Baptista studied at the Rhode Island College, Brown University and University of Lisbon. He was employed by the Pawtucket School System, Providence Adult Education Department, New England Bilingual Curriculum Department and by the State of Rhode Island Labor Department as Employment Developer.
Cultural Society and One SouthCoast Chamber, where he served on the board of directors for a total of twelve years.
He was the past president of the Fall River Day of Portugal, member of the Fall River Exchange Club and Fall River Rotary Club and served on the board of the Massachusetts Society for the Prevention of Cruelty to Children.

This award is presented, annually, to a citizen who has a long record of volunteerism and leadership that has produced a measurable and lasting contribution to the region. It is designated as the most prestigious award within the business community and is presented to an exceptional individual in memory of Roger Valcourt. Valcourt passed away in 1979 and was a person who bestowed great character and commitment to the community and had a reputation for excellence.
Frank P. Baptista was born on March 13, 1951 in a small and simple locality named Mato Grande in the Island of Brava, Cape Verde, a former Portuguese possession. In 1967, the Baptista family, which included eleven children, immigrated to the United State, but Frank had
In 1978, Baptista arrived in Fall River to work at Shelburne Shirt Company as its Personnel Director, a job he held for 13 years. Baptista was a radio host for the WSAR, a Knight Quality Station at the time – and later in 1988 funded Radio Voz do Emigrante, a Portuguese radio station serving the Portuguese-speaking communities. He funded and co-host a weekly television program named Impacto, which aired for twenty-two years on WJAR-TV 10, known today as NBC 10. For over six years, Baptista was the writer of a weekly column known as A Nossa Voz in The Fall River Herald News.
Presently, Baptista is a member of the Board of Trustees of Bristol Community College, member of the Board of Directors of Health First Family Care Center, and the Board of Directors at SER Jobs for Progress. Frank is a member of Massachusetts Broadcasting Association, the Prince Henry Society of Fall River, the PortugueseAmerican Leadership Council of the United States, the Azorean
Baptista has been honored several times, including the Bristol Community College Distinguished Citizen for 2013, the Prince Henry Society 2011 Portuguese-American of the Year, and PortugueseAmerican Leadership Council of the United States 2014 Distinguished Citizen Award.
Baptista resides in Somerset with Deolinda, his wife of 46 years. The two have three children, Frank P. Baptista, Jr., Heather-Jean Baptista-Davidson and Nancy-Lynn Baptista-Rodrigues. He and his wife have seven grandchildren.

BayCoast Bank promotes Ryan Gonsalves to Operations Project Officer
BayCoast Bank (Baycoast.bank) is pleased to announce the promotion of Tiverton, Rhode Island resident Ryan Gonsalves to Operations Project Officer.
Under the direction of the First Vice President of Operations, Gonsalves is responsible for the coordination and completion of Bank projects in a timely manner, within budget and scope. Gonsalves oversees all aspects of a project, including assigning tasks, monitoring progress and ensuring completion by specified deadlines.
Gonsalves joined BayCoast Bank in January of 2012 as a Commercial/Residential Loan Officer III, a post she held for six years before accepting a position with HarborOne Bank as a Commercial Loan Servicing Analyst. Gonsalves rejoined the BayCoast Bank team in June of 2020 as a Commercial Operations Specialist, a title she held until her recent promotion.

Massachusetts Maritime Academy (MMA; www.maritime.edu), a topranked public university with undergraduate degree programs focusing on science, engineering, technology, math, and business that blend academics and experiential learning is honored to announce it has been selected by the International Association of Maritime Universities (IAMU) to host its 2024 Annual General Assembly.
The announcement was made during the recent International Executive Board meeting of the IAMU. With 69 members from over 36 countries, the Annual General Assembly represents an opportunity to engage with the international maritime community, learn from worldwide academics ,and showcase the MMA campus.
The International Association of Maritime Universities is a global network of leading maritime universities providing Maritime Education and Training (MET) of seafarers for the global shipping industry.
The IAMU has not hosted its international General Assembly in the Americas for more than a decade, making the announcement that the 2024 conference will be held on the MMA campus particularly exciting. The General Assembly will be held in the Academy’s newly built Maritime Conference Center.

