Prommetiz Association: Russia Needs to Increase Consumption of National Hardware
The annual meeting of the Prommetiz Association, which includes leading manufacturers of metal products, was held in Belebey (Republic of Bashkortostan). The bulk of the fasteners they produce are general-purpose fasteners (bolts, nuts, washers).
Viktor Kamelin, General Director of the Association, noted the industry's good results in the first half of the year and a significant decrease in capacity utilization and profitability of
enterprises. He also outlined the problems faced by hardware manufacturers, primarily with competition from imported products. He drew attention to the need to introduce measures that would mirror the protective measures of those countries that supply hardware to the Russian market. First of all, in those market segments where consumption can be met by Russian manufacturers.
The heads of hardware enterprises shared their estimates for 2024 and talked about their plans for 2025. Denis Tavrikov, Commercial Director of Severstal-metiz, commented that the hardware industry currently faces three challenges: the need to ensure technological sovereignty over technologies, equipment, spare parts, components and materials; the need to create a long-term sustainable strategic competitive advantage for domestic and export products; it is necessary to find opportunities to increase the consumption of national hardware.
According to the results of 2024, the capacity utilisation of hardware enterprises was 47%. In the second half of the year, it reached 43%. The situation is not improving. The level of decline is comparable to the 2014 crisis, which was quite difficult for the hardware industry.

Introduction
Since its establishment in early 1997, Zhejiang Excellent Industries Co., Ltd. (hereinafter "Zhejiang Excellent") has steadily gone through a development journey of 28 years. From the initial stage of entrepreneurship to becoming a well-known enterprise, Zhejiang Excellent has experienced a few milestones which had a profound impact on its business layout and development. Strategic Inflection Points and Global Expansion in Enterprise Evolution
When tracing the evolution of the enterprise, Manager Fang outlined two strategic inflection points. In 2008, the EU's anti-dumping measures became an important watershed in the company's development. Facing the severe trade environment, Zhejiang Excellent initiated its first attempt at global layout by investing in setting up factories in Southeast Asia. The strategic relocation to Haiyan, Zhejiang, China in 2010 reflected the wisdom of customer-centric decision-making. "There are several purposes for moving to Haiyan. First, it makes communication with customers more convenient. Second, it helps to improve the entire supply chain. Haiyan is located between Shanghai Port and Beilun Port, and there are also Dushan Port and Zhapu Port nearby. This reduces the cost and increases the efficiency of logistics," explained Manager Fang.
Currently, the company has established two major production bases, namely Zhejiang Excellent and Tinsing Industry. Regarding the strategic plan for the layout in Southeast Asia, Manager Fang analyzed, "In 2022, due to the EU's anti-dumping policy,the company's tariff rate is 39.6% which is too high for customers. In recent years, Vietnam has developed rapidly, and its supplier system has also been constantly improving."

The mechanical properties of U.S. externally threaded fasteners are established according to their own standard systems, which are distributed in dozens of standards and specifications developed by three main organizations: ASTM (American Society for Testing and Materials), SAE (Society of Automotive Engineers), and IFI (Industrial Fastener Institute). These standards define hundreds of different property classes, material types, and technical parameters related to mechanical properties, with overlapping requirements and cross-references. The standards are divided into two series based on measurement units (imperial and metric), each forming an independent and self-contained system. Each standard is formulated for specific application requirements, including general purposes, specialized applications, , high-
temperature and low-temperature environments, and highstrength bolted connections in steel structures.
ASTM International (formerly the American Society for Testing and Materials) is an international standardization organization primarily engaged in the development and publication of technical standards for materials, products, systems, and services. The scope of work of ASTM Committee F16 on Fasteners focuses on developing and revising specifications, test methods, terminology, guides, and practices for threaded, non-threaded, and other types of fasteners. The subcommittees under Committee F16 are responsible for drafting fastener standards, covering materials, mechanical properties, manufacturing processes, coatings, quality assurance, and testing methods for various fasteners.

