Concrete Strategies is a full-service national concrete contractor with the in-house resources and expertise to safely self-perform a wide variety of commercial construction including all aspects of cast in place concrete, precast erections and concrete restoration. Concrete Strategies began as Clayco Tilt-Up in 1988. In 2005, our services expanded and we re-branded the company to showcase the additional offerings. Our 30 years in the business has enabled us to learn and refine our craft to meet the current market needs.

Builders engage Concrete Strategies because we have invested in our people, equipment, and assets. We believe that the more services we provide, the more effective we will be. That’s why we batch our own concrete and use our own equipment, from concrete pumps, cranes, and excavators, to small hand tools. This independence further enables us to avoid paying mark-ups to other lower tier vendors and eliminates our reliance on the schedules of other contractors. We make it easier for general contractors, as they only have to manage one subcontractor. By leveraging these in-house resources, we are better able to control the schedule and commit to the safety of our workers.

President

Pat ensures that Concrete Strategies provides concrete services with the highest quality outcomes and cost-effective solutions without sacrificing safety while committing to aggressive schedules. Pat oversees Concrete Strategies’s diverse construction management team.

Pat joined the Concrete Strategies team in 2012 after nine years with Clayco and four years with Clayco Tilt-Up. A LEED Accredited Professional, he brings to the leadership team expertise in sustainable construction and project management. Pat has managed numerous concrete projects, including multiple cast-in-place concrete structures at Washington University in St. Louis and facilities that have achieved LEED Gold certification.

JEFF CLARK

Executive Vice President

Jeff is responsible for ensuring all project requirements are met in the field. He plays a very active role and participates in all phases of the project from pre-bid through final completion.

Jeff joined the Concrete Strategies team in 2015 after thirteen years with Clayco. Jeff exhibits a strong sense for the balance of quality with construction costs and works diligently to maximize the highest quality for the best value. Jeff is also responsible for manpower and key resource distribution.

BILL MUELLER

Chief Estimator

Bill oversees the day to day operations of the estimating department, and helps to ensure that accurate, competitive and cost-effective estimates are produced in all hard-bid and design-build projects.

Bill joined Concrete Strategies in 2008 after 12 years with a national concrete contractor. He is involved with all phases of bidding and estimating. Bill has over 20 years’ experience in estimating and management in the concrete industry and is an ACI Certified Tilt Up Technician.

BARCLAY GEBEL

Executive Vice President

Barclay oversees field operations from day to day activities, coordinate manpower on the project, and assists in estimating and project safety as well.

Barclay started his career as a general foreman at Clayco Tilt-Up in 1988 and became executive vice president of Concrete Strategies in 2023. He understands all aspects of concrete construction and is active in the industry, serving as the 2021 President of the Tilt-Up Concrete Association and as a member of the Concrete Council and the American Society of Concrete Contractors. Barclay has managed more than 100 projects, including well-known structures like the St. Louis Rams corporate headquarters and training facility, The Plaza in Clayton, and Chevron’s corporate headquarters.

GRANT SMITH

Chief Operating Officer

Grant is involved with all aspects of managing the construction process. His processes managed range from estimating, negotiating contracts, material procurement/buy-out, job scheduling, manpower scheduling, quantity tracking, processing invoices, and pay applications.

Grant brings over 15 years of Construction Management experience to Concrete Strategies. Past project experience ranges from 1 million SF Tilt up warehouses and multi-story concrete frame office buildings, to projects located within the protected area of Nuclear Power Plants. Grant utilizes his experience and expertise in the Construction Industry to manage the office operations of Concrete Strategies which includes 30 Project Managers/Engineers/Directors distributed between 2 offices (STL & KC) along with numerous support staff.

Spenser is an experienced construction and real estate attorney who provides strategic legal advice and counsel to Concrete Strategies.

JOE ROCK

Vice President of Risk Management

Joe is responsible for all corporate safety programs, policies, and procedures. He advises management and field employees in the proper planning, safe work practices, and control measures for project safety.

Joe has over 25 years of experience in safety and environmental compliance. Joe is a multi-experienced safety professional; knowledgeable in many fields of construction, manufacturing, and industrial settings. He possesses a wide variety of training certifications that include BCSP Certified Safety Professional, OSHA Authorized Trainer and Red Cross First Aid/CPR/AED Instructor.

KYLE KAMMER, PE Director of Quality

Kyle is responsible for the oversight and implementation of the company’s quality program. This includes consulting with day to day project issues as well as assisting with preconstruction. Kyle also handles inspection and verification of work for conformance with specifications and standards.