Vineyard Wind Begins Offshore Cable Installation Campaign For Nation's First Commercial Scale Offshore Windfarm
Vineyard Wind recently announced that cable installation for the first commercial scale offshore windfarm has begun approximately 15 miles south of Martha’s Vineyard. The company also announced that it expects to begin nearshore cable work off the south coast of Cape Cod in the coming days.
The work is being conducted by Prysmian Group, the global leader in subsea cable manufacturing and installation. Prysmian recently announced plans to build the first U.S.-based offshore wind subsea cable factory in Somerset, Massachusetts, adding to its strong North American footprint that includes 28 manufacturing facilities.
“For a project that has achieved many firsts, the beginning of offshore cable installation is perhaps the most significant we have achieved so far,” said Vineyard Wind CEO Klaus S. Moeller. “To get to this point has required an amazing effort by the Vineyard Wind team and we are proud to work with Prysmian, a company with world class experience dedicated to creating jobs in Massachusetts. I want to thank all the local, state, and federal government agencies, which have been essential in thoroughly reviewing this project over the past five years and allowing us to reach this milestone.”
“Prysmian is proud to contribute to this important project that will accelerate the United States towards the energy transition,” stated Hakan Ozmen, EVP Projects, Prysmian Group. “Leveraging state-of-the-art technology, large production and installation assets, our cable laying operations are in line with the industry’s regulatory and environmental standards. Across our wide North American footprint, Prysmian plays a key role in the development and upgrade of power grid infrastructures to support the transition to renewable energy sources in the U.S.”
Prysmian is being supported by Foss Maritime, a US based, unionized maritime service company. The firm’s Nicole Foss will assist with both the offshore and nearshore work in the coming weeks.
"Foss is extremely pleased to be part of the Vineyard Wind export cable installation program,” said Joel Whitman, President of Foss Offshore Wind. “As a US company we are particularly proud to be involved in this milestone project for the US Offshore Wind industry.”
The fully Jones Act compliant cable installation process permits the use of both U.S. and specialized European flagged vessels that work together.
Fishing vessel Fleet King, which is being provide by Sea Services, is working alongside the Cable Enterprise to ensure good communication with fishermen and other mariners in the area.
“We are thrilled to continue our relationship with Vineyard Wind who has committed to using local commercial fishermen to provide safety vessels for the construction phase of the nation’s first commercial scale offshore wind farm,” said Sea Services CEO, Gordon Videll.
In the coming weeks, Vineyard Wind will also begin nearshore at Covell’s Beach in Barnstable and will also employ fishing vessels to facilitate good communication with other local fisherman.
Cable installation will take place in the fall of 2022 as well as early 2023. Mariners can sign up for updates at www. vineyardwind.com/fisheries, which can be sent out via email or text.
Vineyard Wind is committed to local supply chain and workforce and advancing the use of US flagged vessels on the project. In total, 52 US flagged vessels have or will have worked on the project by the end of this year.
Vineyard Wind, an 800-megawatt project located 15 miles off the coast of Martha’s Vineyard, will generate electricity for more than 400,000 homes and businesses in the Commonwealth of Massachusetts, create 3,600 Full Time Equivalent (FTE) job years, save customers $1.4 billion over the first 20 years of operation, and is expected to reduce carbon emissions by more than 1.6 million metric tons per year, the equivalent of taking 325,000 cars off the road annually.

Greater New Bedford Workforce Board Youth Team Hits Milestone
The Youth Team at the Greater New Bedford Workforce Board hit major milestones in 2022 while elevating youth programing to the next level for our region. Jamilyn Gordon, Justin Grota and Deven Robitaille worked together as Co-Directors of the Youth Department and hit the ground running.
Over the past year the team utilized $1.8 million in State and Federal funding to expose
over 5000 young adults to hundreds of career pathways and work readiness trainings. They visited 12 local high schools and hosted career exploration and job fairs, instilled leadership and entrepreneurship skills, introduced socioemotional learning, mindfulness and mental wellbeing into the curriculum and built lasting connections with the youth. Partnerships with local business professionals, community leaders and educators made it possible for the Youth Team to place more than 500 youth into paid internships, work-based learning experiences and summer employment.

Bucking a national trend of shrinking freshman classes, the Charlton College of Business at University of Massachusetts Dartmouth recently announced that they have enrolled the highest number of entering business students this fall since fall 2015 with a 33% increase for 2022 over 2021.
“While college enrollments are dropping across the country, the Charlton College of Business
(CCB) is experiencing a heightened awareness of the value of a degree from our College.,” said Dr. John A. Williams, dean of CCB. “The credit goes to the creative and energetic faculty that provides an outstanding business education, as well as the staff who engage with students to make a personalized experience.”
Dr. Williams pointed out that the college, accredited by the

