Looking forward to another year
Welcome to the 2018 edition of Farmer! – the annual directory for agriculture across East Anglia and the Midlands.
The start of 2018 follows an upbeat if somewhat uncertain year – at least in farming terms. The past 12 months have seen a recovery in a range of commodity prices, from wheat to dairy. Potatoes and lamb have been less buoyant but overall the mood is positive.
Many of these gains have been currency driven. Sterling continues to trade at a discount against the Euro and other major currencies following the UK’s decision to leave the European Union and farm output prices have benefited as a result.
That said, anyone seeking to make money out of agriculture should be mindful that currency movements have also had an impact on the other side of the balance sheet. Sterling’s tumble has also forced up the cost of farm inputs – especially those which are imported.
When financial accounts have been completed, some analysts believe they will show an average increase of almost 10% in farm input costs over the past year – eating into gains in the value of farm output. Fuel, in particular, is expensive.








It would be wrong to suggest that the industry is awash with cash but many bank accounts are healthier than they otherwise would have been. The value of farm support in terms of the basic payment – set in Euros but paid mostly in Pounds – has also increased.
When times are good, it is prudent to prepare for future uncertainties. The government has pledged to maintain farm support at existing levels until the end of the current parliament. If Theresa May’s minority government survives, that could take us to 2022 – three years after Brexit.
After that, who knows? This year will see the government introduce a new agriculture bill as it seeks to transfer EU farm legislation into UK law. It will then begin to unpick all the rules and regulations as it devises a new UK agricultural policy outside the auspices of the CAP.
All the while, crops must be grown and harvested, and livestock reared and finished. As well as analysing the prospects for the next 12 months, this directory contains a host of information and contacts that will help farm businesses do just that.

OUTLOOK
Political uncertainty clouds optimistic outlook for 2018
Half of all farmers expect their businesses to show either static of negative growth as 2018 beckons, with only 17% expecting high growth, suggests an agricultural insight survey conducted by accountancy group MHA.
The figures reflect a fall in the longer term “positivity index” which has fallen from nearly 70% to 49%. They also mark a decline in confidence since the beginning of 2017 when attitudes were more bullish with optimism at 60%.
At the start of 2017, optimism was attributed to weaker sterling pushing up prices for agricultural commodities. Although prices have held up subsequently, it appears that market and political uncertainty is starting to catch up with the sector.
MHA head of agriculture David Missen (pictured) said: “It looks very much as if uncertainties over Brexit and the economic position generally are starting to have an impact on farmers’ optimism for the future, despite the fact that commodity prices are higher than they were a year ago.
“The next few years could see some seismic changes in the industry as the whole future of support mechanisms is reviewed. Every business should be looking at succession, cash flow and efficiency with this in mind and fortunately the survey indicates that many are now doing just that.”
MHA conducts two surveys annually – one at the LAMMA machinery event in January and the other at the Cereals event in June. At event show, 100 farmers are interviewed and asked about their expected business performance over the coming 12 months.

events tend to be skewed towards the larger and more prosperous arable farms of the southeast, Mr Missen said the results probably under-represented feelings across the wider industry.
With cereal prices being some 40% higher than they were a year ago, largely on the back of currency fluctuations, pricing is less of an issue with only 33% of farmers seeing it as their main worry compared to 43% a year ago.
Cashflow – which may be another way of expressing low profitability – remains a challenge, however, with 32% seeing it as a key factor. Taken together these two areas still worry 65% of respondents, only slightly down from 69% last year.
Unsurprisingly, at a time when the wheat price was little more than the cost of production, pricing was the major worry with 43% citing it as their major concern, followed by cash coming second at 26%.
Other concerns such as funding machinery replacement, the availability of land and inheritance tax are still important issues, says Mr Missen. But while the longer term future may be brighter, short term financial issues remain at the top of the worry list.




COMMODITIES
Weaker pound makes farm exports more competitive
Commodity prices continue to remain relatively stable although UK producers will benefit from weaker sterling during 2017/18.
CEREALS
The global cereal harvest for 2017/2018 is expected to be substantial, though smaller than last year’s record. Total cereal production is forecast at 2,050m tonnes – about 3% below 2016/2017, based on estimates from the International Grains Council, the USDA and the United Nations.
But with high stock levels following two ample harvests, global markets are considered to be prepared for another plentiful harvest year. Stocks at the end of 2017/2018 are projected to fall only slightly compared to the current year.

