Message from Chief Lydia Hwitsum ‘Uy’ skweyul Quw’utsun Mustimuhw, I am pleased to report from the Chief and Council table that we met in January regarding the Chief Administrative Officer recruitment. This meeting was an important next step to move the process forward to ensure we have strong administrative leadership for Cowichan.

As our people know, this summer and fall our watersheds suffered from extremely challenging drought conditions. An estimated 84,000 juvenile salmon and trout died due to a low water flows, high temperatures, and a number of other contributing factors. The Quw’utsun Sta’lo’ had to be supported by 20 pumps for 39 days to keep water flowing from the Lake over the existing weir. To support our river, Cowichan Tribes has started some new work with the Pacific Salmon Foundation.

Additionally, in late January, I met with two BC Ministers, Hon. Nathan Cullen from the Ministry of Water Land and Resource Stewardship and Hon. Murray Rankin from the Ministry of Indigenous Relations and Reconciliation. This meeting was a significant opportunity to explain the importance of the provincial government coming on board to raise the weir at Lake Cowichan. So much work has been done over the past 30 years by Cowichan Tribes, the Cowichan Watershed Board, and community groups in the region to gain support for a higher weir. A water use plan, engineering, feasibility and design, and an upstream impact assessment are all complete. A federal infrastructure grant for half of the cost has also been secured. All that remains is for the provincial government to provide funding and collaborative government to government partnership for this vital project to move forward.

I also want to recognize our community for the prayers, love, and support that you have shown one another during a period when so many families have experienced the loss of family members. Our people continue to demonstrate the value of our culture. Ts’its’uw’ atul. Nuts’umat kwun’ syaays sh-hwuys kwtho’ mukw’ (Help one another and work together for the good of all).

Cowichan Tribes would like to hear from Certificate of Possession (CP) holders interested in selling a portion of their CP land to Cowichan Tribes for the purposes of building community projects. Congratulations to our Governance and Lalum'utul' Smun'eem teams for their work with the BC Ministry of Children and Family Development in advancing Indigenous Jurisdiction in Child and Family Services and Bill 38- Indigenous Self-Government in Child and Family Services Amendment Act. The Ministry was awarded a Premier's Innovation and Excellence Award for Partnership and Cowichan Tribes was recognized as part of the winning team for their contributions. We look forward to putting this award on display soon in a suitable location at Lalum'utul' Smun'eem.

Lulumexun - Lands and Self-Governance

ALLENBY ROAD ROAD-CLOSURE UPDATE Allenby Road has remained closed following two landslides from the slope above the road in November 2021. The decision to keep the road closed until necessary slope stability work can be performed has not been taken lightly. However, public safety continues to be our first priority. We are currently in a wet season and the risk of slide activity remains. New signage has been installed by the BC Ministry of Transportation and Infrastructure (MOTI) to reiterate the need for pedestrians, cyclists, and all others to avoid the area.

Cowichan Tribes and the MOTI continue to obtain the necessary technical reports, as well as short and long-term remediation recommendations. Khowutzun Development Corporation has recently come forward to provide additional project support and expertise.

Allenby Road remains closed to traffic and the public

Cowichan Tribes looks forward to working with these partners, as well as Emergency Management BC, and Indigenous Services Canada, to confirm a long-term solution which will allow for the safe re-opening of Allenby Road. We appreciate the understanding and patience of the community during this process and we will provide additional updates as more information becomes available. Kw’atl’kwa (Ocean) Updates Meet the New Members of our Team We are pleased to extend a warm welcome to the new Lulumexun department team members. They each bring with them a unique perspective and array of professional experience.

Cameron Joe In December, Cameron joined the Lulumexun Marine Team as a S-hwuhwa'us Thi'lut Kw'atl'kwa (Thunderbird Protecting the Ocean) crew trainee where he is responsible for marine monitoring and data collection. With prior experience under Lulumexun Biologist Tim Kulshiski, Cameron brings accreditation and experience in small vessel operation, marine emergency duties, and marine radio procedures to his new position. Excited about further training and hands-on experience, he looks forward to exploring, protecting, and learning more about Quw'utsun territory.

Erika Laanela Erika Laanela has joined the Marine Projects team as Parks Canada Operations Engagement Advisor. Erika studied archaeology and heritage conservation and is a student in the Indigenous Planning and Conserved Areas program at VIU. She previously worked for the Ontario Ministry of Culture, Parks Canada’s Indigenous Affairs and Cultural Heritage Directorate, the BC Heritage Branch and the BC Archaeology Branch. Erika loves swimming, sailing and yoga. She is excited to dive into her new role supporting Cowichan Tribes’ stewardship of the Gulf Islands and the Salish Sea.

