As the year draws to a close, we want to take this moment to thank every team member across the CDPG Group of Companies. Your dedication, teamwork, and commitment have been the driving force behind our success in 2024, and we could not be prouder of what we’ve accomplished together. Christmas is a time to pause, unwind, and recharge - a season for expressing gratitude to the important people in our lives. It’s also a moment to reflect, not only on the milestones we’ve reached, but on the collaborative journey that brought us here. From delivering complex, large-scale projects to building strong partnerships, every department has played a vital role in our success. These accomplishments are a testament to the dedication, and hard work of our team.
2024 has been a year of strategic and focused growth, setting the stage for an exciting future. In 2025, we will implement the industry’s first integrated delivery model, uniting four major business units into one cohesive, collaborative team. Together, we will work toward a shared objective -
“Project Operational Success”.

The Christmas newsletter provides a wonderful opportunity to reflect on the year gone by and to celebrate the significant achievements and milestones that have shaped 2024.
Some key highlights, in no particular order, include:
Director Ricky Morris, fondly known as "Uncle Ricky," has taken a majority 51% shareholding in the business. This exciting development sets the stage for continued growth, including the successful completion of three plumbing apprenticeships in early 2025.
Our partnership with CJ Arms Design is a strategic step to enhance our Design & Construct capabilities, drive prefabrication, and provide clients with a cost-effective Early Contractor Engagement (ECI) model. This partnership aims to revolutionise traditional ECI–D&C approaches, delivering guaranteed outcomes for our clients.
Following significant investment, thorough planning, and valuable feedback from CDPG stakeholders, our IT team, in collaboration with management, has greenlit further upgrades to our ERP system. This initiative will gain full momentum in early 2025, strengthening our operational capabilities.
Under the leadership of Theo Apostolides and with the support of our operational teams, Cooke & Dowsett Plumbing Group successfully renewed its ISO 9001:2015 JAS-ANZ accreditation. This achievement underscores our commitment to maintaining the highest quality standards.
We’d also like to take a moment to celebrate the outstanding contributions of our Shared Services Business Units. Teams across Finance, People & Culture, IT, Marketing, Procurement, Design, Prefabrication, WHSEQ, and Operations work tirelessly to ensure the Group of Companies operates smoothly, stays compliant, and is governed effectively. A special thank you goes to our Estimating Team for their exceptional efforts in consistently securing new business opportunities!
Finally, let’s give a well-deserved round of applause to all our apprentices. Whether they’re just beginning their journey with us or have successfully completed their training in 2024, their dedication is commendable. Congratulations also to the recipients of individual industry awards across various associations and organisations nationwide.

Every year Safe Work Australia (SWA) shares their reporting and statistical data report (Key Work Health and Safety Statistics Australia). This year’s report has shone the light on some of the high-risk activities that workers can be exposed to in the workplace (see below), some of which can affect our CDPG team in the construction industry. That is why, key strategies for risk mitigation are prioritised in their implementation throughout our business across the country.
The number of industries that make up 76% of work-related traumatic injury fatalities and 61% of serious workers’ compensation claims, one of those industries being construction
Percentage of serious claims involving body stressing, falls, slips and trips, being hit by moving objects, or metal stress
The median number of days lost from work for mental health conditions (can be more than five times longer)
Of all worker fatalities in 2023, were in the construction industry The number of fatalities in the construction industry in 2023 (45) was 36% higher than the 5-year average for this industry (33).
Of the 14,600 serious claims in 2022-2023 were related to mental health conditions, which is a 97 3% increase when compared to 10 years ago.

The data highlights that physical hazards remain a significant risk in the construction industry, compounded by the growing prevalence of mental health-related injuries. To address these challenges, it is vital for stakeholders to foster collaboration both internally within their teams and externally across the industry. This collective effort will strengthen the robust systems of work already in place, ensuring they effectively mitigate both physical and mental health risks.
At CDPG, our commitment goes beyond physical safety. We actively address mental health challenges across our entire workforce, implementing practical and meaningful risk mitigation strategies that truly make a difference. By prioritising this dual approach to safety, we are dedicated to helping the construction industry reduce incidents and create a safer, more supportive environment for all workers.