World oilseed production in 2017/2018 is projected to rise further to 573mt, representing an additional 1% increase, thanks to a better outlook than last year for rapeseed and sunflower seed, although early forecasts suggest a 1-2% drop in soya bean production.


record crop. After adverse weather conditions and lower planting, a reduced amount is expected from key producers, including the US and Canada.
Drought in Ukraine has adversely affected some marginal areas of production, though the loss in output is not expected to be very large. Growing conditions in Russia – a major world producer – have been excellent, and a new bumper crop is expected.
PROTEIN CROPS
For protein crops – field peas, broad beans and lupins, the total area sown is expected to stabilise at about 1.8 million ha – the relatively high level it reached in 2016/2017. In terms of

production, the increase in area and the fact that yields are expected to be better than in 2016/2017 should result in a further rise to 4.9mt in output – a level unprecedented since 1999.
But further restrictions and forthcoming changes to the rules on the use of plant protection products in Ecological Focus Areas could impact on production, bearing in mind that other important policy tools (in particular coupled support) will stay in place.
SUGAR BEET
The crop harvested during 2017/2018 will be the first for five decades that will not face any type of market restrictions. As a result, the area drilled by growers across Europe has increased compared to 2016/2017.
Abolition of the EU quota regime on 30 September 2017 means that the quantitative WTO limit on subsidised exports of EU sugar will also disappear. This would lead to very low EU end-stocks of about 1mt, slightly below the stocks in place in early 2017/2018.
However, forecast production figures for 2017/2018 remained uncertain as Farmer! went to press in September 2017 due to the impact of autumn weather on sugar beet yields, sugar content and harvest conditions.
DAIRY
Milk prices continue to be supported by strong butter prices and good exports. The difference between the prices of butter and skimmed milk powder (SMP) has never been so great.
Production is expected to show a significant increase in Ireland, Poland and Italy – as well as the UK – once final figures for 2017 are tallied up. A further increase in milk output – so far projected at the medium-term annual growth rate of about +0.9% – is expected in 2018. With current prices and market opportunities, processors get the best returns from cheese processing. Cheese production is thus expected to show an increase of more than 2% in 2017 compared to the previous 12 months. Despite strong demand, EU butter production is expected to fall by 3% owing to the reduction in milk fat content and because better returns can be obtained from cheese and whey processing than from butter and skimmed milk powder (SMP).
Yields are currently forecast at 73.4t/ha or 3.8% above the five-year average.
BEEF
There is still considerable potential for beef production at EU level. Restructuring of the dairy sector will continue, but the first signs of a slowdown in some EU countries is already being seen. After four consecutive years of moderate increases, a 1.4% fall in production is expected in 2018. The level of decline is still uncertain, as it is hard to predict the exact timing and pace of change. drivers in the medium term.
PORK
European pigmeat production fell by 1.4% in volume during the first quarter of 2017. This happened in all the main producing countries apart from the Netherlands and Spain, where production rose.
On the back of this decline, some farms increased production in response to high prices, resulting in total annual EU pigmeat production of an estimated 23.4mt for 2017 – a slight drop of 0.6% compared to 2016 –which is expected to stabilise in 2018.
POULTRY
Poultry production is expected to grow by 0.8% in 2018 – slower than the 1.7% in European output during 2017, in a context of strong competition and export restrictions on countries affected by avian influenza.
SHEEP MEAT
Thanks to the weaker pound, the UK is becoming more competitive when it comes to sheepmeat exports on the international market, contributing to an expected 60% increase in shipments out of the European Union by the end of 2017.

