The Celina Police Headquarters, strategically located at the intersection of Punk Carter Parkway and Coit Road, stands as a symbol of the City’s unwavering commitment to public safety. Previously housed in a downtown building dating back to the 1970s—a structure originally part of the old First United Methodist Church—the Police Department has now transitioned to a modern, purpose-built facility. This project, the largest undertaken by the City of Celina to date, aligns with the City’s Strategic Plan to “Be the City Built on Public Safety.”
The new Celina Police Department Headquarters, designed by Brinkley Sargent Wiginton Architects and constructed by Lee Lewis Construction, encompasses 32,660 square feet of state-of-the-art space. The facility includes a 2,882 square foot courtyard and a 5,637 square foot asset building, features specifically designed to enhance officer and staff wellness. Together, these structures are intended to support the Celina Police Department as they continue to deliver exemplary policing services to the community.
Main Structure: The headquarters includes secured spaces dedicated to essential police functions, such as administration, investigations, patrol operations, community services, and records management.
Specialized Adjacent Facility: Located next to the main headquarters, this facility is designed to manage property and evidence intake, conduct analysis, and provide long-term storage solutions.
Integrated Training Facilities: These areas support defensive tactics training, physical training, and fitness workouts, all of which are crucial for maintaining peak operational readiness.
Dedicated Wellness Features: The facility includes an integrated courtyard, weight room, and specialized locker rooms with police-specific lockers, all designed to enhance officer well-being. The unified break room is connected to the courtyard, this space provides a comfortable area for officers to relax and recharge.
EF5 Tornado-Resistant Area: The headquarters includes a fortified section within the secured perimeter, offering safe shelter during extreme weather events.
Strategic Partnerships: The City partnered with Motorola Solutions, Scott Rice Office Interiors, and Tyler Technologies to design and implement advanced systems for dispatch, emergency operations, and data/communications infrastructure.

Focus on Officer Health and Wellness: The inclusion of wellness amenities, such as the integrated courtyard, weight room, and specialized locker rooms, demonstrates the City’s commitment to the health and well-being of its officers.
Increased Community Engagement: The headquarters’ dedicated spaces for community services and outreach foster stronger connections between the police department and the residents of Celina.
Long-Term Investment in Public Safety: As part of the City’s strategic plan, the new facility represents a significant investment in public safety infrastructure, ensuring that Celina remains a secure and thriving community for years to come.
Public Safety Campus Master Plan: In 2019, the City of Celina acquired 27 acres of land to be developed as part of the City’s comprehensive Public Safety Campus Master Plan.
Future Expansion Opportunities: The campus is designed with the capacity to include a new dispatch center to meet future needs as the City grows. Plans include the expansion of the police headquarters to an ultimate size of 75,000 square feet, ensuring adequate space for future operations.
Specialized Facilities: The campus will feature an indoor shooting range to provide officers with a dedicated space for firearms training. Additional asset buildings are planned to accommodate the storage and management of critical police resources. A dedicated facility for academy training will be established to support ongoing education and skills development for public safety personnel. The plan includes the construction of a detention center to enhance the City’s capacity for secure holding facilities.
Integrated Fire & Police Services: Fire Station #4 will be constructed on the campus to enhance emergency response capabilities.The campus will house the administrative offices for the fire department, centralizing operations within the Public Safety Campus. A planned “Safety Town” will provide a controlled environment for public safety education, especially for children. The campus will include a shared fueling center for both fire and police departments, streamlining operational logistics.
