Welcome to FARMER!

Welcome to Farmer! 2017 – the annual directory for agriculture and a new publication for farmers across East Anglia and the Midlands.

At the start of 2017, growers and livestock producers stand on the brink of the biggest change for more than a generation. As an industry, agriculture will arguably be more affected than any other sector of the economy when it comes to leaving the EU.

For the moment, little has changed since the UK referendum in June 2016. The formal process of leaving the EU has yet to begin. And when it does, any change will be gradual rather than immediate, with negotiations taking at least two years.

But it is certain that agriculture will change – and drastically over time. After 40 years of the CAP, Brexit is an opportunity for the government to forge its own policies for the sector – and it is important that farm leaders strive to ensure that the industry receives a fair deal.

Free from Brussels, the government could lay the foundations for a modern and dynamic agricultural sector that is able to thrive. But there is also the threat that the government could pull the rug from under farming’s feet, leaving the sector to fend for itself.

All the while, life goes on. Commodity markets at the start of 2017 remain challenging – although there are tentative signs of recovery. Grain markets felt some uplift following the fall in the value of sterling after the EU referendum. And milk markets continue to recover too.

One thing is certain though: farmers are resourceful – especially during uncertain times. As well as analysing the prospects for the next 12 months, this directory contains a host of information and contacts that will help farm businesses thrive.

Weaker sterling helps boost prospects for agriculture

Afall in the value of sterling has helped to improve the outlook for agriculture ahead of 2017, with commodity prices improving in recent months.

With little or no business growth anticipated during the first six months of the year, securing better prices remains the key concern for most farmers, suggests a survey conducted by a UK-wide association of accountancy firms specialising in agriculture.

Most survey respondents (51%) foresaw no growth at all, with less than 25% anticipating low growth, according to the study, which was conducted by MHA – the national association of independent accountancy practices.

The survey of more than 100 growers was undertaken before harvest 2016. Growers were asked for their views on the coming 12 months. Pricing was cited by 43% of respondents as their major concern, followed by cash flow (26%).

Other concerns such as funding, the availability of land and inheritance tax are still important issues, but clearly the financial issue is the big one, representing the biggest headache for more than two thirds of those attending the 2016 Cereals event.

David Missen, head of the MHA agricultural sector, said the survey findings reflected a combination of poor prices and poor weather with correspondingly poor yields – and uncertainty about the impact of Brexit.

But Mr Missen said good weather in July and August together with currency movement post referendum had certainly helped to improve matters with a more positive outlook for agriculture since the survey was undertaken.

The survey also highlighted succession planning as an increasingly important issue on many family farms. Deciding how best to hand on the farm business was a challenge for some families but finding a way forward was crucial to avoid misunderstandings, said Mr Missen.

When asked the specific question

“How much of a concern is succession planning?” over half felt at least some or great concern with a further 23% being at least slightly concerned. Putting it another way, only 27% were sufficiently confident about their succession that it was of no concern at all.

“Aside from the usual uncertainties as to the abilities of the next generation and the balancing of succession and fairness within the family which always bedevil this issue, the pricing and profitability factors probably have some bearing here.”

Tentative market recovery but focus remains on costs

Commodity markets will show some signs of recovery during the coming year, suggests the latest short-term outlook for EU arable crops, dairy and meat markets in 2016-2017. But farmgate prices will remain challenging for many farmers, prompting a renewed focus on production costs.

CErEAls

Despite a challenging harvest in the UK, the prospects of a good harvest globally makes it likely that cereal prices will remain at similar low levels during most of the 2016/2017 marketing year, according to forecasts by EU analysts.

Thanks to ample supply, world and EU cereal prices remained at low levels during the 2015/2016 marketing year. Compared to the previous marketing year, soft wheat and barley prices have been lower by almost 10%, supporting EU exports on the world market.

All sources for world cereals projections – including the International Grains Council, USDA and the United Nations – foresee a 0.5-1.8% increase in world production during in 2016/2017, with a chance that the global harvest equals the record year of 2014/2015.