proactive vulnerability management, to a streamlined communication plan and newly integrated email access for all staff - the CDPG IT Department is focused on enhancing the groups cybersecurity and communication capabilities.
Our largest ongoing IT project is a comprehensive Communications Migration. Now in the planning stages, this initiative will centralise and consolidate internet and telephony services across all offices. Once completed, the new system will improve reliability and streamline communication across our organisation.
In a significant step forward, we’re rolling out email accounts for all employees, including plumbers and field staff, who previously did not have direct access. This initiative ensures that every team member has access to our company intranet, enriching collaboration and enhancing communication across our national workforce. We’re excited about the increased connectivity and efficiency this will bring to our operations.
Our IT team is implementing Nessus, a powerful ethical hacking and vulnerability scanning tool, as part of our commitment to a proactive cybersecurity strategy. This tool will allow us to perform weekly scans, identifying known vulnerabilities in our IT environment so they can be promptly addressed. By staying ahead of potential threats, we aim to prevent cyber incidents before they arise, rather than responding after the fact.

In 2024, our People & Culture team has made great strides in fostering a supportive, growth-driven environment. Highlights include the seamless integration of new starters who are already making valuable contributions, of which special mention goes to Amanda Cowley, our P&C Training Coordinator, whose efforts in organising our training programs have set us up for a strong 2025. Further, the 2025 Apprentice intake is off to an exciting start, and we’re proud to see our ‘Be Onsite’ traineeship program with Lendlease graduate its first cohort. We look forward to the continued growth and opportunities ahead.

We’re excited to partner with Lendlease on the inspiring ‘Be Onsite’ traineeship program for the Frankston Hospital Redevelopment. This initiative is designed to create opportunities for individuals to build careers in the construction industry. Recently, the first group of candidates successfully completed the program, which provides a clear pathway to employment through a blend of practical training, mentorship, and peer support. Over the course of the 9-month program, participants began with accredited classroom training to build a solid foundation of industry knowledge, before honing their skills on-site alongside the CDPG team. This partnership reflects our commitment to supporting diversity and equipping people with the skills they need to succeed. Congratulations to all the ‘Be Onsite’ graduates – we look forward to seeing your future achievements!

On 1 November 2024, we hosted a training day for the CD VIC operations team, focusing on industry updates, 1Breadcrumb, SharePoint, and cyber security.

Hello, I’m Mark (Sully) Sullivan, and I’d like to take this opportunity to introduce (or reintroduce) myself to the Cooke & Dowsett network. After some time on the side-lines, I’m thrilled to be back home and eager to offer my knowledge and support for our West VIC projects. I’m here to share my extensive experience and assist anyone who may need help.
In the West, we already have several exciting projects in progress that showcase Cooke & Dowsett’s leadership in hydraulic services across the board.

Kane has partnered with CDPG for the Barwon Health UHG Day Medical Centre project, further strengthening the strong relationship between our teams. This project will keep the Geelong-based CDPG projects team engaged, as it takes shape in the South Wing on Level 3. Designed with future growth in mind, the centre will incorporate flexible capacity for expansion as the needs of the facility evolve. It will consolidate the HiTH Clinic and procedures currently performed across wards and imaging. Additionally, the Day Medical Centre will unify the Transit Lounge and the Early Access Clinic, creating a streamlined, cohesive group to better serve patients and staff alike.
For the past 18 months, the dedicated CDPG team, led by Lucas McGee, has worked tirelessly to bring this visionary project to life. Now nearing completion, this 150-bed aged care facility is poised to set a new benchmark for high-end, innovative aged care in Victoria. Despite tight deadlines and the complexities of a unique design, the team has navigated every challenge with resilience and determination, steadily advancing toward the finish line. A heartfelt thank you to all employees whose hard work and commitment have been pivotal to the success of this project.

