CITY UPDATES
A PATRIOTIC CELEBRATION FOR THE WHOLE COMMUNITY
The City is excited to welcome residents and visitors to Old Celina Park this Saturday, June 28, from 5:00 - 10:00 PM for our annual Splash & Blast celebration - a family-friendly, patriotic event that brings the community together in honor of Independence Day. This year’s event will feature a wide range of activities for children, including exciting water slides and the popular Ninja Nation Obstacle Course, designed to provide fun and engagement for all ages.
Attendees can look forward to an outstanding lineup of live music throughout the evening, creating a festive atmosphere leading up to the grand finale - a spectacular fireworks show that will light up the night sky.Splash & Blast continues to be one of Celina’s most cherished traditions, and we are proud to host this memorable event for our growing community.

CITY WELCOMES NEW ASSISTANT FIRE CHIEF TIMOTHY MCKEEVER
The City is pleased to announce the appointment of Timothy McKeever as our new Assistant Fire Chief. With more than 33 years of exemplary service in the fire profession, Chief McKeever brings a wealth of experience, strong leadership, and an unwavering commitment to public safety. Chief McKeever joins Celina from the City of
Henderson, Nevada, where he most recently served as Deputy Fire Chief. Over the course of his distinguished career, he has risen through the ranks from firefighter to chief officer, earning widespread respect for his leadership in fire operations, technical rescue, and organizational development. His background includes directing comprehensive training programs, managing complex emergency responses, and spearheading department-wide initiatives aimed at improving rescue capabilities and service delivery.

A champion for firefighter safety and professional development, Chief McKeever has been instrumental in creating and implementing key programs such as rope rescue, confined space training, officer development, and incident command instruction. His dedication to the profession has been recognized through numerous honors, including VFW Firefighter of the Year and multiple Emergency Response Assistance Canada (ERAC) Awards.
INFRASTRUCTURE IMPROVEMENTS THROUGH THE ASM PROJECTS
As part of the City of Celina’s continued commitment to maintaining high-quality public infrastructure, the Annual Street Maintenance (ASM) projects plays a vital role in preserving and enhancing local roadways across the community. This year’s initiatives include a coordinated series of concrete panel replacements, asphalt resurfacing, and associated curb and sidewalk improvements - all designed to improve safety, enhance drivability, and extend the operational lifespan of Celina’s transportation network.
CONCRETE PANEL REPAIRS & SIDEWALK IMPROVEMENTS
The following concrete panel replacements and sidewalk enhancements are scheduled:
• 6300 Cheshire St – Concrete panel replacement
• 6006 Painswick Dr – Concrete panel replacement
• 2739 Salt Creek Way – Concrete panel replacement
• Sutton Fields Subdivision – Various curb and sidewalk repairs
Project Schedule (weather permitting)
• Start Date: June 30, 2025
• Estimated Completion: July 30, 2025
Traffic Impact
• Temporary lane restrictions may occur, and two-way traffic may be limited in active work zones.
• Traffic control will be actively managed by the contractor to minimize inconvenience to residents.
ASPHALT REPAIRS
The following roadway segments have been identified for asphalt resurfacing and repair:
• S. Hillside St – from Maryland St to the cul-de-sac
• S. Colorado St – from 107 S. Colorado St to W. Main St
Project Schedule (weather permitting)
• Start Date: June 30, 2025
• Estimated Completion: July 11, 2025
Traffic Impact
• Roadway access will be limited to local traffic only during active construction.
• On-site traffic control will be implemented by the contractor to maintain safe conditions throughout the work zones.
CELINA FIREFIGHTERS HONORED WITH LIFESAVING AWARD
The City is proud to recognize a team of our firefighter/paramedics who were recently honored with the Lifesaving Award by Baylor Scott & White Medical Center – McKinney. This recognition was presented in acknowledgment of their exceptional response and life-saving actions during a recent critical emergency.
We extend our sincere gratitude to Captain Clayton Bryan, Josh Davenport, Nick Lamb, Mathew Press, and Brock Bollier for their bravery, skill, and unwavering commitment to the safety and well-being of our community. Their actions exemplify the highest standards of public service, and we are honored to have them as part of the Celina Fire Department.
DOWNTOWN CENTER AND PARKING GARAGE – PROJECT UPDATE
Progress continues on schedule at the Downtown Center and Parking Garage sites. At the Parking Garage, current work includes the installation of spandrel walls and concrete masonry units (CMU). Electrical gear and conduit installation is underway, as is the placement of HVAC ductwork. Stair installations have also commenced and are progressing steadily.
On Arizona Drive, civil utility installation is actively in progress, supporting future infrastructure and connectivity needs for the area. At the Downtown Center, excavation continues as we advance the installation of the structural shoring system to support the next phases of vertical construction. Swinerton remains focused on maintaining momentum and ensuring safety and quality across all active work zones.
PROCUREMENT DIVISION EARNS NATIONAL RECOGNITION FOR EXCELLENCE
The City is proud to announce that the Procurement Division has been awarded the Achievement of Excellence in Procurement® (AEP) for the sixth consecutive year by the National Procurement Institute (NPI). This prestigious national recognition honors organizations that demonstrate excellence in procurement by embracing innovation, professionalism, productivity, leadership, and e-procurement practices.
Receiving the AEP Award for six consecutive years reflects the City’s ongoing commitment to high standards in public purchasing and fiscal stewardship. Celina is part of a select group of government agencies nationwide to earn this distinction, underscoring the Procurement Division’s dedication to transparency, efficiency, and continuous improvement in serving the needs of the community.
DALLAS NORTH TOLLWAY PHASE 4A PROJECT: LANE CLOSURE NOTIFICATION
As part of the ongoing work on the DNT Phase 4A project, please be advised that crews will be implementing the upcoming lane closures. These closures are necessary for transporting topsoil, performing a mass haul of materials, and completing clean-up work in the affected areas. Please note that the entire left lanes will not be closed, and we will ensure there are no conflicts between lane closures within the same areas. Additional closures will occur at construction exits as needed to maintain safety and efficient traffic flow.
Monday, June 30, through Thursday, July 3, from 6:30 AM to 6:30 PM
• The northbound and southbound left lane of Dallas Pkwy from First St to FM 428 will be closed daily.
Wednesday, July 2, through Friday, July 4, from 8:00 PM to 6:00 PM
• All eastbound and westbound lanes of Prosper Trail between northbound and southbound Dallas Pkwy will closed nightly to install overhang and deck panels.
