MUMBAI: The Association of Multimodal Transport Operators of India –AMTOI, held its 23rd AGM on the 28th of September 2022 at the Royal Bombay YachtClub,Mumbai.
President Mr. Xerrxes Master welcomedeveryoneandaddressedthegatheringatthe 23rdAGMwhichwasbeingheldphysicallyafteragapof 3years.
The AGM proceedings started at 1600 Hrs with high tea for members followed by the commencement of the meetingfrom1700hrs.
After the presentation of the Annual report for the term 2021-22 by the Hon. Secretary Mr. Arun Kumar and the Audited financial report by the Hon. Treasurer Mr. Devpal Menon, the results of the election to two posts of the executive committee were announced. Mr. Arun Kumar and Mr. George Abrao were elected unopposed.
This was followed by the customary presentation of citations by Mr. Xerrxes Master to its members, Continental Carriers Pvt Ltd for completion of 50 Years and Kintetsu World Express India Pvt Ltd forcompletionof25YearsinBusiness.
In addition to the citations of honor, AMTOI had started a new practice since last year of issuing CertificatesofLoyaltytoitsmembersfortheircontinued
patronage and commitment to Multimodalism. These are presented to Companies which have completed 10 and 20 years as members of AMTOI. For this year, the CertificatesofLoyaltywaspresentedby Mr. R.K. Rubin to 14 members who completed 10 Years and 6 members whocompleted20yearsasvaluedmembersofAMTOI.
The floor was opened for members to discuss any otherbusiness.
The program then moved on to welcoming our Chief Guest Mr. Rizwan Soomar, CEO & MD (Subcontinent), DP World who spoke on a very interesting topic “Multimodalism and Ports – Two Peas in a Pod”. KOLKATA: GAC India has been recognised as the steamer agent handling the second highest number of dry bulk and break bulk cargo at the PortofHaldia.
The Syama Prasad Mookerjee Port (formerly Kolkata Port Trust) has presented the company with an appreciation award acknowledging its performance between April 2021 and March 2022 when it handled a total of 121 vessels calling at the Haldia Dock Complex, primarily carrying coal. 1 The maximum permissible draft in the channel is 14.50 m. However, maximum permissible drafts at individual Berths, moorings and anchorages will apply
2 The maximum permissible LOA for the Port is 270mtr. The vessel upto 294m can be brought inside at Kandla Creek under special condition. Container vessel upto 330 m can be handled with a draft of 13.50 m, subject to availability of tide.
3 a. Ships and tankers exceeding 225.5m(740 ft) will have a minimum under keel clearance of 1.2m (4 ft.)
b. Berthing of vessels beyond 225.5 m in length shall be done between panels 52 to 85 of Cargo Jetties.
4 Ships and tankers having maneuverable speed of less than 9 knots through water will not be moved in and out of Kandla Port during dark hours. However, this conditions is not applicable to Tugs/Barges.
5 Night Pilotage restrictions are as follows :-
a. Pilotage is restricted to vessels with length 230m (754.6 ft.). However, vessels in Ballast upto LOA 260 m can sail at night when berth in Flood.
b. LPG and Ammonia Vessels berthing can be carried out during daylight hours only. However, sailing of these vessels on ballast/empty can be done any time.
6 Berthing and un-berthing vessels and tankers to Buoy moorings will be restricted to daylight hours only
7 Vessel will not be permitted to anchor at Kandla creek inner anchorage except in case of emergency
8 a. Minimum tide of 6.4 mtrs is required for handling vessels with draft 14.0 mtrs and above.
b. Inbound loaded vessels above 13.5 mtrs draft to be berthed Portside alongside on slack water
Vessels to reach outer Tuna Buoy 1 hour 15 minutes before high water
Outbound vessels with draft more than 13.5 mtrs to be ready 2 hours before high water
In case of delay in readiness, vessel will sail in next available tide.
9 Vessels with a departure draught of 10.5 mtrs. or more should be brought starboard side alongside on the flood tide as far as possible to prevent delay in sailing to await change of tide. In case the vessel is portside alongside due to any reason, she may be turned around to face the flood during the stay at berth whenever practical.
