The events staff knocked this one out of the park!

This was the first time the City had a festival inside, thanks to the partnership with the Oviedo Mall. The mall was filled with vendors, entertainment, games, prizes and of course, all the shops, from end to end!

Everyone who came out enjoyed being outside from the rain and heat, dancing to live music and seeing all there was to see.

At 9 p.m., everyone stepped outside for an amazing fireworks show. Thank you to everyone involved, including the Fire Department, who made sure the fireworks went off without a hitch and the Police Department/Partner Agencies, who made sure traffic was under control. Everyone got out quickly and efficiently!

Teen Game Night is every Friday Night at the Riverside Recreation Center! Ages 13-17 can come enjoy Ping Pong, Video Games, Board Games, Arts and Crafts and more from 5PM-8PM. Teen Game night is FREE for employees!

Happy Fiscal New Year Everyone!

At its September 15th meeting, City Council adopted the FY 2025-26 Budget. Thank You all for your outstanding work preparing a budget that met the challenge of a 0.1 mills decrease in the operating millage. A special Thank You to the Finance Team for their great work presenting the budget at the City Council work sessions and public hearings, and their countless hours helping the rest of us prepare our budgets.

The FY2025-26 General Fund Budget accomplishes the following:

Funds a 4% salary increase for General Government employees.

Funds salary increases for Police and Fire Bargaining Units employees.

Funds a paid intern for Development Services.

Funds 0.25 Full-time equivalent (FTE) for Police Records.

Funds a new Facilities MaintenanceTechnician position for Recreation and Parks.

Funds theVehicle Replacement Plan.

Funds the following capital items:

Development Services - New Code EnforcementVehicle.

Fire - 800 mhz. Portable Radios.

The budget is our plan for serving the City during the coming fiscal year. Every employee plays a critical role in ensuring that every dollar spent is an investment in the City we serve. Thank You for being great stewards of this City.

As we move into fall, the City’s event season kicks into gear. Our Oktoberfest celebration was a huge success. National Night Out was finally blessed with good weather and one of its largest crowds. The video of our K-9 demonstration went viral. In November, we have Bark N Brew and the Veterans Day Tribute. In December, we have the Tree Lighting, Holiday Parade, Santa Around Town, and Winterfest. These events require a lot of logistical work by multiple departments. I couldn’t be prouder of how every department contributes to making sure City events are ones that families want to attend year afteryear.

Thank You for your dedication and continued excellent work in service to our City. It is an honor to serve alongside you every day.

PUBLIC INFORMATION PUBLIC INFORMATION

The Public Information Office is happy to report that even though the summerwas uneventful we still had a lot of positive media coverage for the different departments. Our media partners are thrilled about the Public Works and Development Services dashboard that helps gather information about projects the city has coming up. Several outlets have taken to using our social media posts to report news happening in the city, keeping our citizens informed on top of social media and the website.

One particularly successful campaign was promoting the Riverside Recreation Center reopening.

Thanks to the great flyer created byTeri Hokanson, we were able to spread the word throughout the community using media, social media, sms notification, the website and the city newsletter to let people know and the turnout was HUGE!

Two more large-scale campaigns were the OviedoArts and Entertainment District Logo contest that had over 70 submissions and the Street Naming which had just under 300 name submissions!

The turnout for the Round Lake ParkAfricanAmerican heritage surveywas also incredible and gave our artists a great platform to start working on their pieces for the park.

It is so great to see our community submit their input on so many positive projects in the City!

Of course we cannot forget SROAshley Piece and the media coverage she received for being voted SRO of the year by NASRO. Great cooperation and collaboration from all City Departments!

We are excited to welcome Demily Santiago to the City of Oviedo Public Works Department as part of the Transportation and Stormwater Team, where she serves as Engineer I.

Born and raised in Puerto Rico, Demily is the eldest of three siblings. She earned her Bachelor’s Degree in Civil Engineering from the University of Central Florida (UCF) in 2019. Prior to joining the City of Oviedo in August 2025, Demily spent five years working as a Traffic Engineer, gaining extensive experience in traffic engineering, traffic operations, and transportation planning. Outside of work, Demily enjoys spending time with her family and friends, traveling, going to the movies, kayaking, and ziplining. A true theme park enthusiast, she loves visiting Disney and Universal Studios whenever she can.

Please join us in giving a warm welcome to Demily — we’re thrilled to have her on the team!

Andersen Miltz grew up in Western Massachusetts, moved to Florida after graduating high school and has lived in Central Florida for the last 8 years. Andersen’s prior work experience has been in ITS and traffic signal work. He joined Public Works Operations as a Maintenance Worker I, in September.

When he’s not at work, he enjoys spending time in his garage where he can tinker on his truck (and anything else that needs fixing).

19-yr. old Collin Hinson comes to us via the City of Sanford Parks and Recreation Department where he spent a year as a counselor for their after- school program and could often be found coaching and refereeing various sports competitions. He transitioned to the City of Oviedo’s Stormwater Crew in September and says he enjoys pursuing a “blue-collar career” and intends to attend a school where he can learn welding and add to his skill set.

