ENERGY BILL REBATE: PAY YOUR COUNCIL TAX BY DIRECT DEBIT TO RECEIVE IT QUICKLY It is estimated, that around half of the District’s 60,000 households will be eligible. The payment was announced by the Government in February and is intended to help people cope with rising energy costs. It will be paid directly to a bank account and it does not have to be repaid.

Residents in St Albans District are urged to claim a £150 rebate off their energy bills quickly by paying their Council Tax by direct debit. The cash payment will be paid to most households who live in properties which are banded A to D for Council Tax. People in receipt of Council Tax Support are also entitled to the payment, but it will not be paid out to empty or second-home properties.

Councillor Karen Young, Lead Councillor with responsibility for Council Tax for St Albans City and District Council, said: We want people to receive this rebate as quickly as possible. The guidance we have from the Government is that we can pay the £150 straight into the bank accounts of households who pay their Council Tax by direct debit. Around 80% of our households already pay by direct debit and it is by far the easiest and most convenient way to do so. Residents in Band A to D properties who don’t pay by direct debit will receive the payment eventually, but there will be an application process during which we may need to request copies of bank statements. So, it will take some time. Cllr Young added: For people who pay by direct debit, we hope to make the majority of payments by late April. Residents can sign up for direct debit payments at www.stalbans.gov.uk/MyStAlbans Alternatively, they can download a form at www.stalbans.gov.uk/paying-your-council-tax Residents have until around Wednesday 16 March to sign up for direct debit for the first of the 2022/23 Council Tax payments to be taken on Friday 1 April. Residents on a low income living in properties banded E to H may be entitled to the £150 payment through a discretionary scheme operated by the Council. Details about this will be published shortly. IMPROVING SERVICES FOR RESIDENTS – TWO KEY STRATEGIES AGREED

Two new strategies for improving the way people can access public services have been approved by St Albans City and District Council. The Council has been looking to make it easier for residents, businesses and community groups to carry out transactions and gain information or advice. This has involved a number of ambitious initiatives in recent years including the redesign of the Council’s website and the creation of the online MyStAlbans District account. The latter allows registered users to complete numerous actions at the touch of a button such as paying Council Tax or ordering car parking vouchers. It also provides information specific to the user’s location such as waste collection dates. A new Digital and ICT Strategy as well as a Customer Services Strategy were adopted by a meeting of the Council’s Policy Committee on Thursday 10 February. These cover the years until 2024 and are intended to map the way forward for further improvements. Since April 2020 as the pandemic got underway, there has been a significant rise of 136% in the number of households that have signed up for a MyStAlbans account taking the total to 45,261. Each month there are an average of 2,390 service requests made by users through the portal, actions that in past years would have had to be conducted by phone, letter or visits to Council offices. The District’s population is predicted to rise from its current figure of 149,000 to 178,000 by 2040, increasing demand for the Council’s services. A majority should be able to access services online, but the Council will remain aware that a small proportion of residents will have to be engaged by other means. Councillor Karen Young,Vice Chair of the Policy Committee and Lead Councillor with Responsibility for Digital Transformation, said after the meeting: “We have made great advances in changing the ways we communicate with residents and other customers. We’ve allowed more transactions to be completed digitally making it easier to deal with the Council and provided more information through MyStAlbans and our website. We have encouraged residents and businesses to interact with us digitally, rather than having to come to our offices, saving them and us time and money and we will continue to work on further improvements to this. However, we remain committed to supporting those customers who are unable to use online services or who have complex issues. Our strategies ensure we will continue to provide for their needs.”

