‘When you think about what a local authority does, what’s the first thing that comes to your mind? Collecting taxes, picking up rubbish or running libraries perhaps? If one of those answers comes to your mind first, you’re absolutely right, but you may not know all the other services Cyngor Gwynedd offers every day. We provide a wide range of services across our County including educating our children, looking after our people, repairing the roads, looking after our well-being, and promoting our local businesses to succeed. The main thing that enables us as a council to do this successfully is the staff who work here. I chose Cynllun Yfory because Climate Change is my main area of interest. I am very proud to be able to act on policies to improve the climate and nature of Gwynedd. The most positive experience I’ve had so far is seeing the fantastic work the fuel poverty team achieve. • Work together to produce a corporate health and safety function (including an annual improvement plan for the health and safety function) that ensures compliance with the corporate health and safety strategy.
• To collaborate with relevant department heads and managers to ensure a health and safety function including any implementation resulting from the annual improvement plan for the health and safety function
• To collaborate with the Health and Safety Manager and other Health and Safety Consultants on the introduction of new health and safety legislation and policies.
• To collaborate with service chiefs and relevant managers to introduce new health and safety legislation and policies including the creation of policies and procedures where appropriate.
• To work with the other Health and Safety Consultants to establish a risk assessment system for the Council and a system of monitoring its operation.
• To introduce the risk assessment system including formulating standard risk assessment templates and assisting the department heads in their use and monitoring the operation of the system.

Everybody is very welcoming and are ready to share their knowledge and experiences, which helps you gain an idea of the day-to-day job and the field.

I graduated last summer and wanted a master’s qualification, to be able to live in the North Wales and have a good salary – therefore Cynllun Yfory was perfect for me. My advice to candidates – don’t hold yourself back thinking that you’re not good enough – just go for it!

Cyngor Gwynedd’s Digital Plan 2023/2028 forges a bold path on our journey to becoming a digital County. We as a Council will seize opportunities to innovate and embed digital technology to improve the standard of living for our residents, better collaborate and partners and strengthen and enhance the responsiveness of our services to the needs and expectations of our customers. The trainee will lead on several of the projects highlighted in the digital scheme, working closely with digital teams and across a range of different Council services with diverse and innovative technology. The trainee will be required to attend regional and national digital events to gain on the knowledge and vision needed to keep the Scheme up to date with the support of extended members of the Digital Service.

The Planning, Landscape and Nature Policy Service is made up of officers working over many areas of work. The Professional Trainee will work alongside an experienced team in several specialist areas. The position will provide experience in the areas of strategic planning, including preparing and monitoring the Local Development Plan and Publishing Supplementary Planning Guidance. In addition, there will be an opportunity to provide advice on mining and waste management activities and engage with ecological services on biodiversity and wildlife issues. The trainee will also be involved in the management and assessment of protected areas such as the Area of Outstanding Natural Beauty and the Llŷn Peninsula and Sarnau Special Area of Conservation. In addition, by working closely with the development and compliance management planning service, there will be a unique opportunity to gain first-hand experience of the planning application assessment process.

• Assist with interpreting, analysing and evaluating all aspects of development proposals to determine their impacts on ecology, provide appropriate and proportionate solutions that will improve plans and overcome identified limitations and problems.

The trainee will have the opportunity to gain experience of working in the Accounting Units supporting a wide range of frontline services in Council. This supportive work includes preparing financial forecasts, contributing towards the preparation of the Council’s Statement of Accounts and the execution of financial transactions as necessary. In addition to the accounting units the trainee will have the opportunity to gain experience of different aspects of Finance work such as Payments, insurance, risk management and internal audit to fully understand the financial and political context. The trainee will have the opportunity to gain experience in several different units within the Finance Department, learning in detail about the different processes and systems used, how this weaves together to support the Council’s frontline services.

The Apprentice Mechanic will work alongside an experienced Fleet Technician on a wide range of vehicles, from small cars, waste trucks or artic vehicles. The apprentice will test elements of customer care and learn effective communication skills when discussing vehicle issues with co-workers.
Experiences will include (but are not limited to):
• Maintenance of small cars to large sweepers, from minibuses to waste collection trucks.
• Vehicle inspection

• Repair a wide range of vehicles.

As an Apprentice in this field, you will experience a wide range of work on the Networking Management Unit, Projects and Delivery Unit including the Business and Technology Unit. You will learn about how we manage safety risks on the trunk road network, identify asset property inventory and examine for defects and hazards. We work on behalf of Welsh Government and work closely with the Traffic Officer Service which will provide the apprentice with an understanding of the wide range of statutory duties and highway standards, helping manage live events on the A55/A494/A483 and dual carriageways.

