ST ALBANS SPRING FESTIVALTHOUSANDS EXPECTED AT AN EXCITING NEW STREET EVENT IN MAY.
An exciting new street event is to be held in St Albans City Centre featuring free entertainment for everyone.
The St Albans Spring Festival on Sunday 18 May will be a celebration of food, well-being, community spirit and sustainability.
Thousands of people are expected at the street party which will take place from 11am to 5pm, with St Peter’s Street closed to traffic.
Among the attractions will be live music, arts and crafts, street theatre and dozens of stalls selling takeaway food, drink and other produce. There will be opportunities to learn, play and create with fun activities.
To ensure accessibility, sighted guides and British sign language interpreters will be in attendance. St Albans City and District Council is organising the festival and will also be bringing back its popular Christmas Cracker, the event which launches the festive season in the District. This will be held on Sunday 16 November.
The St Albans Festival, usually staged in September, will not take place this year with May’s Spring Festival being used instead to highlight the District’s hospitality businesses and tourism offering.

Hertfordshire Constabulary is issuing advice to families who own high value gold jewellery following recent burglaries.
Since the beginning of November 2024 thieves have targeted 25 homes, stealing valuable gold and jewelled items worth more than £100,000. Watford (11 offences) and Hemel Hempstead (4 offences) were the worst affected areas.
If you plan to wear expensive jewellery to a public event, it is advisable to be discreet when wearing high value items in public. Also ensure that these items are securely stored when kept in the home or consider keeping them somewhere else, like in a bank safety deposit box.
ADVICE TO OWNERS OF HIGH VALUE GOLD AS BURGLARIES RISE

Take photos of your jewellery for a record, if you unfortunately become a victim of crime.
To help keep your property safe and home secure, follow the steps on this website: www.herts.police.uk

Never leave your dog alone in a car on a warm day.
If you see a dog in distress in a hot car, dial 999.
Many people still believe that it’s ok to leave a dog in a car on a warm day if the windows are left open or they’re parked in the shade, but the truth is, it’s still a very dangerous situation for the dog.
A car can become as hot as an oven very quickly, even when it doesn’t feel that warm. When it’s 22 degrees, in a car it can reach an unbearable 47 degrees within the hour.
What to do if you see a dog in a car on a warm day:
In an emergency, the RSPCA may not be able to attend quickly enough, and with no powers of entry, they’d need police assistance at such an incident.
Don’t be afraid to dial 999, the police will inform the RSPCA if animal welfare assistance is required.
Help a dog in a hot car:
• Establish the animal’s health and condition. If they’re displaying any signs of heatstroke dial 999 immediately.
• If the situation becomes critical for the dog and the police are too far away or unable to attend, many people’s instinct will be to break into the car to free the dog.
If you decide to do this, please be aware that without proper justification, this could be classed as criminal damage and, potentially, you may need to defend your actions in court.
• Make sure you tell the police what you intend to do and why. Take pictures or videos of the dog and the names and numbers of witnesses to the incident. The law states that you have a lawful excuse to commit damage if you believe that the owner of the property that you damage would consent to the damage if damage would consent to the damage if they knew the circumstances (section 5(2)(a) Criminal Damage Act 1971).
Once removed, if the dog is displaying signs of heatstroke, follow our emergency first aid advice, which you can find details of at this link: www.rspca.org.uk/adviceandwelfare/pets/ dogs/health/dogsinhotcars/heatstroke
This could mean the difference between life & death for the dog.
For more information please visit: www.rspca.org.uk

As the foremost domestic glass replacement company in the UK for more than 18 years, Cloudy2Clear Windows are the leading name in the industry. There is now no need for you to risk your windows by using the dreaded double glazing cowboy down the street. You can join over 340,000 happy customers and replace your glass ethically and affordably. If you have a failed glass unit it may not provide you with the protection you need, or be as energy-efficient as it once was. Why not take a minute to check your home to see if any double glazing has failed? Taking action now can prevent future financial problems.
When talking to the Manager of Cloudy2Clear Stephen Moon it became evident that the value of saving their customers money has been held dear for
a number of years. In addition since starting the business in 2005, Cloudy2Clear have committed to supporting the local community by providing a service that saves the public both time and money.