The Stage 3 redevelopment of Ballarat Base Hospital marks a transformative $655 million project that will redefine healthcare in the region. Featuring a multi-level tower with a striking new entrance on Sturt Street. The redevelopment includes a state-of-the-art Emergency Department, a rooftop helipad, and advanced Mental Health facilities. Set to become the tallest building on Ballarat’s skyline, the project will position the hospital as one of Victoria’s leading healthcare providers.
The expanded facilities will deliver cutting-edge operating theatres, enhanced critical care units, an extended ICU, and a dedicated Women’s and Children’s Hub. Upon completion, the hospital will accommodate 18,000 additional emergency patients and 14,500 more inpatients annually.
Key initiatives focus on social procurement, local content, and engaging local and Indigenous labour, with valued contributions from Pathway Plumbing Services. Our offerings include 3D Revit modelling, CSSD RO systems, prefabrication, and helipad drainage, delivering a modern, sustainable, and efficient healthcare facility for the Ballarat community.
The unique timber structure exemplifies innovation, sustainability, and flexibility, achieving a 24% reduction in embodied carbon compared to traditional steel builds. Our team is responsible for comprehensive hydraulic facilitation, covering everything from belowground systems to solar hot water plants on each tenancy roof. Pathway Plumbing Services set a high standard from the start, efficiently completing the below-ground scope. Meanwhile, Darren Thompson and his team have been hard at work on the above-ground installations, nearing the completion of all high-level and roughin works. Outstanding effort—keep it up!

Reflecting on 2024, I am incredibly proud of the remarkable progress we’ve made, and the significant accomplishments achieved as a team. This year, our focus on driving innovation across projects, strengthening key partnerships, and streamlining operations has led to meaningful growth and tangible results.
The Ripley Hospital project provided an excellent testing ground for introducing prefabrication solutions from Victoria, enabling us to effectively reduce on-site labour hours and improve efficiency. We are also proud to have fulfilled our longstanding commitment to the Queens Wharf main project, one of the largest projects in Queensland’s history.
Through close collaboration on the Queens Wharf projects, Cooke & Dowsett QLD has forged a strong relationship with Built, leading to new opportunities, including three additional projects - one being a major hospital redevelopment. I’d like to extend my appreciation to our Site and Project Managers for their outstanding work on this large scale and challenging project.
Looking forward to 2025, our focus will be on deepening our commitment to innovative construction solutions, enhancing operational efficiency, and continuing to expand our project portfolio in Queensland. With the dedication and talent of our team, I am confident we will achieve even greater milestones in the year ahead.

The Perth Hub stands as a testament to innovative design and precision execution, with the project team overcoming numerous challenges to deliver a world-class outcome. Cooke & Dowsett WA is proud to have been subcontracted by Hassell to perform a range of hydraulic works on the landmark development at 195 Pier Street in Boorloo / Perth.
This $100 million, 29-storey mixed-use project represents a significant step forward in addressing the need for safe, affordable, and inclusive housing in Western Australia.
With funding support from both federal and state governments, this innovative building will offer 219 build-to-rent residences, including social and affordable housing options, alongside thoughtfully designed communal spaces and an activated ground floor.
The design’s emphasis on inclusivity, with the adoption of a “blind tenure model” and references to the area’s historical ties to print media, highlights the unique vision behind this project.
We are especially excited to deliver the design and construct (prefabrication) aspects of this development in collaboration with CJ Arms, leveraging our expertise to ensure precision, efficiency, and quality in execution. This project reflects our commitment to excellence and innovation in creating sustainable and vibrant urban communities.

In 2024, Cooke & Dowsett Albury has continued to deliver outstanding results, laying the groundwork for a strong 2025 with a strong portfolio of projects anticipated to launch later in the year. The team's efforts, led by our dedicated estimating department, have set a solid foundation for future growth.
Notable achievements this quarter include Taylah Causby's successful Journeyman exam and the seamless integration of our new apprentices, Cruz Drage and Ricky Rast, under the mentorship of Blake Helwig and Rhys Palmer.
Across our projects, the team has excelled. Highlights include the Mars Pet Pouch facility reaching the halfway mark, and the Cobram Plaza project nearing completion after overcoming significant challenges.
The Lutheran Aged Care project has entered its final stage, showcasing our ability to navigate complex, multi-year developments. In addition, new projects like Leneva Primary School and Coles Thurgoona are already off to a strong start, reflecting the team's commitment to excellence.

