Chambers Exploring Integration Opportunities

At meetings held separately of the Boards of Directors of the Bristol County Chamber and the SouthCoast Chamber, on December 19 and December 20 respectively, the Boards of both organizations agreed to establish a task force to explore and provide due diligence on the integration of the two organizations.

The task force, with appointed members from the Boards of each chamber, will spend six months reviewing opportunities for integration. Among stated goals of the task force are to maintain the identity and preserve the jobs of the current employees of each organization while providing members the resources and expertise of one organization that seeks to unite the South Coast region through effective advocacy, strong support for economic growth and workforce preparation, enhanced member value and ultimately efficiencies that derive from scale.

ery, said, “Each Chamber brings definable and complementary strengths to the table. The goals of the exploration are to see how those strengths can potentially lead to a structure that provides the best possible service to all members, especially the small members that make up the vast majority of each chamber.” LeComte added, “There is no predetermined outcome to this examination by the task force. We are searching for the best possible outcomes and impacts for our members by executing the due diligence required. “ The task force will be reviewing financial information, member benefits, major and smaller events, governance and efficient use of existing staff. The goal is that the task force analysis will be complete by June 15, 2019 after which a single recommendation will come forward from the task force to each Board for consideration.

Lafrance Hospitality Welcomes Back Liz Swider Lafrance Hospitality is overjoyed to welcome Liz Swider back to the hotel division, in her new role of Revenue Manger. Liz is no stranger to Lafrance Hospitality as she started her hospitality career in her college days working the front desk at the Westport/Fall River Hampton Inn. Not long after, her husband’s career took them both out of state for a few years. Upon returning to Massachusetts she held the Director of Sales position and later was promoted to General Manager of the Fairhaven Hampton Inn. As Revenue Manager here at Lafrance her new position keeps her busy working daily to maximize profits at eleven of Lafrance Hospitality’s hotels.

Liz is also a familiar face to both the Bristol County and Southcoast Chamber of Commerce in the ambassador program which welcomes new members and keeps communication open with current members.

Massachusetts Paid Family and Medica Leave Law (MA FMLA)

Employers take notice; there is a new program that will have dramatic effects on Baystate businesses. This program will be administered by the state through a newly created state agency (the Department of Family and Medical Leave) and a single purpose trust fund (the Family and Employment Security Trust Fund) operated by the state.

A website has been created: https://www.mass.gov/orgs/ department-of-family-and-med-

ical-leave. The website contains two sets of FAQs containing basic information that all employers should become familiar with: Paid Family Medical Leave for employers FAQ & Paid Family Medical Leave for employees FAQ. There will be a payroll deduction from employee pay checks to cover an employee or covered individual for MA PFML. Employers and businesses with fewer than 25 workers in Massachusetts must remit contributions to the department on behalf of their workers but are not required to pay the employer share of the contribution for family and medical leave.

The apportionment between family and medical leave contribution rates will be de-

termined each year based on projected benefit costs for each benefit year. The first year’s contribution breakdown will be determined in the coming months and published before July 1, 2019.

There is an earnings eligibility requirement for any individual who wants to take paid leave under the law. The individual must have approximately 15 weeks or more of earnings and have earned at least $4,700 in the 12-month period before s/he may apply for leave.

THE MAJOR THINGS TO KEEP IN MIND ARE: • Beginning in January of 2021 most workers in Massachusetts will be eligible to obtain up to 12 weeks of paid family leave and up to 20 weeks of paid medical leave.

• Paid family leave arising from a covered service member’s call to active duty is capped at 26 weeks per benefit year.

• The program will be funded by premiums paid by employees, employers, and the self-employed through a .63% (.0063) payroll tax on wages up to the

OASDI limit ($132,900 in 2019) • Beginning July 1, 2019, pre-funding contributions to the program commence and will be managed through the Department of Family and Medical Leave.

• Effective July 1, 2019, employers will be subject to two new notice requirements under MA FMLA. In both instances the DUA will provide model notices in several languages for use by employers.

• Workplace Notice. Employers must conspicuously post a workplace notice (poster) at all its business locations providing information regarding benefits under the new MA FMLA program.

• New Hire Notice. Employers must deliver written notice to each new hire – within 30 days from the employee’s start date – in the employee’s primary language describing the MA FMLA program, employer/employee contribution obligations and instructions on how to file a claim.

Benefits provided by MA FMLA are:

• Wage replacement - up to $850 per week based on a formula after completion of a 7-day waiting period.

• Job protection - reinstatement to a previous or equivalent position with the same status, pay, benefits, service credit and seniority as of the date the leave began, including accrual of vacation, sick leave, etc.

• Health plan protection - the employer must continue and contribute to the covered individual’s group health plan coverage during the family or medical leave on the same terms and conditions.