STEP 1 - Heat the oil and butter in a large saucepan. Add the onion, leek, celery, carrot, potato and a good pinch of salt, and stir until everything is well coated. Cover and sweat gently for 1520 mins, stirring every so often to make sure that the vegetables don’t catch on the bottom of the pan.
STEP 2 - Pour in the stock and simmer for 10 mins. Add the nettles in several batches, stirring, then add the wild garlic leaves and simmer for 2 mins.
STEP 3 - Remove from the heat and blend using a stick blender or tip into a blender. Return to the heat and stir through the milk, then taste for seasoning. Pour into bowls and drizzle over a little extra oil.

QUICK FISH GRATIN Mains

Prepare: Less than 30 mins
Cook: Less than 10 mins
Serve: Serves 2 Ingredients
Ingredients:
• 20g/¾oz cornflour
• 300ml/10fl oz semi-skimmed milk
• 300g/10½oz mixed fish, including smoked haddock, cod & salmon, thawed if frozen
• 50g/1¾oz baby spinach leaves
• ½ small lemon, finely grated zest (optional)
• 1 thin slice white or brown bread
• 15g/½oz Parmesan, finely grated
• sea salt & freshly ground black pepper
• 100g/3½oz frozen peas, to serve
Method:
Step 1 - Place the cornflour into a small bowl and stir in 3 tablespoons of the milk until it forms a smooth paste.
Step 1 - Pour the remaining milk into a nonstick saucepan. Add the fish, spinach and lemon zest, if using, to the pan and season with a little salt and pepper. Bring the milk to a gentle simmer and cook for 3–4 minutes, or until the fish is beginning to flake, stirring occasionally.
Step 3 - Stir in the cornflour mixture and cook for 1 minute, or until the sauce has thickened. Stir constantly, taking care not to break up the fish pieces too much. Taste and adjust seasoning, if necessary. Spoon into a warmed, shallow flameproof dish or two individual pie dishes.
Step 4 - Preheat the grill to high. Tear the bread into small pieces and toss in a small bowl with the Parmesan. Scatter over the fish.
Step 5 - Place the dish or dishes onto a baking tray and place under the hot grill for about 2 minutes, or until the topping is crisp and lightly browned – watch carefully so it doesn’t burn.
Step 6 - Place the peas into a saucepan of boiling water and cook for 2–3 minutes, or according to packet instructions. Drain well and serve immediately with the pie.

SOLAR PANELS WILL CUT HARMFUL EMISSIONS AND ENERGY BILLS AT HARPENDEN LEISURE CENTRE

A project to equip Harpenden Leisure Centre with solar panels to reduce harmful emissions and cut energy bills has been completed.
More than 170 panels, covering around 400 square metres, have been fitted to the south facing roof of the centre.
It is estimated the panels will cut emissions by 18 tonnes of CO2 a year by generating 93 megawatts of electricity.
That amounts to 12.5% of the centre’s needs and will provide a significant saving of some £24,000 a year on energy bills.
St Albans City and District Council owns the centre which is managed by its leisure contractor Everyone Active.
They applied for a Sport England grant to help finance the project and were awarded £173,000 from the Swimming Pool Support Fund, supported by the National Lottery.
Builders TJ Evers, based in Tiptree, Essex, were awarded the contract to install the panels with the work now completed and the scaffolding removed.

