A new dawn for UK agriculture?

Welcome to the 2019 edition of Farmer! – the annual directory for agriculture across East Anglia and the Midlands.

The coming 12 months promise to herald a new dawn for UK farmers – on paper at least. Almost three years have passed since the June 2016 referendum, and the UK is finally scheduled to leave the European Union on 29 March 2019.

In many ways, farming has confounded expectations since the vote to leave the EU. Despite the uncertainty that Brexit brings, the sector remains broadly buoyant – largely due to decent prices across a range of sectors, albeit with some exceptions.

Yet the situation and the marketplace deserve closer scrutiny. Despite the Brexit vote, little has changed in reality – at least in the immediate term – other than the devaluation of sterling which has served to increase commodity values.

For the past three years, UK agriculture has continued to operate within rules set by Brussels and the CAP – albeit with one eye on future policy post-Brexit. Even then, the government has sought to provide some certainty for the sector in the form of a further transition period.

That could all change depending on how the UK leaves the EU. Will it be an orderly exit, which includes a favourable deal with our biggest trading partner? Or will the

UK come crashing out with no trade deal at all – which could devastate the national economy.

Trade remains the most important issue for agriculture. Agri-food products would be subject to some of the highest trade tariffs under World Trade Organization rules implemented in the event of a no-deal Brexit, making UK farm exports prohibitively expensive.

Then there is the prospect that the UK might not leave the EU at all. The latter half of 2018 saw increasing calls for a second referendum on any Brexit deal negotiated by the government. Those calls are only likely to grow without a favourable trade agreement.

How then, should farmers prepare? Well, the good news is that it is possible. The top 25% of farm businesses will remain profitable regardless of sector under every type of Brexit scenario, according to analysis by the Agriculture and Horticulture.

Just like a top athlete, doing nothing is not an option if you want to stay at the top of your game. The best farmers will continue to focus on competitiveness, resilience and productivity as they seek to achieve or maintain a top performance.

“Feel good” factor remains despite Brexit uncertainty

Almost 60% of farmers believe their businesses will show moderate or high growth over the coming six months – despite a dip in optimism as Brexit approaches.

With the UK scheduled to leave the European Union in March 2019, accountancy group MHA asked farmers about their business prospects over the coming year. Conducted at the 2018 Cereals event, the survey follows similar polls over the past four years.

The proportion of optimistic farmers was slightly lower than the sample taken at Cereals 2017 when 65% of respondents said they were optimistic. But both surveys show the highest levels of optimism among farmers since summer 2014.

Despite cereal prices rising to over £150 a tonne at the time of the show, pricing is clearly still an important issue, with nearly 40% seeing it as their biggest worry – much the same as a year ago, and rather higher than the 21% at Lamma 2018.

Cashflow – which may be another way of expressing low profitability – remains a problem. But it is becoming less pressing, down from 28% to 23% over the last six months and down from 38% a year ago.

reviewed. Every business should be looking at succession, cash flow and efficiency with this in mind and fortunately the survey indicates that many are now doing just that. “

Over the longer term, the positivity index is now almost back to where it was in 2014. “Other concerns such as funding machinery replacement and inheritance tax are still important, but clearly once again it is the short term financial issues which are at the top of the worry list.”

As usual, succession planning is a concern, particularly in a changing industry with major political upheaval around the corner. The prospect of Brexit and a new Agriculture Act may provide the impetus for addressing the thorny question of when to pass on the farm.

Results were remarkably consistent with previous years when respondents were specifically asked how concerned they were about succession planning. Some 50% said they felt either some concern or great concern with a further 27% being at least slightly concerned.

Only 23% were sufficiently confident about their succession – or in some cases knew that there would be no succession –that it was of no concern at all.

COMMODITIES

Global demand set to rise again for food in 2019

Prospects are largely favourable for arable commodities –and to a lesser extent for meat and dairy too.

OILSEEDS

The USDA projects that world oilseed production in 2018/2019 will rebound and exceed 590m tonnes (+4 %). This will come mainly from higher soya bean production, thanks to more sowings in Argentina and Brazil, offsetting a slight drop in the US.

Global rapeseed production is expected to rise by 2% on the back of a bigger harvest in Australia and Ukraine. In the EU, the 2018/2019 oilseed harvest is expected to be lower than last year, at 33.3m tonnes, which is still 1.5 % above the last five-year average.