Kyle recently joined the Concrete Strategies team to ensure the highest quality is maintained and delivered to our clients. He brings over 13 years of experience in project management and quality control. He is an active member of the American Concrete Institute (ACI) and is a member of the American Society of Concrete Contractors (ASCC). Kyle brings a wealth of knowledge to the team having worked on a variety of projects including parking garages, institutional, and infrastructure.

A multi-lingual speaker with a multicultural background, Mia is in charge of recruiting and hiring the best team members for Concrete Strategies.

SAFETY MANAGEMENT

Concrete Strategies takes a proactive approach to safety management. We own the responsibility of keeping jobsites safe and have developed an elite safety management system that differentiates us from our competitors. We have 25 fulltime safety professionals on staff to ensure our safety practices are being followed and implemented at every jobsite. Inspired by the fundamental belief that ALL accidents are preventable with the appropriate safety measures in place, our goal is to complete every project injury and accident-free.

Concrete Strategies’ core belief that no job is so important it cannot be done safely starts with our leadership and carries through to every worker. No matter how small or large the job, we are committed to making safety a priority. Every Concrete Strategies employee is invested in the safety culture and empowered to stop unsafe activities and take corrective action.

Concrete Strategies takes initiative managing our own safety, but we will tailor it to complement a general contractor’s safety initiatives as long as our safety program is not compromised. We make sure we place the right skilled workers in the field and that they understand the safety plan. Key components include:

• Project site-specific safety plans that address the actual risks of each project

• Preconstruction meetings to introduce & implement the safety plan

• On-site safety management, corporate safety, and inhouse claims management personnel

• Require OSHA 30 training for all office and key field personnel

• Safety training for all site workers, including CPR, first aid, excavation, rigging, lifts, and respirator fit tests

Concrete Strategies then modifies the checklist to fit the current project, creating additional inspection forms, procedures, and drawings for unusual conditions. The projectspecific checklist accounts for potential issues and how to address them, providing written instructions on who, when, where, how, and what to do if a problem arises, as well as the tolerances for acceptability. This Quality Assurance plan prepares Concrete Strategies to deliver a quality in-place product.

QUALITY CONTROL

At the Control stage, Concrete Strategies ensures the work is installed correctly. Our clients hire us to provide quality work, and that is what we deliver. We make sure we have the right people in the field that they take a proactive approach to Quality.

Led by the on site project manager and superintendent, our team follows the project-specific checklist, confirming the quality of the workmanship at each step. For example, if the checklist calls for a specific concrete mix, we inspect the mix at the plant (if needed) and when it reaches the jobsite, comparing individual truck tickets and batch times to ensure high quality concrete. Included in our on-site inspections are verification of mix temperatures, slump, and admixtures on concrete from every pour or every 100 yards placed as taken for cylinders. We also perform visual inspections on materials including concrete, rebar, embeds and aggregate, drawing on our experience in the field to confirm the correct materials are in place.

Our goal is to minimize warranty work and call-backs, but if issues do arise, they are recorded and Concrete Strategies will engage the proper party to get this issue resolved (i.e. structural engineer or architect). Everything is confirmed in writing, creating a detailed history of the project’s documents that validates the in-place quality of our work. Our QA/QC checklists are kept on file in the job trailer and available for review by our contracting partners.

Our QA/QC process is continually evolving to reflect issues we resolve on the job, industry innovations, and solutions to construction challenges. As a result of our QA/QC process, we have:

• Started using specialty admixtures to mitigate future flooring failures

• Developed a method of bending exposed rebar ends to provide a safer work environment

• Developed a method to prefabricate concrete bollard tops to ensure consistency and finish every time

• Developed an internal library of Best Practices and standard operating procedures to be shared between project teams

The above examples are just a few of the solutions we have created. As we learn, we update our master checklist to ensure our knowledge is shared across all projects. It is more than a list of tasks we check off. It is the road map Concrete Strategies follows to continue achieving success and delivering “More to the Pour” for our clients.

In addition to performing concrete work, Concrete Strategies has a Mobile Batch-Plant Operation. We have setup on site batch plants all over the nation Delaware, Texas, Indiana, Missouri, etc. Although Concrete Strategies’ preference is to batch the concrete to our own operations/placement, we are willing to supply concrete to other customers and contractors on site.

Quality and consistency are the underlying goals of Concrete Strategies Batch Plant Operations. As such, we have dedicated quality control personnel and operate an on site testing lab. Our testing lab has all the equipment to check the fresh concrete for temperature, slump, air content, unit weight; moisture content of the coarse and fine aggregates daily; and shakers for aggregate gradations.
