PREFACE

In these extremely troubling times, it is important to hold onto hope and appreciate and acknowledge past positive acts and deeds, no matter how small they may seem in the broader universal scale of events. Ongoing wars, global conflicts, and environmental crises are profoundly impacting all of us, pushing the operational efficiency of international NGOs to the limit and beyond.

In 2023, our small foundation faced significant challenges, resulting in the suspension of many international projects. Despite these setbacks, in this preface, I wish to focus on our positive achievements and recognize the support of friends and partnerships in those successes.

In 2001, our Foundation embarked on its mission to build and support schools for the most disadvantaged in the state of Tamil Nadu, Southern India. In 2004, the Alfredo Cuomo Scholarship Scheme was launched by my husband and cofounder, Alfredo Cuomo. As a former Fulbright Scholarship recipient, he understood the significant difference a ‘helping hand’ can make in shaping an individual’s future. Originally initiated at our high school in Kovalam, we later extended the scholarships to all our schools across Tamil Nadu. Each year, these financial grants, which are based on both merit excellence and financial need, give critical support to deserving students during their undergraduate college years and have a beneficial impact on their future.

One example of the effect of our scholarships is the story of Sathish Kumar, a previously destitute orphan boy, and his younger brother who were enrolled at our most remote and rural

school in KG Kandigai. After successfully completing his 12th standard schooling in 2007, Sathish Kumar became one of the first recipients of the scholarship at that school. His younger brother, Selva, also received a life-changing Cuomo scholarship in 2011. Both brothers obtained bachelor’s degrees and pursued master’s degrees in social work, and are now successfully working in careers in education and social welfare – Sathish as a project coordinator at Loyola College and Selva with Bill Clinton’s NGO, the American Indian Foundation.

Sathish and his brother are just an example of the long-term benefits of positive philanthropy, and we applaud them and all the others, for their achievements.

Since 2004, the Alfredo Cuomo Scholarship and the Elena Cuomo Scholarship have supported over 600 young male and female students in gaining higher educational skills, leading to improved career prospects

and standards of living for themselves and their families. The specific funding for Sathish’s award was generously provided by fellow Italian and friend of the foundation, Count Massimiliano Zavagli Ricciardelli.

I would like to take this opportunity to express our appreciation and gratitude to the count for his early support of our foundation’s work, as well as to our valued friends who have continued to support our scholarships.

Additionally, I would like to emphasize the profound impact of a long-term individual scholarship on Roshan Susairaj and his family, and my personal involvement in all aspects of this family has created a very strong bond between us.

Introduced to the foundation as a disabled 10-year-old in need, Roshan has since pursued his academic dreams with our support and encouragement. We have also empowered his mother with practical income-generating skills

and funded his sister’s business study qualifications. Roshan’s successful completion of a BSc in Computer Science in 2023 and his current enrolment in an Intensive English course in London stand as testaments to our continued commitment to his development.

“For a person nothing is more important in life than a gaining a full education. I received that education with the help of Maria Elena Cuomo and the Cuomo Foundation. My life is like a building project and the support I get is like the foundations of that structure, without which my life would not be fully able to be built and complete.”

- Roshan Susairaj London

Finally, I would like to highlight a positive long-term partnership and friendship that has significantly impacted the classical world of piano competitions in Italy. Marcella Crudeli, the talented musical Maestro from Rome, has nurtured young classical pianists worldwide by providing them with a platform to showcase their talents in a prestigious annual event. The Cuomo

Foundation has proudly supported the International Piano Competition Roma since 2004, and this commitment continued in 2023.

These are just a few of the many ongoing projects initiated and funded by the Cuomo Foundation. Despite the current global circumstances, we are dedicated to our work and remain committed to creating positive effect through our actions.

I thank you for taking the time to review this report and for being a valued supporter of our efforts.

ROSHAN SUSAIRAJ IN HIS LONDON CAMPUS, NOVEMBER 2023 MARIA ELENA CUOMO WITH ROSHAN SUSAIRAJ, MAMBAKKAM, S.INDIA,

We are still onboard the metaphorical Titanic1 navigating through challenges and obstacles.

The connection to the Titanic story is undeniably strong.

Throughout my extensive 35-year career, I have been involved in various projects, both urgent and developmental, worldwide. One key observation I have made, throughout all these actions, is the significant gap between the expectations of project actors and potential funders.

Rare have been the situations I have experienced in which this chasm

narrowed. Venn diagrams2, for example, highlight the representation of possible commonalities in the visions and approaches of different protagonists in each context. When this convergence occurs, increasing the chances of success of the initiative, it is because the three pillars that form a project, namely coherence, cohesion, and timeliness, are intimately shared by the stakeholders of these actions.

Considering that there is often this lack of alignment, and the misunderstandings, and difficulties that its absence brings, it is crucial for project leaders to include a goal of financial independence in their support requests, along with a wellconsidered economic model.

1 Cf. Preface of the 2022 Cuomo Foundation Annual Report by Francisco A. Diaz Lison

Despite these challenges, the Cuomo Foundation has remained committed to its mission and support for various initiatives and individuals.

2 A Venn diagram is a widely used diagram style that shows the logical relation between sets, popularized by John Venn (1834–1923) in the 1880s. The diagrams are used to teach elementary set theory, and to illustrate simple set relationships in probability, logic, statistics, linguistics, and computer science. A Venn diagram uses simple closed curves drawn on a plane to represent sets. Very often, these curves are circles or ellipses.

In her preface, our president, Maria Elena Cuomo, highlights our historic achievements and successes and I would like to further add to those by listing more recent endeavours that we can also be proud of.

The Cuomo Paediatric Centre in Dakar, which has now performed well over 1,000 successful cardio operations, the selection of the cohort of doctoral students from the tripartite partnership with the Prince Albert II of Monaco Foundation (FPA2) and the Intergovernmental Panel on Climate Change (IPCC), and the support for 44 young students in difficult situations, identified by the Monaco Red Cross. Furthermore, despite obstacles like insecurity and logistical financial challenges, the foundation has continued its support for projects like Art in Africa through the initiatives of the «Ndar création» association in Senegal and through the organization of the 9th edition of the «DORA» competition for traditional Kassena mural decoration in Burkina Faso.

The dynamic of Monaco Disease Power is noteworthy because, in seeking the Cuomo Foundation’s support for the purchase and conversion of a former

hotel into a long-term residence for individuals with learning disabilities in Annot, France, this Monegasque association has demonstrated its ability to adjust to ever-more-specific challenges.