Robert Martin This month, Robert assumed the role of Communications Coordinator in the Lulumexun department. With a rich background in communications, he spent the last five years as the Outreach Coordinator for Member of Parliament Alistair MacGregor. Enthusiastic about collaborating with the S-hwuhwa'us Thi'lut Kw'atl'kwa and marine team, Robert looks forward to planning and promoting community events and showcasing Lulumexun’s important initiatives to the Quw'utsun community.

Name of our Law: Snuy’uy’ulhtst tu Quw’utsun Mustimuhw u’ tu Shhw’a’luqwa’a’ I’ Smun’eem ~ Laws of the Cowichan People for Families and Children New Agency name will be: Stsi’elh stuhw tu smun’eem (p.6) ~ Honouring our Sacred Children and Families.

Name of our Authority: Stsi’elh stuhw’ew’t-hw tun Smun’eem (p.37). The authority will be governed by a Board of Directors made up of 5-9 individuals (with preference being given to Cowichan citizens). We will no longer have our current Lalum’utul’ Smun’eem “Advisory Committee” once our Law comes into effect.

The Project & Asset team oversee all housing related projects; from sourcing funding, to managing renovations, new builds and everything in between. Our small but mighty team have sourced funding and managed projects for the ongoing roof replacements, heat pump upgrades and other major renovations with more exciting projects to begin in 2024.

HEAT PUMP INSTALLATIONS ROOF REPLACEMENTS ONGOING $570,000.00 in emergency funding was secured through Canada Mortgage and Housing Corporation (CMHC) to replace 31 failing roofs on active CMHC units. 31 roofs are scheduled for replacement and 12 roofs have been completed.

17 homes were outfitted for heat pumps in January including 12 band rentals, 2 CMHC units and 3 private Elder homes. Another 25 homes are currently being assessed to determine eligibility for government rebates. We have finalized contribution agreements and formed relationships between 6 stackable rebate programs to maximize rebate availability for our members.

ABOUT SENSI-TEMP TECHNOLOGY CONTINUED Q: My new oven doesn’t cook like my old one. Is something wrong with the temperature settings?

A: No. Your new oven has been factory tested and calibrated. For the first few uses, follow your recipe times and temperatures carefully. If you still think your new oven is too hot or too cold, you can adjust the thermostat yourself to meet your specific cooking preference.

Note: This adjustment will only affect baking and roasting temperatures; it will not affect broiling or self-cleaning. Do not use thermometers, such as those found in grocery stores, to check the temperature setting of your oven. These thermometers may vary by 20-40 degrees. Consult your use and care manual for further details.

Q: My oven glass door appears to be “tinted” or have a “rainbow” color. Is this defective?

A: No, the inner oven glass door is coated with a heat barrier to reflect the heat back into the oven to prevent lost heat and keep the outer door cool while baking. Under certain light or angles, you may see this tint or rainbow color.

Q: When I used the oven for the first time, I noticed some smoke and odor. Is this normal?

A: Yes, smoke and odors could come from a solution in the product insulation used to aid the factory during assembly. After the first self-clean is complete, this odor will not re-occur. Also, confirm all original packaging material has been removed from the interior and exterior of the product.

Q: What should I do when I want to use the “Self Clean” feature (on some models)?

A: Before running the self-clean cycle, wipe grease and heavy soil from the oven bottom before self-cleaning. Failure to do so may result in excessive smoking. We recommend venting your kitchen with an open window or using a ventilation fan or hood. Remove any broiler pan, broiler grid, probe, all cookware and any aluminum foil from the oven. Consult your use and care manual for further details.

Q: Why is my range making a “clicking” noise when I use my oven?

A: Your new range is designed to maintain a tighter control over your oven’s temperature. You may hear your oven heating elements “click” on and off more frequently than in older ovens to achieve better results during baking, broiling, and self-clean cycles. Quw’utsun Syuw’entst Lelum - Culture and Education Education Jurisdiction Update

Transportation Update

An Education Declaration was prepared through the Sul-hween Committee to inform the development of our Law is grounded in our Snuw’uy’ulh, customs and traditions. The development of Education Law has been proceeding with input from the Education Jurisdiction Working Group. The working group began development of the Law to direct the implementation of education jurisdiction on October 30, 2023. It is expected that a first draft of the law will be ready for review soon.

Just a REMINDER to students that ride the bus to mind your Driver. Parents please advise children of the consequences that may occur, and to abide by these Rules and Regulations, which you have signed in our agreement upon registration. Thank you for your cooperation.

The law will outline responsibilities of a Quw’utsun Syuw’entst Lelum Board to oversee the delivery of education for Cowichan Tribes. The education law will establish accountability for education on Cowichan land and will include guiding principles; rights and duties of students, parents and a parents committee; access to education programs; authority and jurisdiction of the Quw’utsun Syuw’entst Lelum Board; collaboration with the First Nation Education Authority on matters of teacher certification, development of curriculum and course approval, graduation requirements, and school certification; employees of the Quw’utsun education system; provisions for finance, school property, and liability; and an appeal process.