In the mechanical property standards for U.S. fasteners, two systems coexist: the imperial system and the metric system. The measurement unit for fastener standards in the U.S. imperial series is the inch-based, which serves as the mainstream standard in the United States. The basic technical standard for the mechanical properties of metric fasteners uses the original ASTM standard number with a prefix symbol (SI units) to distinguish. Currently, there is a trend to to standardize suffix "M" usage. U.S. metric fastener standards are undergoing a major overhaul and consolidation of their technical specifications and parameter requirements,, and efforts are being made to actively adopt ISO standards.
The pace of of ASTM standards updates is quite rapid. According to unwritten rules, standards are revised or annual versions are updated every five years on average. If there is no new content for update, they are approved and released with a new year suffix. Since 2018, with the application and practice of new technologies, materials, coatings, processes, and quality inspection requirements, updates now occur almost annually, and sometimes multiple revisions in a year denoted by suffixes (e.g., a, b, c) to indicate incremental changes. If there is no major update, they are approved for release (with a year suffix), e.g., ASTM A563-2023, A563-2023a.

Although seemingly irregular, the U.S. fastener mechanical property standard system is comprehesive, establishing technical specifications for different types, materials, strengths, grades, and markings according to practical application needs and characteristics. These standards are primarily governed by two major systems: ASTM and SAE, with supplementary specifications from the IF.

Design Emphasis of U.S. Fastener Mechanical Property Standards:
· Establishing different performance grade standards based on operational characteristics and environmental requirements;
· Conforming to the application conditions for engineering machinery components in ambient- temperature environment;
· Meeting special service n conditions under high temperature and high pressure (+200℃~+370℃);
· Meeting special service conditions under cryogenic temperature (below -50℃);
· Compliance requirements for stainless steel and corrosion-resistant fasteners for corrosion conditions;

Their property indices include tensile strength, proof load, hardness, ductility,, surface hardness, metallographic structure, functional characteristics (e.g., rotation angle tests for high-strength structural bolt assemblies), testing methods, etc.

The technical requirements for mechanical properties of U.S. externally threaded fasteners are designed based on application needs and characteristics, with numerous standard specifications. These standards specify various performance grades, materials, technical parameters, test methods, and other contents. The mechanical property parameters for these grades exhibit certain differences and distinct characteristics. While Each standard is independent, they are also complementary. For any metric specified in the mechanical property standards, there are corresponding and standardized test methods, which are specifically described and explained in each standard. For more detailed test methods requirements, refer to ASTM A307 and ASTM F606. For special performance grade requirements (such as B7, B16, 2H, etc.), the provisions of A962/A962M specifications should also be referenced, which is a major feature of mechanical property test methods of U.S. fasteners.

① This standard covers chemical and mechanical requirements for carbon steel bolts and studs in sizes 1 4 to 4 inches, with three grades (Grades A, B, and C). The specification excludes requirements for machine screws, self-drilling thread/forming screws, expansion anchors, or other similar externally threaded fasteners.
② Chemical analysis of finished material specifies a carbon content (C) ≤ 0.33. This carbon ceiling ensures weldability compliance.
③ The former Grade Chas been transferred to Grade 36 of ASTM F1554, technically equivalentto ISO 4.6 grade.
3.1.2 SAE J429-2014 Mechanical Properties and Material Requirements for Externally Threaded Fasteners
① This SAE standard covers the mechanical and material requirements for steel bolts, screws, studs, semi-bolts 1, and U-bolts 2 of the inch series with sizes up to 1-1/2 inches.
② The mechanical properties are formulated at an ambient temperature of approximately 20℃. These properties are valid within a temperature range, which is determined by the material grade used as well as heat treatment and machining. Other properties such as fatigue property, corrosion resistance, impact property, etc., are beyond the scope of this document. Where conditions permit, the responsibility for ensuring the acceptability of the products shall be borne by the end user.
③ The standard specifies the process parameters of the reference table between the carbon content of the product at the minimum austenitizing quenching hardness and 90% martensite.
Notes:
a. The J429 standard is very common in engineering and industry.
b. When 5-grade fasteners with a diameter >1-1/2 inches are required, compliance with ASTM A449 shall be mandated.

Type 3 fasteners shall be weathering resistant steel and shall conform to one of the specified chemical compositions. Tensile strength, proof load, hardness tests, and tension tests shall meet the specified requirements.