Finally, our partnership with three scientists from the scholarship programme linked to the IPCC and the FPA2 has concluded with a certain empowerment of their scientific approaches to investigating the issue and impact of glacier melt in the Himalayas, forest fires in the Amazon, and cattle farming in dry forests in Argentina.

All things considered, their work demonstrates that, 112 years after the Titanic sank, we are in a similar situation—we are sinking, but the orchestra keeps the ‘tempo’ steady. It’s true that not many people recognise it because the prevailing blindness and almost universal deafness are so commonplace. However, it is imperative that we act quickly and sensibly to get ready for the changes that science and common sense have predicted.

I leave you to discover all the details of these very commendable ‘actions of change actors’ as well as those I have not already mentioned.

Happy reading.

MONACO RED CROSS

Since 2002, the Cuomo Foundation has been actively involved in various projects initiated by the Monaco Red Cross, including the annual scholarship program for young students from Monaco and surrounding areas.

In 2023, this initiative allowed 44 students to benefit from financial support.

We regularly receive warm thanks and testimonials from these young adults, grateful for the opportunity to pursue a complete university education that opens doors to realizing their aspirations.

Here are excerpts from one of the letters we received from a student recently admitted to the renowned film school FEMIS, currently led by French director Michel Hazanavicius. Each year, over a thousand candidates apply for the general competition, but only 40 places are available. The recipient of a Cuomo Foundation scholarship, specializing in «sound,» is among the five candidates selected for this discipline this year.

”I would like to thank you again for your kindness in granting me this scholarship, following my admission to the École Nationale Supérieure des Métiers de l’Image et du Son (FEMIS), department of sound. [...] I will be trained in sound professions. The school gives us the privilege of choosing our path: as sound students, we can become sound engineers, boom operators, sound editors, or sound mixers (among others). Additionally, it raises awareness of other cinema professions in the first year.”

INTERGOVERNMENTAL PANEL ON CLIMATE CHANGE

The Intergovernmental Panel on Climate Change (IPCC) was established within the UN in 1988 ‘to provide detailed assessments of the scientific, technical, and socio-economic knowledge on climate change, its causes, potential impacts, and adaptation and mitigation strategies.’

It is composed of an international body of scientists independent of governments. It was awarded the Nobel Peace Prize in 2007 for its efforts in climate change research. With funds from the award, the IPCC initiated a scholarship programme and launched its first round of awards in 2011 funded by the Prince Albert II of Monaco Foundation. The programme provides selected PhD researchers, from developing countries focusing on climate change issues, with financial aid and academic guidance for up to two years, offering scholarships of up to €15,000 annually. Applications are accepted every two years.

The Cuomo Foundation formed a partnership with the IPCC and the Prince Albert II of Monaco Foundation in 2013 and has continued that alliance to date, supporting several doctoral students for each new round of scholarship awards.

Twenty-three young scientists and climate change researchers from developing nations in Africa, Asia, and Latin America have received financing from the Cuomo Foundation since 2013. Some of them have opted to continue their work through postdoctoral research, and the Foundation continues to support and fund several of these. They can use the research to advance their scientific studies or implement them in projects that help communities facing climate issues.

The seven scholars who received funding from the Cuomo Foundation for the sixth round of IPCC scholarships (2021-23) have all finished their theses on schedule.

FUTURE LEADERS PROGRAMME

Re.Generation

The Re.Generation Future Leaders Programme is a new initiative by the Prince Albert II of Monaco Foundation (FPA2) to support and train emerging future leaders. The Cuomo Foundation was amongst the private partners who sponsored the inaugural 2023 event.

Out of hundreds of applications, 10 gifted young people under 35 from a range of backgrounds—including scientists, activists, entrepreneurs, and media professionals—were chosen. These selected individuals were welcomed to a specially designed campus in Monaco

for a two-week period during which they engaged in rigorous training through lectures, master courses, workshops, and field excursions.

The people who were chosen demonstrated a strong commitment to protecting the environment, had already reached significant milestones, and were clearly motivated to bring about change.

The curriculum, developed in collaboration with the Universities of Edinburgh (United Kingdom) and INSEAD (European Institute of Business Administration), aims to raise awareness

among future leaders on critical global issues, particularly environmental preservation.

Upon completion of the campus, the Re.Generation cohort is mentored and guided for a year by a dedicated team. During this period, they can participate in significant international events related to ecology and global economics, allowing them to gain firsthand experience in decisionmaking processes and enhance their leadership skills.

Dr. Pedro Fernandez (rear left in group photo), an Argentine researcher whose work has been supported by the Cuomo Foundation since 2019, participated in the first edition, which took place from July 2 to July 14, 2023. Dr. Fernandez is currently pursuing his field of study at the Humboldt University of Berlin, Geography Department.

Personal point of view on education…

‘the most valuable treasure…’

A long time ago, the ancient Tamil poet and philosopher named Thiruvalluvar said that education is the most valuable treasure. Today, our government is really trying hard to make sure every child in Tamil Nadu gets a good education.

Today the Government is very keen in promoting education to all the children in the State of Tamil Nadu. We could see various boards being implemented e.g. Tamil Nadu Board of Secondary Education, Central Board of Secondary Education (CBSE), Indian certificate of Secondary education (ICSE). Today, this proclamation resonates louder than ever as we witness a fervent governmental push to disseminate education across Tamil Nadu. Yet, amidst this noble endeavour, we confront a stark reality: our educational system stands at a critical crossroads, demanding transformation.

Parents, recognizing education’s transformative potential, sacrifice tirelessly to enrol their offspring in esteemed institutions. However, as dawn breaks, children burdened with textbooks heavier than their own frames embark on a journey fraught with sleep-

induced drowsiness. We must confront pivotal questions that assail the very foundation of our educational paradigm: Does our current system merely perpetuate rote learning, neglecting to nurture critical thinking and creativity? Do our educators, chosen solely based on seniority, possess the dynamism and expertise to shape future leaders?

Is the relentless pursuit of academic excellence eclipsing the holistic development of our youth, fostering a culture of undue stress and pressure?

Does the system help them fulfil their future obligations and commitments? Does the school management impose a lot of pressure and stress on the children?

Are our schools equipping students with the practical skills and resilience necessary to confront the myriad challenges of the modern world, including mental health crises precipitated by academic stress?

