Citizens Advice St Albans District is made up of 25 part-time paid staff and 100 volunteers and is a registered charity and member of the Citizens Advice Service.

Our team of volunteers come from a wide background of professions with a variety of skills and knowledge, all here to provide you with free, independent, confidential and impartial advice to everyone on their rights and responsibilities.

We can work with you to sort out any debt worries and help you claim the benefits you may be entitled to. We can help with housing and employment problems, or deal with queries about consumer or tax issues. We can advise on family and personal matters too.

Scarecrow Festival

15th, 16th & 17th August 2025

Each year the residents of Flamstead build over 120 scarecrows, which are placed around the village and attract about 5000 visitors over the three days. The festival has been running in the village since 2002. Originally the Flamstead Scarecrow Festival’s founder Peter Milson, from Lincolnshire, introduced the idea to the village in 2002 as a fundraiser for two charities. It has had the backing of the village and its residents ever since, with amazing Scarecrows being created each year for the public to view.

Join in the fun come along and collect a voting form and trail map at either the village hall or the car park and make your way round the village, listing your favourite scarecrows, then take your form back to the village hall where there will be various attractions including Tombola, Cake Stalls, Refreshments, Puppet Shows and the Aldbury Morris Men on the Saturday. English Miscellany Folk & Morris Dancers and the Hemel Hempstead Band on the Sunday. There will be a Care Bus laid on to take anyone unable to walk, around the village on the Scarecrow trail.

The festival takes place between 12.00pm - 5pm on Friday, 10.00am - 6pm on Saturday and 10.30am - 5.00pm on Sunday. The proceeds are split between two charities - the Hertfordshire Multiple Sclerosis Therapy Centre in Letchworth & the Friends of St. Leonards in Flamstead. Classics on the Common

Once a year, Harpenden Common comes alive for a day with up to 1000 classics cars, motor cycles and scooters.

Every decade of the 20th century is represented, with the likes of a 1904 Crestmobile and a 1913 Rolls Royce Silver Cloud sharing space with a 1984 Lincoln Continental and a 1996 Aston Martin DB7. Little wonder Classics on the Common, one of Britain’s biggest mid-week classic car shows, ranks among the top events of the classics calendar.

In 2009 Harpenden Village Rotary Club took over responsibility for organising and running the show and in 2016 the charity Rotary in Harpenden took over.

Rotarians are no strangers to running events and, although we have over 40 members, we need another 50 volunteers to help make the day a success.

We are very grateful to have our numbers boosted by members of our associated club, Harpenden Village Inner Wheel. Other helpers include Harpenden Round Table, 41 Club and Harpenden Lions Club.

Volunteers from the principal charities supported by the show get involved in bucket collections during the day. Also, we could not put on the event without the active support of friends and family. Our gratitude goes also to our sponsor, Harpenden Town Council, and the police and emergency services for their continued support.

At heart, Classics on the Common remains a community fund raising event.

Classic vehicle owners make a donation to enter and, although there is no entry charge to the public, spectators have always responded generously when approached with collecting buckets. We encourage local businesses linked to the motoring market by having stalls where they can sell their products or by taking banner advertising. In recent years, local motoring companies have been able to take space to display their newest models.

Thanks to the support of our trade sponsors, classic car participants and visitors, Rotary in Harpenden Classics on the Common has already raised more than £418,000 for charities and worthy causes since Rotary took over its organisation in 2009.

Never leave your dog alone in a car on a warm day.

If you see a dog in distress in a hot car, dial 999.

Many people still believe that it’s ok to leave a dog in a car on a warm day if the windows are left open or they’re parked in the shade, but the truth is, it’s still a very dangerous situation for the dog.

A car can become as hot as an oven very quickly, even when it doesn’t feel that warm. When it’s 22 degrees, in a car it can reach an unbearable 47 degrees within the hour.

What to do if you see a dog in a car on a warm day:

In an emergency, the RSPCA may not be able to attend quickly enough, and with no powers of entry, they’d need police assistance at such an incident.

Don’t be afraid to dial 999, the police will inform the RSPCA if animal welfare assistance is required.

Help a dog in a hot car:

• Establish the animal’s health and condition. If they’re displaying any signs of heatstroke dial 999 immediately.