Wheat projections for 2016/2017 range from 722-731m tonnes – well above historical average. The barley world harvest is

thus partly compensating the threats of strongly reduced Chinese imports.

Given the context of a relatively low crude oil price – and with world stock-to-use ratio anticipated to increase in 2016/2017 from 23% to 24% at the end of the 2015/2016 marketing year – oilseed prices are expected to remain low in the coming 12 months. Global oilseed production for the 2016/2017 marketing year is projected at 534m tonnes, slightly below the 2014/2015 record of 537m tonnes (USDA), principally thanks to an average harvest in Brazil, which is a major producer.

PrOTEIN CrOPs

The EU year-on-year area of protein crops increased by a massive 59% during 2015/2016 – some 50% higher than the five year average – largely due to the introduction of Ecological Focus Areas and voluntary coupled support for nitrogen fixing crops under the reformed CAP. Production has reached levels unprecedented since 2004/2005 – although still well below those seen during the 1990s. But a consolidation of this increase is expected for the coming marketing year with a further increase of broad beans area (+3.5%) rather than field peas (-1.3%).

The market for dairy products continues to recover – but the gradual rebound following a 24-month slump is yet to be fully reflected in price rises for milk producers.

In addition, the gap remains huge between prices received by those farmers supplying processors engaged in speciality cheese production, those with supermarket aligned contracts, those paid at A and B price and those selling on the spot market.

That said, the market appears to be coming back into farmers’ favour. In the fresh dairy market, further stabilisation is expected during 2017 following an estimated 30% increase in EU exports in

in the Baltic States, is based on estimates and still to be confirmed. With lower yields expected than last year, the production would be slightly declining by 6%, but remain 38% above average.

BEEF

Beef production is expected to slightly increase in 2017 following a 2.2% rise in EU output during 2016. Imports are expected to increase by 2% during the next 12 months following a 4% in rise in 2016.

One contributing factor is the continued restructuring of the EU dairy sector, with

2016, much of it to China, which helped offset a declining trend in consumption.

Large amounts of skimmed milk powder (SMP) remain in stock, having reached 337,000 tonnes, the equivalent of 2.6m tonnes of milk by mid June. In 2017, SMP production would need to drop by 8% to keep the market balance. This looks feasible under the current outlook.

Per capita butter consumption is expected to continue rising during 2017, albeit it at a slower rate than the 2% annual growth seen in 2016. Meanwhile, a potential further 1.2% increase in cheese production is forecast, mainly driven by domestic use amid export growth slowing to 2%.

Per capita consumption of pigmeat is expected to stabilise in 2017 following a 1.6% decrease in 2016 due to higher prices and favourable export prices. This in itself came after EU consumption reached 32.5kg per capita in 2015, almost 1kg up compared to 2014.

is expected to remain in place throughout 2017. That said, exports to other countries have been buoyant, with pigmeat shipments reaching a record level of 2.4m tonnes during 2016 – a year-on-year rise of 18% thanks largely to China.

POUlTrY

Growth during 2016 is expected to continue into 2017 – but at a slower pace compared to 2015 when EU poultry meat consumption increased to 22.9kg per capita. For the first time in recent years, beef consumption is expected to grow faster than poultry.

sHEEP MEAT

Net production of sheep and goat meat is expected to stabilise in 2017 following a 2% increase over the previous 12 months. Despite the UK being a major producer, sheep meat accounts for just 2.5% of EU meat consumption at a steady 1.9kg per capita.

This analysis is based on the Short-term Outlook for Arable Crops, Meat & Dairy Markets in the EU for 2016-2017 (No. 15), published by the Directorate-General for Agriculture and Rural Development of the European Commission. Focus on sugar beet –the last quota year

In 12 months, sugar has gone from a world of plenty to a production deficit. EU and world sugar prices are expected to continue their recovery as stocks decline, with British Sugar seeking more growers – or at least an increase in beet production – for 2017.

EU sugar beet production in 2016/2017 is estimated to be 5% above last year, at 107m tonnes. Sugar beet sowings have been conservative, with a 2.4 % increase in area compared to 2015/2016 but a 7% decline compared to the five year average.