10 The draught, length and DWT etc. at various berths are given below. The draught shown at various berths are indicated for the chart datum depth unless stated otherwise-
i) Oil Jetty No.1 Oil Tankers drawing upto 10.0m (32.8 ft) drought with LOA upto 185 m and DWT upto 65,000 tonnes.
ii) Oil Jetty No.2 Tankers upto LOA183 m (600 ft), DWT upto 52,000 tonnes and maximum draught of 10.00 m (32.8 ft) shall be allowed for berthing.
iii) Oil Jetty No.3 (a) Tankers drawing upto 9.80m LOA upto 213.4m(700ft) and DWT upto 40,000 tonnes. (b) If a tanker of 213 m is berthed at Oil Jetty No. 2, the length of the vessel at Oil Jetty No. 3 shall not exceed 183m
iv) Oil Jhetty No.4 Oil tankers drawing upto 10.70m (35.1 ft) drought LOA upto 216 m and DWT upto 56,000 tonnes are permissible.
v) IFFCO Jetty Tankers upto LOA 216m, DWT 45,000 tonnes with the draught of 9.5 m shall be permitted for berthing. Additional advantage of upto a maximum draught of 10.7 m shall be allowed depending upon the height of next low water
vi) Oil Jhetty No.6 (IOCL) Ships drawing upto 10.1m draught, LOA upto 216 m and DWT upto 45,000 tonnes shall be permitted.
NOTE: The draught at Oil Berths are available at minimum tide. However, higher draughts upto a maximum of 10.4 m unless mentioned otherwise may be allowed upon an undertaking that the draught of the vessel will be reduced to the permissible draught of the berth before the next low water. This will be on individual cases depending on the tide of the day

NEW DELHI: Union Minister for Ports, Shipping and Waterways Shri Sarbananda Sonowal chaired the ‘Chintan Baithak' of the Ministry in Delhi on 29th September. The baithak was attended by all the senior officials of the Ministry along with Chairpersons of all Major Ports and top officials of the other organization under Ministry of Ports, ShippingandWaterways(MoPSW).Theagendaofthismeeting wastoknowthestatusofvariousinitiativesandprogramsofthe Government of India like Asset Monetization; National Infrastructure Pipeline; implementation of the innovative projects identified by each port during the previous Chintan Baithaks; automation of all weighbridges in ports and to know the status of capital expenditure during this fiscal. During the meeting Shri Sonowal highlighted the vision of Prime Minister NarendraModitodevelopandpromotetheBlueEconomy.
It was discussed that Ministry should achieve the Capital Expenditure targets so as to meet the overall expenditure targets of the Government. All major ports should also lay special emphasis on optimum utilization of their available landandshouldprepareafuturisticdevelopmentplantocater the forthcoming needs of this business and prepare them for thefuturerequirementsandinvestments.
It was also deliberated during the meeting that as all the Ports have taken a number of initiatives to promote green ecosystem in maritime sector, the emphasis should be on promoting Green Shipping and reducing the carbon footprint from the port operations. The various green port initiatives include developing shore reception facility for wastes from ships, setting up projects for energy generation from renewable energy sources, providing shore power to ships at berths, creating Oil Spill Response (Tier-1) capabilities at all ports, inclusion of sustainable practices in terminal design, development and operation, increasing green cover within portpremisesetc.
During the meeting Shri Sonowal said that, ‘the extensive discussions during this Chintan Meeting are linked with the Maritime Vision 2030 and Vision document 2047 to fulfil the Prime Minister Shri Narendra Modi's vision of ' Atmanirbhar Bharat' with his key mantra of 'Reform, Perform & Transform’. He also expressed that “As we aim for setting-up of world-class infrastructure facilities at ports,
the performance of our ports are improving. This will go a long way in preparing the roadmap for smooth & swift implementation of our plan to develop & modernize our ports and implement the Port Led Development vision of our PrimeMinister.
He reviewed the progress of the various projects of each Major Port, discussed during the previous Chintan Baithak and directed all Port Authorities to keep an eye on the ongoing projectsattheportsfortimelydelivery.
Shri Sonowal emphasized that “Our role as a ministry of ports, shipping and waterways, should be to empower and enable conduits through which these economic transformations can be achieved. Through this Chintan Baithak, the best minds of maritime sector have come together so that all of us can deliberate, discuss and decide variouschallengesandopportunities”.
Talking about special campaign starting from 2nd October to 31 October, the Minister said, we should put all our efforts in supporting Swachh Bharat Abhiyan initiated by PM. In this line we should keep port surroundings neat and clean as 'jahanswacchta,wahanprabhuta'.Headded,pendingmatters should be disposed-off during this special campaign. He said, he will also appoint a committee to keep a check on SwachhtaAbhiyaan.