① This specification covers the chemical and mechanical requirements for quenched and tempered alloy steel bolts, studs, and other externally threaded fasteners with diameters ≥1/4 and ≤2 1/2. All fasteners shall be made from alloy steel materials conforming to the chemical composition requirements.
② The bolt strengths are divided into two grades: Grade BC and Grade BD.
③ The selection of grade depends on the product design, pressure, and application. Hardness, tensile strength, yield strength, elongation A%, and reduction of area Z% shall meet the specified requirements.
Notes:
a. Due to many similarities between Grade BD and SAE J429 Grade 8, they occupy the same market share.
b. The common specification selected in engineering is 1/4 to 1-1/2 inches, which should be SAE J429 Grade 8.
3.1.5 ASTM F1554-2020 Standard Specification for Steel Anchor Bolts with 36, 55, and 105 ksi Yield Strengths
① This specification covers the chemical, mechanical, and dimensional requirements, as well as related test methods, for straight, bent, headed, and headless anchor bolts (anchor rods) made of carbon, carbon-boron, alloy, or high-strength low-alloy steel with specified yield strengths.
② Anchor rods are available in three strength grades, two thread classes, and various sizes, used to anchor structural supports to concrete foundations, such as building columns, column supports for highway signs, street lighting and traffic signals, steel bearing plates, and similar applications.
③ Bolts shall conform to the specified elemental chemical compositions. They shall also be tested for compliance with mechanical properties such as tensile strength, yield strength, elongation, reduction of area, and stress area. Anchor bolts shall also meet the specified values for nominal size, body diameter, bend section, length, bend angle, and coating length.

② Grades are classified as:
— Type 0 — Hot-dip galvanized bolts made of low or medium carbon steel.
— Type 1 — Hot-dip galvanized bolts made of medium carbon steel that have been quenched and tempered.
— Type 2 — Withdrawn in 2005.
— Type 3 — Bare bolts made of weathering resistant steel that have been quenched and tempered.
Notes:
a. Bolts for physical testing shall be subjected to the wedge load test method. Fracture shall occur in the shank or threaded portion of the bolt, and there shall be no fracture at the junction between the head and the shank.
b. Bolts shall undergo a single-shear strength test, either through the unthreaded shank area or the threaded area, as specified in the order.

3.2.1 ASTM A193/A193M-2024 Standard Specification for Alloy-Steel and Stainless Steel Bolt Components for HighTemperature or High-Pressure Service and Other Special Applications
① This specification covers alloy-steel and stainless-steel bolt materials for pressure vessels, valves, flanges, and fittings, suitable for high-temperature or high-pressure applications or other special uses. Ferritic steels shall be properly heat-treated to suit the high-temperature characteristics of each grade. After rolling or forging, bolt materials shall be cooled immediately to a temperature below the cooling transformation range.
② Chemical composition requirements for each alloy are detailed. Steels shall conform to the requirements of the specified grade, shall not contain unspecified elements of assigned grade, and chemical elements shall comply with the specified elements of the corresponding grade.
③ Tensile properties and hardness requirements are specified, with emphasis on tensile properties and wedge load tests for actual fasteners.

Mechanical tests on materials shall be conducted, i.e., impact tests, tensile tests, and hardness tests.
② It includes multiple grades, such as ferritic steel of Grade L7 and austenitic steel of Grade B8. Selection is based on design, service conditions, mechanical properties, and low-temperature characteristics. Materials shall meet these requirements - for example, Grade L43 meets the specified impact energy at -150°F (-101°C).
③ The provided bolt materials and bolting assemblies shall comply with A962/A962M Standard Specification for Common Requirements for Bolt Connections Used at Any Temperature from Cryogenic to Creep Temperature.

① This specification covers the requirements for quenched and tempered alloy steel socket head hexagon cap screws in three head types. A574 is equivalent to Grade 12.9. Screws shall be manufactured from steel conforming to fine-grain standards and shall use alloy steel complying with specified chemical compositions. To determine the mechanical properties of screws, different tests shall be conducted: tensile strength or wedge strength, proof load, yield strength, elongation, Rockwell hardness, and Vickers hardness.

