The Champion has reported how Chorley Community Housing had wanted to demolish the former Rushton's Garden Centre and Coffee Shop, on Runnells Lane, and replace them with 31 houses and five bungalows. The proposal looked set to go-ahead after it was “recommended for approval” by the local authority, but it has now been dismissed due to an issue with the design of the entrance point to the site. A decision notice on the council's website claims the housing layout “creates a discordant feature at the prominent entrance point to the site and therefore fails to comply with policy.” It comes after the Champion reported how Highways England were left “concerned about a marginal impact” of the development on their plans to build a road through Rimrose Valley Park to link Switch Island to the docks. As a result of this concern, Highways England placed a ‘holding direction’ on Chorley Housing’s application, meaning Sefton Council could not approve it. It forced the housing firm to submit a revised plan, which then satisfied Highways England, but it was rejected anyway by the council. Rushton’s Garden Centre was closed in 2014 and the coffee shop suffered the same fate last year.
