At the Annual Meeting, the member ship also voted on a slate of new Board members and board members returning for three-year terms. Elected to serve as new Board members are four distin guished individuals. Bernadette Souza, Executive Director of Youth Opportuni ties Unlimited, a direct service provider of youth programming and committed community member. Barbara Casagrande joins the Board from AHEAD Corpora tion, a first rate apparel manufacturing company in the New Bedford Industrial Park. John A. Williams, recently installed as Dean of the Charlton College of Busi ness at UMASS-Dartmouth, and William Rocha, who serves as General Counsel for Gold Medal Bakery, have also joined the Board. As always, we want to thank members of the Board who are not returning for their commitment, energy and involve ment. Without their support the Chamber would not be as strong as it is today. So, we thank Scott O’Brien from O’Brien’s Plumbing and Heating, David Maher of Lockheed Martin and Chuck Lord of AHEAD for their years of service. Most notably, we would like to thank Brian LeComte of Gold Medal Bakery who poured hours of his time and energy into the Chamber, beginning with the initial conversations regarding integration of the two chambers to his remarkable leadership as Chair during the unprec edented COVID times when we were all so challenged. Saint Anne’s Hospital Earns Top Hospi tal Award for Quality and Safety Highlighting its nationally recognized achievements in patient safety and qual ity, Saint Anne’s Hospital was named a Top General Hospital nationally by The Leapfrog Group. Announced today, the Leapfrog Top Hospital award is widely acknowledged as one of the most com petitive awards American hospitals can receive. The Taunton Emergency Task Force is a fuel fund for individuals and families that do not qualify for the federal Low In come Home Energy Assistance Program (LIHEAP) or the Massachusetts Good Neighbor Energy Fund. The Old Colony YMCA’s Taunton Family Resource Cen ter helps families and individuals resolve challenges, strengthen bonds and engage in their communities. When asked what she likes about work ing at BankFive, Simone says, “One of the major factors that I believe sets Bank Five so far apart from other companies is how closely they work with their em ployees, and how much they want to see us grow within the company. I have nev er worked for another company where I felt that I could reach out to anyone, regardless of their position, for guidance.
Outside of work, Simone is just as driv en. She holds an Associate of Arts in Legal and Social Studies and has begun working towards a Bachelor’s Degree in Business. She credits this to being intro duced to the banking industry – although she did consider a career in Real Estate at one time. “Banking has such a wide vari ety of business areas that I am extremely grateful to be doing this instead.”

BankFive Employee Spotlight: Simone Lopes Simone Lopes has truly found a career in banking during her three years at BankFive. Starting out as a Teller, Sim one has explored a variety of roles within the bank. She served as a Branch Assistant at our Flint location and re cently moved to her current position of Banking Development Trainee.
Simone has always been striving for more. She began working at age 17 as a grocery store cashier, then advanced to a role where she helped with the order ing and receiving of grocery store items. Prior to BankFive, Simone was a Teller at Pawtucket Credit Union and also spent some time in their Retail Lending Department. “I have been in the bank ing industry for nearly six years. It has been such an informative journey and allowed for so much personal growth. It not only has made a huge impact on my work ethic, but also, the knowledge I have gained from being in this field has helped me build a better life and future for my son and I.”

Simone moved to the United States from Cape Verde when she was 13 years old, and her Cape Verdean heritage is a big part of her identity. She is a certified Portuguese and Cape Verdean Creole interpreter and speaks four languages. One of Simone’s favorite hobbies is soc cer, which is particularly special to her because she played it with her brothers while growing up. She also enjoys cook ing, exercising, and playing Batucadaan African-influenced Brazilian percus sive style of music.

The goal of the BankFive Banking De velopment program is to expose trainees to multiple aspects of the bank’s busi ness operations and help them find the best fit for a long-term position. “As a Banking Development Trainee, I will be rotating through the majority of our busi ness areas to help develop the skills sets necessary for my long-term placement here at BankFive. Within each different business area, I will be learning and per forming key jobs and tasks, allowing me to strengthen my analytical and business skills. The selected projects, in combination with two previous projects procured since Governor Charlie Baker signed comprehensive energy legislation in 2016, bring the total amount of offshore wind procured by the Administration to approximately 3,200 MW, enough clean energy to power 1.6 million homes. To day’s announcement, made by Energy and Environmental Affairs Secretary Kathleen Theoharides at the Wind Technology Test ing Center in Charlestown, also advances critical economic development priorities for the Commonwealth while securing significant clean, affordable, and resilient energy for Massachusetts residents and projects include a 400 MW proposal from Mayflower Wind and a 1,200 MW proposal from Vineyard Wind. The Mayflower Wind and Vineyard Wind bids were selected for contract negotia tions based on criteria established under a Request for Proposal (RFP) released by the Administration in May 2021. In this pro curement, the Administration bids included enhanced criteria for economic evaluation of the benefits for ratepayers, the project’s ability to foster employment and economic development in the Commonwealth, the project’s environmental impacts and impacts on Environmental Justice (EJ) communities, the extent to which a project demonstrates that it avoids or mitigates impacts to regional commercial fisheries, and the bidder’s proposed plans to promote diversity, equity, and inclusion as part of the project. As a result of a stringent review, a portfolio of proposals from both bidders was determined to provide the greatest overall value to Massachusetts customers by delivering a combined total of approximately 1,600 MW of offshore wind capacity per year while providing substantial ratepayer benefits.