As automation and technological advancements reshape industries,

“கேடுஇல் விழுச்செல்வம் கல்வி ஒருவற்கு மாடுஅல்ல மற்றை யவை.”

antiquated curricula stand as relics of a bygone era, failing to equip students with the skills requisite for success in the digital age.

We must shatter the narrow confines of career aspirations, transcending the traditional dichotomy between medicine and engineering. Empowering students with comprehensive career guidance and exposure to diverse vocational pathways is imperative.

As we usher in a new academic year, let us herald a paradigm shift in education. Embracing an innovative curriculum that transcends conventional boundaries, we must imbue learning with relevance and resonance. Our classrooms should serve as crucibles of innovation, nurturing environmentally conscious global citizens equipped to tackle pressing issues such as climate change and natural disaster management.

I am confident that the quality of teachers and the method of teaching be changed in the upcoming years. Despite these challenges, however, the education system in India has made great strides in recent years. Many universities and colleges have modernized their curriculum to better reflect the needs of the modern workforce.

In confronting these challenges head-on, we have the opportunity to redefine education as a catalyst for societal transformation. Let us seize this moment to craft a future where every child’s potential is unleashed, and where education stands as the beacon illuminating the path to a brighter tomorrow.

Personal point of view on education…

Education and The Society

Education remains a major challenge in society, wherever in the world it may be. What is Education? Is it simply knowledge, or is it something more? It seems evident, especially in these times of societal crisis, that education cannot be limited to mere knowledge. Education must teach respect for others, respect for laws and authority, and an understanding of those who differ in culture, skin color, language, or religion.

A school cannot do everything alone. It cannot replace parents or families, nor can it combat social networks, the internet, and societal changes. Knowledge has never been as important or accessible as it is now, yet the gap is widening between the minority who understands and the majority who reads without comprehension. This is similar to the increasingly complex sciences that are used in daily life without understanding their simplest principles.

Values no longer hold value; only prices matter... thus, it is difficult for schools and education to find their place.

The real dilemma for schools is finding the right balance between classical and contemporary knowledge. Classical knowledge provides a solid foundation applicable to everything: reading, memorization, enhancing memory, and

increasing the acquisition of human knowledge. It includes understanding history and our origins, geography, and the basics of science: biology, physics, and chemistry. Modern knowledge, however, is more oriented towards sciences and technologies that evolve so rapidly that what was true yesterday may not be true tomorrow. Classical knowledge is reassuring and structuring, while modern knowledge is unsettling and anxiety-inducing.

How to reconcile the two is the question. Education and schools are also about preparing children for life, teaching them the value of constraints and rules, because the working world will give them no favors. Politeness and sanctions help prepare for societal life. Not everything should be restrictive, and schools should also promote physical activities, especially team sports, which are essential for societal life and fostering a taste for effort.

Schools can adapt to societal changes but should not lose their identity to please students. This is particularly important as the internet, Google, social

90 | CUOMO Foundation Editorial

networks, and artificial intelligence, rather than fostering knowledge and reflection, incite access to uncontrolled data effortlessly, without intellectual progression, memory, and ultimately undermine true knowledge.

And what about teachers in all this? They must find their place, which has become increasingly difficult. With values no longer holding value, school teachers are no longer central to society but are swallowed by the modern world. Their training is no longer adequate, their mode of knowledge transmission has changed drastically. For example, India provides a computer to every secondary school student... but where and how will they learn the love of reading, exercise their memory since everything is on Google? And they must also know how to use the internet and develop critical thinking. It’s a conundrum.

Naturally, the topic of schools and education is much more complex and is not limited to the issues previously discussed. Schools today are judged on their results in the current educational system. A holistic approach to education that considers a child in all aspects is undoubtedly the ideal system. Developing intellect and personality simultaneously. Academic performance is important, but not exclusively. It is important for a child to leave school with multiple experiences, including emotional resilience, self-confidence, a sense of empathy, and fond memories of school with a sense of belonging to a group, having built friendships for life rather than focusing solely on academic results and feeling only the constant pressure to succeed.

For parents, the perception remains unchanged: the best schools are those

that achieve the best results.

It is remarkable to note that the AngloSaxon educational system places the greatest emphasis on extracurricular activities such as sports, music, drawing, theater, and these subjects are considered in their own right and allow a child to express themselves sometimes better than through strict academic instruction.

Finally, the Shanghai Ranking of universities shows the undeniable superiority of American and British universities, which consider not only academic results but also personality and extracurricular activities.

Schools must adapt and reinvent themselves daily but must not forget that knowledge remains essential. How to choose if one does not know? Already Rabelais reminded us that «science without conscience is but the ruin of the soul,» which remains truer than ever today.

SUPPORT TO SCHOOLS INDIA EDUCATION

TAMIL NADU - SOUTHERN INDIA

“Teaching is an art rich in nuances that requires thoughtful choices. It is not an easy task; it demands considerable commitment. Every day, we strive rigorously to enhance the educational experience of our students. We regularly assess our performance and constantly seek new methods to strengthen our educational system. Our primary goal is to achieve positive outcomes. Through the comprehensive education we provide, our students are prepared to become responsible citizens.”

Sindhiya

Teacher- Amala Annai Higher Secondary School, Mambakkam, South India

Even before the Cuomo Foundation was formally established in 2001, Alfredo and Maria Elena Cuomo had an interest in South Indian education.

After twenty-two years of operation, the foundation now oversees seven school complexes that have been either supported or constructed by the organization. These schools have played a pivotal role in supporting the disadvantaged with academic opportunities, shaping the development

of future generations, guiding students in their journey towards becoming responsible citizens. While some of these schools were built from the ground up, others were established based on existing foundations. The foundation continues to provide ongoing support through various means, such as offering scholarships to selected students and assisting with administrative tasks to ensure teachers receive adequate compensation.

The following pages provide detailed information on the four higher secondary schools in Tamil Nadu where the foundation focuses its key educational initiatives.

92 | CUOMO FOUNDATION PROJECTS > INDIA
ST. JOSEPH’S HIGHER SECONDARY SCHOOL - KOVALAM

Kovalam

St. Joseph’s Higher Secondary School

St. Joseph’s Higher Secondary School in Kovalam was the Cuomo Foundation’s first educational initiative. Kovalam is a fishing village,40 kms outside of Chennai, capital of Tamil Nadu. The preexisting primary and secondary schools, established in the 1890s, provided rudimentary shelter, education, and boarding facilities. In 2004, the foundation funded and completed the development of a purpose-built secondary school compound with four separate spaces for learning. Over the last two decades, dormitories, a nursery, and various other facilities and infrastructures have been constructed to expand the educational programme, which can accommodate up to 3,000 students aged three to eighteen.

