Coordination of Consultants
Our process for managing consultants involves consistent and clear communication throughout each phase of the project. While current technologies, such as BIM, Revit and Zoom enhance the design team’s ability to better communicate and coordinate our work effort on an ongoing basis throughout the project, we rely primarily on three strategies to truly integrate our team: The Work Plan, Face-toFace Meetings, and Weekly Round-Up.
At the commencement of each design phase – and in consultation with Tarrant County ESD and its consultants – Crossland/FGMA will prepare a detailed Work Plan for the upcoming phase. This work plan, which will be refined and updated as the design develops, identifies and coordinates tasks and activities with key milestone dates. Each team member is provided with a clear understanding of both the overall arc of the project’s development as well as the role that each discipline must play to fully address the challenges and opportunities that come along in every project.
The Work Plan also benefits Tarrant County ESD, by providing information on upcoming topics and discussions that will require key decision makers to come to the table in order to maintain the project’s momentum.
The Crossland/FGMA Team will lead a regular schedule of in-person meetings with Tarrant County ESD stakeholders to maintain a high level of communication that gives each person on the team the opportunity and responsibility to fully engage in the collaborative process that is a common denominator for all successful projects.
Each Friday, our Project Manager will issue an email to the Project Team providing a summary of the past week’s development, the anticipated tasks and activities for the upcoming week, critical issues requiring attention, and a reminder of upcoming meetings and milestones.

Crossland’s safety plan focuses on Education, Engineering, and Enforcement. Employees receive site-specific orientations, daily planning, and weekly meetings. Safety gear is required, with regular drug/alcohol testing. Subcontractors are pre-qualified. Drivers complete Smith Driving Classes, and vehicles are GPS-monitored. Incentives include Safety Vacation Days, $250 for hazard reports, and rewards for perfect inspections. Milestones like two million hours without a Lost Time Accident are celebrated. Crossland’s national award-winning education program includes a state registered apprenticeship for carpenters and ironworkers, with 40 hours of annual training for all employees. Training includes crane, rigging, signaling, ACI certifications for concrete crews, SWPPP stormwater certifications for superintendents, CPR and First Aid for onsite leadership, and AWS certification for welders. Fall protection, confined space safety, excavation safety, flagger procedures, and MSHA training are provided as needed. All employees receive OSHA 10 training, offered free to subcontractors, and superintendents must complete OSHA 30 and annual OSHA refreshers. Forty best practices covering safety, quality, and
production are continuously taught, with employees graded on their abilities. Foremen, F.E., superintendents, and project managers take Lean and leadership training. Drivers complete an 8-hour Smith Driving Class on defensive driving.
At Crossland Construction, safety is our top priority. Our current EMR is 0.34, consistently below industry averages, reflecting our proactive safety culture. Through rigorous training, site-specific safety plans, and strict compliance with OSHA standards, we ensure a safe work environment. Verifiable documentation is available upon request.
Employees can stop unsafe work and earn a $1,000 gift card for reporting lifethreatening situations or near misses. Monthly safety audits ensure compliance, with consequences for noncompliance, including fines for subcontractors, donated to charity. A 95% DBO2/ Predictive Solutions Score is required for projects, and a strong safety culture is maintained across all work sites.
Connect with the Owner early, plan logistics for community traffic, and maintain open communication. Address key issues like smoking and jobsite cleanliness during onboarding.

Crossland Construction is proud to partner with the City of Justin, Texas, on Fire Station No. 2—the City’s first ground-up municipal facility. Funded by the 2023 bond election, this milestone project addresses the growing emergency response needs of the western sector. Strategically located off FM 407, the station will reduce response times across the City’s 75-square-mile coverage area and provide critical resources to protect residents.
As general contractor, Crossland is leveraging its extensive municipal and public safety experience to deliver a future-ready, highperformance fire station. The facility will include multiple apparatus bays, firefighter living quarters, dayroom and kitchen spaces, and fully equipped operational zones—built for safety, functionality, and longterm durability. Our preconstruction efforts brought the project in under budget, and construction is underway.

The new Mansfield Fire Station No. 1 stands as a hands-on, collaborative effort between Crossland and Martinez Architects, built to support a growing city and its first responders. Our team and Martinez Architects worked side by side to deliver a twostory, nearly 20,000-square-foot station on Walnut Creek Drive. The facility features four drive-through apparatus bays, with living, common, and office spaces above, plus a large fitness room and covered outdoor exercise area in the single-story wing. Together, we explored multiple design options—including a four-story concept with Fire Administration relocation—to ensure the final solution fit the site and the city’s needs.
Throughout construction, we partnered closely with the City of Mansfield and the Fire Department, keeping communication strong and decision-making on site. The new station honors the legacy of the original Station No. 1 with historical features, while providing advanced spaces that help first responders serve the community more effectively. We’re proud to build smarter, deliver cost certainty, and provide a facility truly built around your priorities.
The new Flower Mound Fire Station 6 is designed as a collaborative facility that includes a 4-bay area for 10 fire fighters and officers, battalion chief quarters, a police sub-office, a community room, town offices, and reading kiosks. The design focuses on firefighter health and wellness while ensuring efficient emergency responses. Sleeping areas are strategically located near the bay, and air locks are incorporated to prevent contamination, along with locker vestibules to minimize light and sound infiltration.

Being a local to Justin TX, Derek likes to give back to the community. He is a active member in the Champions Rotary Club and a member of the Metroport Chamber of Commerce.
Derek has spent his entire 16+ year career with Crossland Construction. As a Columbus, KS native, he went to Pittsburg State University and started with Crossland through our longstanding internship program. In the years after, he has diligently worked his way up the ranks to a Senior Project Manager in the Prosper Division prior to his promotion to Division Manager.
When Derek isn’t hard at work, he enjoys spending time with his family and his kiddos - hunting, fishing, and golfing when he can. And, of course, cheering on the Dallas Cowboys!