3.3.2 ASTM F835-2023 Standard Specification for Mechanical Properties of Socket Head Hexagon Cap Screws and Socket Flat Head Countersunk Screws
① This specification covers the requirements for quenched and tempered alloy steel socket head hexagon cap screws (SHHCS) and socket flat head countersunk screws (SFHCS). Due to the structural design of the heads, these are load-reduced strength fasteners.
② Screws shall be made of alloy steel to meet fine-grain requirements. The chemical composition of the screw material shall conform to the specified thermal analysis. Hardness, tensile strength, yield strength, elongation, and area reduction shall meet the specified requirements.
Notes:
a. The maximum diameter of the socket cap head of ASTM F835 is approximately 5/8 inch, while that of the flat countersunk head is approximately 1 1/2 inches.
b. The yield strength of ASTM F835 is greater than the tensile strength. This is due to the structural design of the product's head (countersunk head), which reduces the bearing strength and thus cannot follow the nominal tensile strength values specified in ASTM A574.

Analysis of China's Fastener Exports in the First Quarter of 2025
Overview
As per the statistics released by the Chinese Customs, from January to March 2025, China's fastener export volume amounted to 1,431,087 tons, representing an increase of 215,101 tons (a 17.8% year-on-year growth) compared with the corresponding period of the previous year. The export value reached about USD 2,738,718,000, registering an increase of USD 198,859,000 (an 8.2% yearon-year growth) over the same period last year. Western European market demonstrates a dual-engine model – Germany leads strongly with a 35% growth rate, while the UK also achieves a notable 30% increase, forming two regional growth pillars.
In addition, Southeast Asia shows gradient-driven growth – Vietnam and Thailand form dual growth poles in Southeast Asia with 25% and 26% growth rates respectively. However, Malaysia's -3% negative growth highlights internal imbalances.
Moreover, Russian and Middle Eastern markets grow in tandem – The synchronized 17% growth of Russia and the UAE merits attention.
Mature markets exhibit significant divergence – The US and Japan only maintain marginal 5% growth, while South Korea and Italy remain stagnant at a low 2%.
Monthly Export Data
China's fastener export data for the first quarter of 2025 shows that January sustained strong growth, with export value rising 12.45% year-on-year to USD 1,201,142 thousand. However, February saw a 19% decline, with exports dropping sharply to USD 542,253 thousand. In March, exports rebounded with a robust 24.07% growth to reach USD 996,602 thousand.
Notably, March's export value recovered to nearly 83% of January's peak-season level, marking a 7.8-percentage-point improvement in recovery compared to the same period in 2024.
For the overall January-March 2025 period, China's fastener export value increased by 198,859 thousand USD year-on-year, representing an 8.2% growth rate. Despite monthly fluctuations, the overall positive export trend reflects the stable position of China's fastener industry within the global supply chain and its potential for further market expansion.

