On behalf of all Elected Members, Council staff and our residents and business, I welcome you to the City of Charles Sturt. Our City is a vibrant, diverse and historic City in the western suburbs of Adelaide.

Our City occupies a unique position in Adelaide, home to character filled suburbs extending from the city to the sea. With a population of over 110,000 people with 105 diverse cultures and backgrounds, we are proud to represent the different residents who form our Charles Sturt community.

We took our name from the famous explorer Captain Charles Sturt, who travelled all over Australia, eventually making his home in Grange. Many people who have made significant contributions to South Australia have called this area home.

They join residents and businesses which, through shared pride in where we live and our sense of community, continue to enrich our beautiful City.

Our City provides a wide range of opportunities for housing, business, sporting and leisure activities. We are proud to protect and enjoy 11 5 kilometres of metropolitan coastline, and are committed to developing wetlands and recreation

areas to reflect our focus on environmental sustainability and protection.

As well as our commitment to developing sustainable and special communities, we aim to celebrate and make use of our facilities that attract international events. We are focused on making our City a destination to connect with and enjoy for our residents and visitors.

Charles Sturt History

Our City was created on 1 January 1997 when the former City of Hindmarsh, Woodville and the City of Henley and Grange amalgamated to form the City of Charles Sturt.

The rich local history of our area contributes to the sense of belonging and identity. Through awareness and celebration of our City’s heritage we gain a greater understanding of our City and our community. Council, in partnership with the community, is committed to preserving the rich and diverse history of the Charles Sturt area for current and future generations.

Information on the history of the Charles Sturt area and community is available on our website. This information includes local history fact sheets and tips on how to undertake historical research, including researching the history of your home.

City Wards

The City of Charles Sturt Council is made up of 16 Council Members and a Mayor. The City area is divided up into eight areas or wards, with two Council Members representing each ward. Our City wards are Semaphore Park, Grange, Henley, Woodville, West Woodville, Findon, Beverley and Hindmarsh. Every four years each resident in the area has the opportunity to vote and elect Council Members to Council. Above is a map of the ward boundaries, do you know which ward you live in? Charles Sturt is a healthy place to live

As a resident within the City of Charles Sturt you have the right and also the responsibility to ensure that the City is a safe and healthy place to live.Within the Public Health and Safety business unit we are responsible for Environmental Health issues.The scope is very diverse and areas that we deal with include:

•Immunisation & communicable diseases

Charles Sturt is caring for animals Dogs

All dogs must be registered when they reach 3 months of age and then reregistered each year on 1 July.

Annual dog registration renewals are sent out in early July and payable by the 31 August.

Please ensure your current details are updated on the microchip and the Dogs and Cats Online website to ensure us reuniting your dog should it ever become lost.

Dogs & Cats – Mandatory Desexing and Microchipping

It is a requirement under the Dog and Cat Management Act 1995 that all dogs and cats are microchipped regardless of age.

All dogs and cats born from 1 July 2018 are also required to be desexed unless the owner is registered as a breeder.

Dog Parks

There are three Dog Parks located within the City of Charles Sturt:

Pooch Park –Tedder Reserve,Flinders Park

Pooch Park is an enclosed dog park with an extensive range of dog agility equipment making it the ultimate in doggy playgrounds.Access via Belgrave Avenue or Findon Road.

Puppy Park – Sam Johnson Reserve, Renown Park

Puppy Park is specifically designed and purpose built for puppy socialisation, exploration and play.All puppies under 12 months are welcome and the large surrounding reserve provides a large area for older dogs to enjoy.Access via Bolingbroke Avenue.

Albert Greenshields Dog Park – Albert Greenshields Reserve,Ridleyton

Features two separately fenced areas within the one dog park - one for all dogs and one for small dogs,providing you with the opportunity to safely exercise and socialise dogs of all sizes in the best suited section.Access via Greenshields Place,offTorrens Road.

Lost & Found Animals

If you find a dog roaming within the City of Charles Sturt,call us on 84081111 and an Community Safety Officer will be sent to collect it.

If you lose a pet,call us on 84081111 so that we can help you locate your furry friend.We also recommend contacting the AnimalWelfare League on 83481300.

Are you pet ready?

New pets add a great deal to our lives and teach us so much about living in the present. They also help teach children about compassion, patience and responsibility.