Focus on UK-EU trade in animal products
Trade between the UK and other EU members has grown steadily over the last few decades – hence the importance of securing a satisfactory trade deal postBrexit.
The UK is a significant net importer of beef, pigmeat and poultry meat from the EU-27, mainly from the Netherlands, Ireland, Poland, Germany and Denmark. By contrast, the UK is a net exporter of sheepmeat to the EU-27.
EU exports to the UK include fresh, salted and prepared pigmeat with a price premium of nearly 20%. Similarly, the price of poultry meat exported to the UK is almost three times the average price of poultry exports to the rest of the world.
The EU-27 imports only fresh and chilled sheepmeat from the UK, while most imports from the rest of the world are frozen. Nevertheless, the average price of the sheepmeat imported from the UK is cheaper and involves whole carcasses, while only the best cuts travel from Oceania to Europe.
The UK is also an important partner of the EU-27 for live animals, breeding animals included. In the last three years, more than 500,000 pigs were exported yearly to the UK. These were mainly fattened pigs, but piglets were also included.
In the dairy sector, the UK is a major importer of cheese from Ireland, France and Germany. The UK supplies liquid milk to Ireland. The main EU-27 cheese exports to the UK are fresh cheese (25% of 2016 exports), cheddar (20%) and fresh mozzarella (15%).
Shipments from the UK to the rest of Europe are similar – including 40% of cheddar and 14% of mozzarella). The average price of cheese exports to the UK is also lower, mainly because of the different mix of products.

Brexit lessons from Britain’s 19th-century push for free trade

As Britain prepares to enter what has been widely described as the most complex negotiations in recent history, politicians and civil servants dealing with Brexit can look to the 19th century for inspiration when it comes to securing the best trade deal for the country.
Britain went through a similar process of reshaping its relationship with the world when it repealed the controversial Corn Laws and embraced the idea of free trade in 1846.
It’s a comparison that pro-Brexit economists have been eager to make, as it greatly benefited the UK economy at the time. But a closer look shows that the pursuit of the principle of global free trade is often tempered by compromise and political pragmatism.
The Corn Laws imposed tariffs and restrictions on grain imports between 1815 and 1846. This favoured domestic producers and kept grain prices (and the cost of living) high for the British public.
Common Agricultural Policy is similar. CAP subsidises agricultural production for EU member states, ensuring artificially high prices. Ending CAP and switching to free trade, it is held, will therefore benefit British people by lowering food prices, ending subsidies and allowing the import of world produce at lower market prices.
History lessons
To some extent, this is what happened after 1846, as Britain entered a period of relative affluence for most. But more dramatically, when the UK left the protectionist embrace of the Corn Laws, it set a radically new path by becoming the first major economy to adopt unilateral global free trade.

This meant adopting customs duties for revenue only and abandoning any tariffs, which offered reciprocal benefits to individual nations – even to the extent of removing the preference given to imports of Canadian wheat in 1843.
In effect, the policy was one of no trade deals. It relied on unconditionally free imports and market advantage, rather than privileged access to ensure the continued prosperity of British exports.
Britain vastly simplified its tariffs and by 1860 only a small number of revenue-raising import duties survived.

based on the gradual extension of reciprocity treaties.
Britain abandoned policies of imperial preference which had since the 17th century offered economic advantages to the colonies. The Navigation Acts, which were designed to benefit the British shipping industry, would also go in 1849.
For those most directly concerned in the trade regime – the politicians and officials at the Board of Trade – the appeal of unilateralism lay in ending decades of frustrating negotiations, which had been time-consuming and largely fruitless.
This should give today’s negotiators pause for thought as they attempt to secure a trade deal within two years with the remaining 27 EU member states. And for them, the lack of a trade deal would not result in Britain unilaterally adopting free trade, but WTO tariffs as the easiest alternative. This would leave consumers in the UK and EU facing duties ranging from 4% to 32%.
Mixed results
Britain was the world’s foremost trading nation in 1846 so the case for unilateralism was bolstered by the belief that other nations
would follow its example and bring about free trade across the globe. And there was some evidence to support this.
The Walker Tariff of 1846, introduced by US President James Polk, lowered US tariff rates in anticipation of the repeal of the Corn Laws.
But, except in a few smaller nations, the political risks of free trade after the 1848 revolutions (involving disgruntled workers and uncompetitive manufacturers) deterred statesmen from decisive change.
Some, schooled in the protectionist thinking of German economist Friedrich List, believed that “Perfidious Albion” –treacherous Britain – merely propagated free trade in its own self-interest. Therefore, only in the wake of a war scare between Britain and France in 1859 was the French emperor, Napoleon III, persuaded that free trade was a way to bolster peace as well as growth in a sluggish French economy.
This ultimately led to a return to the negotiating table. In what opened the floodgates to commercial treaty-making, the British liberal politician, Richard Cobden set out to negotiate a new trade deal with France, the leading continental economic power, in the autumn of 1859.