• If the situation becomes critical for the dog and the police are too far away or unable to attend, many people’s instinct will be to break into the car to free the dog. If you decide to do this, please be aware that without proper justification, this could be classed as criminal damage and, potentially, you may need to defend your actions in court.

• Make sure you tell the police what you intend to do and why. Take pictures or videos of the dog and the names and numbers of witnesses to the incident. The law states that you have a lawful excuse to commit damage if you believe that the owner of the property that you damage would consent to the damage if damage would consent to the damage if they knew the circumstances (section 5(2)(a) Criminal Damage Act 1971).

Harpenden choir The Lea Singers’ Choral Discoveries series continues with a celebration of the English composer & singer Kim Porter. In 2023, the Lea Singers commissioned Der Fluss based on the words of Herman Hesse’s Siddharta, and the Leas are honoured to be performing this once again, complimented by two other Porter choral works, Flow My Tears and Pulchra es et Decora.

Accompanying Porter’s works will be Palestrina’s evocative and quintessential motet Super Flumina Babylonis, Jaakko Mäntyjärvi’s lively and demanding Four Shakespeare Songs, alongside Her Sacred Spirit Soars by Grammy-award winning composer Eric Whitacre. Tues 8th July - Guided Walk - Get to know Harpenden Common

Alex Melson, Green Space Development Manager at Harpenden Town Council, will lead a guided walk around Harpenden Common explaining the green space development plans and activity there. We will learn about the history of the common, the management of its grasslands, woods and ponds. The event is free, however booking is essential. The Village Day is a one-day extravaganza held on Marford playing fields on Saturday 12th July. Each year the residents of Flamstead build over 120 scarecrows, which are placed around the village and attract about 5000 visitors over the three days. The festival has been running in the village since 2002. Originally the Flamstead Scarecrow Festival’s founder Peter Milson, from Lincolnshire, introduced the idea to the village in 2002 as a fundraiser for two charities. It has had the backing of the village and its residents ever since, with amazing Scarecrows being created each year for the public to view. The Festival takes place between 12.00pm – 5pm on Friday, 10.00am – 6pm on Saturday and 10.30am – 5.00pm on Sunday in Flamstead

STAY HYDRATED THIS SUMMER!

Find out which drinks are healthier choices, & how to get enough fluids every day to stay hydrated.

Water is a healthy and cheap choice to keep you hydrated, but other drinks can also count towards your fluid intake. We also get some fluids from the foods we eat.

Not getting enough fluids can lead to dehydration.

Daily fluid intake

Most people should aim to drink enough during the day so their pee is a clear paleyellow colour.

The Eatwell Guide recommends that people should aim to drink 6 to 8 cups or glasses of fluid a day. Water, lower-fat milk & sugarfree drinks, including tea & coffee, all count.

You may need to drink more fluids if you’re:

• Pregnant or breastfeeding

• In a hot environment

• Physically active for long periods

• Ill or recovering from illness

Children

The best drinks to give children are water and milk. Children can have pasteurised whole or semi-skimmed cows’ milk, or goats’ or sheep’s milk, as a main drink from the age of 1.

Children should avoid sugary fizzy drinks, squash and juice drinks completely. Children who drink a lot of sugary drinks are more likely to become overweight. The added sugar in these drinks can also damage teeth.

Tips to help you stay hydrated with healthier drinks

Do:

• drink regularly throughout the day

• swap sugary drinks for diet, sugar-free or no added sugar drinks

• adults can choose lower fat milk, such as semi-skimmed, 1% fat or skimmed milk and unsweetened plant-based drinks

• limit fruit juice and smoothies to a maximum of one small glass (150ml) a day and drink with a meal, as they’re high in sugar

• check nutrition labels on drinks - look for drinks with green or amber colour-coded labels

• drink extra fluids if you’ve been sweating from physical activity, or if you’re unwell - water is the best way to replace lost fluids

• dilute squash drinks or cordials well to reduce the sugar content

• drink caffeine in moderation – some people are more sensitive to caffeine than others, depending on how much they drink and how often. Check the label for drinks that are high in caffeine.

