Nominations are now open for the 2024 City of Charles Sturt Citizen of the Year Awards. We love celebrating individuals, community groups and events that make our City the vibrant and diverse place it is. If you know someone who should be recognised, please consider nominating them. As the weather warms up, our Street Meets spring into action. Consider hosting a gathering in your street, it’s a great way to get to know your neighbours and to share time together. Connected neighbours make for better neighbourhoods. Find out how to apply for a Street Meet on page 12.
Daylight savings is just around the corner, bringing with it the rollout of our beach mat at Henley Beach. This fantastic initiative has supported hundreds of people to access the beach, many of whom may not have had the opportunity to do so otherwise. If a Spring clean is on your radar, please make sustainable choices. We often see an increase in illegal dumping over the warmer weather. As a resident in our City, a hard waste service is available to you. Please make use of it and keep our City litter free.

In 2023, our Citizen of the Year Award was awarded to social worker Nasir Hussain who has given back to the local community, supporting new migrants, working with and advocating for the many multicultural groups within our City.

City of Charles Sturt has long been advocating for our 12kms of coastline, which is home to some of the most popular beaches in the state.
We have consistently raised concerns and asked to partner with the State Government to address sand erosion issues to ensure a sustainable dune system and beach that provides coastal protection and amenity for our residents and the broader community. This advocacy reflects and supports the many residents that are also concerned about our coast.
Sand moves north along our coastline via longshore drift which over time results in a buildup or surplus of sand in one area and a deficit in another. Our suburban beaches require ongoing management to address this.
The lack of effective management of the coastline at West Beach, Henley South, Henley Beach and Semaphore Park, which is a State Government responsibility, is a longterm existing issue. The current government is undertaking another review to assess solutions.
The longshore drift and past State Government sand management practices has seen the significant degradation of West Beach, which has necessitated the reconstruction of the rock wall as a ‘last line of defence’ by the City of Charles Sturt in 2021. Additionally, a number of beach accessways have been compromised along the Charles Sturt section of coast. The iconic Joe’s Kiosk at Henley Beach has also been affected by the very low beach levels in recent times beginning to undermine the vertical seawall of the building.
In June this year, the State Government proposed a rock wall in front of Joe’s Kiosk at Henley Beach in response to the damaged infrastructure. This proposal was rejected by Council on Monday 28 June 2023, following significant community opposition due to the negative environmental impacts a rock wall would have to an already damaged area. Council suggested large geotech sand bags, as have been used at Brighton to create small groynes to trap sand and reduce longshore drift be investigated. Rock walls are not a temporary solution. Once installed, they are rarely ever removed and can alter and exacerbate sand erosion as the wave action refracts off of the rocks taking more sand away with it. Permanent, hard structures are not an adequate
replacement and replenishment of sand. In late July, the State Government announced it would take 20,000 cubic metres of sand around the River Torrens outlet at Henley Beach South, and spread it along the coastline further north to Henley Beach. While taking sand from the Torrens outlet and spreading it towards Henley Beach is a convenient short term solution but is very likely to have further negative impact on the beach at West Beach. This area around the Torrens Outlet is also an annual nesting site for Hooded Plovers in the dunes.

outlet are further compromised. Sand loss would be escalated, leaving our beaches vulnerable to winter storms and further erosion. Residents strongly opposed this action, and protested by peacefully preventing trucks, scrapers and excavators access to the dunes across a two week period in July.
Coastal experts all agree that a healthy beach with adequate beach width and depth achieved by sand replenishment at West Beach, Henley South and Henley Beach, is the best defence for coastal assets from storm damage.
We continue to advocate for an alternative solution to the sand erosion. We understand the Adelaide Beach Management Review is underway, but the current situation
is urgent and effective beach management is required now.
As part of the current review into coastal solutions the State Government has committed to a maintenance supply of sand until a solution is implemented. In practical terms this equates to 100,000 cubic metres of sand being placed at the critical areas. This is done in 2 tranches of 50,000cubic metres with the ‘spring tranche’ currently underway. This sand is new sand brought from external quarry’s The Department of Environment and Water (DEW) continues to work on the Adelaide Beach Management Review, with community engagement on the shortlisted approaches, including a key stakeholder workshop and an online survey to be undertaken in September.
In representing our community, we are pursuing an effective beach and sand management solution, not a solution that moves sand from one damaged area to another. We reaffirm our genuine commitment to supporting our community, the surf clubs, sailing club and working with the State Government on finding the best outcomes for our beaches.

