COUNCIL TO SCALE BACK LOCAL PLAN Report by Kenny Parker LEADERS at West Lancs Council have bowed to public pressure over the proposed Local Plan and will significantly reduce the number of houses planned and the amount of Green Belt released. When announced last year, the new plan, aimed at shaping development in the borough for the next 30 years, was described by council chiefs as an “exciting blueprint for the future of West Lancashire” which would also ensure the borough would benefit from economic development between the Liverpool Superport, the Atlantic Gateway and Salford Quays Included in the proposals were plans to release 190 hectares of land for employment purposes and also make provision for nearly 16,000 new homes. At the time the authority stated it would be making significant contribution to the future development needs of Sefton and Liverpool. The council claimed that this would only involve turning over 1.7% of land currently earmarked for Green Belt (590 hectares) and that West Lancs would still have one of the largest Green Belt areas by percentage of any borough in the country. However, the proposals were met with dismay by political rivals and hundreds of residents contacted MP

Conservative Councillor David Westley said the authority did not appreciate the importance of Green Belt and along with Our West Lancshire’s Councillor Adrian Owens, he claimed that the current Local Plan, which runs until 2027 was adequately meeting the needs of the people of the borough.
Cllr. Owens also said that there was not sufficient infrastructure to cope with such a large-scale development. And the OWL leader said he had been provided with leaked emails showing opposition to the plans within the local Labour party and a letter to a constituent indicated that West Lancs Labour MP Rosie Cooper had concerns about the plans. Now, following a public consulta-
tion held between October and December, the ruling Labour group has announced that it will make “significant changes” to the plan. Councillor John Hodson, the council’s portfolio holder for planning, said: “We are now at the stage of the process where we are able to begin responding to residents’ views and demonstrate that any new Local Plan will be designed to put West Lancashire’s needs first. “We can say with confidence that there will be a significant reduction in housing numbers and a reduced impact on the Green Belt. “We will ensure that there are better protections against unwanted development such as encroachment upon the Green Belt or significant housing developments where infrastructure is lacking. “Finally, we will strongly resist pressure from neighbouring authorities to build for their housing needs, so that the next Local Plan is focused on building for the needs of West Lancashire residents.” Council Leader, Councillor Ian Moran added: “As we have stated from the beginning, this is a process of public consultation and we are listening.” Continued inside
Recognition for schools’ achievements Court told of suspected Neo-Nazi’s plot to murder West Lancs MP AN alleged Neo-Nazi plotted to murder West Lancashire MP Rosie Cooper with a machete on behalf of National Action, a banned extreme right-wing group, a court has heard. The Old Bailey has been told that Jack Renshaw, 23, of Skelmersdale purchased the machete and discussed his plan at a meeting at a pub in Warrington in July 2017. Renshaw allegedly wanted to kill Ms Cooper, 68, because she supported immigration. He states that he prepared acts of terrorism but does not accept he was a member of National Action, a group which was banned in December 2016. Thwarted Renshaw’s plot was thwarted by a whistle-blower who informed the Hope Not Hate organisation which opposes rightwing political racism. He is on trial with Andrew Clarke, 34, from Prescot and 36-year-old Michal Trubini, from Warrington who are also accused of being part of National Action. They also both deny being members of the group. National Action is opposed to democracy and the British state. It has been banned after it supported the murder of Labour MP Jo Cox. During the trial Duncan Atkinson QC, prosecuting said there is “no dispute” that Renshaw was planning acts of terrorism for “politically motivated murder.” The case at the Old Bailey continues.
