The City of Oviedo PublicArts Board is inviting artists to participate in two upcoming public art projects designed to celebrate the City’s culture, history, and natural beauty.
The first project is a mural to be painted on the back of the Boat House at Center Lake Park. Theme: “The 100thAnniversary of Oviedo and Beyond: Past, Present, and Future.”
The selected artist will receive a stipend of $3,000.
Proposals should:
Reflect the values and culture of Oviedo’s community and downtown landscape. Be suitable for a public, pedestrian-friendly environment.
Use durable exterior paint materials designed to withstand Florida weather conditions.
Submissions for the mural are due by midnight on December 3, 2025
The second project seeks a sculpture for a designated space on Oviedo Boulevard at Center Lake Lane.
The artwork should represent the flora and/or fauna of the City of Oviedo. It may be pictorial or abstract and may feature a single or group representation.
The selected artist will receive a stipend of $25,000 for design and execution.
Artists are required to:
Provide liability insurance covering the full scope of the project.
Use durable materials suitable for Oviedo’s outdoor environment, capable of withstanding heavy rain, hurricane-force winds, sun, and humidity.
Submissions for the sculpture are due by midnight, January 2, 2026.



Billing Cycle Notice
Due to an extra week in October, the City is asking customers to prepare for a longer than usual billing cycle.
There will be five (5) weeks in the October cycle.This notice is being provided to help customers plan for an increase in use that may occur, and to allow for customers to plan accordingly.
Cycle 1 - September 22, 2025 - October 27, 2025
Cycle 2 - September 29, 2025 - November 2, 2025
Cycle 3 - October 6, 2025 - November 10, 2025
Cycle 4 - October 13, 2025 to November 17, 2025
Customers are welcomed to call the City of Oviedo Utility Customer Service Line at 407-971-5535 if they have any questions.
As the City’s fiscal year of 2025-26 approaches, we want to remind our residents and businesses there will be a utility rate increase that was previously scheduled under Resolution 4559-25 that was passed in February 2025.
Effective October 1, 2025, the Stormwater Rate will increase by 25%.The Water, Wastewater and Reclaimed Water rates will increase by 9%.The rates will be reflected in the November utility bills. Utility Rates and Information can be found here: www.cityofoviedo.net/rates
Residents can expect a notice of this reminder in the mail in the next few weeks.

Capital Improvemen Projects (GIP)

We are pleased to announce Public Works Staff is working closely with contractors to coordinate efforts for the resurfacing of Lockwood Blvd. Due to scheduling delays, the project was pushed to November. The resurfacing is now expected to start in November 2025.
Please be aware of upcoming traffic pattern shifts when the work begins.
ACity contractor, Heavy Metal Site Development LLC, will begin a project to remove and replace the existing culvert alongTown and Country Boulevard and to replace an outfall structure on the adjacent stormwater pond.
As a result, a portion ofTown and Country Road, south ofTwin Rivers Boulevard, will be impacted by the construction. The contractor has developed a maintenance of traffic plan that includes closing one of the lanes at the construction site.
Construction will begin on November 3, 2025 and will be completed by February 1, 2026.
As a result, the sidewalks around the construction area will be closed and the area will be turned into one lane for traffic.There will be traffic maintenance workers on site directing cars through the lane. Please drive slowly and pay attention to the workers for safety.


We had a lot of fun at the October Coffee with a Cop event. We were out at the Dunkin on Mitchell Hammock, meeting residents, giving away freebies to the kids and even working behind the counter and drive through! We want to thank everyone that stopped by and especially want to thank our friends at Dunkin for being the host site.




The Oviedo Fire Department is honored to be recognized as a Gold Helmet Department for having many of our firefighters enrolled in the National Firefighter Registry for Cancer.The NIOSH National Institute for Occupational Safety and Health NFR is the largest effort undertaken to understand and reduce cancer among U.S. firefighters. Congratulations to our department for being a leader in this historic effort! Oviedo Fire is the first Fire Department in Central Florida to receive this designation, and we are very proud of our firefighters each and every day.

After completing almost 22 years of dedicated and honorable service to the citizens of Oviedo, Firefighter Paramedic Jimmy Herro is hanging up his bunker gear to pursue other ventures outside of the Fire Service. Prior to being hired with the Oviedo Fire Department in December 2003, Jimmy honorably served our country in the United States Marine Corps from 1997-2001, achieving the rank of Corporal.
During his career with the Oviedo Fire Department, aside from achieving his State certification for Paramedic, Apparatus Operations and numerous special operations certifications, Jimmy received numerous letters of commendation from citizens, and awards to include his most recent Meritorious Service Award in 2024.



The City would like to remind residents about the year-round watering restrictions that are in place for water conservation efforts. Please be sure to share this information with relatives, friends and neighbors to help with lawn irrigation.
During Daylight Saving Time (Spring Forward) the following restrictions apply for Reclaimed Water (Residential and Commercial)
Residential with ODD or NO address - watering may only occur on Monday, Wednesday and Saturday
Residential with EVEN address - watering may only occur on Tuesday, Thursday and Sunday
Non-residential watering may only occur on Tuesday and Friday
THERE IS NO WATERING BETWEEN 10 AM AND 4 PM
These restrictions apply to all municipal water users, including alternative, surface, reclaimed and potable water users.

We’re excited to announce that the Oviedo ParkTerrace Group has adopted a pond along Oviedo Boulevard — making them the first participants in ourAdopt-a-Pond program!
The City maintains all City-owned ponds to ensure they function properly, helping manage stormwater runoff and improve water quality. But some of these ponds can look a little plain — that’s where theAdopta-Pond program comes in!
The Oviedo ParkTerrace Group will be enhancing their adopted pond by:
Planting Florida-Friendly plants to attract wildlife
Adding water lilies to improve water quality
Keeping the area clean by removing litter
The City’s vendor will continue mowing around the pond, while the group focuses on beautification efforts. Thank you to the Oviedo ParkTerrace Group for helping make our City even more beautiful!
