PUBLIC CONSULTATION TO BE HELD ON LOCAL PLAN REVIEW OPTIONS Report by Kenny Parker CONTROVERSIAL plans that could shape the future of development in West Lancashire for the next 30 years have been approved for public consultation by the borough council’s cabinet. Now the Preferred Options paper as part of the Local Plan Review will be the subject of a six-week consultation exercise commencing on October 12. As part of that process, the council will be holding a series of events around the borough at which officers will be available by appointment to meet local residents to explain the proposals and answer any questions they may have. Details of these events will be published on the borough council’s website and in the Champion. However, the Preferred Options proposals have been rejected by both the Conservatives and the Our West Lancashire group who say that the current Local Plan, which runs until 2027, is adequately meeting the needs of the borough. Speaking at a press conference three days after the cabinet meeting where the consultation was approved - a meeting which saw angry scenes involving members of the public leading to police being called - council chiefs appealed for the proposals to be given a “fair crack of the whip”. Included in the proposals are plans to release 190 hectares of land for employment purposes and also make provision for nearly 16,000 new homes. marked for Green Belt (590 hectares) and that West Lancs would still have one of the largest Green Belt areas by percentage of any borough in the country. Meanwhile making enough land available for development needs for 30-plus years would leave the authority in a better position to refuse any applications for development not in line with the Local Plan, it’s claimed. Council chiefs say market competition for land will also have the knock-on effect of keeping house prices lower and provide more affordable housing, while not actually seeing more houses built overall. logistics park alongside the M58, along with a new knowledge park (for hi-tech businesses) and student accommodation village on St Helens Road, Ormskirk. The authority says that proposals for Skelmersdale would make a significant contribution to the business case for creating a Skelmersdale rail link. Council leader, Councillor Ian Moran, who lives in Skelmersdale, said that the plans are a “game changer” for the town. And Councillor John Hodson, the council’s portfolio holder for planning and chair of the Local Plan cabinet working group, said that if approved the plans would ensure that West Lancs would benefit from the economic development taking place between Liverpool’s Super-
port, the Atlantic Gateway and Salford Quays. If the council did not make any provision, he said, the borough would be left behind. John Harrison, the authority’s director of development and regeneration, added: “The proposed new Local Plan will be an exciting blueprint for West Lancashire’s future. It will enable the council to better manage new development in a way that creates more sustainable communities, provides homes for all parts of the community and increased employment opportunities for local people by taking advantage of opportunities emerging from the anticipated economic growth in the region.” However, Conservative group leader, Councillor David Westley, said that his party was fundamentally opposed to the plans. He said: “If the public consultation fails to make Labour see sense, scrap their crazy new Local Plan and start again then residents have the democratic option of punishing them at the ballot box. “There will be opportunities to do this before the new Local Plan is formally adopted i.e. at the borough elections in May 2019 and 2020.” And Our West Lancashire is calling for public meetings “that will work with residents, pooling expertise and knowledge, to ensure that those in affected areas are best able to make their voices heard through well-argued representations.” l Parties blame each other after police called to uproar at cabinet meeting - Page 3.