HOW TO KEEP THE FLIES OUT OF YOUR HOME THIS SUMMER!
I love summer, but my one bug (no pun intended) bare is the flies; annoying and unhygienic, I cannot stand them buzzing through every open window & door.
This year I thought I’d try some natural remedies to keep them at bay; fingers crossed one of them will work….and if they don’t, at least my home will smell nice!
1. Basil
Apparently flies do not like the strong smell. You can also plant mint, lavender or marigold in your garden to get rid of flies outside.
2. Essential Oils
Essential oils, such as lavender, eucalyptus, peppermint, and lemon grass, not only possess gentle aroma, but they also work effectively in keeping away the house flies. Spraying such oils around your home should keep you fly free.
3. Apple and Clove

4. Apple Cider Vinegar
Put some apple cider vinegar in a bowl; to create some surface tension, add some washing up liquid. The flies will be attracted to the smell, but won’t be able to escape.
5. Cucumbers
Placing cucumber slices on the top of your rubbish bin is an effective way that prevents flies from laying their eggs there – again, it’s the smell they don’t like.
NOVO half page ad.pdf 1 28/11/2023 15:52
Apparently, flies cannot bear the smell of cloves; stud an apple with cloves and hang around the home.
If all else fails, you could always try a good oldfashioned fly swat. You can go traditional, or if you, like my husband, like a gadget you can get electric versions!

TWO FLY-TIPPERS PROSECUTED BY ST ALBANS CITY AND DISTRICT COUNCIL
Two fly-tippers were prosecuted last month by St Albans City and District Council and ordered to pay a total of more than £2,000 in fines and costs.
Charlie Bradford, of, Monks Close, St Albans, admitted transporting waste without a licence and illegally dumping it in Woodcock Hill.
He left a trail of multiple fly-tips of house clearance waste along a four-mile stretch of the quiet rural road between Sandridge and Coopers Green Lane.
The Council’s Environmental Enforcement team were alerted to the offence by residents and an investigation showed the waste was linked to a property in Borehamwood.

Further enquiries led to Bradford being interviewed under caution and he admitted dumping the rubbish late at night from a moving van that he had borrowed.
He admitted the two offences at a hearing at St Albans Magistrates Court on Wednesday 15 January.
Magistrates ordered him to pay £1,924 in legal costs incurred by the Council as well as a victim surcharge of £114.

He was also served with a 12-month community order including the requirement to carry out 100 hours of unpaid work.
In the other case, the Environmental Enforcement team were alerted to a flytip of furniture and household waste in Cherry Tree Lane, near Redbourn.
An examination of the material found letters addressed to Leanne Reid, of Leven Way, Hemel Hempstead, who was interviewed under caution.
She was advised that she had failed in her legal duties to check whether the person she had hired to dispose of the waste had a licence and to obtain a receipt.

The Council issued her with a Fixed Penalty Notice (FPN) fine under the Environmental Protection Act. The waste carrier was also traced and issued with an FPN which they paid.
However, after Reid failed to pay her fine, court proceedings were started and she admitted the duty of care fly-tipping offence at St Albans Magistrates Court on Wednesday 29 January.
Magistrates gave her a six-month conditional discharge and ordered her to pay £100 towards the Council’s costs and a victim surcharge of £26.

May is a busy month for gardeners so how about taking one job off the list, leaving the lawnmower alone and letting your lawn run wild?
No Mow May campaign encourages us to park the lawnmower and let the wild flowers in our lawns freely bloom to provide welcome habitats for pollinators. Wild flowers provide a vital food source for bees and butterflies, who, with numbers in decline, need all the help they can get.
Gardens have huge potential to provide sanctuaries for wildlife and provide a patchwork of connected corridors for wildlife to travel through. There are over 15 million gardens in the UK covering an area greater than all the National Nature Reserves put together, so we really can make a big difference to wildlife by taking some pretty small steps such as this one - not mowing our lawns for just one month of the year.
By leaving the lawn to flourish for a four-week period, smaller plants such as clover, daises, dandelions and selfheal have the space to flower and to give pollinators a real boost. More and more people are embracing the idea of letting their lawns or small areas within their gardens grow wild and the rewards for doing so are rich.!
This May, do your bit and let your lawn live a little and see what pops up and who comes to visit! For more information visit: www.plantlife.org.uk/campaigns/nomowmay

A major scheme to make lasting improvements to Verulamium Park’s artificial lakes and an adjoining meadow has been approved.
The project will provide new wetlands, nature walks and plant beds where native species can thrive.
Among the aims are enhancing the water quality of the lakes, improving biodiversity and making the area more attractive to visitors.
One feature will be the dredging of the heavily silted lakes with silt recycled to provide highly fertile planting areas around the edges.
Councillors on the Public Realm Committee of St Albans City and District Council, which owns the park, approved the scheme at its meeting on Tuesday 28 January.
SCHEME TO IMPROVE VERULAMIUM PARK LAKES AND ADJOINING MEADOW IS APPROVED

The project will likely cost a seven-figure sum with the Council previously having set aside a £2.2 million budget for the work.
The Council had been looking at various options for improving the area around the lakes and Bell Meadow which is beside the park’s St Michael’s Street entrance.