However, bringing a new pet home needs careful consideration – after all, the quality of life of our pets is vitally dependent on how well and compassionately we care for them. Before you commit to your new pet, here are some things to consider:

Is everyone eager to add a new member to the family?

Dogs and cats can live for over a decade, and some birds or reptiles longer still –that’s a long time to live with an animal whose care and wellbeing is partly or wholly your responsibility.

Your pet does not need a pet

A second pet can be a wonderful source of social interaction and comfort for your first pet, but equally can result in double the effort and resources for you. While the well-trained first pet can teach the new one the ropes, it is equally likely the opposite will occur.

What type of pet will suit you best?

Investigate all options. Do your research on the care, mental and physical welfare requirements for a variety of pets (including different breeds/ species). Do you know how to cater for their health and behavioural needs? Do you have the time and resources? If you’re unsure, chat to a qualified trainer or vet.

Ways to help your new pet acclimatise

Have consistent house rules

What are the expectations around feeding from the table, access to bedrooms or furniture? What about when you are out? Who will walk, feed, clean up and train them? Your house rules need to suit you, your family and your pet. Social animals rarely thrive as outside or isolated pets – they will benefit greatly from (even restricted) access inside with you. All pets will learn most efficiently through consistency and routine, so making sure the family is on the same page.

Is the house or their area pet-friendly and safe?

You’ll need to pet-proof your house and backyard, just like you would baby-proof it – invest in pens, baby gates or crates, petfriendly cleaning products and ensure all dangerous and valuable items are out of reach. Please ensure each of your pets have their own safe space to escape to if they need. Ensure your backyard, plants and fertilisers are pet-safe. Solid, high fences are most appropriate for ensuring dogs are safe in your backyard. Cats can also be kept safe (and very happy) with outdoor cat runs or oscillot-style fencing systems.

Do you know how to understand your pet?

Being able to read, interpret and respond appropriately to their body language will help you ensure they feel safe and comfortable as they learn more about their new home and life.

Do you have everything ready?

Different pets will need different home area set ups,equipment,food and enrichment products to ensure they thrive.Ensure the equipment you purchase for your pet is humane as recommended by the RSPCA SA‘Lead By Example’campaign.Your vet can provide you with recommendations on nutrition, exercise and preventative medical care. Have you booked in their first health check or for dogs,booked in for puppy pre school (for puppies under 16 weeks)? Many qualified trainers offer in home consultations.Legally,you will also need to register your new dog with council via dogsandcatsonline.com.au within 2 weeks of getting them,or by 3 months of age.Dogs and cats must also be microchipped,and must be desexed by 6 months of age if born after 1 July 2018

Easing the transition

Extra visits before you bring them home, or an old blanket/toy that smells of their original home will help you and your home feel more familiar and safe to them.Feliway for cats and Adaptil for dogs are species specific smells that help them feel safer and may also help with car travel and the transition.

How will you build your relationship with them?

Training using positive reinforcement (using toys, treats or social interaction as rewards for nice behaviour) is one of the best ways to build a trusting and lasting relationship with your new pet.

Do you know who to call for help?

Just like all professions,some vets, trainers,groomers,pet-sitters or other animal care professionals are better than others.Have you chosen yours? Carefully considering the above will help your pet fit into your family as easily as possible.

Immunisation

Council provides a dedicated immunisation service to local residents, delivered by experienced Registered Nurses that specialise in immunisations.

The St Clair Immunisation Clinic is located within the St Clair Recreation Centre on Woodville Road,Woodville and situated just inside the entrance from the car park. It services babies,children and adults of all ages.Child and adolescent scheduled vaccines are available for free and other vaccines are available to the public at a cost.A price list and schedule of Immunisation Clinic days and times is available on our website at charlessturt.sa.gov.au/Immunisation

Vaccines outside the free list are available for purchase but you will need to ring 84081111 to check for availability of stock and make an appointment (with the exception of flu during flu season).

It is important that children are immunised at 4 years of age – before they start kindy.Diseases such as measles, mumps and rubella,diphtheria, tetanus, whooping cough and polio are highly contagious,sometimes fatal,and can be easily prevented with immunisation.

Council’s Deliciously Safe Food Safety program recognises food businesses who comply with all aspects of food legislation.When you see this sticker,you can be confident that the food business has complied with all food laws at the time of their inspection.

At the City of Charles Sturt we value our local environment and recognise the important role we play in preserving and enhancing it.We are committed to fulfilling our statutory environmental responsibilities and ensuring that all operations and activities carried out by and on behalf of the Council,comply with or exceed statutory environmental requirements.