Estimated EU rapeseed yields remain below trend at 3.1t/ha, 6.6% below the five-year average. The EU rapeseed harvest is therefore expected to reach 20.8m tonnes – some 3% down on last year, with production down in all major producer countries, including the UK.

SUGAR BEET

Yields in 2017/2018 were exceptionally high, in particular in the main producing countries. Despite the area remaining stable, beet production is expected to be 5% lower in the next marketing year and a repeat of the bumper harvest unlikely.

At 20.1m tonnes, sugar production is forecast to be 5% below this year’s production – which is still 14% above the last five-year average.

DAIRY

Given the sustained demand for EU dairy products and the absence of a major drop in prices, milk collections are likely to grow by a further 0.8% in 2019.

Planting for the 2018/2019 sugar marketing year was delayed in many countries –including the UK – due to wet and cold weather in March. With the exceptionally hot and dry summer that followed, it is still unclear how much the unusual season will impact sugar beet yield and sugar content.

Final results for 2018 are expected to show a 1.7% increase in milk yield. In the first quarter of 2018, EU milk collection was more than 2% higher than last year. Despite the large dairy herd, growth was slightly less than expected.

The main reasons were the cold and wet weather conditions delaying grass growth in early spring, followed by a lack of rain – including in other European countries. Overall, EU cow numbers are expected to show a slight annual decline of 0.6%.

BEEF

The current high slaughter rate for heifers and the expected small decline in the EU dairy herd will impact on beef production

potential in the next few years, with beef net production expected to drop by 0.6% across the EU in 2019.

Beef consumption in the EU – on a balance sheet approach – is expected to maintain itself at 10.9kg per capita in 2018, an increase of 0.7%). This reflects a moderate increase in the domestic supply of beef, backed by higher imports.

PORK

Production is expected to stabilise in 2019, but this will depend on export performance following the rapid expansion of the EU breeding herd.

This fast growth is expected to moderate by the end of 2018, due to low prices and struggling exports. Total production for 2018 is expected to show a 1.5% annual increase to 24m tonnes.

EU pigmeat exports are expected show a 2.5% rise for 2018, albeit under pressure from increasing supplies of cheaper pigmeat from the US and Canada. Exports are not expected to rise in 2019, but this will depend on price developments.

SHEEP MEAT

CEREALS

The world cereal harvest is expected to decline marginally in 2018/19, with the International Grain Council (IGC), USDA and United Nations estimating a total cereal production of about 2,090m tonnes in 2018/2019.

Opening stocks are 2.8% lower than last year. And thanks to the expected expansion of cereal uses globally and the production decline in certain regions, global trade is projected to reach a recordhigh level for the sixth year in a row.

Projections for global wheat production range from 742-754m tonnes, slightly down from last year. Production is expected to decrease in Russia and the USA, due to dry conditions in certain regions. But Russia’s exports are expected to remain at a high level, as are those from Ukraine.

Given the continuing strengthening of international demand, both for food and feed, the world stock-to-use ratio is expected to decline slightly.

The IGC and the USDA forecast an increase in world maize production, especially in Argentina and the CIS. Consumption increases will be driven mainly by US and Chinese demand for feed and industrial (bioethanol) purposes.

Sheepmeat consumption is expected to remain stable at 1.8kg per capita in 2018, after a drop of 1.9% in 2017. This will be linked to stable production and imports, and somewhat tempered by lower exports. Consumption may rise again once supplies recover and prices moderate.

POULTRY

Year-on-year UK poultry production rose

A stabilisation is expected in 2019 and growth in EU poultry exports is expected to slow down in 2019. EU consumption per capita is expected to start rising again –slightly but steadily – after stagnating in 2017 due to tight supplies, reaching 24.1kg in 2018 and 24.3kg in 2019.

Trends in global milk production

Stronger world supply is putting some pressure on milk prices. But world demand remains strong and supports global market prices.

In 2017, the EU and its main competitors recorded milk production growth of 2% and this trend was sustained in the first three months of 2018.

In New Zealand, milk collection stabilised in 2017-18, after two years of decline due to lower milk prices and adverse weather conditions. Australia closed its production season in June and recorded a cumulated

year-on-year increase of 3.5 % in April 2018.

The US is the only major EU competitor that has seen sustained production growth since 2016. The US increased its selfsufficiency, imported significantly less in the first four months of 2018 and gained market shares on the global market.