Roedd yn gyfle cyffrous i mi oherwydd roedd yn fy ngalluogi i ennill cymhwyster wrth gael profiad yn y byd gwaith go iawn. Rwy’n cael defnyddio’r wybodaeth ‘dw i’n ei ddysgu o’m cwrs coleg a chyrsiau hyfforddi eraill yn fy ngwaith o ddydd i ddydd. ‘Dw i’n cynghori unrhyw un arall sy’n cael cyfle i astudio prentisiaeth drwy Gyngor Gwynedd i wneud y gorau o bob cyfle a roddir i chi!
I had just finished studying my A-Levels when I applied for the apprenticeship with Cyngor Gwynedd. It was an exciting opportunity because I could gain a qualification while also gaining experience working in a real job. The scheme has allowed me to apply my knowledge from my college course and various training courses into real life scenarios. My advice would be to make the most of every opportunity you are given!

The successful apprentice will receive in-house training to the level of Frontline Tax Officer to establish a standardised knowledge of local taxes, whilst undertaking a Level 3 Business Administration course. YGC (Gwynedd Consultancy) is the largest Civil, Environmental and Construction Engineering consultancy in Wales run by a Local Authority. In a rapidly evolving field, the need to develop IT domain experts is vital to ensuring that we respond to the needs of the people of Gwynedd in innovative ways. The Apprentice will be based in the Business Unit and work closely with Cyngor Gwynedd’s Highway, Engineering and YGC Systems Team, and Cyngor Gwynedd’s IT Department. Highways and YGC Business Units have recently combined, and this has meant that there is an increased need for skills to integrate the work of these units and modernise the way we work.

The Energy Conservation and Commercial Services team works to reduce energy use in council buildings, saving money and carbon emissions. They also support other units such as street lighting, fleet, and waste to use less energy. The unit helps schools become more efficient by raising awareness, working with staff and pupils to save energy. They also lead the Energy Service, which supports communities to reduce fuel poverty and decarbonise their homes through schemes such as Nest.

• Cleaning data, preparing information for a successful organisation, developing key forms for all services, developing workflows within the system following discussion of the design with the services, and training the workforce to use the system effectively.
• Work with systems suppliers (external companies), collaborate with regional and national partners (other Local Authorities, Health boards, WLGA, Welsh Government), and with other departments within the Council (e.g. Education when systems integrate)
• An opportunity to spend time in other units within the Business Service and within the Social Services teams.

The work of the Pension Fund is very extensive, and no day is the same! The Gwynedd Pension Fund is a Local Government Pension Scheme administered by Cyngor Gwynedd. It provides retirement benefits to local authority and other eligible employers in the region. The fund manages contributions from employees and employers, investing these funds to ensure that sufficient funds are available to pay pensions and other benefits to members in retirement. There are currently many different projects that need to be completed over the coming years, on top of the day-to-day work of the department.

This apprenticeship is based in a central team providing support to all Services in the Department. In that way, it is a unique location that allows the individual to get a taste of the activity within the departments and gain an understanding and overview of all services. The Unit consists of four main streams, ‘information and data’, ‘communications’, ‘finance’ and ‘administrative’. The position will support and bridge the four streams of the Unit, ensuring a range of responsibilities, experiences, and opportunities. Providing an opportunity to deal with a wide range of officers at all levels, and the Department’s many areas of work.

The role of the Care Business and Commissioning Service is to support social services with their work to meet the care and wellbeing needs of Gwynedd residents. Developing the field of Telecare and assistive technology is a top priority for the service over the next few years. We hope to add to our enthusiastic team working with technology to support services to meet individuals’ care needs and keep Gwynedd residents safe and independent. The successful candidate will be required to handle various duties including office and community work.

• A mix of experiences in the office and out in the community working on the front line
• Our intention is ultimately to develop a mixed role, where the successful candidate would be familiar and comfortable covering different elements of the telecare service and assistive technology.
• The post holder will also be given a specific training programme which will be apart from the qualification, to gain an understanding of the area of work and more operational elements of the role e.g. the technology the service uses.
• Booking appointments, dealing with queries, administering systems, processing addresses, stock management, ordering equipment from external companies, monitoring budgets, programming equipment online, analysing data from the technology to advise social workers and to promote preventive working.
A driving licence is essential for this job

The Accounting Units support a wide range of frontline services at the Council such as maintaining roads, providing education in schools, giving care to older people, supporting children and families in need of support, offering a library service and collecting rubbish and recycling. This supportive work includes preparing financial forecasts, contributing towards the preparation of the Council’s Statement of Accounts and executing financial transactions as required.

Are you interested in democracy, local politics and Council governance? This position is integral to Gwynedd Council’s successful governance. We are looking for a candidate who can converse with people (at all levels, including Advisors), with higher level language skills, interpretive skills, higher level IT ability, as well as organisational and self-management skills.
