MP CALLS FOR IMMEDIATE HALT TO FRACKING Report by Kenny Parker
WEST Lancs MP Rosie Cooper has written to the Government to call for an immediate halt to fracking in Lancashire following more than 30 tremors in recent weeks and fears there could be another earthquake. Fracking was stopped at energy company Cuadrilla’s Preese Hall site operation in Preston in 2011 following two seismic events measuring 2.3 and 1.4 on the Richter scale. And since fracking got underway at the company’s Preston New Road site near Little Plumpton three weeks ago more than 30 tremors have been detected at the site, including a 1.1 magnitude tremor, on Monday, October 29 and two 0.8 magnitude events two and three days before. The tremors were classed as a ‘red’ events in line with the traffic light monitoring system regulated by the Oil and Gas Authority, which led to operations being suspended for 18 hours. Cuadrilla chief executive Francis Egan described these as “micro” seismic events, “way below anything that can be felt at surface and a very long way from anything that would cause damage or harm”. He has since called on the Government to increase the ‘red’ threshold from 0.5 to 2, which he says is lower than other countries such as the US and Canada, and claims the restrictions in the UK are strangling the industry. However, Rosie Cooper, backed by local campaign group Moss Alliance, which is opposed to Aurora Energy Resources proposals to frack in West Lancashire, has written to Energy Secretary Greg Clark calling on the Government to cease all fracking proceedings. She had tried to ask an ‘Urgent Question’ in Parliament but was refused the opportunity. Ms Cooper’s open letter to the Energy Secretary was co-signed by fellow Lancashire Labour MPs including

Julie Cooper (Burnley), Sir Mark Hendrick (Preston), Kate Hollern (Blackburn), Gordon Marsden (Blackpool South), Cat Smith (Lancaster and Fleetwood) and the Shadow Energy Secretary, Rebecca Long-Bailey. It reads: ‘Disappointingly, I wasn’t granted the opportunity to ask an Urgent Question in Parliament, on a topic which I believe, and most will agree, is a very urgent matter - earthquakes in Lancashire! ‘In 2015, Lancashire County Council’s Development Control Committee voted to reject an application from Cuadrilla to carry out fracking at a site off Preston New

Road, near Little Plumpton in Lancashire. ‘This decision was appealed by Cuadrilla, and in July, the Government gave the go-ahead for fracking to take place, claiming to be assured by the health and safety criteria. ‘I find it remarkable that despite the clear rejection of fracking by the people of Lancashire, and the numerous warnings that drilling would cause seismic activity, the Government decided it would push fracking through and impose it on the residents of Lancashire against their will with scant regard for local residents’ concerns. ‘I believe that it is now just and right for the Government to halt fracking at this site and to place a moratorium on fracking until such point as they can be not just reassured, but fully assured, that there will be no more man-made earthquakes in England or Wales as a result of fracking. ‘If they cannot be assured of that, then for that reason and so many more, this Government needs to steal another of Labour’s Manifesto pledges and ban fracking immediately.’ The Government responded by saying that it would not be considering any changes. Maureen Mills, spokesperson for Moss Alliace, said: “We fully support Rosie's stance calling for a moratorium on fracking as a result of the seismic events at Preston New Road.” Meanwhile on the day that the MP announced that she had written to the Government Cuadrilla reported small volumes of shale gas returning to surface at the site. Babs Murphy, chief executive of the North & Western Lancashire Chamber of Commerce (NWLCC) said: “This is great news and early indications are looking extremely promising.” However, Maureen Mills, said that Ms Murphy did not represent the views of NWLCC members but the Membership Council. She said: “They are attempting to fabricate some good news out of bad!”