Drew Worth will serve as your project’s Estimator. His experience has equipped him with the knowledge necessary to accurately analyze your project’s scope and to develop concise bid packages.
When crafting these bid packages, Drew will be responsible for accurately and descriptively communicating the scope of work for all trades. He will also offer clarifications and, if required, communicate any necessary addenda or additional transmittals to ensure all parties are clear on the work to be performed.
Drew will take both local and regional subcontractor and supplier markets into consideration, advertising and encouraging bid participation as required by all state and municipal statutes. As the Project Manager, Phil’s job is to know the project from top to bottom. You can trust that he will be able to see the big picture and plan for the unexpected, while also understanding the small details of what you want and need as the client. Since Phil is responsible for the overall planning of the project, he will focus on subcontractor bidding, developing the budget, creating schedules, and keeping detailed project logs. Phil will also take care of all the financial aspects of the project: cost accounting, pay applications, and bill coding. Throughout the process, you can reach out to Phil as a point of contact and a key collaborator. A trusted advisor when it comes to designing fire stations that meet the needs of the client, firefighters, and the community, Doug brings specific expertise in the areas of firefighter comfort and safety, materials solutions and continuity of operations. He has completed 80 fire station designs throughout his career. Doug is also fully versed working with multiple construction delivery methods.
Doug’s current work includes managing design for the the City of Justin Fire Station No. 2. The new Station No. 2 is currently in design and is scheduled to open in early 2026 and will include a 30-person EOC/training room, offices for the Fire Chief and Assistant Fire Chief, as well as other administration support functions. All of which will double as an ICC 500 Storm Shelter. Some of this space will be repurposed when a new Station 1 is constructed in the future.
The exterior is composed primarily of brick and stone with a standing seam metal roof. Cast stone and wood-look metal panels accentuate the exterior design. Four doubledeep drive-thru apparatus bays with high-speed four-folding doors will house the station apparatus. The station adheres to the current Hot Zone Design strategies, including proper separation of contamination zones as well as decontamination shower/toilet rooms and full decontamination areas to serve fire fighters when returning from calls (“shower within the hour”) or maintaining PPE.

We conduct structured design review workshops that bring together our entire preconstruction team, the assigned project manager, superintendent, MEP coordinator, and subject-matter experts.
The team breaks into discipline-focused groups (civil, architectural, structural, MEP, technology, life safety) and performs a page-by-page and detail-by-detail review of the documents.
Observations are captured in a formal constructability log and returned to the design team for coordinated resolution, ensuring the published documents are as complete and coordinated as possible.
We proactively look for opportunities to clarify phasing, reduce scope gaps, and anticipate coordination issues before construction, minimizing risk and helping the Owner avoid costly change orders.
We maintain detailed cost history from comparable public-safety facilities to benchmark against current market conditions.
Early budgets are built using parametric estimating tools, historical unit cost data, and up-todate subcontractor input to test the evolving design against the project budget.
As the design progresses, we develop detailed line-item estimates using digital quantity takeoff software, and we reconcile scope against current market pricing with live trade contractor feedback.

We continue to attend design meetings until construction documents are finalized. Our job is to protect your vision while offering the best solutions for your budget. Keeping safety, cost, schedule, and quality all top of mind, we will make sure we help steer the project in the right direction.
It’s common to update the budget at three design phases, at a minimum: schematic, design development, and construction document. We also can update the budget in real-time if there are design changes made. Everything is completely transparent, so the entire team understands direct construction costs and indirect costs like fees, general conditions, and project requirements. In addition, we also present a total program budget, including the soft cost, to ensure the team fully understands the cost breakdown.
The project manager and superintendent are both involved during the preconstruction phase to help ensure the project is set up for success, making a smooth, easy transition into construction.

In the ordinary course of business, Crossland has encountered some disputes involving construction contracts that have led to occasional litigation, including instances where liens were filed by subcontractors and material suppliers. However, Crossland does not consider any of the currently pending liens or other litigation financially material to the company.
In cases where a subcontractor fails to fulfill its obligations, Crossland actively works to address the situation by utilizing self-performance to complete the work or supplementing the subcontractor if necessary.
It is important to note that Crossland has no outstanding judgments and is not currently in default on any loan or financing agreement with any bank, financial institution, or other entity. It has never been in default historically.

The Princeton Municipal Building was bid competitively and Crossland was confirmed as the respective low bidder. Furthermore, Crossland was selected based around best value & proposed schedule for the project. Crossland’s team has proven to be great to work with as they are always looking out for our interests when it comes to costs, quality & schedule. Crossland is currently on schedule and on budget for the build.
The delivery method selected for the Princeton Fire Station #3 is design-build. Crossland was selected based around price, proposed team, and proven expertise in these types of projects True to form, Crossland is consistently looking out for the long-term interests of our City and has maintained a true partnership with us throughout all phases of design, budget, and construction.

Additionally, FGMArchitects worked with the City Council in 2022 to develop an assessment of our community’s Volunteer Fire Department.
The City of Justin is in a exceptional situation as we are actively developing a plan to transition from a Volunteer Fire Department to a City Department. The work by FGMArchitects assessment project paved the way for a constructive and meaningful partnership between the Volunteer Fire Department and City officials during this time.
From the onset, FGMArchitects has demonstrated a deep understanding of our community volunteer Fire Department’s and the City’s need for the assessment. Their collaborative approach gained the trust and respect of our Volunteer Fire Department Their team took the time to carefully listen to City Council and Volunteer Fire Department’s needs and this project set the tone for the current Fire Station project.
