CITY UPDATES

JUNIOR FIRE ACADEMY CLASS 2 GRADUATES

The Junior Fire Academy Class 2 graduates gained a comprehensive understanding of firefighting skills, including fire hose handling, CPR, and bleeding and wound control. Beyond these practical abilities, a significant focus of the curriculum was on essential life skills. The students learned the paramount importance of teamwork, especially when working with unfamiliar individuals, and the value of maintaining equipment and being prepared to stay in a ‘ready state.’ Most importantly, the program instilled in them the confidence to overcome perceived barriers and push past their own expectations.

PROGRESS UPDATE ON DOWNTOWN CENTER & PARKING GARAGE

Progress continues on schedule at the Downtown Center and Parking Garage. At the Parking Garage, steel installation, CMU, and electrical conduit continue. Meanwhile, at the Downtown Center, soil retention and excavation wrap up while pier drilling has started! Swinerton remains focused on maintaining momentum and ensuring safety and quality across all active work zones.

STAGE 2 WATER CONSERVATION EFFORTS CONTINUE

As part of the City’s ongoing efforts to promote responsible water use and comply with the City’s Stage 2 Water Conservation measures, the City is issuing third and final notices for water usage. Through confirmed mail and emails, these ongoing efforts are designed to strengthen conservation practices and protect Celina’s vital water resources for future growth. Additionally, letters have been mailed to homebuilders in an effort to promote compliance regarding irrigation system settings on newly constructed homes.

EXPANDING OUR TEAM TO SERVE CELINA BETTER

The City is pleased to welcome two new employees to the the team, whose expertise and dedication will support our continued growth and commitment to excellence in service. The Engineering Department has added a new Construction Inspector with valuable experience, as well as a Civil Engineer who brings a Ph.D. in Civil Engineering to the team. These two new team members help to support vital infrastructure growth.

E. ASH ST ROADWAY IMPROVEMENTS SET TO BEGIN

Beginning Monday, July 21, E. Ash St between Preston Rd. (SH 289) and Oklahoma Dr (BUS 289), E. Ash St will be closed to one way traffic going west as roadway improvements are being completed on the east bound lane. The roadway will be west bound only traffic for approximately six months until the roadway improvements are complete.

CITY COMPLETES PURCHASE OF LAND FOR DOWNTOWN DRAINAGE AND FUTURE DEVELOPMENT

This past week, the City completed the purchase of 24 acres of land south of Louisiana Drive along the west side of the BNSF railroad tracks. The purchase was approved by the City Council on May 13, 2025 with the intention of providing a regional detention pond for downtown as well as a future recreation center. The design of the regional detention pond is underway, and we look forward to this important improvement to drainage in the downtown area.

ANNUAL STREETS MAINTENANCE

As part of the City of Celina’s commitment to maintaining high-quality infrastructure, the Annual Streets Maintenance (ASM) Program addresses the ongoing repair and preservation of local roadways. These improvements will require a partial road closure on County Road 134 and County Road 128 while repairs are being completed.

• Start Date: July 17, 2025

• Estimated End Date: July 25, 2025 Traffic Impact

• Two-way traffic may be limited in construction areas.

• The contractor will actively manage traffic control throughout the project duration.

• Expect partial closures along CR 134 and CR 128 during this time

DALLAS NORTH TOLLWAY PHASE 4A PROJECT: LANE CLOSURE NOTIFICATION

As part of the continued progress on the DNT Phase 4A project, construction crews will soon implement targeted lane closures to support key project activities. These closures are necessary to facilitate the transport of topsoil, conduct mass haul operations, perform area cleanup, and set structural beams, as well as to install overhang and deck panels.

It is important to note that full closure of the left lanes is not anticipated. Efforts will be made to ensure that lane closures are coordinated to prevent conflicts within overlapping work zones. Additionally, closures will be implemented at construction exits on an as-needed basis to support safe and efficient construction operations.

Monday, July 21 through Saturday, July 26 from 6:30 AM to 6:30 PM:

• The north- and southbound left lane of Dallas Pkwy from First St. to FM 428 will be closed daily.