GUIDANCE ON HOW TO DONATE A MEMORIAL BENCH Guidance for people who wish to set up a memorial bench in St Albans District to honour a loved one has been agreed. The document provides essential information on key issues such as popular locations, bench styles and the duration of the tribute. St Albans City and District Council often gets enquiries about benches for Verulamium and Clarence Parks, its three cemeteries and other green spaces. Now it has drawn up a policy to clarify such arrangements including a list of approved benches that have been chosen to fit in with different locations. Members of the public can request a bench and plaque with a quote for the cost being provided on a case-to-case basis. Benches will be donated for ten years after which there is an opportunity to renew the arrangement. The Council will carry out maintenance, cleaning and repair as part of the contract. The precise spot where the bench is installed will need to be agreed by Council staff often in consultation with ward Councillors. People who donate a bench or who have do so in the past are asked to keep the Council informed of any changes to their contact details by emailing greenspaces@stalbans.gov. or sending a letter to Parks and Green Spaces, Civic Centre, St Peter’s Street, St Albans.AL1 3JE. Harry Redknapp After last year’s sold out tour of 44 theatres, Harry is back for a short tour of twenty venues for 2020. There are two new TV series this year. A Sandbanks serialised documentary in February and the second series of HARRY’S HEROES in March. The tour is again promoted by Terry and Freda Baker of A1 Sporting Speakers and Noel Brodie returns to interview him and have a laugh with Harry and the audience. Stress is something everyone feels at times, and there are all kinds of stressful situations that can be a part of daily life. Low-level stress can even be helpful or motivational. There are plenty of things you can do to help cope with stressful events, and simple steps you can take to deal with feelings of stress or burnout. Stress is the body’s reaction to feeling threatened or under pressure. It’s very common, can be motivating to help us achieve things in our daily life, and can help us meet the demands of home, work and family life. But too much stress can affect our mood, our body and our relationships – especially when it feels out of our control. It can make us feel anxious and irritable, and affect our self-esteem. Experiencing a lot of stress over a long period of time can also lead to a feeling of physical, mental and emotional exhaustion, often called burnout. Recipes

Starter Warm Scallop Caesar Salad Serves 2 Ingredients: • 8 large sea scallops • 4 cups of washed romaine lettuce or mixed leaves • 1-2 tsp. olive oil (depends on your pan) • 1-2 Table spoons of water (for larger pan use 2 Table spoons) • 3 Table spoons Caesar Salad Dressing • 1 tsp. fresh lemon juice 56

Method: Use a heavy pan which heats evenly. Pans that aren’t non stick will give the best browning, and be sure to choose a pan where scallops can be cooked in a single layer. Heat olive oil over medium-high heat about 30 seconds, then add scallops and cook quickly, probably not more than 2 minutes per side. Don’t have the heat too high or the scallops will release moisture and won’t brown properly. (Scallops are better slightly underdone than overdone, so don’t overcook. While scallops cook, assemble lettuce on two serving plates. Place four scallops on top of lettuce on each plate. Turn pan to high and put water in, then scrape the bottom of the pan to get any browned bits, keeping heat high to let some of the water evaporate. After about one minute turn off heat. Stir in salad dressing and lemon juice and let it get slightly warm in the hot pan, then pour over salad and serve. Top with fresh ground black pepper if desired.

Method: Preheat Oven to 425 degrees

Steak: Evenly distribute the steak rub, meat tenderizer, salt, pepper, yellow mustard and wine on the top of each cut of meat, 4 Rump, Rib Eye or Sirloin Steak keeping in mind you will flip the meat and do the other side. 2 tbs Steak Rub *Prior to pouring the wine over top of meat, poke holes in the meat with a fork so the wine goes into the holes. Leave to 2 tbs Meat Tenderiser marinade at room temperature for 20-60 minutes. 1 tbs Salt Place marinated meat on the grill and cook to desired doneness. (For a medium rare on a 2 inch cut is 4 minutes on 1 tbs Pepper one side on a high and 10 minutes on the other, lowering the ¼ cup Yellow Mustard heat to a medium on the 2nd side.) Remember to allow for ¼ cup Red Wine, Cabernet or Merlot the meat to rest for 5 minutes before cutting. 1 Asparagus bunch Prosciutto wrapped Asparagus: ½ lb Prosciutto or Serrano Ham Wrap a slice of prosciutto around one asparagus spear ¼ cup Olive Oil and repeat the process until all spears are wrapped. Place asparagus on a baking tray lined with foil for easy clean-up.Top 2 tsp Salt all the spears with olive oil, salt, pepper and red pepper flakes. 2 tsp Pepper Place in a preheated 425 degree oven for 10-12 minutes then 1 tsp Red Pepper Flake serve. Dessert Pecan Pie Total Time: 55 min Prep 10 min - Cook 45 min Serves 6 - 8 Ingredients: For the Pecan filling: 3 eggs 110g/4oz sugar 4 tablespoons golden syrup 2 tbsp rum 50g/2oz butter, melted a pinch of salt a few drops vanilla extract 175g/6oz pecan halves 1 un-baked deep-dish (9-inch) pastry case