In 2023, there were 1,733 students enrolled at the higher secondary school, with 967 girls and 766 boys. It is managed by 61 personnel, including 49 teachers, who ensure that the school operates properly. With 131 participants taking the XII Standard test in 2023, the pass rate was 88%.

Sendivakkam

Alfredo Cuomo Higher Secondary School

Sendivakkam, a rural village 100 km from Chennai, was the site of the Cuomo Foundation’s second large-scale educational project. A small primary and junior school existed, but there was no access to secondary education in the region, and the isolated location meant limited public transport was available for further educational opportunities. The foundation collaborated with local authorities to create and fully fund a large-scale, purpose-built educational institution. The R.C. Higher Secondary School opened in 2005 and was renamed in 2019 the Alfredo Cuomo Higher Secondary School in recognition of its founder. Since its inception, the compound has seen numerous additions, including single-sex dorms and a multifunctional auditorium.

In 2023, the school had 445 students enrolled, with 116 full-time boarders. The teaching team consists of 25 professionals, with 10 non-academic posts. 56 pupils took the XII Standard exam, with an outstanding 98% passing percentage.

ALFREDO CUOMO HIGHER SECONDARY SCHOOL - SENDIVAKKAM

K. G. KANDIGAI

St. Charles Higher Secondary School

90 kms inland from Chennai is the large rural village of K.G. Kandigai. It provided well-run schools for the local communities, but it lacked the facilities to allow underprivileged children to board and concentrate on their education. In 2005 and 2010, the Cuomo Foundation delivered funding for the building of two hostels for boys and girls at the St Charles Higher Secondary School.

In 2023, the school received 565 students, who were overseen by 21 teachers and four assistants. Of the 76 pupils enrolled in the final year who presented for the XII Standard exam, 68 successfully passed.

Mambakkam

Amala Annai Higher Secondary School

The foundation launched their most ambitious and innovative large-scale school construction project in the

remote rural village of Mambakkam in 2015. Construction was finished in 2018. The new Amala Annai High School replaced the deteriorating, dilapidated former school buildings on an entirely new location and can accommodate 800 students aged 11 to 18 years old. The school received the IGBC Platinum Rating from the Indian Green Build Council in March 2018 after being built in accordance with strict green ecological norms and regulations. INDIVIDUAL SCHOLARSHIPS

SUSAIRAJ FAMILY

In 2013, the Susairaj family was introduced to Maria Elena Cuomo through a church meeting in Chennai. Their young son, Roshan, had undergone life-changing surgery as a child due to bone cancer, resulting in the amputation of his right leg. This had a significant impact on the family, and of course, especially the tenyear-old Roshan. The foundation agreed to support Roshan in his recovery, rehabilitation, and return to education.

Realizing that Roshan’s rehabilitation should involve support for the entire family, a more comprehensive approach was taken in 2016. This included providing vocational training and English classes for his mother, Sujatha, and a scholarship for his older sister, Jenifer, to pursue higher education. Today, Sujatha works as an office assistant and Jenifer has a good position at an Indian bank in Chennai.

After completing his higher school certificate, Roshan pursued a degree in computer science at Patrician college in Chennai, graduating in May 2023 with a BSc. In June 2023, he received additional scholarship

funding from the foundation to travel to London for a full-time English course at Regent’s College. His future goal is to be accepted into a British university to study for an MSc in Computer Science in the fall of 2024.

The family’s testimonials reflect the impact of the support they have received.

MARIA ELENA CUOMO WITH YOUNG ROSHAN IN CHENNAI - JULY 2013

”The Foundation has done a lot of help to my family over the past 11 years, especially for my children Jenifer and Roshan.

Without this help, I doubt they would have gained an education.

I had a dream to have my own business in the tailoring field and after attending numerous classes on the subject, I was fortunate enough to receive financial assistance from the foundation. This enabled me to establish my own shop, which makes me proud of my bravery in this society. However, due to the COVID pandemic, my business suffered and I ultimately had to discontinue my business.

After that, I do not have any plans for what I will do in the future, and the Foundation gave me an opportunity again to learn the English language. Because of this, I am now working in a good company and am able to speak confidently with other colleagues.

We used to live in a house which was so small, close to the beach.

After witnessing all of this, the Foundation stepped forward to provide us with a spacious rental house, thereby enabling my children to have their own private rooms for studying and working.

I had never expected in my life the opportunity to meet Pope Francis in person. However, I got the opportunity through the support of the Cuomo Foundation, and I received a profound blessing from him, which remains an unforgettable memory in my life.

Other than this, there are many other help we received from the Cuomo Foundation. No one can give us as much help as the Foundation has done to my family.

I would like to express my deepest gratitude to the Cuomo Foundation for all this. Thank you so much for Madam Maria Elena Cuomo and Cuomo Foundation Support.”

”First of all, thank you very much for giving me this opportunity to explain what the Cuomo Foundation has done for me.

In the Year 2016, I began receiving help from the Cuomo Foundation, which helped me choose a private college with a good education.

A few years ago, I thought I was not going to get any degree because of our family financial situation, but after the foundation help now I have completed 3 degrees ( B.com / M.com / MBA ) and am living in this society as a graduate student.

Since the Cuomo Foundation provided me with all kinds of help regarding my education.

I am now proud to say that I am working in a bank and enjoying my job.

All of this happened because of the help of the Cuomo Foundation.

I will say that I will be very successful in my career, one day in the future because of the Cuomo Foundation Support.

Thank you so much from the bottom of my heart..”

MARIA ELENA CUOMO AND ROSHAN AT THE MARINA BEACH, CHENNAI - MARCH 2018

”Its very difficult to describe in a few words the enormous positive influence and impact that Maria Elena Cuomo and the Cuomo Foundation have had on my life.

With the foundations’ support, I was able to complete my high school education, gain an undergraduate degree and travel to England to study English and explore and understand another great nation’s culture and history. I am currently preparing to hopefully commence a master’s programme in London in the Autumn of 2024.

The foundation has given me a sense of confidence that has completely changed the way I live by showing me that I can achieve my goals and dreams in this life.