The Culture and Education Committee and then Chief and Council will review the draft Education Law this winter and the Cowichan community will have an opportunity to review, provide input, and ratify the new education law as outlined in the Education Law-Making Protocol of Cowichan Tribes.

The current Culture and Education Committee will continue to assist Chief and Council in overseeing education until a new Education Law and governance framework is ratified.

Cowichan Tribes Quw’utsun Syuw’entst Lelum TRANSPORTATION TEAM’S one goal is to transport students to and from school in the safest possible manner.

Here are a few reminders to parents/guardians and fellow students: 1) Students show care and courtesy, and respect to drivers and monitors 2) Remain seated while bus is in motion, and until the bus comes to a complete stop. Students are expected to keep hands and feet to themselves and not out the window or in the isle 3) Students are to behave appropriately on the bus at all times. No playing around or no loud music, which will distract driver 4) Last of all, there will be NO EATING and NO DRINKING on the bus. No garbage is to be left on the bus 5) PARENTS, please have your child at bus stop at least 5 minutes prior to boarding and make sure there is someone for pick up after school if your child is grade 3 and under 6) Last but not least, PLEASE go over the guidelines and rules with your child, which you have signed upon registration Misbehavior may result in losing riding privileges.

* NOTICE * Re: Citizenship Committee Representative & Alternates Call Out The Citizenship Committee is seeking interest for one (1) Community representative. The qualifications for this Committee seat are that the individual be a Cowichan Tribes Citizen who lives on or off reserve.

It is important that the applicant be familiar with the Quw’utsun history and lineages of the Quw’utsun people. It is an asset, but not a requirement, to have knowledge of the Shtunni’s Tu Hwulmuhw (Citizenship Code), the Shtunni’s Tu Hwulmuhw Regulations and information on status registration under the Indian Act. The representative needs to be available to attend the Citizenship Committee meetings which are scheduled quarterly – January, April, July and October. There may be extra meetings scheduled during the year.

The Citizenship Committee is also looking for alternates for all representative seats: Youth, Elder, and Community. When a designated representative cannot attend a meeting, an alternate can attend in their place. Having alternates available ensures that the committee meeting maintains quorum.

The Citizenship Committee will be selecting the Community representative and alternates at the next meeting in April 2024.

Emergency Services EMERGENCY SERVICES Cowichan Tribes Emergency Services department ensures plans are in place in case an extreme weather or disaster event occurs. Since our community regularly experiences flooding, preparedness activities include daily monitoring of the river levels, rain fall predictions, snow pack, and tides.

Emergency Services has bags and sand available to any Quw'utsun Mustimuhw who would like them.

Self-serve sand bag stations, with sand, burlap bags, and a limited number of shovels are available for Cowichan Tribes citizens at the Clem Clem and Quamichan Big Houses. Please come by during daylight hours, and you may wish to bring your own shovel.

We can all play a role in emergency and flood preparedness. Here are some seasonal tips:  Guard your pipes: To keep outdoor plumbing fixtures from freezing, disconnect and store any garden hoses as the weather begins to turn cold. Then, shut off the water to your outdoor faucets, drain the lines, and insulate the hose bibs.  Fix holes and cracks: Even small holes where cable wires or phone lines enter your home can be an entry point for freezing air—or places where precious indoor heat can escape. Purchase a can of foam insulation such as spray foam, and close them up. Use weather stripping or caulking to remedy any cracks around your doors and windows.  Listen to the weather forecast: Weather forecasts are available through radio and TV broadcasts, Environment Canada’s Weather radio Service, and online APPS  Plan ahead: Develop a cold weather safety plan in advance to ensure that safety concerns are addressed when it's very cold, or when the wind chill is significant.

Our KDC Roundtable was awarded mechanical backfilling at UVIC National Centre for Indigenous Law. Work to commence in February 2024.

Phase II of Cowichan Bay Estuary work will start in February 2024.

FOREST SERVICES KFS finished logging 4200 m3 or approximately 102 logging truck loads of logs from our community forest in early December. KFS is currently salvage logging approximately 2500 m3 of dead and dying trees caused by drought, root rot and wind throw and it is expected to be completed in early February.

Our elders’ firewood program is also in full swing with most elders already having received at least 2-3 loads of firewood. Our goal is for KFS to deliver at least 4 loads of firewood to each elder. KFS employees pick up logs from the Mosaic log sort on Shoal Island and bring them to the Cultural Centre where KFS workers cut and split the logs into firewood size and then deliver and stack the wood at the elders’ homes. Mosaic provides the logs for free and KFS is delivering the firewood to the elders as a community service for free.