2025 Global Business Trip - European Station
From March 23 to 30, 2025, CFM organized the 8th Global Business Trip to Europe. During the 8-day-7-night itinerary, the delegation travelled in Germany and Italy. They visited multiple renowned enterprises and attended Fastener Fair Global, one of the world's top three fastener exhibitions.
First Stop: Fastener Fair Global
On March 24, the delegation arrived in Stuttgart, Germany to visit Fastener Fair Global.
Among the exhibitors, Chinese enterprises accounted for the largest proportion (254 companies, 25.58%), followed by Chinese Taiwan enterprises (189 companies, 19.03%) and German local enterprises (144 companies, 14.5%). At the exhibition, CFM provided one-on-one buyer matching for delegation enterprises to help them expand into the European market.
Simultaneously, Fastener Fair Global served as the debut exhibition for the 41st issue of China Fastener Magazine (CFM), attracting numerous exhibitors and professionals to learn about China's fastener industry dynamics and outstanding enterprises.
Second Stop: SurTec Group
On March 24, the delegation visited SurTec in Frankfurt, Germany. Led by Jens Guennewig, Global Sales Director, and Li Xu, APAC Business Development Manager, leaders of Chinese fastener enterprises gained in-depth insights into SurTec's manufacturing capabilities and corporate culture.
SurTec became a member of the global technology group Freudenberg in 2010. Third Stop: NRB
After concluding the German visit, the delegation arrived in Bologna, Italy on the morning of March 27 to visit Nuova Rivetteria Bolognese (NRB), a renowned local fastener manufacturer. Andrea Fanti, CEO with 48 years of industry experience, warmly received the delegation.
Founded in 1960, NRB produces rivets, screws, pins, semitubular rivets, eccentric pins, bushings, washers, etc., widely used in automotive, furniture, home appliances, electronics, and other industries, with sales channels covering all of Europe.
CFM gained an in-depth understanding of the company's development overview and his perspective on the fastener market from the discussion with President Andrea Fanti. NRB is renowned for high-quality and flexible production delivery, focusing on meeting customers' personalized order needs, providing targeted products and services, and then gradually expanding its business scope to explore more market opportunities.
Andrea Fanti stated that the Italian market is in a highly competitive phase. Products from countries like Turkey and India are more competitive in price and delivery speed than those from Asian countries due to transportation cost and time advantages. However, products from Taiwan, China still hold a high share in the high-end market due to quality advantages.
During the visit, Manager Li Xu detailed the company's history, product lines, and advanced production technologies, answering in-depth questions from delegation members regarding electroplating, rust prevention, and practical applications, while engaging in thorough exchanges on environmental policies, technological innovation, and industry applications.
Germany focuses on large industrial machines and the automotive industry, reducing investment in precision components like fasteners. Due to geographical location and industrial advantages, Germany has become one of the main markets for Italy's fastener industry.
After listening to Andrea Fanti's sharing, the delegation visited the local hardware market that afternoon to explore the local market.
Fourth Stop: Sacma Group
On the morning of March 28, the delegation arrived in Milan, Italy, to visit Sacma Group. The Vice President of Sacma Group and Mr. Xu, General Manager of the Chinese branch, warmly received the delegation and led them to gain an indepth understanding of Sacma's production strength and corporate culture.
During the exchange meeting, they detailed the company's situation, including enterprise scale, R&D innovation, product iteration, and global marketing. Mr. Xu from the Chinese branch provided professional and meticulous answers to the delegation's questions regarding product advantages, new field applications, and technical parameters.

For fastener industry enterprises, Sacma's forming machines are indispensable. Led by Mr. Xu, the delegation entered Sacma's manufacturing workshop to gain a close understanding of the secrets behind the industry's most advanced cold heading forming machines.

Gianluca Pessina, Business Development Director of Italbolt Inox Service S.p.A., warmly received the delegation.
Founded in 1990, Italbolt is one of the main distributors of stainless steel fasteners in Italy, with over 25,000 different products in its warehouse, including bolts, nuts, washers in main standard sizes, as well as micro screws, industrial products (steel wires, chains), and other non-standard products. Accompanied by staff, the delegation visited Italbolt's warehousing center, where attentive members noticed multiple Chinese fastener products.
At the exchange meeting, Gianluca Pessina introduced the local fastener market size, product characteristics, and development direction, answering the delegation's questions on salt spray testing, product applications, etc., and thoroughly understanding the main products of delegation member enterprises to seek further cooperation opportunities.
Sixth Stop: VIPA

The other delegation group visited VIPA S.p.A. in Bologna. Alberto Ravera, Business Development Supervisor, and Vilson Poppi, CEO and Purchasing Director, received the delegation.
Founded in 1970, VIPA is a renowned Italian fastener distributor specializing in selling high-quality fastener products such as bolts, screws, nuts, and washers, with annual sales exceeding 50 million euros.
VIPA is known for high-quality products and fast delivery, equipped with a modern automated warehouse that can store over 120,000 pallet loads and offer more than 75,000 products.
During the visit, delegation members commended VIPA's production management and quality control systems. Vilson Poppi stated that for Chinese fastener products, European distributors are in a state where interest and concerns coexist due to factors such as cost, quality, and policies.
Xiong Yejun, General Manager of Guangdong STL Fastening System Co., Ltd., and Zhou Xinrong, General Manager of Shenzhen Finexpress Hardware Fasteners Co., Ltd., stated that thanks to late-mover advantages, China's fastener industry has gained a comparable platform with Europe in terms of hard strengths including personnel training, product manufacturing, and technological development. Meanwhile, there is still room for improvement and learning in soft strengths such as personalized customization, brand building, channel marketing, corporate culture, enterprise management, and experience accumulation.
Yue Laipeng, General Manager of UNITECHO Technology Co., Ltd., pointed out that expanding overseas markets requires in-depth insight into local needs from a global perspective. Against the backdrop of widespread emphasis on brand image in overseas markets, building a good corporate image will be more conducive to market expansion.