Their persistent efforts have also brought attention to how important it is to understand and be good in English, allowing me to join in conversations with confidence and without fear.

I have also learned to appreciate and develop a variety of other interests and skills, like swimming, drumming, cycling, and photography, thanks to the foundation.

I am dedicated to make sure that the confidence, faith, and investment made in me already will be rewarded by the successful results of my future.”

SCIENTIFIC STUDY ON SUSTAINABLE CATTLE RANCHING

Support for Crucial Research on Environmental Issues in the Dry Forests of South America

The Cuomo Foundation has partnered with the IPCC Scholarship programme since 2013 to support several PhD students, every 2 years, in their scientific research to understand the risks of climate change and its impact on their local environments and communities. Argentine researcher Dr Pedro David Fernandez was one of those selected by the Foundation for the 2019-21 IPCC scholarship round of awards.

The Foundation continues its commitment to research on the impact of climate change by enabling and funding postdoctoral scientific projects by individual former recipients of the IPCC scholarship programme and Dr. Fernandez is one of those. After successfully completing his doctoral thesis entitled “Linking perceptions and adoption of Silvopastoral systems with environmental variables in the Argentine dry Chaco”, the Foundation agreed in 2022 to support Dr Fernandez in his new research. The project “Understanding

the geography of cattle ranching in South America’s dry forests” is a logical continuation of his doctoral thesis and is being institutionally validated by Humboldt University in Germany, whose Biogeography Laboratory provides scientific supervision and where Dr Fernandez is positioned. The two-year project was awarded an “international Climate Protection Fellowship” by the Alexander von Humboldt Foundation in late 2023.

“I remember the day I asked my advisor if winning a Ph.D. scholarship from IPCC was likely. His facial expression mirrored the scepticism skepticism in his voice: “No chance to win”.

Despite this discouragement, just two days before the deadline, I decided to apply anyway. This decision was the tipping point in my career, enabling me to pursue my Ph.D. and overcome the numerous obstacles faced in Argentina’s scientific community. That year, I encountered Francisco and Maria Elena, and that was the beginning of a partnership between their dedication to supporting individuals and my aspirations to effect change within the small piece of the universe I know.

The last chapter of this history was a postdoc fellowship that allowed me to finally cross

Strangely, in these years, I found my work in this new environment to be even more impactful than being in the trenches. I firmly believe that my connection with the foundation is far from over. I have become an integral part of their community, and I am committed to continuing our collective efforts toward a brighter present and future for El Chaco. I remember when I asked my advisor to… and I said to myself “Follow your dreams, you will be supported”.”

AIR QUALITY MONITORING IN AMAZONAS

Support for scientific study on air pollution

The IPCC Scholarship Programme was established to assist PhD students from developing nations with their scientific study into the dangers of climate change and its impact on their local surroundings and communities.

Since 2013, the Foundation has partnered with the IPCC and funded several of these students every 2 years. Brazilian researcher Dr Igor Oliveira Ribeiro was one of the scholarships of the 2019-2021 round of awards funded by the Foundation.

After finishing his doctoral thesis on ‘The Impacts of Forest Fires on Air Quality in a Tropical Megacity’, Dr. Ribeiro aimed to start a postdoctoral project named ‘EducAIR: Alerting Populations to the Risks of Fire Smoke’. Recognizing the importance of applied research, the Cuomo Foundation agreed to support this project that not only contributes

to scientific advancement but also aids the local communities in Manaus, Igor’s hometown.

Commenced in 2021 and still ongoing, the project is led by the State University of Amazonas (UEA) and the Universitas Foundation for Amazonian Studies (FUEA). The project aims to provide impacted communities with realtime information on air pollution during pollution peaks. It is important to note that the Manaus region, located in the state of Amazonas, is particularly vulnerable to forest fires. This vulnerability is due to repetitive periods of drought and human-induced deforestation affecting the tropical forest.

The project includes several components, including the establishment of an online platform named SELVA. This platform collects information on climate hazards such as fires, lightning, and storms, through sensors installed on the ground, satellites, and ad-hoc computer models.

102 |CUOMO FOUNDATION PROJECTS > BRAZIL
BRAZIL

The SELVA platform, freely accessible, aims to make this complex data accessible to the public by translating it into easily understandable maps and diagrams.

The research team also developed a low-cost sensor prototype to monitor air quality within a given perimeter. Citizens can request this equipment free of charge as part of a participatory program. Volunteers also receive training on sensor operation. The goal is to create a network of sensors — as well as informed individuals — throughout the state to enhance citizen responsiveness to climate hazards. Finally, two schools have been selected as pilot sites for the installation of these sensors and to launch an awareness program. This deployment has informed young people about the risks associated with air pollution and trained them in the use of tools and knowledge developed as part of the EducAIR initiative.

This partnership with the Civil Defense of the state is essential for achieving our goals. This whole process has been a great learning experience for us. At the same time, we will continue working so that the «EducAir» Project is a legacy and continues as a public tool for education and monitoring of air quality over the next few years.”

The Intergovernmental Panel on Climate Change (IPCC) scholarships for 2019–21 was awarded to twelve PhD candidates from developing nations and transitioning economies.

The IPCC initiative was launched in 2011 and has been funded since 2013 by the Cuomo Foundation in partnership with the Prince Albert II of Monaco Foundation. The Cuomo Foundation agreed to provide funding and support for five of the twelve awardees for the 2019–21 awards programme, and the Chinese scholar Dongfeng Li was one of the selected five.

Following the successful validation of his thesis, Dr. Dongfeng Li expressed his intention to pursue a postdoctoral research project titled «Examining the Impact of Climate Change on Water and Sediment Fluxes in rivers upstream of the Asian high plateaus.» The Cuomo Foundation extended its support and continued its funding to Dr. Li’s research

endeavour, recognizing its significance in enhancing our comprehension of a phenomenon that has far-reaching implications for billions of individuals. Dr. Dongfeng Li’s research project focuses on the High-Mountain Asia (HMA) region, also known as the «third pole,» which is the largest reservoir of ice and snow in the world after the Arctic and Antarctica. This region feeds the sources of more than ten major Asian rivers, earning it the nickname «Asian water tower”. This vast white expanse is vital both for downstream ecosystems and to meet the needs of 2 billion people who depend on it. The air temperature in the HMA region has increased by

1.9°C since the 1950s, at a rate of 0.32°C per decade, which is double the global average. This rapid warming exceeds the 1.5°C target set by the Paris Agreement. Climate change is leading to increased risks, landscape erosion, and sediment input in the high mountains of Asia, affecting infrastructure, ecosystems, and water quality for millions of people in Asia.