In Argentina, poor weather at the end of 2017 put some pressure on cows and reduced production growth. But productivity increased in the first quarter of 2018, and production in June-March was 4.5% higher than in the same period in 2017.

Focus on rising biodiesel imports

Over the past year, the EU market has seen a significant increase in imports of Fatty Acid Methyl Esters (FAME) products used as blending fuel for diesel cars.

Much of this increase in biodiesel imports has come from Argentina and, to a lesser extent, from Indonesia. Unlike UK biodiesel, Argentinian biodiesel is produced from soya oil while Indonesian biodiesel is based on palm oil.

The increase in imports follows the EU General Court’s judgments on EU antidumping duties imposed on imports of Argentinian and Indonesian biodiesel. The duties were introduced in 2013 and triggered a quick decline of Argentinian and Indonesian exports to the EU.

These duties were challenged as being inconsistent with WTO rules and the court annulled them in September 2016. In January 2018, the European Commission announced that it was dropping an appeal against the court’s decision.

Instead, in May 2018, the commission declared the reopening of its anti-dumping investigation against imports of Argentinian

and Indonesian biodiesel.

Argentina and Indonesia had targeted their biodiesel exports of biodiesel mainly to the USA since 2013 – the destination of around 90% of those exports in 2016. Together with Canada, they accounted for almost 70% of US imports of FAME biodiesel in the last five years.

But the two countries switched their attention to the EU after the US government introduced anti-subsidy duties on biodiesel imports from Argentina and Indonesia in August 2017.

In October 2017, the US Trump administration raised the duties for Argentinian imports. And in February 2018, it added anti-dumping duties, rendering imports from Argentina and Indonesia economically prohibitive.

Argentinian and Indonesian biodiesel exports to the US fell sharply and were instead redirected to the EU. Argentina’s exports to the EU went from zero to 0.9m tonnes in the year to April 2018 and Indonesia’s increased from 20,000 tonnes to almost 90,000 tonnes.

PERFORMANCE

This covers gross margins and then explores overheads in detail too – this is the major difference between farm accounts. Over half of all farms in the UK are diversified, some with huge success, but for others it is a distraction to the core farm business.

The Pocketbook provides ideas on making broader and more successful use of farm resources in this way. This enhances farm profitability and may also protect farms from possible undesired Brexit outcomes.

The outlook for 2019 is mixed, with some sectors – mostly on the arable side – looking brighter than for 2018. But for other sectors it is looking more challenging. While this

can change very quickly in either direction, it reminds us of the volatility of commodity markets and therefore how carefully such businesses need to be managed.

It is also notable that even where output values are seen rising, costs are often rising at a faster rate, putting additional pressure on the farm profitability. Tools like the John Nix Pocketbook are ever more necessary for profitable farm management, as the book’s foreword explains.

Online calculator helps farmers prepare for life after Brexit

Growers and livestock producers are being urged to use a range of AHDB online tools to help future-proof their farm business.

Anew online calculator has been launched for farmers to see for the first time how they may be affected by a range of potential Brexit scenarios.

With the UK due to leave the European Union on 29 March 2019, the calculator is part of a wider suite of business tools

and livestock producers review their farm performance.

The Brexit Impact Calculator allows individuals to input their own data and see what effects the different Brexit scenarios might have on their business. Users may adjust the data inputted to see how adjusting enterprise performance can make their business more resilient (see box).

AHDB chief strategy officer Tom Hind said: “Tremendous uncertainty still surrounds the outcome of Brexit negotiations. Nonetheless, we believe it’s important that

Mr Hind said: “Feedback from farmers and growers has indicated that many are unsure how the different scenarios might affect them, so we have now produced tools to help them better understand what Brexit could mean for their bottom line.”

Developed especially for farmers, the online toolkit also features a resilience check list which uses questions to identify areas of the business producers may benefit from additional attention to ensure it is sustainable after Brexit.

Three possible scenarios

The online calculator generates forecasts based on the consequences of three possible Brexit scenarios.

Scenario 1

Full and comprehensive free-trade agreement with the EU. Support payments stay at the current level.

Scenario 2

No free-trade agreement with the EU but the UK unilaterally lowers all agricultural tariffs to zero. Level of support reduced by 50% and permanent labour costs rise.

Scenario 3

No free-trade agreement with EU and the UK adopts current EU tariff levels on all agricultural trade. Level of support reduced by 75%. Permanent and casual labour costs rise.

