WATER CONSERVATION COMMUNICATION EFFORTS
As we move into the height of the summer season, the City remains focused on encouraging responsible water use across our growing community. In alignment with our ongoing commitment to sustainability and resource stewardship, the City issued a comprehensive water conservation email this past week to all residents.
The communication featured a message from Mayor Ryan Tubbs, who emphasized the importance of collective action in preserving our water supply. His message called on residents to remain mindful of their water usage, particularly as high temperatures place increased demand on this vital resource. To further support residents, the email provided a reminder of the City’s designated watering days as outlined in the Water Conservation Guidelines. Additionally, it offered practical, easy-to-implement tips designed to help reduce water consumption while maintaining healthy landscapes and a comfortable home environment.
By continuing to raise awareness and equip our residents with the tools to act, we are reinforcing Celina’s longterm commitment to environmental responsibility. Through shared effort and adherence to conservation practices, our community can safeguard its water resources for future generations while supporting sustainable growth.
2024 WATER CONSUMER CONFIDENCE REPORT RELEASED
This week, the City of Celina released the 2024 Water Consumer Confidence Report, which details the quality of the City’s drinking water for the period of January 1 through December 31, 2024. Commonly referred to as the annual water quality report, this publication is designed to provide residents with important information about
where our water comes from, what it contains, and the extensive measures taken to ensure its safety. Key findings from the report demonstrate that the City’s drinking water not only meets but exceeds all state and federal water quality standards. These results affirm the City’s commitment to delivering clean, safe, and reliable water to our residents.
The data presented in the report was collected from the most recent round of testing as required by the U.S. Environmental Protection Agency (EPA) and the Texas Commission on Environmental Quality (TCEQ). Celina’s Friday Night Market is a community favorite that brings people together to celebrate local living in the heart of our historic Downtown Square. The event takes place from 6:00 - 9:00 PM and features a variety of vendors offering homemade, handmade, and homegrown goods - highlighting the talent and creativity of our residents. Guests can enjoy live music, shop for unique items, and savor food from local restaurants, all in a welcoming, family-friendly environment. This month, we’re excited to feature singer Kaitlyn Sparks, whose soulful performance will enhance the festive atmosphere.
CITY LAUNCHES RESERVED PARKING TO ENHANCE SPLASH & BLAST EXPERIENCE
As part of the City’s ongoing commitment to enhancing the resident experience at major community events, staff has implemented a strategic parking solution for Splash & Blast presented by REX Real Estate, its largest summer celebration. This year’s event is scheduled for Saturday, June 28, from 5:00 to 10:00 PM at Old Celina Park, and is expected to draw thousands of attendees for an evening of live music, family-friendly entertainment, and a professional fireworks display.
In response to increasing attendance and transportation needs, the City has partnered with First United Methodist Church (FUMC) to offer Reserved Onsite Parking directly across from Old Celina Park. This initiative is designed to improve accessibility, reduce reliance on offsite shuttle services, and provide residents with a more convenient and streamlined arrival experience.
Key Details of the Reserved Parking Program:
• Location: First United Methodist Church, 12465 FM 428, Celina, TX 75009
• Hours of Availability: 4:30 PM – 11:00 PM on Saturday, June 28
• Cost: $25 per vehicle (plus applicable service fees)
• Vehicle Removal Deadline: All vehicles must be removed by 8:00 AM on Sunday, June 29; those remaining past this time are subject to relocation at the owner’s expense.
Additional Considerations:
• Parking passes are available exclusively through advance purchase; no day-of-event sales will be permitted.
• One pass is required per vehicle.
• With limited availability and strong demand, passes are expected to sell out quickly.
This partnership with FUMC supports the City’s broader event management goals by easing pressure on shuttle operations, minimizing wait times, and creating a more comfortable and accessible experience for residents. It also exemplifies Celina’s collaborative approach to growth - leveraging community resources to meet increasing demand while preserving the high standard of service residents expect. Staff will continue to monitor feedback and operational impacts to inform future event planning and logistical improvements.

