On behalf of Crossland Construction, I am pleased to submit our proposal for Construction Manager at Risk (CMAR) services for the Mesquite ISD Capital Improvement Multiple Project Package 2025#2. We value our longstanding partnership with WRA Architects and are excited for the opportunity to work with Mesquite ISD.

We are proud of our continued presence in the City of Mesquite, where we are currently building two projects for the City and recently completed another project last year. This ongoing engagement demonstrates our commitment to the community and our familiarity with local requirements, stakeholders, and project delivery expectations.

Melissa High School proudly chose Crossland Construction when in need of a significant addition to the school. This project was multi-faceted, including a gym addition, a café addition, a Performing Arts Center (PAC), and a storm shelter. This 63,000 SF addition enhanced the school on many levels.

The gym addition was designed to include a full basketball court with additional basketball courts, creating a space that could also be used for volleyball. In addition, the new facility boasts telescopic bleachers, scoreboards, two locker rooms, and multiple coach offices. The café was completely renovated, with decorative wall paneling, a curtain wall, special flooring, and a coffee bar with additional kitchen equipment.

The newly enhanced PAC exemplifies craftsmanship and attention to detail, with 1,000 auditorium seats, decorative stretched fabric throughout the audience chamber, decorative wall panels, porcelain tile floors, and bathrooms complete with decorative ceramic tiles. Additionally, Crossland added a lobby complete with terrazzo flooring, a catwalk, dressing rooms, playrooms, and 70-foot tall ceilings throughout the performance space. Crossland's invaluable team brought this design to life by successfully handling all coordination between the multiple additions, protecting all the original school property, and the challenge of bad weather. Pulling from our experience and thinking strategically, the team was able to save the school money by repurposing many of the materials of the original space, helping to keep costs down.

Another phase of world class education space

Phase three of Melissa High School includes a 250,000 SF addition that will adjoin a new CTE/Academic facility to the existing building. The new academic wing will be located on the north side of the existing academic building, along with a new student parking lot. New CTE facilities will include spaces for Technology labs, a Broadcasting studio, Fashion Design, IT Networking, Graphic Design, Engineering spaces, Health Sciences, Law Enforcement, a potential credit union branch location, and maker-space fabrication labs.

Phase three of Melissa High School also offers a new rehearsal gym that doubles as a storm shelter. This rehearsal space is home to color guard, drill team, and cheerleading teams. Serving grades 9-12, the facility holds 3,500 students.

Hands on Learning is Redefined in New, Innovative Facility

This project involved the expansion and renovation of the Frisco ISD Career & Technical Education Center to redefine hands-on learning in an innovative facility. The 59,000 SF expansion includes new veterinary technology classrooms, a floral lab, an architecture build lab, architecture/animation labs for health science, and renovation of AV sound control rooms for virtual learning. The goal is to benefit more than 7,500 students by enhancing educational programs at the center.

The CTE’s robust programming allows students to explore over 15 career pathways and earn certifications or licenses in more than two dozen specialties. New offerings include state-of-the-art facilities for artificial intelligence, e-sports, veterinary technology, architecture, animation, and floral labs. Health science students benefit from enhanced build labs, and AV sound control rooms have been updated to support virtual learning. The expansion adds 30 new classrooms and seven multi-use spaces, designed for collaborative and hands-on learning, including a one-story expansion to the south and a two-story wing on the east side of the existing building.

Fine Arts Expansion Soars to New Heights

As part of McKinney ISD’s 2021 bond initiative, Crossland Construction was selected as Construction Manager at Risk to deliver targeted upgrades at McKinney Boyd High School, enhancing the campus’s fine arts and student support facilities. With a total project budget of approximately $3.25 million—including design fees, permitting, testing, and contingencies—the construction package was established with a guaranteed maximum price of $2.93 million, approved by the district in July 2024.

The scope of work features a 2,400-square-foot addition built within the school’s existing courtyard, providing new locker rooms and storage designed to support performing arts programming more effectively. In addition, 3,000 square feet of existing instructional space, including classrooms and a dance studio, are being comprehensively renovated. The design by Corgan Architects emphasizes modern, flexible environments with improved acoustics, lighting, and functionality, while expanded storage and support spaces improve the logistics of fine arts operations.

Construction officially began in late July 2024 and is scheduled for completion in mid-August 2025, following accessibility certification and final inspections. Once complete, the project will deliver a seamless addition that blends with the existing campus while significantly elevating Boyd High School’s fine arts infrastructure. By modernizing rehearsal and instructional areas, streamlining support spaces, and aligning with McKinney ISD’s vision, Crossland is proud to help provide students with facilities that foster academic achievement and creative excellence.

