We are extremely excited about the opportunity to be your Construction Manager for the new Claremore Health Campus project. Our team has been following this project closely since 2022, and we previously worked alongside you and the architect, Architects In Partnership (AIP), for about a year before the project was paused. Over the years, we have developed a strong working relationship with AIP, collaborating on numerous projects throughout Oklahoma, including several in McAlester.
Our experience in McAlester is especially relevant. We recently completed the new Middle School and Event Center just yards from the proposed Claremore Health Campus site. This proximity has given us a deep understanding of the local ground conditions, site logistics, and construction challenges unique to this area. Our familiarity with the site and our established relationships with local subcontractors and suppliers will allow us to deliver a seamless and efficient construction process.
We would also like to highlight the involvement of Matthew Gleeson, who has been instrumental in our previous collaborations and will continue to play a key leadership role on your project. Matthew’s expertise and commitment to quality will ensure that your vision is realized to the highest standard.
Relevant Experience and Knowledge
We are wrapping up a very successful clinic project with you in Salina, and we plan to transition those core team members to the Claremore Campus to continue that success. Currently, we are constructing two of the largest healthcare projects in Northeast Oklahoma: a $250M multi-facility healthcare complex in Downtown Tulsa (including a new VA Hospital, Psychiatric Care Facility, and parking garage), and a $330M multi-phase expansion of Saint Francis South Hospital. Key team members from these projects have been identified to join your project team.
Our team’s experience with large, complex healthcare projects ensures that you will have the most qualified professionals managing your project.
A Great Preconstruction Approach
• Over 70% of our work is CMAR, and we have a proven, successful preconstruction system.
• Our team will engage from day one to understand your goals, assist with site analysis, and guide decisions on structural and MEP systems and material finishes.
• We will keep you up to date with accurate budget information and use our experience from the Salina Health project and other healthcare projects to ensure a high-quality bid set.
• Our strong relationships with subcontractors mean we consistently receive a high level of competitive bids, ensuring the best value for your project.
In-House BIM, Laser Scanning,
and MEP Coordinators
• Our in-house BIM team and MEP Coordinators will assist with design, analyze and document existing conditions, evaluate long-lead strategies, and provide superior quality assurance during construction.
• Safety is always our #1 priority, and we are among the safest contractors in the nation.
Local Commitment
Many of our management staff live and work in Northeast Oklahoma and have been with Crossland for their entire careers. This stability is rare in today’s industry and reflects our strong company culture and deep commitment to the communities we serve.
We would love the opportunity to be your Construction Manager and bring our local knowledge, relevant experience, and dedicated team to your project. Please let us know if you need any additional information.

Delivering on a shared vision for better healthcare
Crossland is honored to have partnered with Cherokee Nation on the new Salina Clinic, a 112,000 square foot facility designed to bring expanded healthcare services to the Salina community. This state-of-the-art clinic now provides a wide range of care, including physical therapy, imaging, laboratory, pediatrics, primary and specialty care, behavioral health, optometry, pharmacy with both drive-thru and walk-in access, a wellness center, and a demonstration kitchen, all thoughtfully designed to serve Cherokee citizens for years to come.
From preconstruction through completion, we appreciated the opportunity to work closely with Cherokee Nation and Childers Architect to maximize value and ensure a smooth delivery. Early on, we collaborated to eliminate an underground detention system, reducing cost and complexity, and worked with ONG to expedite the relocation of a high-pressure gas line, efforts that kept the project on schedule.
Throughout construction, our self-perform teams drove quality and schedule, and when structural steel delays arose, we proactively supplemented manpower to keep things moving forward. We were also proud to support Cherokee Nation by coordinating medical equipment, IT systems, and FF&E, helping streamline vendor communication and ensuring the facility was ready to open on time.
This LEED Silver certified project represents more than a successful build. It reflects a strong partnership built on collaboration, shared goals, and a commitment to the Cherokee people. We value the trust placed in us and look forward to the opportunity to serve Cherokee Nation again on future projects.