The Mars Pouch facility has reached a major milestone, now surpassing the halfway mark. Despite challenging wet weather, the team has completed most below-ground services, culminating in the installation of the final custom stainless-steel trench grate. Site Manager Blake Helwig, alongside Tom McCorkell and Ryan Graham, has showcased remarkable precision in fitting over 200 bespoke grates throughout the new pet food factory. This complex project incorporates intricate stainless-steel drainage systems and pressurised services, including Potable CW, HWF, and HWR lines. Exceptional work by the team—this is an accomplishment to be proud of!
The Cobram Plaza project, led by H. Troon, is nearing completion after 11 months of hard work and dedication. This impressive development includes 18 tenancies, a Coles supermarket, and a substantial water main diversion. Guided by Site Manager Charles Wyatt, the team has maintained exceptional standards of quality and craftsmanship, even while working away from home. Despite challenges involving VicRoads, Water and Gas Authorities, and the complexities of the Coles build, their steadfast commitment has exemplified the excellence of the CDA name. Congratulations to Charles and the entire team for their relentless efforts in bringing this project to life!
We have resumed work on the seventh and final stage of this four-year project, marking the home stretch of our partnership with long-term client Hansen & Yuncken. This final phase includes the construction of new office and administration buildings, a cafeteria, and a carpark. While navigating the complexities of working within an operational aged care facility has presented challenges, the team has remained steadfast. Chris Davis and Jayden Clissold have been making excellent progress, moving full steam ahead with the installation of under-slab drainage.
The Coles project in Thurgoona is off to a strong start, now one month in. Ben Nicholls, Connor Stewart, and Jason Ferguson began earlier than expected and have been working diligently on the deep sewer installation. With 50% of the below-ground fire services already complete, the team is making impressive progress. Here's hoping for warm weather to keep the momentum going—great job so far, team!
Darren Prowse and his team have made remarkable progress on the 44-apartment development in Wangaratta. This project has provided an excellent platform for training apprentices in key plumbing disciplines such as sewer stack work, roughins, copper manifolds, and flow and return systems. With minimal issues encountered, the project remains on track for completion early next year. A big thank you to Darren for his skillful leadership and dedication in driving this project forward!
The East Albury Housing project is progressing smoothly, thanks to the dedication of our skilled site team led by Daniel Boswell and Sam Millington, with support from our newest apprentice, Cruz Drage. We’re excited to welcome Sam back to the team, bringing valuable experience and long-standing connections from over 15 years ago. This 24-unit development has seen significant advancements, with focused efforts on in-ground sewer systems and preparations for extensive water and gas pipe installations. Daniel and his team have shown outstanding self-sufficiency, fostering strong collaboration with fellow trades, the local Council, and the builder, Monarch. Their proactive approach, commitment to site cleanliness, and positive energy have been key to maintaining productivity and delivering exceptional results onsite.
Rhys Palmer has brought his experienced team back together for the Leneva Primary School & Kindergarten project, collaborating seamlessly with Macca and other Joss colleagues to deliver outstanding results. Sam Gallagher leads the excavation efforts with strong support from Nathan Morris, Conner Stewart, and new apprentice Ricky Rast. The team has made remarkable progress, completing 95% of the in-ground drainage and advancing to CW and Fire Service reticulation. In-wall pre-fabrication has now commenced! Charles Wyatt and Luke Hebard are putting their expertise to work on the O'Brien’s Transport project, with an initial focus on completing all inground sewer work by the end of the year. Following that, the team will shift to installing kilometres of PE fire and water pipes, along with hundreds of metres of 375 stormwater and downpipes. The team is eager to collaborate with local suppliers and work closely with the Joss Construction team to ensure the project stays on track and is completed on schedule.

