Planning & Development Planning and Development look after new and existing development within the City. If you wish to develop your existing property it is important to initially contact us and ensure you are aware of guidelines and requirements for the desired development. A Planner is available without appointment at the front counter Monday to Friday between 8.30am – 5.00pm for all planning and building enquiries as well as lodgements. Council Rates Council rates allow us to provide a wide range of services for you, and for the benefit of the wider community. Rates can be paid in full by 1 September each year, or in four approximately equal instalments due on 1 September, 1 December, 1 March and 1 June. A new notice is sent out for each instalment.
