FOOTBALL CLUB SUBMIT PLANS FOR NEW STADIUM AT JMO SPORTS PARK

Chairman ‘hopeful’ go-ahead for scheme could see team back ‘home’ for next season Report by Henry James SKELMERSDALE United Football Club has submitted plans to the council which could see them return to the town next season to play at the JMO Sports Park on a 3G pitch at Blaguegate Playing Fields, Liverpool Road. In 2017 the club were unable to agree a new lease at their home ground at the Uretek Stadium at the Staveley Road Industrial Estate, so have been ground-sharing at the home of of Prescot Cables. The application is for land, which is owned by the borough council and has been leased since 2013 to the applicant, J Mallinson (Ormskirk) Limited (JMOL). For United’s games the anticipated match-day attendance is about 500, which includes home and away supporters. Two stands would provide 80 plus seats each and an executive stand would accommodate 20 seats. Turnstiles would be introduced as well. The planning statement has been put together for J Mallinson (Ormskirk) Limited and it contains proposals to extend, alter the existing changing facilities, build three football stands and amenities and extend the JMO Sports Park car park.

The site is accessed from Liverpool Road and has an artificial sports pitch with floodlighting, a sports pavilion to the west, and areas of car parking to the south. There are two car parks on the site, the western car park which has spaces for 100 vehicles and the eastern car park which has 62 spaces. Skelmersdale FC has a history dating back to 1882 and they have developed players who have gone on to play at higher levels. The team play in the Evo-Stik Northern Premier League Division One West but have struggled financially since being forced to play at Prescot as they have to pay to use the ground but get little match day income. They are currently bottom of the table and face being relegated to the North West Counties League at the end of the season. The report to the council states that by developing the existing facilities JMOL will provide “a local venue from where (SFC) could develop their ‘home’ support and generate revenue. However, the new facilities would be operated by JMO Sports Park providing the opportunity for the enhanced playing facilities to be used by the wider community.” The works required to accommodate SFC are led by the requirements of the national Football Association.

J Mallinson (Ormskirk) Limited is based at Lathom and is a leading company in the design, construction and renovation of sports pitches across the United Kingdom. In a planning statement included in the application, Environment Planning and Design state: “the proposed development would have little/negligible effect on the openness of the Green Belt including the visual perception of openness.” The statement also concludes that the local highway network could accommodate the traffic flows associated with match-day operations.

The planning statement comments on the design of the proposals as well and states that “given the limited scale of the proposals, the local landscape context and that the majority of views would be set within the urban fringe, there would be no material change to the overall landscape character or visual amenity.” Skelmersdale United chairman, Paul Griffiths has said: “This is a major step forward in us coming back to the town. If it gets passed we can hopefully start playing at the JMO Sports Park from next season.”
