Asked Questions About Measures T and U

After receiving feedback from hundreds of City residents in the May 2024 Survey, the Fort Bragg City Council voted unanimously to place Measures T and U on the November 5, 2024 Municipal Election ballot. Both measures are designed to ensure tourists, visitors and hotel guests pay their fair share for their use of the City’s streets/roads, parks/open space, and 911 services when coming to our City.

Q: Will Measures T and U maintain public safety?

A: If enacted, additional local funding from Measures T and U can help maintain 911 emergency response for fires and medical emergencies and attract and retain experienced police officers, which Fort Bragg would otherwise lose to other cities

Q: What about natural disasters?

A: Earthquakes and other natural disasters are inevitable in Fort Bragg. We face the very real possibility of being isolated or overlooked for larger communities in a catastrophe Funding created by Measures T and U will help Fort Bragg prepare for these disasters and keep residents safe and connected to surrounding communities and emergency responders.

Q: What other vital services will Measures T and U maintain?

A: We all love living in Fort Bragg because of its smalltown character, quality of life, and natural environment. Services provided by the City such as road and park maintenance, recreation programs, and police and fire protection are all programs that can be maintained with the reliable, voter-approved funding that these measures provide.

Q: How can we be sure Measures T and U will be spent on local services?

A: By law, Measures T and U are required to be spent for the benefit of Fort Bragg No money can be taken by the federal government, county, or state. Locally controlled funding from the Measures are subject to strict accountability provisions including independent audits and public review of expenditures to ensure funds are spent efficiently and responsibly

Q: When are Measures T and U on the ballot?

A: The Fort Bragg Municipal Election is on November 5, 2024. In addition to Measures T and U, the Fort Bragg community will also get to select two City Council representatives in this election. City of Fort Bragg’s Fentanyl Task Force (FTF)

The City of Fort Bragg’s Fentanyl Task Force (FTF) is preparing for its second meeting in October. During the upcoming meeting, the Task Force members will hear from multiple organizations across Mendocino County that were identified at the last meeting as playing a critical role in addressing the opioid crisis. Task Force members will have the ability to ask questions of these organizations and assist in identifying the shortfalls in current services and the current needs of the organization. During the next Task Force meeting, individual Task Force members will be partnered with key organizations to act as advocates in addressing current and future needs. Organizations that play a role in the opioid crisis and would like to present at the next Fentanyl Task Force meeting should contact Captain Thomas O’Neal at toneal@fortbragg.com.

RECAP OF RECENT CDD ACTIVITIES

July 8 – Tiny Home and Tiny Home and Manufactured Home Community ordinance and ordinance amendments were adopted by the City Council by title and waiver of further reading.

July 10 - The Planning Commission approved a Coastal Development Permit to install ADA-compliant curb ramps, curb and gutter, and sidewalk on State Route 1 from Noyo Point Road to Cypress Street.

July 22 - Mobile Vehicle Vending location standards were discussed at City Council and feedback on preferred food truck locations was provided to CDD staff.

Jeremy Logan retired from the Planning Commission after years of dedicated service. Katie Turner was appointed to serve on the Commission and was sworn in by City Clerk Sanchez at the 7/8 Council meeting.

July 25 – The Community Development Committee held a Housing Workshop to provide updates on building permit streamlining efforts, an online portal, departmental restructuring, County building department process changes, new ordinances, recent housing proposals and CDBG, HOME, and PLHA grants Feedback was solicited on the possibility of implementing an express building permit queue, moving building permit plan checks in-house and attendees’ priorities for ordinances to be addressed in the next Housing Element.

MEET EMILY RENO OUR AUGUST EMPLOYEE SPOTLIGHT

We are thrilled to introduce Emily Reno, our dedicated Administrative Assistant in the Public Works/Engineering Department. Emily brings a wealth of knowledge and experience to her role and plays a crucial part in supporting the department's day-today operations. Her work is instrumental in ensuring that our public works projects run smoothly and efficiently. Emily says, "I enjoy supporting everyone in my department with all of the ongoing and future projects. I also enjoy assisting other departments because we are all interconnected as a team."

Emily grew up in Elk and attended Mendocino High School. She has a daughter with her husband, and they enjoy spending time outdoors. Before joining our team, Emily worked for several years in the hospitality sector, where she gained valuable experience in event planning and management. This experience has given her a deep understanding of how to manage the demands of a busy department and ensure that projects are completed on time and within budget.

Emily's background also includes experience in customer service, where she developed strong communication and problem-solving skills. This combination of technical expertise and a customer-focused approach enables her to effectively support our public works/engineering team and contribute to the success of our projects. Her diverse skill set and dedication to excellence make her a key member of our staff. Join us in celebrating Emily as an invaluable asset to our team!

Here’s a recap of recent City Council meetings and some decisions that may interest you:

On Aug. 12, 2024, City Council approved the Introduction by Title Only and Waiving Further Reading of an Ordinance Amending Chapter 3.20 of the Fort Bragg Municipal Code and Approved the Update to the Credit Card Use Policy

On Aug 12, 2024, City Council adopted by Title Only, and Waive Further Reading of Ordinance 995-2024 an Ordinance of the City of Fort Bragg Adding Chapter 3.09 to the City’s Municipal Code to Impose a Transactions and Use Tax to be Administered by the California Department of Tax and Fee Administration.

On Aug. 12, 2024, City Council adopted a resolution Authorizing the City Manager to Execute Agreements with the California Department of Tax and Fee Administration for the Implementation of a Local Transaction and Use Tax

On Aug. 12, 2024, City Council adopted a resolution for the Municipal Improvement District Approving Purchase Order In the Amount of $320,000 with Synagro-WWT, Inc. for the Transportation of Biosolids to Land Application Sites or Landfill, Common Sense Exemption 15061.

On Aug 12, 2024, City Council approved the Memorandum of Understanding with the Fort Bragg Police Association and Authorized the City Manager to Execute Same and Adopt Changes to the City of Fort Bragg Salary Rate Compensation Plan Effective July 1, 2024.

On Aug. 12, 2024, City Council adopted a resolution approving the Application for Funding and the Execution of a Grant Agreement and any Amendments Thereto from the 2019-2020 Funding Year of the State CDBG Program.

On Aug 12, 2024, City Council adopted a resolution approving Contract Change Order With GOC Construction for the Fire Station Roof Replacement Project, City Project No. PWP00138 and Authorizing City Manager to Execute Contract (Amount Not To Exceed $209,110).

On Aug. 12, 2024, City Council approved the Draft Strategic Plan - A Collaborative Effort from Community Workshop, City Council and City Staff Surveys and Interviews.

On Aug. 12, 2024, City Council approved the Police Department's Firearms Purchase Request