• if you don’t like the taste of water, try sparkling water, no added sugar squash, or add a slice of lemon or lime

Don’t:

• do not have drinks that are high in sugar too often – they’re higher in calories and the sugar can damage your teeth

• do not have more than 200mg of caffeine a day if you’re pregnant - this could increase the risk of miscarriage or low birth weight

Starters

CAULIFLOWER PAKORAS

Prep Time: 15 minutes

Cook Time: 10 minutes

Makes: 4 servings

Ingredients:

• 120g gram flour

• 1-2 tsp salt, to taste

• ½ tsp turmeric

• 1 red chilli, finely chopped

• ½ tsp garlic paste

• ½ small white onion, thinly sliced

• 175g cauliflower florets

• vegetable oil, for frying

• 1 tsp baking powder

Herby Dip:

• 300g natural Greek yogurt

• 30g fresh dill

• 30g pack fresh parsley

• 30g pack fresh coriander

• 2 tsp sumac

Method:

STEP 1 - Mix the gram flour, salt (to taste), turmeric and chilli together in a large mixing bowl. Whisk in 160ml water and the garlic paste to form the batter. The consistency will be similar to pancake batter.

STEP 2 - Add in the onion and cauliflower pieces and mix until well coated.

STEP 3 - Leave the mixture to rest for at least 15 mins. The onions will release more water during this time.

STEP 4 - Heat up enough oil to deep fry in a medium-large heavy-based saucepan; about 7cm. Add the baking powder to the batter mixture, making sure it’s well mixed through.

STEP 5 - To test if the oil is hot enough, drop in a small piece of onion or batter; if it rises quickly to the top, it’s ready.

STEP 6 - To fry the pakoras, use 2 tbsp, one to pick up the battered veg and one to push it off the spoon and into the oil. Do not overcrowd the pan. Keep turning the pakoras so they fry evenly and are a nice golden-brown colour. Once ready, drain on kitchen paper and keep warm.

STEP 7 - To make the herby dip, chop the herbs as finely as possible and mix together with the yogurt, sumac and a little salt until well incorporated. Serve with the hot pakoras.

SPICED SALMON & TOMATO TRAYBAKE Mains

Ingredients:

• 1 red onion sliced

• 200g cherry tomatoes

• 3 tbsp mild or madras curry paste

• 400g can chickpeas drained and rinsed

• 2 skinless salmon fillets

• 1 large or 2 small naan breads

• 2 tbsp fat-free yogurt

• Lemon wedges & coriander leaves, to serve (optional)

Method:

STEP 1

Heat the oven to 200C/180C fan/gas 6. Toss the onion, tomatoes, 2 tbsp curry paste, the chickpeas and 200ml water together in a deep 20 x 25cm roasting tin. Roast for 15 mins until the onions are tender and the tomatoes are just bursting.

STEP 2

Stir everything, then season. Brush the remaining curry paste over the salmon fillets and season. Nestle the salmon into the veg in the tin and roast for another 8-10 mins, or until cooked to your liking.

STEP 3

Meanwhile, warm the naan breads – you can do this by putting them directly on the oven rack below the roasting tin. Cut the warmed naan breads into wedges. Swirl the yogurt into the veg in the tin, then serve with the naan wedges for dunking, a few coriander leaves sprinkled over, if you like, and the lemon wedges, if using, for squeezing over.

BRIDGE VALLEY

RESIDENT ORDERED TO PAY MORE THAN £2,600 FOR FLY-TIPPING OFFENCE

A fly-tipper has been ordered to pay more than £2,600 after a large amount of waste was dumped on a quiet country road.

St Albans City and District Council’s Environmental Enforcement team spotted the fly-tip at Drop Lane, Park Street, during a routine inspection of the area. Among the rubbish were wooden pallets, an old sofa, plastic packaging, bottles and takeaway food bags.

The name of Mashood Hussain, of Haig Close, St Albans, was found on some of the material.

When interviewed by Council officers, he refused to make any comment and was later issued with a court summons.

Hussain pleaded not guilty to failing to properly dispose of the waste, a duty of care offence under the Environmental Protection Act.

He told St Albans Magistrates Court that he had merely ordered some garden items for a project overseen by a relative and was not involved in the disposal of the waste.

After a short trial, Magistrates found him guilty and ordered him to pay a £375 fine, a victim surcharge of £150 and a £2,163 contribution to the Council’s legal costs, a total of £2,668. Westmoor half page ad.pdf 1 17/02/2023 16:29