Enhancing patient services with $39M expansion
Saint Francis Cancer Center in Tulsa, Oklahoma, a leading cancer facility in the Midwest, expanded its services with a $39 million, 87,000 SF project to accommodate its growing patient base. The expansion enhanced oncology services, including radiation oncology, infusion treatment, and physical therapy, featuring private treatment bays with TVs and temperature controls for a more comfortable patient experience. Exterior finishes included a striking metal panel façade, an ambulance canopy, and sunshade louvers, while the interior showcased decorative glass walls and wood veneer panels that contribute to a healing environment.
Collaboration with KKT Architects was crucial in addressing design challenges and ensuring quality, allowing the project to stay on schedule and within budget. Unique challenges included redesigning infusion treatment areas, which required eight modifications, and managing the demolition of the north lobby near active treatment spaces to minimize disruptions. Careful planning and execution allowed the structural steel crew to seamlessly integrate new systems with the existing structure. The project held personal significance for the project manager, whose family member would use the new facility, emphasizing the deep impact of the work on patients and their families. This project not only expanded healthcare access but also underscored the importance of compassion in construction.

Renovations lead to 2x capacity
Adding an endoscopy suite to the Saint Francis Springer Clinic would allow them to more than double their scheduled procedures. Crossland Construction was chosen to manage this lower level renovation to their building in Tulsa, Oklahoma.
The suite included 10 pre-procedure rooms, eight endoscopy procedure rooms and 12 Post-Anesthesia Care Unit (PACU) rooms. The endo suite was constructed with stateof-the-art scope processing and cleaning rooms, where various procedure instruments are processed. The new suite was furnished with standalone medical gas systems and dedicated emergency power. The exterior portion of work included a 30-foot retaining wall clad with limestone, which can also be found throughout the Saint Francis Health System campus. A smaller retaining wall, wrapped with the same stone, divided the main drive and parking lot. A new canopy cantilevered over the main entrance to the clinic and was wrapped with architectural metal panels. Colored concrete can be found at the patient drop off zone and in the walkways from the parking lots.
All work had to be completed while keeping a fully functioning hospital clinic open and operational, which meant crews were required to perform loud construction before 7am or after 9pm. There were also several ceiling clearance limitations and gas pipe hurdles that required specialized contractors, who were located and utilized. Overall, careful planning and well-qualified subcontractors made this project a success. The new endoscopy suite allowed Saint Francis Health System to more than double their scheduled procedures in this area.

Norman Regional Opens New $14.6 Million Behavioral Health Center in Oklahoma: Expanding Access and Doubling Capacity
The new $14.6 million, 36,000 SF Behavioral Health Center at Porter Health Village in Norman, Oklahoma, significantly enhances access to behavioral health services. This freestanding 48-bed hospital, located on the Norman Regional Porter campus, effectively replaces the existing 20-bed unit and doubles the inpatient capacity for behavioral health patients.
The building's exterior combines glass, metal panels, and wood-look soffits and wall panels, with strategically placed lighting that highlights these finishes during early morning and nighttime hours.
Inside, the hospital features standard hospital-grade finishes, including easily cleanable surfaces, LVT flooring, and wall protection, complemented by ligature-resistant lights, HVAC grilles, plumbing fixtures, and furniture—elements essential for patient safety in mental health facilities.
A key challenge was unexpected utilities running through the construction site, which required careful management and eventual relocation without delaying progress.

The Tulsa, Oklahoma Warren Clinic Springer Building is a healthcare facility that features more than 40 physician offices. This project is a three story structure totaling 97,300 square feet with a full-sized basement. Crossland constructed new suites/clinics for specialty doctors, new ceilings in all corridors, and additional restrooms on all floors. Our teams performed extensive mechanical, electrical, and plumbing work and replaced the roof. We removed and replaced all 190 windows. Extensive exterior demolition also took place; exterior additions included a storm drainage system, a new parking lot, sidewalks, parking lot entrances, a new drop off canopy, and roof overhang structures at every end of the building. The success of this project prompted Saint Francis Health Systems to enlist Crossland in three additional renovation phases.