Brexit
Much to Cobden’s dismay, what he thought would take a matter of weeks, took over a year. It involved the intimate arrangement of what was by comparison with today a limited range of goods (and no services or non-tariff barriers to deal with).
Nonetheless, the AngloFrench Commercial Treaty of 1860 proved successful. A slew of bilateral, commercial treaties followed suit in the 1860s between European powers, helping to integrate the European economy and create what has been hailed as the “first common market”. Ironically, it was these

>> treaties, rather than unilateral free trade, that brought Britain closest to its ideal of the 1840s – leading a tarifffree Europe and boosting British prosperity by global free trade.
Britain in the 1860s therefore entered the European system of treaties in pursuit of the global free trade ideals her statesmen had outlined in the 1840s. Paradoxically, today it prepares to leave Europe, purportedly in a similar pursuit of global free trade, deal or no deal.

Greater farm profits expected in 2018
The outlook for UK farm profitability in 2018 is brighter than it has been for some years, suggest forecasts in the new John Nix Pocketbook for Farm Management. Returns for most farming sectors will climb to their highest levels for four years, according to budget figures in the 2018 Pocketbook edition – including an average gross margin for feed wheat of £744/ha (£300/acre), up 12% on 2017. This is based on a feed wheat price of £140 per tonne which is roughly where November 2018 ex-farm prices currently sit. Winter oilseed rape is also at a high of £662/ha using 3.5t/ha, the highest margin since 2014.
In the livestock sector, the outlook is equally positive, with dairy budgets up above the 2016 and 2017 years with allyear-round calving herds averaging a gross margin of over £1,000 per cow, levels not seen since 2015.
For beef, autumn lowland suckler herds are seen generating £200 per cow head, again figures not achieved for many years. Sheep gross margins return a strong set of results from lowland and upland lambing as well as rearing and finishing.
These figures are for the “average” farmer, says author Graham Redman. Most farmers using the Pocketbook tend to be above average performers, so may want to use the “high” performance figures for their own comparative calculations, adding to the gross margins.
Indeed, the changes to overheads for 2018 are relatively minor, suggesting that the overall outlook for profit next year is greater than for 2016 or 2017. But Mr Redman says the need to keep a tight rein on costs remains as important as ever.
That’s because 2018 might be the last year of trading in a completely open market with the EU – our largest customer. Although the impact so far has been positive for farming, with the weak pound pushing up farm output values, economics might be quite different post-Brexit.

What next for Britain’s family farmers?
The biggest uncertainty faced by British farmers used to be the weather. Now it is the impact of Brexit on UK agriculture, says Johann Tasker
Britain’s family farmers are among those likely to be most affected by Brexit: UK agriculture receives some £3 billion a year in farm support from Brussels – amounting to 60% of the annual income for some growers and livestock producers.
With Brexit, all that will change – if not immediately, then certainly later. The government has promised to maintain farm support at current levels until 2022. After that date, Defra minister George Eustice wants farmers to “move away from the notion of subsidies”.
As with so much about Brexit, no one knows what this will entail. More than a year has now passed since the EU referendum –12 months which have seen repeated calls from farm leaders for the government to “end the uncertainty” and say what the future holds for the sector.
True, the Queen’s Speech in 2017 contained government plans for an Agriculture Bill pledging to put in place an “effective system” to “provide stability” to farmers and protect the natural environment after the UK leaves the European Union. But that was about all it said.
The biggest unknown faced by farmers used to be the weather. Now it is Brexit. Farming success or failure once hinged on
whether it would rain or shine – and in what quantities. Now it depends on the sort of Brexit deal a weakened government can negotiate with Brussels.
Confidence
For many growers and livestock producers, the situation is increasingly worrying. Agriculture is a long term business: crop rotations and livestock breeding programmes are often planned years in advance. At the moment, that is impossible to do with confidence.
So what will this post-Brexit world look like? One thing is certain, farmers will have to do more in return for taxpayers’ money. The government is keen that post-Brexit farm support has wider public benefits rather than

simply being a handout to landowners.
Instead of income support or an annual direct payment to farmers, Mr Eustice wants to see farmers rewarded for improving productivity or delivering ecosystem services – paid to those producers who make a conscious effort to improve the environment and help wildlife.