Preparation Preheat oven to 350F degrees . Break the eggs in a large mixing bowl and beat well and then beat in the sugar.Add the remaining ingredients and mix well. Pour the mixture into the pastry case and bake for 10 minutes and then reduce the oven heat to 180C/350F/Gas 4 and bake for another 30 minutes or until the top of the pie is golden. Check if it s cooked through by inserting a skewer, it s done if it comes out clean. Turn out of the tin when slightly cooled and serve warm or cold with vanilla ice cream or a spoonful of crème fraiche. 60

£1.48 MILLION GRANT TO IMPROVE ENERGY EFFICIENCY OF COUNCIL HOMES A £1.48 million grant has been obtained to improve the energy efficiency of social rent houses in St Albans District. St Albans City and District Council gained the funding with a successful bid to the Government’s Social Housing Decarbonisation Fund. The money will be used to make major enhancements to 136 of the Council’s properties. Measures include the installation of loft, external wall and cavity wall insulation, solar panels and low-energy lighting. This will not only reduce emissions but also keep householders’ energy bills lower than they would otherwise be. The works are due to start in April and are scheduled for completion in March next year with the overall cost of the project being £2.25 million. The Council recently produced a strategy for ensuring all its homes - almost 5,000 in total - are carbon neutral by 2030. It is estimated that the total cost of this ambitious target will be £198 million, but a decrease in prices due to technological advances is expected to reduce that figure. BEAT’ SURGERIES AT HARPENDEN POLICE STATION

Local residents will be able to speak to Safer Neighbourhood Team officers at Harpenden police station every other Saturday between 12 noon and 3pm, from 19 March.

Harpenden Neighbourhood Sergeant Mark Essam said: “We will open up the station to residents for ‘beat surgeries’ every fortnight on a trial basis. If it is useful for residents, we will look at making it more permanent. It’s a great opportunity to come and speak to us about any issues or concerns or to pick up crime prevention advice. It is not a front counter service.” St Albans District Chief Inspector Mike Todd said: “My officers have been out and about, reaching as many people as possible and holding sociallydistanced surgeries throughout the COVID-19 pandemic. However, we felt now is a good time to invite residents into the police station, with its central location, as an additional way for residents to speak to officers about any issues that are affecting their quality of life. We will do our best to tackle the issues raised and they may go towards shaping our neighbourhood priorities or we may signpost residents to other agencies. We remain here to help.”

Running your engine when you’re not driving it (idling) truly gets you nowhere. It reduces your vehicle’s fuel economy, costs you money and creates pollution which is harmful to health. The trouble is that stationary cars release up to 20 times more exhaust emissions than when the car is moving at 30 mph. These pollutants have detrimental effects on human health and contribute to respiratory illness, cancer and premature deaths. Children and the elderly are especially vulnerable. It is estimated that poor air quality leads to 40,000 premature deaths each year in the UK. Compare this to the 1,713 deaths from road traffic accidents and we can see that this is a significant problem. People can be affected by poor air quality even if they never experience any noticeable pollution related-health effects such as breathing problems because some of the effects are chronic and long-term. St Albans City and District Council are committed to reducing unnecessary engine idling as a means to improving local air quality, preventing health impacts and reducing greenhouse gas emissions. As part of the ‘Switch Off For Cleaner Air’ campaign we are asking drivers to switch off their engines if they are to be stationary for longer than a minute. We are looking for volunteers to help raise awareness about this important matter locally.