2024 has been a year of growth and resilience for Pathway Plumbing Services, marked by strong partnerships, successful project delivery, and the continued development of our talented team. From navigating complex works on the North East Link Project to fostering opportunities for our apprentices across multiple sites, the team has shown exceptional dedication and leadership.
As we look to 2025, our focus remains on building capacity, strengthening community impact, and delivering high-quality outcomes across all projects. With plenty of opportunities ahead, I’m excited for what the future holds for PPS.
Our team collaborating with Trevi Wagstaff Piling JV has been making excellent progress, providing resources for both day and afternoon shifts and working tirelessly to meet project demands. Jordan Cook and Eddie Hayden have taken the lead, with Luke Bailey offering valuable support as needed. This successful partnership has opened doors to new opportunities, including supplying plumbers for Wagstaff Piling’s early works on the Suburban Rail Loop Project, specifically for water reticulation at the Piling Bentonite Plant.
Pathway Plumbing Services, in collaboration with Cooke & Dowsett Plumbing Group, was proud to support the Gunaikurnai Land and Waters Aboriginal Corporation (GLaWAC) at the Deadly in Gippsland event. This landmark event works to highlight thriving Aboriginal businesses and foster meaningful connections across diverse industries.
Ricky Morris was in attendance, sharing insights about how Pathway Plumbing Services creates pathways for Indigenous people through employment, mentoring, and training opportunities in the plumbing industry, paving the way for rewarding and sustainable careers.
We recently secured the office fit-out for the North East Link Phase 2 in collaboration with Wamarra Pty Ltd, delivering restroom facilities and kitchen amenities for the head contractor’s HQ and pre-start site in Bundoora. Duane Wright, Djuane Lovett, and Keith Morgan led the charge on this project, offering valuable mentorship to our first-year apprentices, Tony Mollett and Kyaryn Brown, as they honed their skills on-site.
Our work on the H. Troon site at Moorabbin Airport has provided a steady workflow as we deliver the inground works. A special thanks to Jake and Steve Spooner for their exceptional leadership and support, both in driving the project forward and mentoring our young apprentices, helping to build their skills and confidence.
Pathway Plumbing Service has maintained its momentum on the North East Link Project, continuing with maintenance tasks and securing small works contracts for the delivery of potable and construction water to the Lower Plenty site. Despite the challenges of such a complex project, the strong leadership and dedication of our Site Managers, Eli Lovell and James Bouterakos, have been instrumental in managing its many moving parts and ensuring success.

This project has had significant design hurdles to overcome which our team have taken in their stride. The complexity of the build and working within the existing facility brings with it some significant constraints, but the CDR team have proactively found solutions and integrated them into our portion of works. Great work Adam Luttrell and the team at Forestry, can't wait to see the finished product late 2025.
In 2024, our focus has been on completing complex, large-scale projects and building stronger relationships with clients. In recent months, the Tassie team, led by our Northern division, has celebrated some impressive project completions, including the outstanding facility known as 'The Shed' for the University of Tasmania. This project, more than three years in the making, is a testament to our dedication, skill, and collaborative efforts. This exceptional achievement highlights our capability to successfully deliver largescale, complex, commercial plumbing projects. A big congratulations to Andy May, Nathan McIntyre, Scott Schroder, and the wider team for their hard work and commitment to excellence.

Elsewhere, in the South, we are close to completing several key projects. The team’s exceptional work on the UTAS Forestry and IMAS projects has not gone unnoticed, as it has led to additional scope, including the critical 'supply lines' on IMAS - a reflection of the quality and progress Sam McLagan and the team continue to demonstrate.
Looking to 2025, we aim to expand our role in Tasmania, positioning CDR as a leading player in more iconic projects across the region. With the momentum we’ve built this year, I am confident that 2025 will be a landmark year for our team in the South.

The team has been working through the winter on the ground and is now beginning to see the fruits of their labor as the ground floor slabs are poured. Stage 1 of the works is set for completion by Christmas, and the additional tasks have ensured a steady flow of work into 2025. The team has performed exceptionally well both on and off-site, and they are looking forward to a wellearned break over Christmas to recharge and return ready to tackle the New Year.