Accessibility or mobility barriers can prevent some of us from a visit to the beach.
As the weather starts to get warmer, the beach mat will be rolled out at Henley Beach, making the beach more accessible.
Timed to align with the opening of the surf patrol season, the beach mat provides additional access to our beach and is ideal for wheelchairs, prams and those living with disability.
There are two types of beach wheelchairs available as well as the new mobility walkers for free hire. All you need is a form of ID to lock in a time with morning and afternoon sessions available.

While daylight savings means moving your clock forward an hour and basking in the extra daylight hours in the evening, it also means changes to the on lead requirements for dogs on our beaches.
Effective from 1 October 2023 until 7 April 2024 dogs must be on lead (2 metres or less) on the foreshore between 10am and 8pm. Outside of these times, dogs may be off lead on the foreshore if under effective control - that means under voice control, within sight and near you at all times. If you can’t call your dog away from another person or dog, don’t let them off lead.

The sun is shining, the garden is blossoming, and you’re motivated to do a little “Spring Cleaning”. Here’s some helpful tips to get you started.
You may have seen our City Clean team gracing the streets with our iconic truck decked out in a range of interesting attire.
Providing smiles and engaging with our community across the City, our City Clean Team often supports major events, days of recognition and charities close to their hearts. Most recently with World Cup fever hitting our City, the team was seen donning their finest soccer attire to celebrate. They also covered State of Origin, the Showdown, a Star Wars theme on May 4th and have raised money on behalf of our organisation for SIDS via Red Nose Day, Cancer Council and more.
Along with sporting and charity events, the team has also made their support known to Reconciliation Week. The team decorates the truck (and themselves) using their personal budget and time, dedicated to ensuring they meet their core role for the community, keeping our City safe and clean. We are working on a calendar of events for the team, so you can stay connected to them as they work across our City – stay tuned for what we have in store for 2024! Thanks City Clean for finding ways to make everyday fun and enjoyable.
Your green organics bin can be used for much more than just your garden waste. Your food scraps, tea bags, pizza boxes, paper towel and tissues can all make their way into this bin.
Paper, cardboard, milk cartons, plastic bottles, glass bottles and jars, aluminium and steel cans, containers and clean aluminum foil (scrunched into a fist size ball) can all go in your yellow recycling bin. Please don’t use this bin for fabric or clothing items.

We can help keep the kids busy with a whole heap of fun activities at our libraries and community centres, as well as our favourite School Holiday Sports program. Encourage your little Picasso, get creative with arts and craft activities (including jewellery design), try out a new sport and make friends. Our community centres donate over 3000 hand-crafted items every year, and about the same in dollars to charity.
The Natty Knitters at 19 on Green are prolific, with over 2376 items donated since the program launched in 2010. Running fortnightly at the community centre in the heart of Brompton, the group combines to make gloves, beanies, scarves, blankets, socks, bears, hats for patients undergoing chemotherapy and so much more.
Over at Bower Cottages, there are two groups who knit for charity, the Knitters and Chatters, and Hand to Heart Knitters. Knitted donations from the Semaphore Park centre this year have exceeded 150 items to many causes including the Women’s and Children’s Hospital, Catherine House and Uniting Communities Homelessness Charities.
The West Lakes Stitchin’ Sisters Quilting Group, with a particular interest in patchwork and quilting, have donated many quilts to domestic violence or children’s charities. In May alone they donated 27 handmade quilts to a local mental health support service.
The Findon Knit Wits also had some special visitors from our City Clean team earlier this year and combined to make themed scarves for the Adelaide Crows and Port Adelaide Showdowns, as well as the State of Origin. Our City Clean team donated a total of $100 plus a hamper of materials to the Knit Wits, who created scarves for them.
Further in Findon, the ‘Fabric Pieces’ group specialises in the crafting of quilts for adults and children, and they have also added $800 in monetary donations.
Importantly, Sustainable Sewing out of Findon has just agreed to make sanitary items to help eradicate period poverty within the community, and are currently seeking sewing materials, cottons, needles, pins and scissors.
The Wednesday Needlecraft group at Cheltenham not only knit blankets, scarves, and beanies for the homeless, they have been known to create jumpers for lambs and penguins, and rugs for cats, dogs, and rescued animals. They also make knitted teddies and a range of other items for premature babies. All of this wouldn’t be possible without our wonderful and generous community who volunteer their time.
Our selfless community groups are constantly seeking donations in the form of wool and materials. If you have anything to spare, please contact Findon Commmunity Centre on 8408 1310.