KFS is a non-funded business that supports community organizations, sports teams and CT members through sponsorships and donations. KFS workers are proud that their work efforts enable us to provide services and financial support to Cowichan Tribes members and to the community.

TREE SHELTERS

KHOWUTZUNFREEGRO.CA

Khowutzun Freegro Treeshelters (KFT) has successfully completed our largest order to date of 105,000 units for Down to Earth Carbon. The order will be shipped to Quebec to protect their sugar maple trees. We have also completed an order for Mosaic who purchased 10,000 tree shelters.

Khowutzun Freegro Treeshelters are working on a marketing strategy that will bring more clients and business to our organization. This strategy includes continuing to investigate grants to help with training and productivity.

Khowutzun Freegro Treeshelters want to continue to build and expand our business. To meet our goals, we will spend the next few months working on creating a more solid foundation and clientele.

NEW VOICES KDC is excited to announce that we will host our second Bears’ Lair Dream Camp for our youth, ages 11-18, from March 11-14, 2024 at QCCC Comeakin Room. Accelerated Training Program (New Voices). This program is set up to build skills and capacity for members looking to advance their positions or get new opportunities. This Building Skills Program is a 10-12 week Trades sampler. Participants can try out a variety of hands-on trades training for a maximum of 16 participants, in time for the 222 Cowichan Way development project. This project includes the construction of two mixed use buildings (residential and office). We will also be offering more training with the Construction Foundation and the Unions to build skills for opportunities secured through KDC and our partners. More information to come.

Lunch and Learns: We will be coordinating with high schools, youth centers and Cowichan programs to attend their facilities, do presentations and give our members the opportunity to learn about what programs and training KDC New Voices Program offers. We want to keep the youth and our members informed about the KDC New Voices Program, who our partners are, and how we can help our citizens pursue their goals. It is our goal to start presentations in March and continue throughout the year. More information to come regarding dates and locations.

Costa Canna Brand Launches in the UK: As a follow up to last months notice of our launch in the UK, we have sold the entire log of 20kgs. Consumer feedback is positive, and we are looking forward to the next shipment in February. We will be adding two new strains to the collection and hope to expand distribution in the coming months.

Building & Grounds Maintenance Support Worker Purpose: Khowutzun Development Corporation is looking for a skilled Building & Grounds Maintenance Worker to perform upkeep tasks such as repairs, preventative maintenance and grounds keeping. You will be responsible for applying basic fixes to equipment and building systems and ensure facilities are tidy and functional.

Being reliable with a keen eye for detail is the first step to getting this job. The ideal candidate will have experience and solid technical knowledge. You must also possess manual dexterity and physical stamina.

Compensation and Benefits: Khowutzun Development Corporation offers an excellent benefits and pension plan available after successful completion of the probationary period. The position includes paid vacation and pays sick leave. The position rate of pay is $25 per hour.

Building Maintenance Support Worker Job Responsibilities                    

To be mentored and receive training under the Building & Grounds Worker Inspect the buildings, grounds, and equipment and perform routine maintenance.

Garden/yard upkeep by mowing lawn, weed eating, and collecting trash etc.

Snow removal on paths, sidewalks, and parking lots.

Complete necessary repairs and maintenance.

Uses equipment, including power tools, hand tools, electric tools, and plumbing tools.

Paint, perform minor carpentry, and maintain exterior grounds except those services performed under service contract.

Perform repairs to fencing, siding, roofs.

Monitor for pests, set traps, and patch holes as necessary.

Complete seasonal deep cleaning such as polishing and waxing floors, shampooing carpets, washing interior and exterior windows, power washing, etc.

Assist in set up and take down for special events, including tables, chairs, linen, decorations.

Comply with all company safety regulations.

Report on any issues.

Respond to repair and maintenance requests in a timely fashion.

Collaborate with staff and contractors as needed.

Maintaining a safe, attractive, and efficient work atmosphere.

Perform other duties as required or assigned.

Monitor and report maintenance concerns or repairs.

Open and lock doors, check security equipment and report unsafe or faulty equipment to supervisor.

Maintain various logs, key registers, janitorial supply, and other records.

Maintenance Worker Qualifications and Skills      

Handles the physical demands of the job, including standing bending, pulling, pushing, climbing, and lifting at least 50 pounds.

Able to use general maintenance tools, supplies and equipment such as, but not limited to, hand tools, pressure washer, blowers, snow and ice removal equipment, ladders, landscaping, and safety equipment.

Must be familiar with and able to carry out minor repairs to facility and equipment.

Must be able to follow oral and written instructions.

Ability to self-regulate and work independently.

Communicates effectively.

Education and Experience Requirements    

At least one year of building maintenance, construction, plumbing, or electrician experience is strongly preferred, but not required.

A certification in building maintenance is a asset.

Good time management Driver license preferred but not required.