Level 34, 500 Bourke Street – McCormack North Melbourne Football Club – Harris HMC 40 City Road, Southbank - Intermain
In 2024, PPM has continued to demonstrate its expertise with several key project completions and exciting new ventures. Notably, the team successfully completed the end-of-trip fit-out at 250 Camberwell Road Melbourne, showcasing our ability to deliver high-quality results, including the installation of a new hot water plant system. In collaboration with Harris HMC, PPM also completed significant renovations at the North Melbourne Football Club, enhancing player and staff facilities. At Jetstar ECT, our team overcame complex challenges working in a building with outdated infrastructure, transforming it into a modern, functional space. With projects like 40 City Road, Southbank and Level 34 at 500 Bourke Street currently underway, PPM continues to push forward, shaping the future of commercial construction.
Looking to 2025, we’re poised for another year of growth and success, With a strong pipeline and continued collaboration, PPM is excited for the opportunities the new year will bring.
PPM is thrilled to announce the successful completion of the "Make Room" project at 602 Little Bourke Street. This project marks the culmination of 12 months of dedicated effort and stands as PPM’s largest undertaking to date. Together with Harris HMC and in partnership with the City of Melbourne, the team is immensely proud of the outcome.
The Make Room project transforms a City Council owned building into secure, supportive housing for individuals experiencing chronic homelessness or rough sleeping within Melbourne. This facility will provide temporary housing for up to 12 months, allowing residents time to secure longterm housing options.
Now fully refurbished, the building at 602 Little Bourke Street offers accommodation for up to 50 residents, with flexible spaces that encourage interaction and community. On-site support services and a social enterprise initiative enhance opportunities for employment and training, benefiting both residents and the wider community. Specialised facilities, including podiatry and dental care, further support residents' well-being. A highlight of the project is the rooftop mental health retreat, a state-of-the-art courtyard designed to offer a tranquil space for residents to relax and recharge.
PPM recently completed the upgrade of end-oftrip facilities at 99 King Street, which included installing new male and female amenities. A key challenge of the project was the installation of two new sewer pump stations in the building’s lower basement, an area with restricted access that required meticulous planning and execution. On Level 5, PPM also reconfigured the floor to create two separate tenancies, each equipped with high-quality kitchenettes, adding functionality and appeal to the space. This project was a successful collaboration between PPM and Urbancore, whose seamless teamwork once again delivered an outstanding result for the client.
PPM is currently undertaking the office fit-out for Level 34 at 500 Bourke Street, building on the successful completion of fit-outs on Levels 35 and 36. This project marks PPM’s sixth fit-out in the building in partnership with McCormack, following the base building refurbishment by Cooke & Dowsett VIC last year. With this high-end fit-out, PPM continues to enhance the property, featuring two new premium kitchenettes that will elevate the functionality and aesthetics of Level 34.
The Jetstar ECT project at York Street, Airport West, presented a unique and rewarding challenge for the PPM team. Working in a building with infrastructure dating back to the early 1970s - much of which hadn’t been updated in decadesadded layers of complexity to the project. This overhaul required the removal of outdated facilities, including the original mock airplane cabin training setups for flight attendants and pilots, a significant change given the nostalgia and history tied to these spaces. Adding to the challenge, the building operated continuously, with pilot training sessions running 24/7. This required careful coordination to isolate services for upgrades or repairs while minimising disruptions and allowing training sessions to proceed without interruption. In collaboration with Urbancore, PPM successfully navigated these challenges. The transformation was remarkable, and Jetstar’s positive response to the building’s overhaul is a testament to the quality and impact of the work delivered.
40 City Road, Southbank
PPM has initiated a large-scale refurbishment of the amenities at the 40 City Rd precinct. This comprehensive project will involve upgrades to male, female, DDA, and cleaner’s facilities, alongside the addition of parent rooms in five areas within the Southbank retail space. Additionally, five levels of male and female amenities across the Herald Weekly Times and IBM towers will be refurbished. After a thorough and complex tender process lasting over six months, PPM has partnered with Intermain to bring this vision to life. As we move into 2025, this project is poised to become one of PPM’s standout achievements.
In 2024, PPM has prioritised continuous training and education to ensure our team remains at the forefront of industry advancements. A notable initiative was a specialised circulating pump training session, where a guest speaker from Grundfos shared valuable insights into the latest circulating pump products, their functionalities, and the optimal scenarios for their use.
This hands-on session provided our team with a deeper understanding of these vital systems. Additionally, all PPM employees took part in a "Demystifying Heat Pump" workshop at PICAC, where they gained a comprehensive understanding of heat pump operations and the various types of pump units used in diverse applications.
To further enhance skill development, Jonathon Simpson has also been attending trade school, focusing on roof plumbing to expand his expertise in this crucial area.
These training programs reflect PPM’s commitment to upskilling our workforce and ensuring we are equipped with the latest knowledge to tackle any challenges that come our way.