We continue to explore new ways to operate sustainably, to reduce our impact on the environment and lower operating costs - amongst a host of other benefits.
To strive toward this, we have developed Environmentally Sustainable Development (ESD) Requirements for Council Buildings to guide the design, construction, renovation, and maintenance of our facilities.
These requirements ensure our buildings are suited to our changing climate, minimise our environmental footprint, are efficient to operate, and are healthy and comfortable for the community and employees to use.
Three new solar power systems were installed earlier this year at Hindmarsh Library, Arch Patterson Community Centre and The Brocas Youth Space to join a list of 19 Council facilities now harnessing solar energy.
ESD principles were also central to the design of the new lakeside clubrooms at Aquatic Reserve, West Lakes which will once again be a hive of activity over the coming months. Recycled materials, solar, smart ventilation and
efficient water storage methods were all carefully considered to build a lively community facility which is the benchmark for environmentally conscious designs in the future.
We partnered with the Cities of Port Adelaide Enfield and Marion to deliver an innovative, professional development series ‘Cultivate’ for our property employees to strengthen and share knowledge in delivering environmentally sustainable buildings. A cross-council Community of Practice is being developed from this program. Other councils, both locally and interstate, have expressed interest in this leading initiative.
These measures all translate to a cleaner, greener and more environmentally and economically responsible future for our City.

The Sustainable Homes Expert Webinar series has helped hundreds of people learn more about sustainable living practices, improve energy efficiency at home and ultimately put more cash back in their pocket.
The online series features 13 in-depth expert webinars which are free to our residents as part of the AdaptWest partnership – a collaboration between the Cities of Charles Sturt, Port Adelaide Enfield and West Torrens to build climate resilient communities.
These webinars, presented by sustainability experts Renew, cover a range of topics including electric vehicles, solar and batteries, water efficiency and sustainable building design.
It’s a great opportunity to hear directly from a range of specialists and ask any questions to help you make decisions or take action – all
from the comfort of your own home.
Pleasingly, more people from our City have registered and attended these seminars than any other participating Council at the time of printing. This shows our residents are interested in these important initiatives as our community aims to adapt to the effects of climate change into the future.

Street Meets are a great way to meet and get to know your neighbours.
There are so many reasons to celebrate. We’d love to hear from you about what days you’d like to get together with your neighbours, whether it’s Deepavali festival, the Lunar New Year, Holi Festival or simply to catch up. Follow these simple steps to get your Street Meet underway:
1. Get in contact with us to find out if your street is suitable.
If you are building your new family home in 2023/24 on land classed as “vacant land” on your annual rates notice for 2023/24 you may be eligible for a rate rebate. To be eligible, you must demonstrate that building works have substantially commenced (footings poured) and you will live in the home on completion for at least 1 year.
The State Government offers the “cost of living payment” provided directly to those entitled. This payment may be used for any purpose, including offsetting Council rates. To check your eligibility, please contact the Department for Human Services Concession hotline on 1800 307 758 or visit their website.
As the days start getting longer, we invite you to start planning your Street Meets.
If you haven’t heard the term before, they are a street party or a play street that you can host on your own street. If your street is suitable (low in traffic and not part of a public transport route) you can close your street for up to 4 hours to host a neighbourhood get together. They are free to run and we provide you with everything you need to close your street on the day.
Residents have held over 40 Street Meets since the program started in 2018, with the most popular time being Christmas. Many residents come back every year to host another get together with their neighbours.
2. Speak to your neighbours and get them on board.
3. Submit your application 6 weeks before your street meet.
4. Organise some neighbours to help you put the required road closure signage out.
5. Host your Street Meet!
This year we are partnering with Play Australia, who have provided us with play kits to get the fun started. These include chalk, frisbees, balls and skipping ropes that are available to all “Street Meet” organisers.