Bell Meadow is a flood plain and the ground is often under water or waterlogged. It is currently closed for safety reasons as parts of the footpath were persistently flooded and slippery underfoot.
The lakes were built more than 80 years ago to a design that would not be allowed today.
One possible option, supported by the Environment Agency, was to return the Ver to its natural path as it flows through Bell Meadow.
A working group, set up to look at options, has ruled this out as it would cost between £4m to £6m, well beyond the available budget.
The group’s preferred option, accepted by the Committee at its meeting, is to retain the river

in its current channel, but create a wetland in the meadow along with a permanent, raised footpath.
Both artificial lakes will be narrowed by planting beds created around the perimeter, using extracted silt. Nature walks will wind through these areas.
The Council has been working with partner organisations, including the Environment Agency, on a project to ‘Revitalise the River Ver’ as it flows through central St Albans.
Work will start shortly on restoring the Ver, a rare chalk stream, to its more natural state in a stretch from Ye Olde Fighting Cocks pub to the Cottonmill allotments.

AVIVA - DETER THE CAR THIEF
PROTECT YOUR CAR FROM THEFT
Car thieves can steal a car in the blink of an eye, here’s how to deter them.
Keyless cars at risk!
Owners of keyless vehicles were twice as likely to make a theft claim as those with non-keyless cars, according to claims figures from 2020-22 . Keyless entry was also found, in a separate study, to be the most common way for thieves to break into vehicles in England and Wales, accounting for more than a third (36%) of break ins. But why are we seeing his trend? Drivers are gradually turning their back on traditional protection devices, like steering locks, in favour of electronic methods. However, thieves are finding ways to intercept and manipulate the electronic signals used in modern protection methods, putting keyless cars at risk.
Night and day
While vehicles are more likely to be taken at night, the number of incidents where vehicles were actually taken in the dark – not just broken into – is falling, suggesting thieves are becoming more daring during the day. 65% of vehicles were stolen during darkness, compared to 77% in the previous year, while the vast majority (73%) of vehicles were taken from people’s homes.
Old-school security wins
Sometimes old-fashioned anti-theft methods are still worth trying – a steering wheel or foot pedal lock will do the trick. These simple devices will not only make it harder for thieves to steal your vehicle but also work as excellent visible theft deterrents, encouraging thieves to think twice.
If you’re able to, we recommend parking it in a locked garage or secure area. Our research found just 34% of motorists with a garage always store their car in it. If you don’t have a garage or are parking away from home then try and park your vehicle in a busy, well-lit area. And do always remember to lock your car!
Here’s some more tips on avoiding vehicle theft:
• Keep your keys in a signal blocking pouch (Faraday bag), container or box. These devices help prevent signals from your keys being intercepted and manipulated by thieves.
• Fit a vehicle tracking system. Think about fitting your own vehicle tracking device, even if you have one pre-installed.
• Don’t leave anything in your vehicle. Anything worth stealing makes your vehicle more attractive to thieves.
• Consider using immobilisers. Immobilisers prevent the engine from starting without a correct key or fob. All new cars sold in England and Wales since October 1998 will have immobilisers installed already but if you have an older car, it may be worth considering one.
• Never leave the keys in the ignition. Thieves work fast - your vehicle could be gone in 60 seconds.
• Use a steering wheel lock. These bright yellow locks can be very effective at encouraging thieves to move on to an easier target. You can also fit security devices to your clutch and gear stick to make things even more difficult for criminals