Outside ofwork, Collin’s all about staying active and enjoying life; whether it’s hitting the gym, casting a line while fishing, or cruising around in his truck. He’s always on the move and said there’s a good chance he’s got Ozzy Osbourne, Metallica, or Creedence Clearwater Revival blasting in the background, adding the perfect soundtrack to go along with his hobbies.

Alexey Pineda joined the Stormwater Crew in September. He describes himself as, “a person of diverse interests”, blending physical activitywith being a car enthusiast while being committed to a plant-based lifestyle.

Alexey enjoys skateboarding and stated it is more than just a hobby for him; it’s a way to express himself, challenge limits, and enjoy the freedom of movement. When he’s not on his board, he likes going to car meets. Alexey is a vegetarian, a choice that reflects his concern for animal welfare. He believes that his varied interests showcase a well-rounded approach to life - combining physical activity, practical skills, and ethical considerations into a unique and engaging lifestyle.

The Fire Department did a total of 15 Public Education events for the months of July, August and September. These include: Groups, schools, citizens, etc. visiting the stations; Engines or Rescues visiting schoolsorcommunity/Cityevents.

On Friday, July 25, 2025, Oviedo Fire Chief Michael Woodward held an official pinning ceremony for Michael Radzak, who was promoted to Lieutenant andTim Deppen, who was promoted to Engineer.

Lt. Radzak has been with the department for 11 years and has earned his certifications as Fire Officer I and II, Live Fire Instructor and has anAssociate’s Degree in Emergency Medical Services.

Eng.Tim Deppen has been a firefighter for 21 years and in 2007 was recognized as Firefighter of theYear for his involvement immediately after a fatal plane crashed in a Sanford neighborhood. Deppen has been with Oviedo Fire Department since 2004 and helped plan the pre-fire plan program in the City.

“I am so proud of both of these firefighters,” said Fire Chief Michael Woodward. “Both have stepped up for the Department and the crews they work with, working hard to earn these promotions. They are well deserved.”

The official pinning ceremony was held on Friday, July 25, 2025, at Fire Station 46. Fire Chief Michael Woodward presided over the event, which was attended by fellow firefighters, command staff, and family members.

The Tower Truck sprayed the Boys & Girls club kids for their summer break as part of our Public Education events we participate in.

We would like to thank a local, Oviedo sign company, Mailbox and Sign Solutions, for creating and installing some new signs at both of our Fire Stations. Hector Cerrillo, the President of the company, donated all the time and materials to create these beautiful signs for both 48 and 46. They spent all day Wednesday prepping the walls, taking down the old signs and putting up the new ones at both firehouses. Hector says he does this work to give back to the community and supports our Oviedo Firefighters. We cannot thank him enough for these great signs and adding a little more charm to our firehouses!

On Friday, September 26, 2025, three firefighters were sworn in and pinned at Oviedo City Hall.

Firefighters Joshua Lamb, Andrew Harris and Ethan Loor, went through the orientation process before being assigned to their shifts following the ceremony. All three spent time working with Battalion Chiefs, Engineers, Paramedics, Lieutenants, and trainers on hose lines, hydrant work, EMS scenarios, ATV/trails, rapid rescue, search and rescue, ladders, forcible entry, extrication, live fire scenarios, andTowerTruck/Aerial operations.

“All three of these young men have shown their commitment to the fire service,” said Oviedo Fire Chief Michael Woodward. “Their enthusiasm and passion for our community will contribute to the great service we provide to the citizens of Oviedo.”

Fire Chief Michael Woodward officially swore in all three.

“What we do is a commitment to our residents, families and visitors, every day,” said Fire Chief Michael Woodward during the ceremony. “Always remain humble and never stop learning.”

Joshua Lamb is originally from Omaha Nebraska, where, after attending the University of Nebraska-Lincoln, he served as a healthcare administrator for almost 10 years in L.A., South Carolina and Tampa. He wanted a change in career and attended the Fire School at PascoHernando State College. He was a City of St. Petersburg firefighter before he and his fiancée relocated to the Orlando area.

Ethan Loor was born and raised in Florida, specifically Longwood. He went to Lake Brantley High School before attending the Fire Academy/EMT school at Seminole State College. He was inspired by his uncle, who is also a firefighter in Winter Garden.

Andrew Harris grew up in Osteen, and after graduating from Pine Ridge High School, he joined the Navy. He was stationed at NAS North Island in Coronado California, and served from 20182023. The comradery from the Navy gave him a sense of purpose which he also saw in the fire service. He went to EMT/Paramedic school at City College before graduating from the Fire Academy at Seminole State College. For him, becoming a firefighter isn’t just about the job, it’s about being there for people when they need it most, while being a part of a team that feels like a family.

Along with family, both firefighters were joined by City Councilmembers, Manager Bryan Cobb, Fire Command Staff, Fire Department Staff, and city staff.

The Oviedo Fire Department’s C-Shift crew recently tested their skills during a specialized ropes training session atop a ten-storyparkinggarage.