The Seaton Ramblers Football Club is proud to be the home of the soon to be constructed clubrooms. With the old club originally built by past players and members, the new build will allow the club to become a multi-sport facility which will include the Adelaide Lions Cricket Club and future women’s football teams. With opportunities for growth, the club looks forward to meeting new club members. The total cost of the project is $3.6m.
The project scope includes construction of new clubrooms featuring:
• 4 unisex AFL standard changerooms to encourage unisex participation
• Function area incorporating bar and kitchen facilities
• Canteen
• Club office
• Toilet facilities
The project is funded by the Office for Sport, Recreation and Racing and the City of Charles Sturt. The forecast completion date is April 2024.
The Flinders Park Football Club Inc is one of the larger community clubs in the west. The club is also home to the Flinders Park Netball Club who, without home courts, have had to play elsewhere. The construction of three lit netball courts, and the relocation and construction of the new cricket training facilities, will help accommodate the growing club and consolidate all activities into one Flinders Park precinct. The total cost of the project is $1.1m.
The project scope includes:
• Construction of 3 netball courts with sports lighting on each court
• Relocation of the existing cricket nets, with turf and concrete nets
• Extension of the carpark
• Landscaping
The project is with thanks to the Federal Government (Local Roads and Community Infrastructure funding), the Office for Sport, Recreation and Racing, City of Charles Sturt and the Flinders Park Football Club Inc. The forecast completion date is 2024.

After three years forced hiatus, The Idea of North is finally able to reform and can’t wait to visit their favourite Australian venues! Our City came alive with colours of the world when spectators from all over gathered at Hindmarsh to celebrate the FIFA Women’s World Cup.
Garth and Lindsay were all smiles at Fulham Gardens Shopping Centre behind the wheel of our Community Bus Service. We are eternally grateful to all our volunteers.
We celebrated the launch of our staff, elected members and volunteers’ SALA art exhibition showcasing a small taste of the wonderful artistic talent of our community.
A non-racing, Dragon Boat Club, focused on fitness at Aquatic Reserve on Bower Road. Training Monday evenings at 5:30pm, Wednesday and Saturday mornings at 9am followed by coffee.
We have a diverse demographic with paddlers from all walks of life and varying age groups. If you have some level of fitness (or want to), enjoy challenging yourself and are looking to connect with a great group of men and women out to enjoy each other’s company and improve their fitness level, come give it a go. We will supply you with a paddle to use and a life jacket (we all wear one). Bring a bottle of water, shoes that you don’t mind getting wet and comfortable clothes.

The Wara Wayingga Tennyson Dunes volunteers invite you to our open day on the last Sunday of school holidays. Bring the family and enjoy free guided walking tours through the dunes to learn about the native flora and fauna and see all the work being done to protect, rebuild and conserve the dunes for future generations.
We will have our perennial favourites, Animals Anonymous and Bugs ‘n’ Slugs and special children’s activities along with
stalls selling locally made, environmentally friendly gifts, native coastal plants and plenty of food and beverages. Local coastal conservation groups will join us for the day to provide fun and fact filled information about their organisations.

The studio, run by Parkinsons SA and The Hospital Research Foundation Group, provides a health service specifically for people with movement disorders and chronic conditions such as Parkinson’s, stroke, arthritis, pain, cardiovascular disease, diabetes and more.
The modern fitness equipment and group classes are supported by qualified exercise physiologists.
Based in Woodville, the service is centrally located for the Charles Sturt community and offers support through NDIS and the Department of Veteran’s Affairs.

Flinders Park Scout Group offers quality and inclusive Scouting in Adelaide’s western suburbs since 1945. Youth enjoy engaging experiences fostering leadership, friendship, and growth. We are seeking volunteer Leaders to
enhance this mission. Being a Leader is fulfilling, creating impact on young lives and offering adventures, skills, and friendships. Most guide and develop youth programs through weekly enjoyable activities.
