing to the promotion and usageofmulti-modalityinthe region.

NEW DELHI: The Central Board of Indirect Taxes and Customs, Ministry of Finance, in association with the Ministry of External Affairs organised an event in New Delhi yesterday for ambassadors and delegates from Contracting Parties to the Convention on International Transport of Goods Under Cover of TIR Carnets (TIR Convention, 1975) to c a n v a s s s u p p o r t f o r I n d i a ’ s candidature for TIR Executive Board (TIRExB), elections for which are scheduled to be held during the 81st session of the TIR Administrative Committee on 11.10.2023, at Palais des Nations,Geneva.

India’s candidate for the upcoming TIRExB elections, Mr Vimal Kumar Srivastava, Principal Commissioner &

Head of Inter national Customs Relations, CBIC, was introduced to foreign delegations present at the reception. It was conveyed that India seeks to integrate with the international transport networks under the aegis of the Convention and recognises that cross-border connectivity has a key role in regional integration, economic growth, and geopolitical stability It was further stated that with the election of India’s expert in the TIR Executive Board, India intends to contribute significantly to the global integration of multi-modal transport system through i m p l e m e n t a t i o n o f t h e r e l a t e d procedures and methods, especially the full digitisation of TIR It was also highlighted that India intends to expand

RBI in dialogue with other Central Banks to reduce cost of cross border remittances

MUMBAI: The Reserve Bank of India has initiated dialogues with countries having sizable Indian diaspora to bring down cost of remittances, Deputy Governor T Rabi Sankar said.

According to the World Bank, the average cost of cross border remittance is about 6 2% of the value of a transaction. “Such a high cost in today’s context, when data connectivity is so cheap, is simply unconscionable,” Rabi Sankar said, delivering his keynote

address at a Bengal Chamber of Commerce & Industry event.

International Maritime Organisation conscious of the damage caused to the environment by the maritime activities and shipping and towards its responsibility for the safety and security of shipping and the prevention of marine and atmospheric pollution by ships launched the MARPOL (Marine Pollution) initiative half a decade ago on 2nd November 1973.

As the International Convention for the Prevention of Pollution from Ships celebrates its 50th anniversary, the convention has played a pivotal role in shaping the global shipping industry's approach to environmental protection and has achieved significant results towards reducing oil pollution, curbing harmful substances, addressing the issue of harmful air emissions, ballast water management and garbage management.

Police Department plays varied roles as it deals with human security the prime concern, coastal security as Gujarat has longest coastline with 17 coastal districts and 29,000 fishermen boats which also included security confidence of employees and persons nearby the coastal areas. However the role of the Police is not in public domain. Therefore, Suraksha Setu does need some space. It is necessary that the other humane face of the Department also comes in public domain. In fact a situation must arise when citizens voluntarily come forward and inform the nearest police station of unlawful activities happening in their neighborhood.