Drone Technology: Revolutionizing How We Build Projects
“Before Propeller, surveying was time-consuming and limited. Now, I can fly a site in 30 minutes and give the team millions of data points to work with, accurate within an inch or less. It’s not just faster, it’s smarter. We’re solving problems in real time instead of chasing them in the field.”
Crossland has elevated its civil operations by integrating Propeller Aero’s cloud-based platform with PPK-enabled drone systems. This strategic shift has sharpened survey precision, solved real-world jobsite challenges, reduced costs, and created total transparency, delivering measurable value to both clients, architects/engineers, and subcontractors.
Building Smarter: Why Crossland Upgraded Our Drone Tech
OF LABOR HOURS + DOLLARS SAVED
Crossland has been leveraging in-house drone technology for over a decade, but like many in the industry, the early days were limited by disconnected workflows and underutilized data. That changed when we adopted Propeller, a cloud-based platform purpose-built for heavy civil construction. With PPK-enabled drones and Propeller’s smart processing, we achieved survey-grade accuracy, often within ¼ to ½ inch, making site data precise, shareable, and truly usable across teams. No more waiting, no more guesswork. Today, our drone program is not just a tool, it’s a core part of how we plan, execute, verify, and communicate with confidence.
Dora Park: Aerial survey data revealed layout discrepancies caused by mismatched U.S. and international foot measurements—saving time and rework.
Transparency That Builds Trust With Our Clients
One of the most powerful benefits of our drone program is how it empowers not just our project teams, but also our clients, inspectors, and stakeholders with direct access to jobsite data.
It allows us to communicate and collaborate faster, smarter, and more transparently than ever before.
“The Propeller platform has transformed how we collaborate on the XNA project. Our clients aren’t just watching a project happen, they’re part of it, in real time.”
– Tristan Frazier, Crossland
Civil Foreman
4 Key Benefits for Clients & Inspectors
Custom Workspaces with Permissions
Clients and inspectors get secure, role-based access to live site data, so they can measure, track, and review without risking edits to core files.
Visual Clarity Without Complexity
No CAD experience needed. Heat maps, overlays, and simple tools make site conditions easy to see and understand in real time.
Aligned
in Every Meeting
Everyone sees the same data at the same time, cutting miscommunication and replacing static PDFs with live, visual context.
Accountability,
Built In
Clients can verify quantities, track progress, and review as-builts independently, building trust through full transparency.
360° Camera Documentation with HoloBuilder
Crossland utilizes a 360° camera system powered by HoloBuilder as well to enhance project tracking and documentation. This platform allows our teams to capture detailed, site-wide visuals at every stage of construction, providing a virtual walkthrough that can be accessed from anywhere. It’s an efficient way to monitor progress, share updates with clients, and maintain a visual record for reference, QA/QC, and closeout.
XNA Access Road
Tracking progress by comparing current and past drone surveys.
Drone tech helped us accurately track and report in-place work each billing cycle—faster, more consistently, and more efficiently than manual methods.
Real-World Project Wins
XNA Access Road Project
High-volume highway project with biweekly billing cycles.
Challenge: Constant updates were needed to track quantities and subcontractor progress.
Solution: Drone surveys replaced the need for three full-time surveyors.
Result: We stayed ahead of schedule, under budget, and delivered full transparency with real-time site data.