LIBRARY UNVEILS FULL SCHEDULE FOR SUMMER READING EVENTS
The Celina Public Library is proud to announce the launch of its 2025 Summer Reading Challenge, an engaging, educational initiative designed to inspire imagination, discovery, and a lifelong love of reading among youth in our community. Running through July 25, the program is open to children and teens up to 18 years old, offering an opportunity for participants to track their reading minutes, earn rewards, and take part in a variety of enriching activities.
This year’s theme, “Color Our World,” highlights the transformative power of storytelling to connect people, spark creativity, and brighten lives. Participants are encouraged to register, read consistently throughout the summer, and celebrate each milestone by visiting the library on Thursdays to collect prizes and acknowledge their progress.
In addition to individual reading goals, the Celina Public Library will host its Friday Performer Series, a curated lineup of educational and entertaining programming designed to foster community engagement and maintain momentum throughout the summer. These events are open to all and offer something for every age group, further reinforcing the City’s commitment to accessible learning and enrichment opportunities.

MAJOR ROADWAY IMPROVEMENTS BEGIN JUNE 9
As part of the City’s ongoing Capital Improvement Projects (CIP) to enhance infrastructure and improve traffic flow, the following roadway improvements are scheduled to begin on Monday, June 9, 2025:
E. SUNSET BLVD - KC ROBINSON LN TO S. COIT RD
Roadway improvements will require daily lane closures on E. Sunset Blvd from KC Robinson Ln to S. Coit Rd. During construction, traffic will be limited to one lane in alternating directions. A temporary traffic signal will be installed to manage eastbound and westbound flow based on the active construction zone.
• Estimated Duration: Three months (weather permitting)
• Purpose: Roadway reconstruction and upgrades as part of the Sunset Blvd CIP Project
PARVIN RD - LEGACY DR TO FRONTIER PKWY
Parvin Rd will be fully closed from Legacy Dr to Frontier Pkwy to allow for critical infrastructure improvements.
• Closure Period: June 9 – June 16, 2025 (approximately one week)
• Detours: Signage will be in place to direct motorists to alternate routes
PARTIAL CLOSURE - WESTBOUND O’BRIEN DR (ROYAL LYTHAM ST TO MOON FLOWERS ST
The westbound lane of O’Brien Dr will undergo a partial closure during work hours to accommodate roadway enhancements. Flaggers will be present to direct traffic and ensure safe travel through the work zone.
• Estimated Duration: Six weeks
• Hours of Impact: Weekdays during construction hours only
CITY CELEBRATES EMPLOYEE ACHIEVEMENTS AND PROMOTIONS
The City is pleased to welcome Mikaela Craig to the Strategic Services Department as Management Analyst, where she will support key initiatives and help advance the City’s operational goals. We also congratulate Michael Cook on his well-deserved promotion to Senior Construction Inspector, recognizing his continued dedication and leadership in the oversight of public infrastructure projects. These updates reflect the City’s commitment to professional growth and excellence in service delivery.
DOWNTOWN PARKING GARAGE
Swinerton is actively engaged in multiple phases of construction of the Parking Garage, including the installation of spandrel walls, removal of reshore components, and overhead conduit installation. Additional work includes setting CMU (concrete masonry unit) walls, framing and drywall in the first-floor electrical rooms, and the ongoing installation of ductwork on the first floor. These efforts reflect continued momentum toward project completion and improved infrastructure for downtown parking.
At the Downtown Center, excavation and shoring remain the primary focus; however, recent weather conditions have caused delays to the construction timeline. Meanwhile, the Arizona Dr project is scheduled to begin demolition on Monday, June 9, marking the official start of that effort.
DALLAS NORTH TOLLWAY PHASE 4A PROJECT: LANE CLOSURE NOTIFICATION
As part of the ongoing work on the DNT Phase 4A project, please be advised that crews will be implementing the upcoming lane closures. These closures are necessary for transporting topsoil, performing a mass haul of materials, and completing clean-up work in the affected areas. Please note that the entire left lanes will not be closed, and we will ensure there are no conflicts between lane closures within the same areas. Additional closures will occur at construction exits as needed to maintain safety and efficient traffic flow.