The Cuomo Foundation, through its long-standing partnership with the Dizénidani Association, continued its funding of the annual DORA decorative mural painting competition for its 8th consecutive year.

The «Dora» mural competition, organized annually by the «Dizénidani» Association, aims to preserve the Royal Court of Tiébélé and sustain the traditional mural decoration of the Kassena people. Despite the challenging security conditions in the

Sahel region, the Foundation, through its longstanding association with the Dizenidani association has continued to support the competition. This year’s event took place from March 22nd to 25th.

A total of 130 girls from 13 high schools and colleges in the Tiébélé commune participated in the competition. Prior to the mural restoration campaign, the girls received training from community elders on the techniques and practices passed down through generations. Materials for the restoration, including pigments and natural binders, were sourced locally with guidance from supervisors near the Royal Court. The

CFM INDOSUEZ

CFM Indosuez Bank Sponsorship of Cuomo Foundation project

In 2022, CFM Indosuez bank approached the Cuomo Foundation with a proposal for a partnership, expressing their commitment to funding a project addressing the issue of drinking water. After discussions, an agreement was reached to support the Zeine Group project, a socio-economic initiative based in northern Burkina Faso that was established in 2012 with the Cuomo Foundation’s initial support.

The Zeine Group, founded by community leader Sidi Hamadine, consists of livestock breeders located in Gorom-Gorom, a key commercial hub in the Oudalan province. The association’s main objectives include promoting economic empowerment and addressing water security in a region with limited water resources, particularly considering recent security challenges resulting from an influx of internally displaced persons seeking refuge in the area.

CFM Indosuez provided financial support totaling 48,919 euros, which was partly used by the Zeine association

to rehabilitate existing boreholes that had deteriorated over time despite being initially constructed with funding from the Cuomo Foundation. In 2023, six boreholes were successfully restored, ensuring a steady water supply for multiple villages.

The remainder of the funds was utilized to supply seventy households with a small herd of goats in a process known locally as ‘recheptélisation’. This approach involves giving families a core group of ruminants with the aim of enabling them to expand their herd over time. In the community where goats hold not just agricultural significance but also serve as a form of currency, the provided herd can serve as a stable economic foundation for households. Recipients of this support were chosen from among the most vulnerable residents of Gorom-Gorom, encompassing both indigenous households and displaced families.

This collaboration between CFM Indosuez and the Cuomo Foundation, through the Zeine Group initiative, has had a substantial impact on water security and economic development in northern Burkina Faso.

GRANDE CHANCELLERIE DE LA LÉGION

D’HONNEUR

THE LEGION OF HONOUR

Affiliated with the grand chancellery of the Legion of Honour, the educational institutions of the Legion of Honour are French public educational establishments reserved for the descendants of decorated individuals.

Envisioned by Napoleon I, they were established in a France undergoing significant reorganization after ten years of revolution, yet where the education of young girls was still neglected. The emperor aimed to assist recipients of the Legion of Honour, some of whom were financially strained, by ensuring their daughters received an education enabling them to lead «a dignified and

independent existence.» Inspired by the royal house of Saint-Louis at Saint-Cyr, established itself under the auspices of Louis XIV, the educational institutions were founded in 1805.

The institution, as we know it today, comprises two campuses: a middle school and a high school, respectively located in Saint-Germain-en-Laye and Saint-Denis. After supporting in 2022 the project to valorise the archives of the grand chancellery titled «Memory of Honour», the Cuomo Foundation continues its commitment to the bicentennial institution. In 2023, its assistance was directed towards the renovation of one of the buildings of the high school, located within the premises

of the former royal abbey of Saint-Denis, classified as a Historical Monument.

Constructed throughout the 18th century by prestigious architects including Robert de Cotte and Jacques V Gabriel, the cloister of Saint-Denis now houses dormitories, the refectory, the visual arts room, and the administration of the educational institutions’ high school, all opening onto a 16-hectare park and accommodating 500 students and post-baccalaureate students. Adjacent to this abbey complex is the school building, constructed 40 years ago by Claude Costantini and Michel Regimbal, architects of the Stade de France. Becoming obsolete in the face of contemporary challenges, it is this also classified structure that will benefit from the modernization campaign supported by the Cuomo Foundation. The renovation programme aims not only to refurbish the building but also to make it a place of innovative pedagogy and reflection in terms of preserving natural resources, combating climate change, promoting circular economy, and energy efficiency.

It is intended that the improved living environment provided to high school students, will encourage them to excel in their studies and to develop forward-thinking ideas in line with the contemporary world.

CENTRE CARDIO-PÉDIATRIQUE CUOMO CCPC - DAKAR

The CCPC celebrated its 1,000th openheart surgery on February 28th.

The CCPC is the successful result of a committed partnership between the public hospital CHNU Fann, La Chaîne de l’Espoir and the Cuomo Foundation. The centre, which was the first cardiac unit capable of performing open-heart paediatric surgeries in West Africa at the time of its construction, was entirely financed by the Cuomo Foundation with an investment of nearly 7 million euros. Furthermore, the Cuomo Foundation, in collaboration with La Chaîne de l’Espoir, has funded the entire operational costs since its inception in 2017.

The CCPC has not only provided specialised care to its young patients in Senegal but has also welcomed children from neighbouring countries such as Mali, Burkina Faso, Liberia, and GuineaBissau. Today, the centre is run by highly trained Senegalese surgeons, nurses, anaesthetists, and resuscitators.

Over the last seven years, its dedicated team of specialists has successfully treated congenital heart diseases and rheumatic valve diseases that affect so many of West Africa’s children. Prior to the establishment of this one-of-a-kind specialist paediatrics centre in Senegal’s capital, children with heart diseases had little chance of survival, with only a small

percentage lucky enough to be sent overseas for medical treatment.

The CCPC celebrated its 1,000th openheart surgery on February 28th 2023. We would like to share the English transcript of Maria Elena Cuomo’s congratulatory speech given at the CCPC, Dakar, Senegal, on this occasion.

Cardiac Surgery Centre was born then; between CHNU FANN, La Chaîne de L’Espoir, and the Cuomo Foundation. Collaboration was necessary, crucial decisions had to be made, and innovation was key.