Charles Sturt is maintaining our City Council maintains a wide variety of infrastructure,including stormwater drains,roads,car parks,footpaths, bridges,lights,signs,playgrounds,coastal infrastructure,reserves and more.The City of Charles Sturt is committed to providing a clean and safe environment for our residents.

If you notice damage to any Council infrastructureor graffiti, you can call us on 84081111 and provide as much detail as possible so that we can investigate.

Alternatively,you can download the My Local Services app which will allow you to send a report of any graffiti or damage to Council infrastructure straight through the app.More information on the app is available at charlessturt.sa.gov.au/ MyLocalServicesApp

All reports will be logged into our Works Program and investigated by Council staff.

Charles Sturt is collecting your waste

Council policy allows one blue domestic, one yellow recycling and one green garden bin per rateable property.All bins remain the property of the City of Charles Sturt and must stay at the property even if the home is sold.

Residents can purchase additional bins and services by contacting our Customer Contact Team on 84081111 and making the order with a credit card payment over the phone.

General waste is collected weekly, with green waste bins and recycle bins collected fortnightly on alternate weeks.To find out when your bins will be collected,visit our website at charlessturt.sa.gov.au/threebinservice or download the My Local Services App to receive a weekly push notification straight to your phone.

Charles Sturt residents are able to book up to two hardwaste collections per financial year.Each Household can place up to a maximum of 2 cubic metres (2m x 1m x 1m) of hard waste on the kerbside for collection.

Kitchen Caddy for Food Waste

Using a kitchen caddy with compostable bags is an easy and efficient way to recycle food scraps.

Your kitchen caddy can live on the bench top or under the sink. When it's full, tie off the compostable bag and place it directly into your green organics bin.

You can grab a free kitchen caddy at our Civic Centre (Woodville) or any of our five Libraries, just drop-in during opening hours and bring some ID to show you are a Charles Sturt resident or visit our website to order online for home delivery charlessturt.sa.gov.au/ kitchencaddy

Planning & Development

Planning and Development look after new and existing development within the City.

If you wish to develop your existing property it is important to initially contact us and ensure you are aware of guidelines and requirements for the desired development.A Planner is available without appointment at the front counter Monday to Friday between 830am – 500pm for all planning and building enquiries as well as lodgements.

Council Rates

Council rates allow us to provide a wide range of services for you,and for the benefit of the wider community.

Rates can be paid in full by 1 September each year,or in four approximately equal instalments due on 1 September, 1 December,1 March and 1 June.A new notice is sent out for each instalment.

Council undertakes community consultation on the draft Annual Business Plan and Budget around April each year.You can find a full version of the current Annual Business Plan and Budget on our website.

• Annual rubbish removal, gutter cleaning and poisoning of weeds.

• Annual yard clean up and pruning for residents aged over 75 years.

Our Volunteers contribute to a vibrant community life. They encourage community independence and improve the quality of life of the community.

There are a number of activities that can be enjoyed when you become a Council volunteer, including:

Charles Sturt has a diverse range of cultures living within our City, bringing a rich and vibrant energy that we embrace and nurture.

Indigenous Acknowledgement

We acknowledge that the land we live and meet on is the traditional land of the Kaurna people. We respect their spiritual relationship with this land. We also acknowledge the Kaurna people as traditional custodians of the Kaurna land. We will endeavour, as Council, to act in a way that respects Kaurna heritage and the cultural beliefs of the Kaurna People.

Citizenship

Eligibility for citizenship is determined by the Department of Home Affairs. Citizenship information and application forms are only available from the website at www.citizenship.gov.au or the Department of Home Affairs office.

Australian Federal Government policy advises that Citizenship ceremonies be held by Local Government Councils at regular intervals.At the City of Charles Sturt, we arrange ceremonies for every few months to welcome new residents into our City.

Playgrounds,Parks & Reserves

Hundreds of parks for leisure and pleasure can be found across the City. Our parks also play an important role in the appearance of our suburbs,providing eye-catching,safe and relaxing surrounds.

We maintain and operate 110 playgrounds throughout our City.These come in all shapes and sizes and our aim is to have a playground located within about 500 metres or 15 minutes walking distance of all residents.

Most parks and reserves can also be hired for special events such as birthday parties and weddings.Application forms and further information are available on our website.