This high-angle training included rappelling exercises and simulated“victimpick-offs,”designedtopreparefirefightersfor rapid-response rescues in challenging environments. By practicing on a real structure rather than in a controlled classroom setting, firefighters gain valuable experience that makes transitioning their skills to actual emergencies more seamlessandeffective.

The training was made possible through a strong partnership with community stakeholders, whose cooperation allows the department to access unique facilities for realistic drills. These collaborations are a vital part of maintaining readiness for any situation—from rescuing someone trapped on a high ledge to navigatingcomplexurbanrescues.

The Oviedo Police Department officially welcomed two new officers to its ranks today as Christopher St. John and William Riddleberger were sworn in during a ceremony in the Oviedo City Council Chambers.

Officers St. John and Riddleberger were sworn in and pinned at 10:30 a.m., with the oath administered by Police Chief Dale Coleman.

“Law Enforcement is an honorable career, but can be a challenging one as well,” said Chief Coleman. “I look forward to watching them both grow and develop in their roles. Our officers support one another, and they are joining a strong team.”

Christopher St. John is originally from New Jersey, but has lived in Oviedo for 30 years. He was with the Orlando Police Department for 23 years before retiring. He wanted to work for the Oviedo Police Department and come back to policing to serve the community where he lives. His son Justin, who is also looking at a potential career in law enforcement, pinned St.John after he was sworn in.

William Riddleberger grew up in North Carolina and after high school, he joined the Marines. He was stationed at Camp Pendleton in California, where he served for four years, before coming to Central Florida. He went through the Oviedo Police sponsorship program and was pinned by his wife, Grace. They both enjoy spending time off at Disney.

The ceremony was attended by family, friends, fellow officers, command staff, and city employees, all there to celebrate and welcome the new officers.

It's not about being a hero. It's about saving lives. Deputy Chief Brian Foley presented a unit citation to Officers Roderick Velazquez and Vladyslav Blagodar for their actions after a head on vehicle collision on June 17, 2025 that resulted in one of the cars catching fire. They responded and immediately began life saving efforts on one driver only 15 feet from the fire. They provided CPR and operated an AED, showing calm professionalism in the midst of chaos.Welldonetothebothofyou!

Congratulations to Sgt Justin Varkony, Detectives Junny Valerio and Brittany Warren and Officers Rishona Jerome, Frank Franze, Luis Garcia-Chow, Johnathan Lopes, Noah Reyes, Tyler Stimpson and Brian Chesnut for their Unit Citation Award that was presented this morning by Deputy Chief Brian Foley. Their actions on May 13, resulted in Seminole CountySheriff's Office apprehending and arresting three suspects on multiple felony charges related to reports of counterfeit money use near Mitchell Hammock and Broadway.Greatjobbyall!

On May 8, Officers Joseph Meyer, Ryan Meyer, Luis Garcia-Chow and Noah Reyes responded to a 911 call of someone being threatened with a firearm. Upon arrival, they met with the victim, took the report and because of rapid communication and teamwork, they quickly located the suspect vehicle. They were able to conduct a traffic stop and secure the firearm. We have an amazing team at Oviedo Police!

We’re having a great time getting to different coffee shops around town and having “Coffee with a Cop”. The Community Relations Team has been so busy with new programs and involving the department with meeting our residents. The last Coffee with a Cop was held at the Chick-Fil-A up the road and we got to meet so many new faces, while seeing ourregulars. Theyeven put us towork in the drive-thru!

Sgt. Carl Rager decided it was time to retire, so of course we had to let him! Sgt Rager dedicated just over 26 years of service to the City of Oviedo and also served 9 years in the U.S. Air Force as a military police officer. We wish Carl and Amy the very best in their future endeavors – and hope Carl enjoys many 300 games of bowling. He will be missed!

After 11 years of service in the records department, Sandra Workman retired from Oviedo Police. She was the smiling face you see when you came into the lobby and has always been so helpful, professional and cheery to the core. We will miss you dearly Sandy! All the best to you!

The City of Oviedo, in partnership with Duke Energy and Miller Electric, has completed upgrades to the electric vehicle (EV) charging stations in the Center Lake Park parking lot. Work began on Tuesday, July 15, and was finalized on September 29, 2025.

As part of the project, the old charging stations were removed, new conduits were installed, and the transformer next to the lift station was upgraded to support the enhanced system.

The two original chargers were replaced with upgraded units, each capable of charging two vehicles at once, doubling the previous capacity. The new chargers also feature a faster charging rate at 180 KW and convenient tap-to-pay technology.

“We are excited to have the new EV chargers in place for our residents and visitors to Oviedo on the Park,” said Recreation and Parks Director Paul Belden. “This will allow electric vehicle owners to visit our local restaurants and take a stroll around Center Lake Park while their vehicles charge. It’s a win-win for everyone.”

The chargers, transformer, and new parking lot markers were installed at no cost to the City. The only City expense was the replacement of three trees, funded through the existing “tree bank” program after one tree had to be removed during construction.