Joshua ISD Upgrades Propositions B & C

Proposition B: Cafeteria & Kitchen Renovation and Expansion ($8.9M)

The existing cafeteria and kitchen, built in 1983, are outdated and undersized, serving only 400 students per lunch period and creating congestion and safety concerns. The kitchen’s split-level design forces staff to move supplies up and down ramps, compounding safety risks. Infrastructure and equipment—including electrical, plumbing, and food service systems— are deteriorated, with many components at the end of their useful life. The project will modernize all major systems, replace failing equipment, and reconfigure the layout to increase capacity, improve safety, and enhance operational efficiency.

Proposition C: Career & Technical Education (CTE) Facility Renovation & Expansion ($29.5M)

This project includes a 26,000 SF renovation and a 31,000 SF addition to the CTE wing, consolidating all CTE programs into a single, modern facility. The current CTE spaces, last renovated in 2003, are undersized and lack the safety, ventilation, and equipment needed to meet industry standards. Upgrades will include new commercial kitchens for Culinary Arts, an expanded Cosmetology salon, updated Health Science labs, and specialized spaces for Business, Computer Science, Construction Technology, Forensics/Criminal Justice, Engineering, Arts/A/V Communications, and Education. This consolidation will free up core academic space in the main building for future classroom growth. These improvements will resolve long-standing deficiencies and position Joshua High School to deliver safe, relevant, and future-ready educational experiences for all students.

Campus-wide improvements with fine arts at the center

Crossland Construction is partnering with Lake Dallas ISD for the first time to deliver comprehensive campus-wide improvements. The project includes significant additions and renovations, such as an upgraded fine arts facility, a new CTE building, and a fine arts addition.

The project also involves the relocation of tennis courts, construction of new parking lots, and re-striping of the marching band practice field. These enhancements aim to provide students with upgraded, state-of-the-art educational and extracurricular facilities.

Required insurance - including workman’s compensation - must be maintained by the successful CM at Risk throughout the project. Please describe your organization’s insurance coverage. The successful proposer shall be required to carry a Owners and Contractor’s Protective Liability Policy in the amount of a minimum of $3,000,000 combined single limit, naming the Owner and Architect as insured for the project. The Contractor (Construction Manager) shall provide a waiver of subrogation (endorsement) in favor of the Owner and Architect. Provide the proposer’s typical insurance levels on construction projects. Provide a sample certificate of the company’s workman’s compensation policy. Provide statement that the above noted protective liability insurance is attainable by the proposing CMAR.

Project Example:

On Melissa Elementary School #5, Crossland was awarded the project and instantly went to work on budgeting the Schematic Design drawings that the design team had put together to ensure that the budget was tracking. When the 75% and 90% drawings were received, Crossland would once again send those drawings out for budgeting. We would analyze which previous budget numbers were either up or down and find out the why behind these changes. If there was drastic increases in a scopes budget, Crossland helped propose changes that would help lower the cost back to where it needed to be. Once the 100% drawings were received and priced, there was no major surprises as due diligence was done on the front end to help alleviate major budget bust. It was a smooth process and we were able to deliver a full GMP within two weeks of bidding the 100% drawings. This is the concept that we utilize on all CM at Risk projects, and have found that doing the work on the front end with the SD’s and DD’s, makes for a smoother process whenever bidding the 100% CD’s and formulating a GMP for approval. We without a doubt, would be able to deliver this same service on these projects to meet the needed schedule.

Package 1: Replacement Elementary

Scope: New two-story, 86,500 SF elementary school (repeat of Cross Elementary, reduced size), practical capacity 600 students, ICC 500 storm shelter, sustainability features.

Site: 10-acre site at current Motley Elementary; post-construction demolition of existing Motley and Lawrence schools, redevelopment of sites.

Schedule: Referenced in Exhibit C; project schedule to be developed in alignment with owner’s milestones.

Approach:

• Early engagement with owner/architect to review and confirm program requirements and sustainability goals.

• Phased construction planning to allow for demolition and site redevelopment after new school completion.

Provide information as to how your fee for preconstruction phase services would be determined and provide a lumsum amount thereof.

The lump sum covers all preconstruction activities as outlined in the RFP, including but not limited to: project planning, cost estimating, value engineering, constructability reviews, scheduling, preparation of bid packages, and participation in design and coordination meetings.

The fee is calculated by evaluating the required staff hours, level of expertise, and resources needed to fulfill the preconstruction services, as well as associated overhead and profit. We provide a detailed breakdown of the preconstruction fee in our proposal, ensuring transparency and alignment with the Owner’s expectations. During the design and construction phases, our organization establishes and manages cost contingencies to address unforeseen conditions, design development changes, and market fluctuations.