Support for hill farmers, for example, focusing on upland management –planting trees to mitigate flood risk further downstream, perhaps, or looking after nationally important habitats such as mountain heaths, blanket bogs and calcareous grassland.
Improvements
In terms of food production itself, support is likely to focus on capital grants and other financial incentives for on-farm improvements. The aim would be to boost productivity by encouraging farmers to invest in new buildings and other infrastructure.
At the same time, a system of crop insurance – facilitated by the government and funded at least in part by growers – would help cushion the impact of bad weather on harvest yields. Similar schemes already exist in other countries, including Canada and Australia.
Mr Eustice is also keen to reward livestock producers who improve animal welfare. Farmers who go above and beyond legal requirements when looking after their
animals could expect to receive additional payments – although it remains to be seen what this would involve.
Trade
How much will all this worth? That depends on how much the government is willing to spend – and how much it values agriculture. It also depends on the eventual trade deal –if any – agreed between the EU and UK.
The EU is the UK’s biggest food export market. Farm leaders have already warned that “free and fictionless” access to the EU single market is vital for UK agriculture to thrive. Failure to secure a satsfactory deal could see prohibitive tariffs imposed on UK food exports.
In 2015, over 95% of UK sheep meat exports – worth almost £300m – went to other EU countries. France is the main destination, accounting for 45-55% of all trade, according to the UK’s Agriculture and Horticulture Development Board.
Without a trade deal, fresh or chilled lamb carcases exports could be subject to a 46% export tariff, making it difficult for UK farmers to compete in overseas markets.

At 84%, the export tariff on fresh or chilled beef carcases is even higher.
Labour
Then there is the question of overseas labour. UK farmers rely heavily on seasonal migrant workers, especially at peak times such as harvest. More than 75,000 EU workers are currently employed in UK horticulture –doing jobs that British workers are reluctant to undertake.
Recruiting overseas workers has become harder since the referendum. Earlier this summer, an NFU survey reported a 17% drop in the number of seasonal workers coming to work on British farms – leaving some businesses critically short of people to harvest fruit and vegetables.
Many of these overseas workers have stayed away because the slump in Sterling’s value since the referendum means they earn less in the UK. Others are staying away because – rightly or wrongly – they no longer feel welcome in Brexit Britain.
The government says it is monitoring the situation closely. So far, however, it has refused to heed NFU calls for the introduction of a seasonal migrant workers scheme which would allow overseas workers to enter the UK on fixed-term contracts postBrexit.
Winners and losers
This might all seem unduly downbeat and pessimistic to Brexit supporters. And it is is perhaps true that leaving the EU could
bring benefits for agriculture – heralding the advent of a dynamic farming sector that has been hamstrung by so much European redtape for the past 40 years.
It is also perhaps true that hill farmers could gain from Brexit. Farming in some of our most environmentally sensitive and cherished landscapes, they are well-placed to deliver public benefits – so long as the government keeps its side of the bargain and rewards them for doing so.
Big arable farms are also better-placed than most. They have the economies of scale needed to produce food at competitive prices, grain can more easily be stored than meat or milk and growers use the futures markets to their advantage when cereal prices are in their favour.
The losers are likely to be the smaller farmers who fall between these two extremes. They are agriculture’s equivalent of Ed Miliband’s “Squeezed Middle” – the same sector of the population referred to as “just about managing”, or Jams, by Theresa May.
Precarious position
These farmers are in a precarious position – and least well-placed to adapt to Brexit. Reliant largely on direct payments for the bulk of their income, they don’t farm in the uplands and they lack the economies of scale to make a living from the open market.
Smaller farms located away from large urban areas have limited opportunities to improve their incomes by cutting out the middle man and selling what they produce direct to the public at a farmers’ market or through a farm shop.
These farms also have limited opportunities to diversify into tourism, because they will most likely be located outside our National Parks, Areas of Outstanding Natural Beauty or other sought-after and popular rural destinations.
These farmers face a stark choice: they must either get a job off the farm to replace the income they will lose from Brexit – or get out of agriculture altogether. Yes, leaving the EU could result in a leaner and fitter farming sector – but some people won’t be able to make that change.