Tax Cuts and Jobs Act: What the Tax Reform Bill Means for You • Limits itemized deductions: Many itemized deductions are no longer available, or are now limited.

Some examples:

Congress has passed tax reform that will take effect in 2018, ushering in some of the most significant tax changes in three decades. There are a lot of changes in the new bill, which was signed into law on Dec. 22, 2017.

Key changes for individuals: Here are some of the key items in the tax reform bill that affect individuals: • Reduces income tax brackets: The bill retains seven brackets, but at reduced rates, with the highest tax bracket dropping to 37 percent from 39.6 percent. The individual income brackets are also expanded to expose more income to lower rates • Doubles standard deductions: The standard deduction nearly doubles to $12,000 for single filers and $24,000 for married filing jointly.

To help cover the cost, personal exemptions and most additional standard deductions are suspended.

• Caps state and local tax deductions: State and local tax deductions are limited to $10,000 total for all property, income and sales taxes.

• Caps mortgage interest deductions: For newly acquired homes, mortgage interest will be deductible only for mortgage indebtedness of no more than $750,000.

Existing homeowners are unaffected by the new cap.

The bill also suspends the deductibility of interest on equity debt.

• Cuts some above-the-line deductions: Moving expense deductions get eliminated except for active-duty military personnel, along with alimony deductions beginning in 2019.

• Personal exemptions have been eliminated with the new tax bill.

• Weakens the alternative minimum tax (AMT): The bill retains

the alternative minimum tax but changes the exemption to $109,400 for joint filers and the phaseout threshold to $1 million. The changes mean the AMT will affect far fewer people than before.

• Bumps up child tax credit, adds family tax credit: The child tax credit increases to $2,000 from $1,000, with $1,400 of it being refundable even if no tax is owed.

The phaseout threshold increases sharply to $400,000 from $110,000 for joint filers, making it available to more taxpayers. Also, dependents ineligible for the child tax credit can qualify for a new $500-per-person family tax credit.

• Expands use of 529 education savings plans: Tax-deductible contributions to 529 education savings plans can now be used to pay tuition for students in K-12 private schools.

• Doubles estate tax exemption: Estate taxes will apply to even fewer people, with the exemption doubled to $11.2 million ($22.4 million for married couples).

Farewell to the healthcare individual mandate penalty One of the changes in the tax bill is the repeal of the Affordable Care Act (also known as “Obamacare”) individual mandate penalty. The penalty is set to zero starting in 2019, but remains in

place for 2018 and prior years.

• Tip: Retain your Form 1095s this year, which will provide evidence of your healthcare coverage. Without it, you may have to pay the higher of $695 or 2.5 percent of income, though 2018 may be the last year you’ll need to worry about it.

Key changes for small businesses: Here are some of these key items in the tax reform bill that affect businesses: • Cuts the corporate tax rate: Corporate tax gets cut and simplified to a flat 21 percent rate, changed from a multi-bracket structure with a 35 percent top rate.

• Reduces pass-through taxes: Most owners of pass-through entities such as S corporations, partnerships and sole proprietorships will see their income tax lowered with a new 20 percent income reduction calculation or a maximum tax rate of 25% • Strengthens Section 179 deduction: Section 179 deduction limits get raised to enable expensing of up to $1 million, and the phaseout threshold increases to $2.5 million.

Section 179 may now also be used on expenses related to improvements to nonresidential real estate.

• Nixes the corporate alternative minimum tax (AMT): The 20 percent corporate AMT applied to businesses goes away entirely.

• Expands use of cash-method accounting: Businesses with less than $25 million in gross receipts over the last three years may adopt the cash method of accounting.

• Repeals business entertainment deduction: Businesses will no longer be able to deduct 50 percent of the cost of entertainment, amusement or recreation directly related to their trade or business. The 50 percent deduction for business-related meals remains in place, however.

• Modifies several business credits: Several business credits are maintained but modified, including the orphan drug credit, the rehabilitation credit, the employer credit for paid family or medical leave and the research and experimentation credit.

BayCoast Bank Funds New Rowing Center in Fall River

Bank earlier this year provided a grant of $25,000 for construction of a new rowing center on South Watuppa Pond in Fall River.

The BayCoast Rowing Center, Inc. enrolled 32 SWANSEA and FALL RIVER, MA – In an effort to bring the sport of crew students in its inaugural “Learn to Row” program this fall and held a to inner-city youth and make the acgraduation ceremony on November tivity more accessible to all, BayCoast 3rd, a commemoration that included a race and cookout for all students, their families and supporters of the rowing center.

Special thanks were extended to personnel from Diman Vocational Regional High School in Fall River for "Representing Fine Companies Such as" their participation in construction and painting efforts.
