The successful individual will work with a number of NMWTRA Teams and also other partnership organisations (e.g. Welsh Government, Partner Authorities and SWTRA) on various aspects of carbon emissions reporting. You will be part of an experienced and dynamic team and collaborate with officers who have experience in various disciplines such as civil engineers, ecologists, and project managers.

Climate Change Professional Trainee
A climate emergency declaration has been made by the Council in March 2019 and a commitment has been made within the Climate and Nature Emergency Plan to be a net zero carbon council by 2030. The plan has also been identified as a project within the Gwynedd Werdd priority area in the Council’s Plan 2023-28. There has been an increase in the attention and importance given to the field at a national level over recent years with increasing requirements. This means that councils need to act in accordance with the request and as a result there has been an increase in the request for help and support. This position provides an opportunity for an individual to develop expertise in a new area that is growing in importance.

Civil Engineering Apprentice (NWMTRA)
The North and Mid Wales Trunk Road Agent (NMWTRA) works on behalf of the Welsh Government to manage, maintain and improve the strategic road network in North and Mid Wales. The service comprises approximately 1080 kilometres (670 miles) including the A55 tunnels. NMWTRA operates on a partnership basis between the Unitary Local Authorities in North and Mid Wales with Gwynedd Council acting as the Partnership’s Lead Authority. The Agency has offices are located across North and Mid Wales including Bangor, Conwy, Halkyn, Wrexham, Dolgellau, Llandrindod Wells, Newtown and Aberaeron.

Apprenticeship (YGC)
YGC was established in 1996 and we are now the largest Civil, Environmental and Construction Engineering consultancy in Wales which is run by a Local Authority. In a rapidly developing field, the
need to develop IT field experts is essential to ensure that we respond to the needs of the people of Gwynedd in innovative ways. The Apprentice will work closely with the Highway Systems Team/YGC and Cyngor Gwynedd’s IT Department to ensure that the Department’s systems comply with the Council’s requirements and standards.
As an Apprentice in the information technology field you will have various experiences within the YGC Service, including:
• Develop understanding and skills of SharePoint, Power BI and other systems
• Update and expand YGC’s SharePoint use to its full potential
• Understand the principles and techniques of information technology in a local authority
• Design a systems ‘Dashboard’ so that it is possible for the Head of Department, and Service Managers to measure the performance of services across the Department, and Report as necessary to the Cabinet Member and Corporate Director.

The lighting service is responsible for everything electrical you see along the main roads throughout Gwynedd, this includes street lighting, illuminated signs and power for circuit television. Street lighting is a very important part of our day-to-day life as it creates an environment that makes people feel safe and gives them the confidence to get out and about and continue to live their lives. As an Apprentice in the Electrical field you will have various experiences within the Service, including:
• Work with an experienced electrician every day

The emphasis is on developing practical skills quickly which means that apprentices can make a real contribution to their team’s work early on. There will be an emphasis on court work within this role by supporting solicitors in the field of children, adults and prosecution in the first instance.
Paralegal Apprenticeship
The Service supports all the Council’s services to provide for the people of Gwynedd. This includes a wide cross section of local Government’s normal work areas. We play a central role in the development of the authority’s strategies and main projects, providing specialist advice, drawing up legal documents, dealings and transactions and contracts and representing the Council in courts and tribunals. The service also supports the Monitoring Officer in his statutory role within the Council and therefore involves attending a range of the council’s different Committees. As an Apprentice in the legal field you will have various experiences within the Service, including:
• Complete routine legal research and submit information in response to requests from others under supervision;
• Assist with the initial review of legal documents for example, witness statements, meeting notes, contract reviews, lease agreements, bundles and the production of various correspondence;
• Produce first drafts of legal documents and proof-read documents under supervision using digital tools.
• Support solicitors and the bar of solicitors in court proceedings.