Our first Propeller deployment, used to monitor a 74,000-yard cofferdam.
Challenge: Manual Base and Rover surveys took 5+hours in the field plus processing the data back in the office. Third Party Survey flights cost $3,500.
Solution: Propeller-enabled drone flights reduced capture time to 30 minutes and delivered 9 million data points per acre, compared to just 200 from traditional methods.
Result: Monitoring became faster, more affordable, and far more detailed, allowing weekly updates with minimal effort.
GRDA Power Project
Supported underground electric duct bank installation with high-frequency drone flights.
Challenge: Needed precise, ongoing verification of trench and fill conditions.
Solution: Flew twice weekly to produce accurate heatmaps and elevation data within ½-inch.
Result: Used drone data in BIM to verify underground work and catch issues early.
DOWN PROGRAM
We prioritize innovation in client service to propel our company forward. This approach is particularly relevant in serving healthcare clients, where understanding their needs and providing tailored support for their building programs is important to us.
Constructing healthcare facilities demands meticulous attention to patient and staff safety, necessitating proactive risk management and heightened precautions at every project stage. Key factors include minimizing construction impact, hazard identification, and thorough cleanup to uphold patient well-being. Recognizing the importance of patient safety, Crossland developed the DOWN program, going beyond ICRA Standards to address Dust, Odor, Water, and Noise—the primary construction elements affecting patients. Bailey Martin, with expertise in epidemiology, joined the team to enhance this initiative. She ensures compliance with hospital-issued ICRA permits and collaborates with healthcare Superintendents to establish priorities in the DOWN plan, ensuring protection of the care environment from the project’s outset.
ASHE Healthcare Construction Certificate Holders 5 5 Certified Healthcare Constructors
Infectious Control - Bailey heads Crossland’s infection control team, serving as a key liaison for Infectious Control Nurses during projects, especially when constructing multiple structures on healthcare campuses. This single point of contact allows nurses to concentrate on their responsibilities while building trust with Crossland and facilitating efficient project starts. Bailey’s educational background enables her to understand and address client concerns regarding additional safety precautions, which is crucial for client trust.
The recent pandemic has heightened her value, as she ensures compliance with new policies across nine healthcare construction sites. Bailey actively participates in webinars on COVID-19 and shares this knowledge with Superintendents, supporting infection control staff at healthcare facilities during this crisis. The success of the DOWN program showcases Crossland’s innovative approach to adapting to client needs and enhancing their building programs.
HEALTHCARE EXPERIENCE
CROSSLAND’S DOWN PROGRAM LOCAL SERVICE
KNOWLEDGE + EXPERIENCE MAKES THE DIFFERENCE
Healthcare + Community: When it comes to relevant experience; Crossland cannot be beat. Between our longstanding relationship with Saint Francis Hospitals, and our extensive healthcare experience, there is no construction company more qualified to build for you. We’ve built over 250 healthcare facilites in the past five years and would be honored to continue that success by building your project. Our construction and healthcare professionals are ready and available to build for the Iowa Tribe of Oklahoma on this great project.
DOWN PROGRAM
Crossland understands that healthcare construction is different. Preventing Healthcare Acquired Infections (HAI) from construction and renovation activities and maintaining Infection Control Risk Assessment compliance is our number one priority. We believe that safety should always come first – and this includes the safety of patients, staff, and visitors who are present in the facility during construction.
In 2019, Crossland developed the DOWN Program to help hold our employees and subcontractors to higher standards while working in healthcare facilities. DOWN stands for Dust, Odor, Water, and Noise, which are the four main ways that construction can impact patient care and safety. The DOWN program is what separates Crossland from other contractors. The program includes various areas that help assure our clients that we take precautions at every step of the project, from pre-planning to completion.

The Crossland Difference: How Our Self Performance Capabilities Bring Value to Your Project.
We’re a hands-on builder— not just in how we lead, but in how we work. Our self-perform capabilities allow us to control critical scopes like concrete, steel, and earthwork, which helps keep your project on schedule, on budget, and built to a higher standard.
It’s not the right fit for every job, but when it is, it gives us the flexibility and field expertise to solve problems early, reduce risk, and add real value where it counts.
More predictable schedules & budgets
We’ve poured millions of square feet of concrete and hung thousands of tons of steel, with our own crews. That gives us tighter control of the schedule and allows for more accurate, confident budgeting from the start.
control over QUALITY, safety, and speed
We don’t leave critical scopes to chance. With in-house tradespeople on-site, we ensure the work is done right, safely, efficiently, and to spec, every time.
fewer delays, more solutions
If a subcontractor falls behind or drops out, we don’t wait. We step in with our own skilled teams to keep things moving and protect your schedule.
proactive problem solving
Our field crews and preconstruction team work together to identify risks before they hit the jobsite. From weather to logistics, we plan ahead, so you don’t have to play catch-up.
confidence when things get complex
We’ve built it all — from hospitals and heavy industrial to parks and schools. When challenges come up, we don’t flinch. We figure it out and get it done.

BILLING PROCESS
Billing of Self-Performed Work
Our self-perform capabilities keep us competitive and allow us to deliver quality projects, on time, and in budget.
For any self-perform work that Crossland intends to bid as a Trade Contractor, we would submit a sealed bid the same as any other subcontractor. If low and responsive and awarded the Trade Package, Crossland would then submit a monthly payment application in the same format and manner as any other subcontractor with a schedule of values.

We confirm compliance with the Davis-Bacon wage scale and pledge to maintain and provide reports as required. Our commitment to transparency and adherence to prevailing wage standards is unwavering. Please feel free to request reports or seek further clarification as needed.