The RFP built on the Commonwealth’s previous national leadership for offshore wind procurements, and included changes made in response to the public comments, consultations with state agencies, and les sons learned from prior solicitations. The RFP was also amended to address recom mendations DOER made at the conclusion of its offshore wind energy transmission Theinvestigation.selection of a portfolio of projects from Mayflower Wind and Vineyard Wind concludes a rigorous solicitation and evaluation by DOER and the Common wealth’s Electric Distribution Companies: Eversource, National Grid and Unitil. Ad ditionally, the solicitation was monitored by an Independent Evaluator that was jointly chosen by DOER and the Office of the Attorney General and was responsible for overseeing the process to ensure that all proposals were evaluated in a fair and nondiscriminatory manner.

The selection of a 1,600 MW portfolio of projects represents substantial progress towards the Commonwealth’s current au thorization of 5,600 MW of offshore wind energy. The first procurement resulted in executed and approved contracts with the Vineyard Wind 1 project for 800 MW, the first large-scale offshore wind procure ments in the United States. The second procurement resulted in executed and ap proved contracts with the Mayflower Wind Low-Cost Energy project for 804 MW of offshore wind. The combined energy out put of the selected and contracted offshore wind projects represents approximately 25 percent of total Massachusetts annual electricity “Massachusettsdemand.has pioneered the offshore wind development on the East Coast and today’s announcement marks our third commercial-scale offshore wind procure ment off the Commonwealth’s shores and highlights the diverse economic and en vironmental benefits from this resource,” said Department of Energy Resources Commissioner Patrick Woodcock. “Costeffective deployment of clean electricity is imperative to reach our long-term climate requirements and we are encouraged that this portfolio of projects build upon previ ous leadership by enhancing economic development benefits, improving equity and environmental justice within project plans, and maximizing the utilization of our existing transmission system.”
During the bidding process, both Mayflow er Wind and Vineyard Wind proposed wind energy at a competitive price and with sub stantial economic development opportuni ties for the Commonwealth. By selecting a portfolio of projects from both bidders, the Commonwealth will secure impressive investments in job creation and economic development. Bidders also responded to new provisions in the solicitation, included by the Administration for the first time, that required plans to support diversity, equity and inclusion, including Workforce Diversity and Supplier Diversity Program plans. Bidders were also required to describe proposed strategies to actively promote access to employment and con tracting opportunities for minority, women, veterans, LGBT and persons with disabili ties. Bidders also included assessments of impacts, both positive and negative, on EJ populations in the Commonwealth, and plans for investments and engagement with affected communities. The Depart ment of Energy Resources (DOER) will work with the winning bidders to track and report on progress towards their commit ments regarding economic development, environmental justice, and diversity, equity and “Weinclusion.talkoften of the jobs created directly by offshore wind but just as important to the success of this industry are the jobs that can and must be created in both the US supply chain and in the overall service of the industry,” said Lars T. “The offshore wind industry has the potential to provide significant economic and environmental benefits to the people and businesses across the South Coast,” said Michael Brown, CEO, Mayflower Wind. “But in order to truly succeed we need strong partnerships with organiza tions such as the SouthCoast Community Foundation, who truly understand the needs of the community, to ensure we are fostering a just transition toward a sustain able energy future.”
The Fund has two focus areas. The work force, education, and training component will provide resources for local, nonprofit educational institutions such as vocational and technical schools and community colleges to create paid training, internship, and apprenticeship programs to support workforce development. The supply chain component will work with municipal officials, state economic development authorities and departments, the Mas sachusetts Supplier Diversity Office, and other key stakeholders to identify and fund nonprofit-based projects, programs, and initiatives that build employment and economic development opportunities on the South Coast that are related to the Offshore Wind industry. The Community Foundation will manage it with input from key industry stakeholders, including state and municipal development authorities, labor groups, academic institutions, busi ness associations, and diversity, equity, and inclusion NGOs, among others.