I must thank a key behind-the-scenes actor, Professor Dreyfus, who helped the foundation understand the beauty of this project and, most importantly, bring it to a realistic conclusion.

Also let EIFFAGE be thanked for adhering to costs, quality, and deadlines to construct this centre, which remains magnificent and will continue to be so for a long time.

At that time, the combined efforts of La Chaîne de l’Espoir and CHNU FANN with the foundation helped us move forward.

I want to thank once again — and always — Alain, Professor Deloche, whose life’s purpose is to bring such challenging projects to fruition. He is driven by an ideal, and that is rare in today’s world.

I want to thank Dr. Cheik Tako Diop, the director

of the largest hospital centre in Senegal, who experiences the daily challenges of managing the medical and financial aspects of a centre that seemed to appear out of nowhere, inspiring new duties and challenges.

The Cuomo Paediatric Cardiovascular Centre began its surgical activities in January 2017. It was officially inaugurated on February 2, 2018, in the presence of Mrs. Macron and the First Lady of Senegal, Mrs. Marème Faye Sall, and myself. For the record, this centre cost 7 million euros for its construction and equipment, and even more if we consider the budgetary support for 5 years shared equally by La Chaîne de l’Espoir and the Cuomo Foundation.

It is a significant effort fitting the stakes. Creating a reference centre for West Africa, a ‘Hub’ to treat patients from the sub-region who cannot be cared for at home, training doctors from neighbouring countries. And even perhaps one day including prevention and clinical research. The responsibility lies

with the doctors and especially with Professor Gabriel Ciss, who must not only operate but also manage the distress of the waiting list. A moral and human challenge commensurate with this project.

Today, as it was 11 years ago, we are with Professor Deloche, Professor Dreyfus, but now we celebrate the 1,000th patient, or even more already.

I take this moment to thank President Macky Sall, Minister Awa Marie Coll Seck, with whom we laid the first stone, Minister Abdoulaye Diouf Sarr who has supported the project from the beginning and now Minister Marie Khémesse Ngom Ndiaye whose mission is to ensure that the Cuomo Centre can not only survive but also grow and become a flagship of Senegalese medicine.

May every one of you present here be thanked by the Foundation for having the honour of participating in this outstanding and magnificent adventure.

AWA GUEYE

Continued Support for Courageous Senegalese Student

In 2012, the Cuomo Foundation, in partnership with La Chaine de L’Espoir, undertook a medical humanitarian mission in Dakar, Senegal.

Awa Gueye, a young Senegalese girl afflicted with a serious heart condition, was a direct beneficiary of this mission.

Prof. Gilles Dreyfus, a distinguished cardio surgeon and a Cuomo Foundation board member, successfully performed surgery on Awa to rectify rheumatic mitral valve regurgitation, impacting her life significantly. This successful intervention enabled Awa to lead a normal life and continue her secondary education.

The Foundation maintained regular contact with Awa over the following years. In 2017, she was invited to be a special young guest speaker at the Women World Leaders Gala held at the Hotel de Paris. Additionally, in the same year, the Foundation decided to sponsor Awa’s college undergraduate

studies in Applied Biology and Chemical Engineering.

After completing her undergraduate degree in 2020, the Foundation continued its support by funding her master’s at the University of Dakar.

In 2021, the Foundation facilitated Awa’s travel to Paris, France, where she

underwent another successful operation performed by Prof. Gilles Dreyfus to address her heart’s adaptation to her evolving physical growth.

Subsequently, in the autumn of 2022, Awa gained acceptance to the University of Nantes-UFR Sciences and Technology in Western France to pursue a bachelor’s degree in Cellular and Molecular Biology and the Foundation continued its support and scholarship funding for her. Presently, she is in the process of validating the credits earned in her bachelor’s degree while also working part-time at a medical analysis laboratory, gaining valuable professional exposure in her chosen field along with additional financial support.

ITINÉRAIRES ARTISTIQUES DE SAINT-LOUIS

Since 2020, ‘Les Itinéraires Artistiques de Saint-Louis’ an international visual arts exhibition, has been principally sponsored by the Cuomo Foundation.

Held annually in Saint Louis, Senegal, a historic coastal city dubbed the ”African Venice”, the event was established in 2013 by contemporary artist Abdou Karim Fall a member of collective Groupe D-10, in collaboration with the artists collective Ndar Creations, and with the support of the Senegalese Ministry of Culture. The show, which brings together contemporary West African artists, has grown to be an important fixture for the region and its artistic community.

The Cuomo Foundation has previously collaborated with modern artist Abdou Karim Fall on two separate projects, the Sene’Gala Art Auction held in Monaco and more recently the commissioning of art murals and installations at the purpose-built Cuomo Cardio Paediatric Centre in the capital city of Dakar.

The 9th edition of «Artistic Itineraries» was held at the Research and Documentation Centre in Saint-Louis from May 6 – June 15, 2023. To strengthen its relationships to the community, the event also featured workshops for SaintLouis schoolchildren and students that

emphasised environmental awareness and artistic expression.

33 visual artists from Senegal and the adjacent Gambia took part in the exhibition in 2023, displaying 77 artworks over the course of 35 days. The event’s attendance of approximately 2,000 visitors confirmed its significance and reach within the art world of West Africa.

25 years ago, after a vacation in Chennai (Tamil Nadu) Alfredo Cuomo started his humanitarian activities in India.

An intensive period began for the Foundation with the construction of the first school buildings. I had the privilege to be part of this adventure right from the start and I still remember very well that Alfredo picked me up at the airport so that the cultural shock would not be too big for me.

India is a land of contrasts, where ancient history and modernity coexist in a vibrant life of cultures, religions, and landscapes. This culture shock can hardly be avoided in India. The crowds are unmanageable and the streets are never quiet. Poverty can be seen as soon as you leave the airport. Ragged children of all ages curiously surround every foreign-looking visitor. Cows in the middle of the city, dogs, and chickens search through the garbage on the street for something to eat. Dirty, smelly, chaotic and at the same time fascinating, mystical, strange - this is India. Incredible India!

I believe that this fascinated Alfredo and he wanted to help the poor people. Also, he wanted to give something back from his successful business activities and to offer some children the opportunity to attend school.

