Children who have witnessed violence live with a variety of symptoms, both emotional and physical every day. These children often struggle with traumatic flashbacks, fears and anxieties and can even have trouble eating and sleeping.
The program helps children through the initial trauma, develops safety plans in case of future violence, and shows them ways to settle conflict and tension with out resorting to violence.

Child & Family Services Receives Funds from UWGNB to Help Chil dren Traumatized by Violence United Way of Greater New Bed ford is doing its part to help children trau matized by violence by awarding Child & Family Services’ Caring Network Pro gram with $20,000 through its Community Impact Grant.

At Child & Family Services we recognize and understand the impact exposure to violence has on our children. 8 This summer over 200 youth were employed thanks to part nerships with local businesses and the MassHire Greater New Bedford Workforce Board. The YouthWorks Summer Program is a state-wide program funded by Commonwealth Corporation which subsides wages for local youth for six weeks during the summer. The main goal of the summer program is to provide employment for young people who are just starting out in the workforce. In addition to a meaningful paid work experience the youth receive trainings in pro fessional etiquette and soft skills. Over 20 local organizations partner with the Workforce Board and employed youth between the ages 14 to 21. Local worksites are businesses and organizations in a variety of industries including, hospitality, medical, manufactur ing, business administration and STEM. The Boys and Girls Club of New Bedford, Water Wizz, Coastline Elderly, Mamas & Babysitters and the VFW Post in Acushnet are just some of the worksites participating this year.

Street Art Activation is a Cultural Placemak ing initiative that highlights local culture, history and identity to bol ster a city’s economy and improve a person’s quality of life and sense of belonging. At 207 Pocasset Street, now the home of Potter’s Printing, 2 murals were created. The street-level walls were designed and painted by local artist Greg Pennisten. The collage features historic block print pat terns created in Fall River mills. Three stories up, where the Herald News’ logo once greeted visitors traveling 195E, Portuguese artist Diogo Machado, aka Add Fuel, created a mural that is an hom age to the Portuguese culture that is omnipresent in the City, taking visual cues from the azuelos, or Portuguese tiles, that are common to the culture. Whether traveling over the Braga Bridge or along Pocasset Street one can’t help but notice that the former Herald News building has been splashed with vibrant colors, in the form of 2 new worldclass murals. These, along with a nearby 3rd mural, are the product of a collaboration between the Fall River Art & Culture Coali tion (FRACC), Viva Fall River, and placemaking experts, Beyond Walls. Fall River was chosen as a 2022 Street Art Activation City, along with their hometown of Lynn, Lowell, and Holyoke which added 3 new murals in June. Beyond Walls is known for their impressive number of public art projects in Lynn and their work re volves around activating spaces to strengthen communities.

Nearby, at the Doran Elementary School on Fountain Street, another international artist, Kevin Ledo created a stunning portrait mural of a student from the school, as part of a youth-focused creative cultural exchange with children in Tierra Bomba, Cartagena, Colom bia, led by aptART.The children at Doran will work collectively to design a two-part mural concept that depicts their discoveries, with one section of the mural painted in each of the two communities.
More than just eye-candy, the world-class murals also serve as a place for community engagement. During the two-week installation period, FRACC and Viva Fall River hosted 4 free events for the community. During the FalL River Farmers & Artisans Markets in July, free art workshops were held for all ages: a community painting exercise and a spray paint art class. And on the last 2 Fridays of the month, the public was invited to “View & Chew” events that took place across the street from the Pocasset walls, at the One South Coast Chamber Fall River office. Free food was provided from local food trucks and Beyond Walls distributed custom t-shirts and stickers that bared the “Beyond Walls Fall River Tour” logo.

The FY23 budget incorporates an upgraded $39.576 billion base tax revenue forecast, an increase of $2.66 billion above the total FY23 consen sus tax projection set in January. This revenue supports a total of $52.7 billion in gross spending, excluding the Medical Assistance Trust Fund transfer, which reflects approximately 9.3% growth in appropriations over Fiscal Year 2022 (FY22).

Signs Fiscal Year 2023 Budget
13 Governor Charlie Baker recently signed the Fiscal Year 2023 (FY23) budget, a $52.7 billion spending plan that supports the Commonwealth’s communities, families, businesses, and workers. The budget fully funds the continued implementation of the Student Opportunity Act, while ex panding proven programs and making record investments in early education and childcare, housing and homeown ership, college financial aid, economic and workforce development, behav ioral health care and local aid.
As enacted, the budget anticipates a sizable deposit into the Stabilization Fund of nearly $1.5 billion, which would increase the balance of the Fund from an already historic high of $6.9 billion to $8.4 billion. This would represent a $7.3 billion increase in the balance of the Stabilization Fund since the Baker-Polito Administra tion came into office in 2015 – an achievement made possible by the Administration and Legislature’s close collaboration and commitment to responsible management of the Com monwealth’s finances.

The FY23 budget is in balance, does not rely on one-time revenue sources, and does not raise any new taxes or fees; rather, it incorporates $315 mil lion to support permanent tax reduc tions that are expected to be enacted through separate legislation pending in the Legislature. Several of the expected tax measures were first pro posed in the Administration’s FY23 budget plan filed in January, including an increase to the rental deduction cap, expansions of the dependent care and senior circuit breaker tax credits, and estate tax reforms.
“The FY23 budget maintains our Administration’s strong support for the Commonwealth’s cities and towns and expands services in acute areas of need, like housing stability, education and childcare access, workforce de velopment, transportation, substance addiction treatment and behavioral health care,” said Lieutenant Gover nor Karyn Polito. “This funding will further our work to encourage the economic growth of our communi ties, promote equitable access to op portunity and support the health and wellbeing of all residents.”
The revenue upgrade incorporated into the budget also affords a number of substantial one-time transfers and reserves in FY23, including: a $266 M reserve to support MBTA safety and workforce initiatives; a $175 million transfer to a new trust fund dedicated to supporting high-quality early edu cation and care; a $150 million trans fer to the Student Opportunity Act Investment Fund; $100 million for a supplemental transfer to the Com monwealth’s Pension Liability Fund; and $100 million for a transfer to the State Retiree Benefits Trust Fund.
“With the Commonwealth in a historically strong fiscal position, the FY23 budget supports tax relief for hundreds of thousands of taxpayers, while making record investments in education and local aid,” said Gover nor Charlie Baker. “Since coming into office, our Administration has worked closely with the Legislature to ensure the budget is structurally sound and protected from unpredictable eco nomic fluctuations, and I am pleased to sign another budget that maintains this commitment while making invest ments help Massachusetts’ families and communities grow and thrive.”