The five key topics

Review of farm business

Farmers who haven’t done so should scrutinise business objectives and operations. Producers should have a plan and everyone in the business should know what they are working towards. Employers should also know how to get the most from their staff and team.

An AHDB strategy setting seminar is available to take farmers through some of the risks faced by businesses and how they might be mitigated. It will also help users set a vision and strategy for the future to get the most out of the farm business.

A risk register template can be used to highlight risks facing the farm business – and how they might be addressed. A plan can then be drawn up and discussed to ensure everyone understands the importance of working together to reduce or mitigate these risks.

Profit and performance

Financial management and planning is vital – calculating the relative cost of feeds and crop storage to full financial projections. The AHDB FarmBench tool enables users to compare full costs of production to improve profitability and remain competitive.

Costs can be split across beef, sheep, potato and arable enterprises, with dairy and sugar beet coming online in autumn 2018. Data can then be compared in a safe, secure environment at AHDB onfarm group meetings.

Similarly, a Cost Benefit Analysis (CBA) tool will encourage rational investment decisions and provide a framework for evaluating investment projects. Accompanying the tool is a short presentation offering further information regarding resources.

GM crop ruling shows why EU laws are wholly inadequate

The European Court of Justice has made an important ruling on genetically modified crops. Since 2003, new crop varieties produced by genetic modification have had to be assessed for their risks to the environment and human and animal health before they can be farmed in the European Union.

The court has now decided that genetic modification includes any technique that induces genetic changes “in a way that does not occur naturally”. This includes new genome editing techniques such as CRISPR/ Cas9, but also approaches that have been used in plant breeding since the 1960s.

Some scientists have criticised the court for “shutting the door” on new technologies that could benefit human health and the environment. This is certainly a concern. The ruling will discourage the use of genome editing that could bring significant environmental benefits by making it more expensive for such such crops to clear the necessary regulatory processes.

New crop varieties

Every new crop variety is genetically different from its predecessors. A lot of genetic variation can arise naturally from errors in DNA copying, mutations caused by environmental factors, cross breeding with wild relatives, viruses and many other sources. All this variation is excluded from the EU definition of GM.

To increase genetic diversity and generally speed things up, scientists can induce mutations deliberately. Random mutagenesis – purposefully encouraging genetic mutations, for example with radiation – has been used on crops since the 1960s.

Focusing on how a new crop is produced

It has since become possible to add specific new genes, sourced from the same or different species. And, even more recently, genome editing techniques have been developed that allow scientists to alter selected existing genes.

who were worried about the impact of herbicide resistant crops argued they should be regulated regardless of how they were developed.

This seems to me entirely reasonable. There are of plenty of arguments and counterarguments about the risks and

herbicide resistant crops produced through conventional breeding can be used freely, while crops produced using newer approaches must be subjected to intense scrutiny.

crops will have to be extensively assessed for their environmental and health impacts. But herbicide resistant crops produced by traditional methods, which raise identical concerns, will remain exempt from these regulations.

Natural’s not in it

This highlights the central problem with the EU regulations on new crop varieties. Anything that could occur naturally is exempt from scrutiny. Yet drawing a line between the natural and artificial is difficult to say the least.

After thousands of years of careful human intervention, most “natural” crops look nothing like their wild ancestor. They have many characteristics that mean they would not last more than a few generations if they had to compete in the wild.

One of the reasons we have spent so long breeding them is that many natural plants carry serious risks. Very few people

would say to their children: “Go into the woods and eat anything you can find. It’s all natural so it must be good for you.”

The distinction between natural and artificial is both contrived and not relevant when it comes to environmental and health impact assessment.

We should assess new crop varieties on the traits they are supposed to deliver, not on how those traits were introduced. The system needs to be proportional and risk-based. This should of course include consideration of the unintended effects of whatever genetic improvement process was used.

Instead we spend years debating whether or not a new technique counts as genetic modification or not. That this is even a relevant question lays bare the flaws in our current approach.

Founded in 1993 by Richard Flach and Owen Le-Roy, together the partners have over 50 years experience in the crop drying and storage business. Their speciality is high quality drive -on flooring and box-store ventilation and conditioning systems. Based on the near-ambient drying method Flach & Le -Roy's drive-on floor drying system is fully automated, having fans and burners controlled via humidity sensors in the air duct and fan house.