Yields so far are estimated to be 1% above the five year average although projected performance differs significantly between EU member states.

Below average white sugar production will further limit availability on the EU sugar market. The expected effect is likely to be twofold: EU white sugar prices are set to further increase and imports will likely increase. Imports are expected to be around 3.5m tonnes Brussels says special measures could be required to increase sugar imports. Nevertheless, end stocks would be very low at 0.4m tonnes. This level could be higher, if EU exports are considerably below the WTO export limit, which will apply for a final 12 months before ending in 2017.

Brexit is an opportunity to forge 21st century farm policy

The government faces three main choices as it prepares to design a new British agricultural policy to replace the CAP, says economist Dieter Helm.

Brexit provides a unique opportunity for the government to “reset” farming policy, says Oxford University professor Dieter Helm. “Under the CAP policy, it has been expensive and often perverse in its impacts. Few can be impressed by the net result.”

Professor Helm says the CAP has resulted in high costs to consumers, inefficient land use, subsidies for land ownership and serious environmental damage. “The CAP has seriously damaged Britain’s natural capital, and in consequence reduced economic growth,” he adds.

“Without significant reform there is little chance of achieving the government’s objective – and manifesto commitment – to enhance the natural environment over the 25-year plan period, for the benefit of future generations.”

OPTION ONE

Food security and self-sufficiency

The NFU argues removal of the income payments would undermine the competitiveness of British agriculture, says Prof Helm. This is because other remaining EU countries will continue to be subsidised by the CAP and hence British agriculture will be unable to compete.

The NFU also argues that British farmers need to be protected from lower animal welfare and transparency rules in the rest of the world. The union further argues that the overall objective of UK agricultural policy should be more food security and selfsufficiency.

Prof Helm says that the “level playing field” argument has considerable merit – but not in respect of Pillar One payments. This is because direct payments are unrelated to production. Removing these payments would reduce land prices but make no difference to the “playing field”.

When it comes to food security, Prof Helm says arguing for more self sufficiency goes against the grain of agricultural history, which is one of trade. Besides, modern warfare technologies make a food siege of Britain, and the threat of starvation, highly unlikely, he adds.

OPTION TWO

m oving towards environmental subsidies

A second option, preferred by environmental campaigners, is to shift the emphasis from income support to environmental subsidies. This case recognises that there is no justification for direct payments, yet does not challenge the overall level of subsidies.

But Prof Helm says the case for continued environmental subsidies to agriculture – so-called Pillar Two payments –is also questionable. Pillar Two payments are designed to protect land from the pollution and destruction that would otherwise take place, he says.

“An obvious question to raise is why this damage is allowed to take place? In any other industry, polluters pay, rather than the polluted. In any other industry, such damage would be subject to regulatory restraints and pollution taxes. In farming, it is the other way around.”

Transferring money out of Pillar One would be a good idea because income support payments are inefficient, says Prof Helm. But simply expanding the environmental pot would not necessarily produce the desired effect without an enormous regulatory burden.

OPTION THrEE

Public money for public goods

The third option is to do away with all existing subsidies, says Prof Helm, instead concentrating any spending on directly purchasing the public goods that public money is paying for. This would help determine how the “natural capital” embedded in the landscape could be enhanced.

“There are already public bodies responsible for managing parts of the land, and trusts and other bodies too. Why should money be channelled generally only to farmers when it could go directly to those charged with providing and enhancing public goods, which would include some farmers.”

Prof Helm suggests farmers and other land managers, including voluntary groups, would be asked to bid for contracts where it is deemed that specific environmental work should be carried out. A similar approach is already taken for many other public goods paid for by public monies, he says.

“Contractors, including farmers, could then bid for these contracts, and the income that goes with them,” says Prof Helm. “Where farmers are well placed to improve the natural environment, they will gain the specific contracts.”

Brexit

Prof Helm suggests there are three main ways of devising a post-Brexit farming policy (see options p12-13).