An opportunity to work as part of the Electoral Team gaining to understand and undertake the day-to-day operation of service, voter registration, election organisation and administration. As an Apprentice in in the field you will gain diverse experiences within the Service, including:

Local Tax Apprentice
The successful candidate will receive in-house training from a Council Tax Frontline Officer level to establish a standardised knowledge of local taxes, whilst taking an IRRV Diploma course. As an Apprentice in the Taxation field you will gain various experiences within the Service, including:
• Experience of working on the front line service of the Council administering and collecting local taxes (Council Tax and Non-Domestic Taxes)
• An opportunity to be part of the team and of implementing a statutory tax setting, billing and collection framework, responding to queries from the public by correspondence, over the stick and face to face
• Process applications to modify accounts, grant and modify exemptions, discounts and payment agreements

The team of consultants and human resources officers are responsible for advising managers and headteachers on a wide range of staff employment matters. That includes interpreting the working conditions, equal pay issues, restructuring or cutting services, dealing with disciplines and complaints, managing absences and workforce planning. The service also leads a program which focuses on reviewing and developing the Council’s working conditions and plays a central role in maintaining a constructive working relationship with the trade unions. As an Apprentice in the field, you will have various experiences, including:
• Develop knowledge and skills to give advice to managers and staff on employment matters, including the schools field and Council staff more widely.
• Assist in giving advice and creating developments in the areas of recruitment and appointment and workforce planning more widely.
Human Resources
• Support the team’s work on responding to changes in staffing levels within departments, or changing the structure of services, by supporting staff who are facing situations of changing jobs or possibly losing jobs.
• Support the work of the team to advise on maintaining employment cases in the areas of complaints and disputes, disciplinary processes, management of sickness absences, under-performance and other areas. This will mean shadowing and supporting the officers of the team at the beginning, gradually developing skills in the field.

It is essential that all applicants for this post have already completed a Level 1 qualification in Vehicle Maintenance and Repair due to Health and Safety requirements in the workplace.
The Ffordd y Bala Workshop is Dolgellau is one of three vehicle maintenance workshops that Gwynedd Council have across the county and is an essential part of the Fleet Service. The workshop is used mainly for the maintenance of vehicles located in the Arfon area of the county. At the workshop you will find the latest equipment required to maintain vehicles. With everything from diagnostic equipment to electronic recording devices, the workshop gives its staff the opportunity to work with the latest technologies to maintain the Council’s fleet.
There is a wide range of vehicle types within the fleet, from small cars to large sweepers, from minibuses to waste collection vehicles and it gives its staff and unique experience from a vehicle maintenance perspective.
As an Apprentice in the Fleet Technician you will have various experiences within the Service including:
• Work within one of the Fleet Services vehicle maintenance workshops
• Work under supervision as a Fleet Technician (Mechanic) and be part of an experienced and knowledgeable vehicle maintenance team
• Inspect vehicles
• Diagnose faults
• Repair a wide range of vehicles

Within the team, the placement will enable the successful individual to learn the principles of good ministry and operational support. This will include providing ‘cover’ to frontline teams, supporting safeguarding referrals, assisting with our core work of effective information governance, communicating publicly and internally within social services, assisting with
data work to ensure we are able to report and reflect our challenges and successes effectively and much more. What kind of experiences will the location offer?
• Providing support to individuals who turn to us to receive information or advice regarding their care needs
• Assisting individual services e.g. the safeguarding service to keep an overview of addresses
• Support various meetings such as management team, team meetings (e.g. occupational therapy, social work leaders etc), multi-disciplinary meetings with the Health Board, safeguarding meetings etc. This will be very helpful to get to know different services and gain an understanding of the field.
• Assisting with communication and engagement with our communities
• Assist with requests for personal and sensitive information reaching the department
• Shading different professionals to learn about the different career options available in the field and identify a desired career path e.g. occupational therapists, social workers, residential home managers, well-being workers, data and systems officers etc