A detailed discussion on GeM procurement was also made during this Chintan Baithak. Senior officials shared their concerns and suggestions regarding purchase from GeM platform on which minister added that, ‘we will submit a proposal,sothatGeMbecomesseamlessandmoreinclusive’.
MUMBAI: The Country's forex kitty continued its southward journey, with the overall reserves declining by USD 8.134 billion to USD 537.518 billion for the week ended September 23, RBI data showed. The reserves, which have been dipping as the central bank deploys the kitty to defend the rupee amid global volatility, had declined by over USD 5.2 billion to USD 545.54 billion in the previous reporting week.
The FCA decreased by USD 7.688 billion to USD 477.212 billionduringthereportingweek.
The value of the gold reserves decreased by USD300milliontoUSD37.886billion,thedatashowed.
The Special Drawing Rights (SDRs) dropped by USD 93 million to USD 17.594 billion. The country's reserve position with the IMF was down by USD 54 million to USD4.826billioninthereportingweek,asperthedata.

On the one side, India’s share in international trade is rising, and on the other, the world is looking for a dependable container supplier,” ModisaidduringarallyatBhavnagar, on the first day of his two-day visit to Gujarat.
Modi said, conventionally, the steel recovered from ship-breaking activityatAlanghasbeenusedwidely in the construction sector, but the same could be used to make containers, too. “The world wants lakhs of containers. The containers to be made in Bhavnagar would energise the Atmanirbhar Bharat mission and create local employment opportunities,”Modisaid.
In a further opening up of opportunities for the Alang shipbreakers, Modi said the Centre’s newly-launched vehicle scrappage policy would enable Alang to become
a big hub for vehicle scrapping.
“Alang has expertise in scrapping of ships. They can also do vehicle scrapping. I am confident that the first and the biggest beneficiaries would be you,” he said in an address to the youth and entrepreneurs from across Bhavnagar and parts of Saurashtra.
For the farmers, traders and communities of Saurashtra, Modi said the RoRo ferry service between Bhavnagar district’s GhoghatoSurat’sHazirahasreduced the distance between Saurashtra and Surat from 400 km via road earlier, to less than 100 km in the RoRo ferry.
“So far, about 3 lakh passengers have used this mode and over 80,000 cars have been transported. This year too, about 40 lakh litres of petrol-diesel has been saved. This is a big savings for people,” said the Prime Minister, adding that the development works
have been taking place silently without much noise and advertisement.
“In the past 20 years, we made honest efforts to make Gujarat’s coastline a gateway for India’s prosperity,” he said, adding the coastline has three big LNG terminals with India’s first coming up in Gujarat, which has also become a petrochemicalshub.
“We created a coal terminal network along the coast. Today, the coastal region of Gujarat has several power plants, which provide electricitynotjusttoGujarat,butalso to other States,” Modi said. With the development of Dholera for renewable energy, space applications and the semi-conductor industry, Modi said the day is not far when Ahmedabad, Dholera and Bhavnagar will emerge as strong centres of development.

TUTICORIN: Union Minister of Ports, Shipping & Waterways and AYUSH Shri Sarbananda Sonowal unveiled projects worth Rs.231.21 Crore in Tuticorin, Tamil Nadu. The Minister laid the foundation stone for the Tuticorin SPEEDZ (Coastal Employment Unit) land for development of Port-based Industries, spanning 1300 acres, worth Rs. 100 Crore, laid the foundation stone for inner Harbour development works (Widening the Port Entrance and dredging the widened portion) at a total cost of Rs. 65.53 Crore, inaugurated the Upgraded Coal Yard Road and Drainage System at a cost of Rs.16 Crore, Fixed Fire Fighting System at OilJettyatacostofRs.18.79CroreandStrengthened22KVHT ElectricalNetworkatatotalCostofRs.1.15Crore.
Shri Sonowal inaugurated the Smart Port projects, India’sfirstindigenouslydevelopedVesselTrafficSystematthe cost of Rs.2.29 Crore. The development of indigenous system would eliminate the need of relying on proprietary and costly foreign made software solutions. He also inaugurated the Optic Fibre connectivity at a cost of Rs. 1.15 Crore.
In line with the call given by the Prime Minister towards NetZeroinitiatives,the Ministeralsoinauguratedanarrayof Green Port projects like 100% Conversion into LED Lights, Induction of e-Cars, 140 KW Solar Roof Top Solar Power Plant and laid foundation stone for 2 MW Wind Farm, 400 KW Solar Roof Top Solar Power Plant, Public EV Charging Stations atatotalcostofRs.26.93Crore.