The first is to stay with the existing framework, but to modify it to further promote more food security and self sufficiency. This is the NFU’s preferred option.

The second option – preferred by some environmental campaigners – is to maintain subsidy levels but move them from direct payments towards environmental support.

But Prof Helm’s favoured third option is to end subsidies completely and pay for public goods directly.

Introducing such a system would require the gradual removal of Pillar One and Pillar Two support. It would also require a workable transition, says Prof Helm –without creating upheaval, uncertainty and unintended consequences, especially for smaller family farmers.

“There is no good general case for subsidising farmers, especially for simply owning land. There is also no good general case for subsidising polluters, rather than taxing and regulating pollution. In the long run, farmers should – like any other industry –operate without subsidies.”

Landowners would take a hit, acknowledges Prof Helm, but the grain heartlands of East Anglia would carry on much as they do now. But he suggests it would be possible to protect smaller, marginal and typically upland farmers.

“Agriculture can deliver much more public benefit for much lower public costs. To carry on roughly as at present with what might be called a British CAP would be to carry on damaging the natural capital, perpetuate high food prices, and continue to damage developing countries.”

New edition marks 50 years of John Nix Pocketbook

An early assessment of Brexit’s impact on agriculture is included in the newly published John Nix Farm Management Pocketbook – which is celebrating its 50th year.

Pocketbook creator Prof Nix says: “I thought the UK’s accession into the Common Market in 1973 would be the most seismic shock on agriculture in my lifetime but it looks like its forthcoming reversal might be greater, depending on the political outcome.”

Having fallen over the past two years, variable costs for agriculture are expected to decline further into 2017. Costs for wheat, oilseed rape, milk and lambs, have all fallen for two consecutive years – mainly due to lower fertiliser prices.

The Pocketbook includes new additions for 2017: Arable gross margins are now detailed to explain the input calculations on the same page, making for easier analysis. This includes a breakdown of seed cost calculations, fertiliser application rates and individual spray category costs.

The dairy section incorporates an analysis of once-a-day and three-timesa-day milking systems for the first time. This reflects the rising interest to push the dairy and forage systems both to improve output where possible and for lifestyle reasons.

Arable and dairy gross margins now also include a margin per unit of output summary too – reflecting the detailed benchmarking work that top farmers are now undertaking per unit of output to push their performance to ever greater levels.

Use 2017 to prepare your business for Brexit

Growers and livestock producers should use 2017 to look for business opportunities as the UK prepares to leave the European Union, says farm consultant Graham Redman.

Farmers should plan and prepare for the future, while remaining flexible to create opportunities when the market openings appear, says Graham Redman, of Andersons farm business consultants and author of the 2017 John Nix Pocketbook.

Sometimes, budgeting and farm planning in highly uncertain conditions seems pointless, but it creates a structure, a set of aspirations and requires a formal thought process to achieve, all of which add to more profitable farming.

Common Agricultural Policy (CAP) is a founding pillar of the European ‘project’ and has shaped UK agriculture since the UK joined the then EEC in 1973.

“The Single Market has influenced trading patterns in farm goods and employment markets,” says Mr Redman. “There is vast uncertainty, and we cannot yet answer all the questions that arise. But the key issues and the potential outcomes can be examined.”

The precise timing of the UK’s exit from the EU will depend on the progress of the negotiations. A date anywhere from early 2018 to the end of 2020 seems most likely.

“The reason many farmers voted for Brexit was that the burden of red-tape had become too great.”

It is worth remembering that change brings opportunity, says Mr Redman. “As individuals and as an industry we should look for these opportunities to capitalise on the winds of change by building windmills, and not shelters.

“The decision to separate from the EU has already had a substantial impact on the value of sterling, meaning the value of many commodities has already moved significantly. Input prices tend to react to currency movements in a slower manner, and so we might see these filtering through into 2017.”

Brexit could well affect farming more than most sectors of the economy. The

But until the actual date of exit, the UK remains fully part of the EU and farmers remain subject to the CAP.