Governor Baker Signs $3.76 Billion Economic Development Bill
Governor Charlie Baker recently signed a $3.76 billion spending plan that promotes economic development, strengthens health and human services, advances clean energy and resiliency, expands affordable housing production and invests in Massachusetts communities, businesses and workers. The legislation includes funding for several proposals introduced by the Baker-Polito Administration in the FORWARD economic development bill filed in April and in multiple supplemental budget proposals, including the most recent proposal from August to close out Fiscal Year 2022 (FY22).
“This legislation will make strategic investments in economic development, increase affordable housing production and support our health care system,” said Governor Charlie Baker. “We appreciate the Legislature’s efforts to pass this bill which is necessary to invest the Commonwealth’s significant state surplus and time-sensitive federal relief dollars. While I am disappointed that the bill does not include permanent tax relief that is affordable and was supported by our administration and the Legislature, I am pleased that the Commonwealth’s strong financial position allows us to make these critical investments on behalf of our communities.”
The bill is funded by a combination of state resources, including FY22 surplus revenue, and federal funds
from the American Rescue Plan Act
Fiscal Recovery Fund (ARPA-FRF). Notably, the Governor vetoed an outside section that would cap the use of ARPA-FRF funding to $510 million (of the $2.3 billion that remains available in ARPA-FRF funds). Federal law requires that the entirety of these federal funds be committed by the end of 2024 and spent by the end of 2026. Vetoing this section will allow the Commonwealth to prioritize the use of the time-limited federal dollars.
Highlights of the bill include:
Health and human services
• $850 million in near-term relief for fiscally strained hospitals, human service providers, nursing facilities, rest homes and community health centers
• $200 million to support the Commonwealth’s continued response to and management of COVID-19
• $25 million for low-threshold housing for individuals experiencing homelessness
• $20 million to address the varied needs of immigrants and refugees
• $20 million to combat gun violence
• $20 million for the Victim and Witness Assistance Board
• $17.5 million to support access to reproductive care and family planning services
Education
• $150 million to stabilize early education and care providers
• An additional $315 million transfer to the High-Quality Early Education & Care Affordability Fund via an outside section amending the FY23 budget
• $50 million to support scholarships for Massachusetts students enrolled in higher education nursing programs
Housing production and affordability
• $100 million for workforce housing production
• $100 million for homeownership expansion through the Commonwealth Builder program
• $100 million to support the creation of affordable housing through the Affordable Housing Trust
• $57 million for the Low-Income Home Energy Assistance Program
• $50 million for the Equitable Developers’ financing program
Economic development
• $153 million to support a variety of businesses in need across the state, including $75 million for hotels, $45 million for businesses reaching underserved markets, and $40 million for small businesses
• $75 million to support broadband infrastructure and internet access
• Hundreds of local community and economic development projects
Clean energy and environmental infrastructure
• $175 million for investments in publicly-owned green space and en-
vironmental infrastructure, including $75 million in environmental justice communities
• $150 million for clean energy initiatives, including transfers to the Clean Energy Investment Fund, Electric Vehicle Adoption Incentive Trust, and Charging Infrastructure Deployment Fund
• $115 million for water quality improvement projects through the Massachusetts Clean Water Trust
• $100 million for improvements to port infrastructure
• $25 million to support food security infrastructure
Transportation
• $112 million to support key needs at the Massachusetts Bay Transportation Authority (MBTA), including for implementation of Federal Transit Authority (FTA) directives

You could call it a big deal for the New Bedford waterfront – a deal that will have the city recognized as one of the premier locations supporting the emerging offshore wind industry in the northeast.
BayCoast Bank (Baycoast.bank) is announcing it has closed a $19.2MM loan to finance the redevelopment of the 30-acre decommissioned Cannon Street power station at the port of New Bedford – turning that space into a green energy staging and storage area for the construction of offshore wind turbines.

Located approximately 40 miles
from the offshore wind blocks, the New Bedford Foss Marine Terminal is expected to open in March 2023, after a year of site redevelopment. It will serve as a new base of operations and terminal logistics facility to support offshore wind projects off Massachusetts and the northeastern coast of the United States.
The facility will provide storage, laydown yards for equipment and materials, berth facilities for tug and barge operations, host crew transfer vessels, and service operation vessel support systems. The terminal will also offer new office space for project teams and a marine coordination center for technicians involved in offshore wind projects.
BayCoast Bank is the sole lender in the project that has garnered the full support of New Bedford Mayor Jon Mitchell and regional legislators and aligns with Massachusetts Governor Charlie Baker’s renewable energy initia-
tives. The conversion project is expected to result in numerous new marine businesses and employment opportunities.