Shri Sonowal also inaugurated Ease of Doing Business Projects, Drive through Container Scanner and 140 MT Electronic in-motion Weigh Bridge, at a total Cost of Rs. 46.51 Crore. On the Welfare front, the Minister inaugurated the Medical oxygen Generator plant, and laid the foundation stone for Integrative Medicine & AYUSH Unit and VOCMaritimeHeritageMuseumatatotalcostofRs.1.78Crore.
Addressing the gathering Shri Sonowal stated that the Government is taking all efforts to reduce the logistics costs which would facilitate India to achieve its well-defined goal of being a $5 Trillion economy by 2025. He said that the inclusive GreenPortinitiativestakenbytheVOCPortwillsetstandards across all Major Ports to increase the share of renewable energytomorethan60%by2030.
Shri Sonowal affirmed that Government would take all efforts to transform VOC Port as the Transhipment hub of East coast of India by developing the Outer Harbour Project, asannouncedbyPrimeMinisterShriNarendraModi.
The MinisterreviewedtheperformanceofthePortandits future expansion programmes. Shri T.K. Ramachandran, Chairman, apprised the various ongoing and future capacity augmentation initiatives of the Port and other proposals for enhancing the productivity of the Port. MUMBAI: The Reserve Bank recently said it has received a "good response from four-five countries and many banks" forsettlingbilateraltradeintherupee.Aspartofitsmeasures to internationalise the rupee and ease the pressure on the local currency from a steeply rising dollar, following the Russian invasion of Ukraine, the RBI had on July 11 issued guidelinesonsettlinginternationaltradeintherupee.
While issuing the guidelines, the Reserve Bank said, "Themechanismtosettleinternationaltradeintherupeeisto promote the growth of global trade with emphasis on exports and to support the increasing interest of the global trading communityintherupee".
At the customary post-policy presser, Deputy Governor T Rabi Sankar told reporters that "the response (to the rupee trade settlement proposal) has been fairly good. But since the process involves a lot vetting at the levels of Banks, CentralBanksandalsooftheGovernments,itistakingtime".
While refusing to name any country or foreign banks that have shown interest in settling bilateral trade in the rupee, he said "though I cannot name any country or foreign bank that has shown interest in this, I am happy to inform you that we have received positive responses from at least four-five countries and many foreign banks along with many local bankstoo".
The repo rate, the rate at which RBI lends money to commercial banks, has been hiked by 50 basis points again. Considering the prevailing adverse global environment, resilience in domestic economic activity, uncomfortably high inflation level, the RBI has hiked the policy repo rate by 50basispoints,to5.40%.
Consequently, the standing deposit facility (SDF) rate stands adjusted to 5.65% and the marginal standing facility (MSF) rate and the Bank Rate to 6.15%. The Monetary Policy Committee has decided to remain focused on withdrawal of accommodation to ensure that inflation remains within the
target going forward, while supporting growth, stated RBI GovernorShaktikantaDas.

The Governor informed that the central bank’s growth projection for the Indian economy for 2022-23 is projected at 7.0 per cent with Q2 at 6.3 per cent; Q3 at 4.6 per cent; andQ4:2022-23at4.6percent,withrisksbroadlybalanced.

PIPAVAV: Pipavav Railway Corporation Limited (PRCL), the flagship Joint Venture CompanyofMinistryofRailwaysandGujarat Pipavav Port Limited (GPPL) completed a year as an active Container Train Operator carrying 16,645 TEUs in 172 rakes of containertrainsduringtheperiod.
PRCLcommencedcontaineroperations inSeptember2021withthelaunchofservice from Jodhpur Inland Container Depot (ICD)toportPipavav.PRCLlateronstarted weekly service between Pipavav Port and Bhagat ki Kothi in Rajasthan. Subsequently, more destinations like Jamnagar, Sanand and Maliya were addedasthedemandgrewfortheservice.TheCompany has now drawn up firm plans to ramp up the business to catertotheincreaseddemandfromtheindustry.
Commenting on the Anniversary, Mr. Sanjiv Garg, Managing Director, Pipavav Railway Corporation Limited said, “The National Logistics Policy announced by Hon’ble Prime Minister last week clearly focuses on speeding up the cargo movement and reducing the logistic cost in India to a single digit. As a container train operator, we are glad to be a part of this initiative by
moving the cargoes on environment friendly electrified route. With the implementation of DFC, there is a huge growth opportunity for PRCL and we are all geared up to catertoourcustomers.”