At the moment, the CAP provides significant funds for UK farming. This includes not only the annual basic payment and its predecessors, but also encompasses rural development funds that pay for agrienvironmental schemes.

Outside the EU, a British Agricultural Policy would be required. “During the referendum campaign the Brexiteers promised direct payments would be kept at current levels. This is a non-binding commitment and referred to the period only

up to 2020,” says Mr Redman.

“However, the UK economy is projected to face a downturn in the short-term and this will place public finances under pressure. Agriculture will have to compete for the funds supporting it, with other sectors also requiring support such as national health, education and defence.”

Trade is arguably a bigger issue for UK farming than the exposure to a new agricultural policy. Some two-thirds of British farm exports are to the EU. UK producers are also protected from imports at world market prices by EU external tariffs. All this potentially changes with Brexit.

depend heavily on migrant labour from the EU – notably the fruit and vegetable sectors. Mr Redman says the industry may have to campaign for a seasonal workers-type scheme to fill the gap.

“The reason many farmers voted for Brexit was that the burden of red-tape had become too great and it was taking more time than actually farming. Leaving the EU gives the UK a chance to start again with more practical regulation.

“In the short-term, however, the UK government will have a massive amount of work on dealing with Brexit itself. It may well simply roll-over EU legislation into national law until it has time to review it –which may take some years.

“Furthermore, if the UK wishes to continue to sell farm produce to Europe, we may not be able to depart too far from their production standards – and if we are in the Single Market we may have to abide by them in totality.”

Cereal trials perform well

Despite the challenging harvest faced by many growers during 2016, results from 11 AHDB Recommended List trials from Kent to Yorkshire resulted in an average winter wheat yield of 10.77t/ha –close to the five-year average of 10.63t/ha.

Yields were calculated by AHDB Cereals and Oilseeds based on a percentage of the control varieties. In 2016, the control varieties were JB Diego, KWS Santiago, Crusoe, Skyfall and Zulu.

Group 4 hard feed varieties lead the way on outright yield in 2016. Belgrade topped the yields at 106%, with Graham and KWS Crispin close behind on 105%. Dickens, Evolution, KWS Silverstone and Reflection averaged 103%. The nabim Group 2 quality wheat KWS Siskin also performed well at 103%.

Untreated yield data published for three sites showed that Reflection, which is susceptible to yellow rust, averaged just 3.2t/ ha. Graham – which has good resistance to both septoria tritici and yellow rust – held up well, with an average yield of 8.52t/ha.

Good performers based on five-year average yields, included Skyfall (101%), KWS

Trinity (99%) and RGT Illustrious (98%) in Group 1. KWS Siskin (103%) and KWS Lili (102%) in Group 2 looked impressive in comparison to many feed wheat yields.

Top biscuit wheat performers in Group 3 were KWS Barrel (103%) and Britannia (102%). The soft Group 4 trials were topped by Leeds at 102%.

Hard feed candidates performing well in 2016 included Freiston (106%), Shabras (106%) and KWS Kerrin (105%) and the soft feed candidates Bennington (105%), Stratosphere (105%), Moulton (105%) and LG Sundance (105%).

Quality candidates which performed well on yield included KWS Zyatt and LG Cassidy (potential bread-making varieties) and LG Bletchley (a potential biscuit-making variety)

s pring Barley

Harvest results from eight AHDB Recommended Lists (RL) spring barley trials – including sites from Fife to Hampshire –were published in early September.

Average yields of the control varieties looked buoyant at 8.14t/ha, which is above the five-year average of 7.70t/ha. The highest yields were from the Herefordshire site, where the average yield was 9.10t/ha.

In 2016, Concerto, Propino, Odyssey, Sanette and KWS Irina were the control varieties for spring barley. .

Based on 2016 alone, Origin (106%) had a good year on yields, while the fully approved brewing variety RGT Planet achieved 105%. Laureate – provisionally approved for brewing and distilling – also achieved 105%.

Using the five-year average (2012-2016), showed that RGT Planet (105%), Laureate (105%) and the feed variety Ovation (105%) are performing well.