As a non-Indian organization, we needed the help of local institutions to build and

maintain a school. With the Catholic Church we started a good partnership and we immediately found the suitable locations and the right decisions could also be made with local architects and construction companies as well as with the valuable support of our representative in Chennai, Charles Kulandai.

The first school building was inaugurated in 2002 in the small fisherman village of Kovalam outside Chennai. This was very motivating and very quickly we had new projects. In the rural area of Sendivakkam we stood on a meadow where a school for 1,000 children could be constructed. This school campus was planned for children from families whose ancestors had never been able to attend school. It also became our immediate idea to provide a temporary home for up to 200 children from poor families or orphans in all our schools.

Many people also lost their lives in Chennai during the Tsunami. Mainly residents living in the slums were

affected and so we built a primary school in the center of Chennai for the small kids. In a remote location, about 100 km from Chennai, we also constructed two residential homes to accommodate students.

In a short time, the number of students in our schools rose to over 5,000. This was already a successful story, but it also required a lot of time and discussions with our local partners. Since 2004 we have been creating a scholarship program for our best students. Through this program, the selected students had the opportunity to continue their education at higher schools. Today, we recognize that this initiative was a very successful idea. We have a long list of more than 600 students who were able to benefit from this opportunity. The vast majority have found a good job because of this additional education.

Falling under the special scheme of ‘Self-financed Institutions,’ all our schools are private subsidized schools, run by the Catholic Church, and open and accessible to all. About 92% of the students belong, however, to the Hindu religion, but we never had the slightest identity-based problem. It was a welcome gift for the government of Tamil Nadu that we constructed so many school buildings. The school in Kovalam has existed for a very long time and for this reason we still receive subsidies from the government for the teachers’ salaries. These important expenses are borne by the foundation in all our other schools.

Meanwhile, the government has also done a lot to improve the shortage of school infrastructure and facilities. In addition, the level of school education has also improved massively. Of

course, the economic upswing has also contributed to this. As a result, the number of our students fell to just under 4,000. This was also partly due to «political» gifts, such as the donation of computers and bicycles in state schools. When we started our activities in Tamil Nadu, India had a very complex school system. At first, it was almost impossible for many children to go to school due to lack of school facilities. Later it was often unclear for us whether to teach students in Tamil or English. This dilemma has often been a disadvantage for our schools but in general, we have done very well with the education provided to our students.

Of course, these large projects also required my travelling regularly to India with Elena and Alfredo. It was an incredible experience and we can be extremely satisfied with what we have achieved.

Unfortunately, Alfredo passed away in 2009 and I am proud that these projects are still being maintained very well today.

In 2019, in memory of Alfredo Cuomo, we completed in a very rural aera the 18th school building. At that time, climate change was on everyone’s lips and we constructed this last school in a completely climate-friendly way.

A beautiful school was designed, but whether the great effort for a green school was worth, remains to be seen. During the pandemic years, we were no longer able to travel to India regularly. A few months ago, I was back in our schools and can report with joy that everything is still looking very good.

It was always our intention that children from poorer families get the opportunity to be accepted into our schools. Unfortunately, the Indian

124 | CUOMO Foundation Editorial

school system was not the best and the students had to learn a lot by heart. In addition, it was almost impossible to find better teachers unless they were paid much better. There existed plenty of private schools, but they were not for the disadvantaged children. The test results of our students were always at a good level compared to the official state schools. We can certainly be satisfied with the education provided to our students.

However, the demand for good school education is increasing regularly and we will also have to try to improve the standard in our schools. This is certainly one of our next challenges. Or let us even take it a step further and consider the possibility of building a college.

I have been able to witness 20 years of our activities in India first hand and I am very proud of what we have accomplished. We started this project with Alfredo Cuomo and are pursuing it to his complete expectations. It is also a great success for the current president of the foundation, Elena Cuomo, because she was always involved in the decisions. During this period, more than 15’000 students attended our schools, truly an incredible number! We have achieved something wonderful that should not be taken for granted!

a long story of friendship…

The CUOMO Foundation is, for me, a long story of friendship with Alfredo and Elena Cuomo, whom I met in Rome in 2000 when my husband was serving as Monaco’s Ambassador to Italy at the Quirinal Palace.

It was my friend Bettina Ragazzoni Janin who introduced me to them, and I was captivated by their commitment and their love story with India. By chance, during a trip to Tamil Nadu, Alfredo and Elena Cuomo stopped in Kovalam, a fishing village that intrigued them. While walking on the beach, they noticed only the steeple of a church emerging behind a fence, which piqued their curiosity, leading them to meet the local community.

They met a priest working for the poorest in Indian society, the untouchables, by providing village children with basic education. Alfredo and his wife Elena decided to support this priest and helped him establish a proper school and a hospice for the elderly nearby, recognizing that the elderly could greatly contribute to the youth.

Thus, the CUOMO Foundation was born, and various other projects followed in this region of India, leading to the creation of numerous schools, boarding houses for boys and girls, orphanages,

and scholarship programs. The initiative was set in motion.

Alfredo Cuomo was a passionate and discreet man. He had a true talent for photography and could capture the soul of his subjects in unique images. He was enchanted by this land and its culture and was relentless in his efforts to help these forgotten children, enabling them to believe in their future by providing access to education.

In 2006, Alfredo and Elena asked me to become an Administrator of their Foundation, and in March 2007, I accompanied them on the ground to see the Foundation’s achievements and ongoing projects. It was a shock of colours, smells, emotions, and admiration for the work accomplished. The poverty was glaring everywhere, but the faith of these people, their dignity, the beauty of the women, and their elegance in their colourful saris, as well as the smiles of the children, left a lasting impression on me, and these memories are still very vivid in my mind.

After Alfredo’s death in 2009, Elena was determined to continue the mission, and the CUOMO Foundation expanded into many other countries. The Foundation’s office, now led by Francisco Diaz, continues to contribute to bringing smiles to these underprivileged children, giving them hope for their future.

Humanitarian work is about forgetting oneself to support projects that help children and people who do not have the same opportunities as we do. Without the dedication of a few invested in this noble mission, such projects would never have existed.

The CUOMO Foundation is a magnificent example of solidarity that proudly represents the Principality, which is deeply involved in humanitarian efforts. Today, the CUOMO Foundation, engaged with numerous Monegasque humanitarian associations, has diversified its initial focus on the Indian continent to also support those suffering around us.

A big BRAVO to Alfredo and Elena, who were the initiators of this beautiful energy directed towards others.