In the design phase, we typically include a contingency percentage in each estimate to account for the level of design completion and potential unknowns:

• Schematic Design Estimate: 7–10% contingency

• Design Development Estimate: 5–7% contingency

• Construction Documents Estimate: 3–5% contingency

During construction, a construction contingency is maintained, generally ranging from 2–3% of the construction cost, to cover unforeseen site conditions, minor scope changes, and coordination issues.

All contingency funds are tracked transparently and are only used with Owner approval.

After project completion, our policy is that all unused contingency funds are returned 100% to the Owner, as stipulated in the RFP requirements.

We provide full documentation and reconciliation of contingency usage at project closeout to ensure the Owner receives any remaining funds.

All cost information—including estimates, bids, subcontractor proposals, change orders, and invoices—will be compiled and maintained in a secure, cloud-based project management platform accessible to both the Owner and Architect.

• During design and construction, we will provide regular, detailed cost reports that include line-item breakdowns, supporting documentation, and real-time budget tracking. These reports will be reviewed and updated at each project milestone and upon request.

• All supporting documentation (such as subcontractor bids, supplier quotes, and backup for general conditions) will be organized and available for review at any time. We will also provide open-book access during meetings and audits.

Early Bid Packages

We use our time and yours wisely. There may be some parts of the project that we can perform earlier, and some that we wait until school is out of session. We’ve found we can often get started earlier than our clients anticipate to maximize the project schedule. We also avoid delays by starting the procurement process earlier for critical path items and materials.

The last critical part of preconstruction is reviewing all construction processes from start to finish – looking for the most efficient means, methods, and materials. When we identify challenges before we build, we reduce or prevent errors, delays, and added costs.

Experience:

Our firm has extensive recent experience as a Construction Manager at Risk (CMAR) on educational projects of similar size and complexity, particularly in North Texas. We have successfully completed multiple Pre-K through 12 school facilities, demonstrating our ability to deliver quality results on schedule and within budget.

Owner’s Needs:

We have the staffing, resources, and management systems in place to meet the Owner’s schedule objectives and project goals. Our pre-construction services are detailed in the proposal, evidencing our understanding of the process and our ability to support the Owner and Architect throughout all project phases. We maintain strong bonding capacity and financial stability, as documented in our financial statements and bonding letters.

Cost:

Our proposal includes a clearly defined lump sum for pre-construction services, a competitive construction phase fee percentage, and detailed staff and general conditions costs. We are committed to providing detailed, accurate cost estimates and returning 100% of all unused contingency and savings to the Owner at project completion.

We have included all required organizational information, licensing, financial documentation, and insurance certificates. Crossland’s national award-winning education program includes a state registered apprenticeship for carpenters and ironworkers, with 40 hours of annual training for all employees. Training includes crane, rigging, signaling, ACI certifications for concrete crews, Walmart SWPPP stormwater certifications for superintendents, CPR and First Aid for onsite leadership, and AWS certification for welders. Fall protection, confined space safety, excavation safety, flagger procedures, and MSHA training are provided as needed. All employees receive OSHA 10 training, offered free to subcontractors, and superintendents must complete OSHA 30 and annual OSHA refreshers. Forty best practices

covering safety, quality, and production are continuously taught, with employees graded on their abilities. Foremen, F.E., superintendents, and project managers take Lean and leadership training. Drivers complete an 8-hour Smith Driving Class on defensive driving.

13. Additional Requirements

The CM at Risk shall prepare and advertise the bid packages for the trade contractor or subcontractor scope of work. The CM at Risk in conjunction with the Owner and Architect shall receive, open, review, compile and evaluate the bids.

We acknowledge and agree to all requirements outlined in Section 13 of the RFP: We will prepare and advertise bid packages for all trade contractor and subcontractor scopes, and, in collaboration with the Owner and Architect, will receive, open, review, compile, and evaluate all bids to ensure a transparent and competitive process.

The CM at Risk shall endeavor to keep the same project superintendent on the project throughout the entire project and must keep him at the site for two months after substantial completion to coordinate warranty issues and responsible subcontractors.

The CM at Risk shall work with the Owner to save costs during the construction. All costs savings shall be returned to the Owner’s contingency.

The CM at Risk agrees the Owner may postpone the project due to funding, budgetary or other reasons unknown at this time. The Owner shall be obligated to pay the CM at Risk for the Pre-Construction Services rendered to date but is not obligated to proceed with the Construction of the Project. The CM at Risk Construction Services fee percentage shall remain as quoted for a period of not less than 18 months.

We understand and accept that the Owner may postpone the project for funding or other reasons. In such an event, we will be compensated for pre-construction services rendered to date, and our quoted construction services fee percentage will remain valid for at least 18 months.

The CM at Risk agrees to organize and provide documentation that all of their employees and all subcontractor employees that will be working on the project site have passed the state required background checks and drug testing per Senate Bill 9. The contractor and its subcontractors shall be responsible for the cost incurred attaining the required background checks.
