While VECO opted on an equitable power res toration citywide, and with the additional help now of Meralco, Lucero assured Rama he will give more at tention to reenergize the mountain barangays. He explained to the mayor that restoration could not jump to the ele vated barangays as VECO needs to do it step by step, area by area, from the lowlands, especially in de pressed areas.
Energizing the mountain barangays soon augured well with MCWD assistant general manager for operations Edgar Orte ga, who reported that 80 percent of its customers in the city have been served. He projected five percent more in time for the feast of Sr. Santo Niño. Ortega admitted to Rama that MCWD is de pendent on VECO to deliver water, especially in the up lands. The Visayan Electric Co. (VECO) will achieve 100 per cent power restoration in the city by the end of Jan uary, its president and chief operating officer Eng’r. Raul C. Lucero assured Mayor Mike Rama. Meanwhile, the Metropolitan Cebu Water District (MCWD) will pump through the stub-out joints of its distribution lines using booster pumps in response to Rama’s request to spare people from having to line up for water.
The mayor told op erations heads of utility ser vices in a meeting here last night that he wanted full restoration in time for the Fiesta Señor observance, and further pushed them to connect the hinterland barangays sooner that their targets.
After Super Ty phoon Ruping (Mike) struck Metro Cebu through its eye in November 1990, it took no less than three months for power to be fully re stored in the city and the rest of the metropolis. It may be recalled that VECO, MCWD and PLDT also had the help then of other utility operators in the country, as well as American servicemen from the US naval bases in Subic Bay and Guam.
Before him and the group, the Mayor called and got the commitment of Pangilinan to dedicate the additional crew with VECO in the city from the time the fresh contingent arrives to morrow until the whole city is fully energized before the group proceeds to Siargao. Countries have locked down again because of the high transmissibility of the Omicron variant. I am actu ally scared also for the Omicron variant to be here with us already,” she said.
Dr. Loreche called on officials of the MCIA Authority to properly im plement health protocols in the airport.

Despite logistical difficul ties, the Cebu City Gov ernment has continued its massive COVID-19 vaccina tion campaign.

City Health Depart ment (CHD) Head Dr. Jef frey Ibones, said they are working even when many vaccination sites still have difficulty getting internet connection and accessing of vaccine registration data. This is the reason why the City Government has not yet resumed the giving of booster shots to its constituents.“Peroatong pan ingkamutan nga maka sugod na pud ta balik sa booster shots. If ever, diri lang sa City Hall kay naa tay internet,” he said. (But we will do our best to resume with our booster shots. If ever, we will have it here in City Hall because we have internet connection.)The CHD is current ly unable to send out text advisories to vaccinees due to difficulty with internet connection.
The City Government is fo cusing on administering the first dose of the COVID-19 vaccine since this does not involve pulling up records of individuals.
COVID vaccination resumes despite challenges
But Dr. Ibones re ported that they have inoc ulated around 6,600 indi viduals last Monday alone when they resumed vacci nation operations for this year. “Nagsugod na ta sa atong first dose sa pin ili lang nga sites – diri sa City Hall ug sa mga malls,” Ibones said during today’s Convergence Meeting at the Social Hall. As to the administering of second doses of the COVID-19 vaccine, Dr. Ibones advised the public to walk-in directly to the City’s active vaccination sites on their indicated schedule. He said they will be accom modated for their second shot in any active Meanwhile,site. last December 21 to 31, 2021, Dr. Ibones reported that they were able to vaccinate around 39,000 individuals. Dr. Ibones said the City has already vaccinated more than 750,000 individ uals in Cebu City.

Dr. Ibones also said some pop-up vaccination sites in barangays like Ta lamban, San Jose, Pulang bato, Suba, and Bulacao, among others, have also resumed their operations.

OIC City Engr. Joel Reston said the POWE amounts to P18 million. It will include the repair of CCQC’s roofing, lowering of its ceiling to minimize pow er usage, and construction of permanent structures in its vicinity, among others.
The mayor has placed the city under a “State of Preparedness” amidst the threat of the highly transmissible Omi cron variant of Covid-19.
As of yesterday afternoon, the EOC has al ready reported 82 active COVID-19 cases in the city, which is a big leap from just eight cases in January 2 and 13 cases in January 3. Dr. Ma. Bernardi ta Chua, CCMC consultant, supported the City’s move.
“We have to be prepared to accommodate at least 3,000 in our isola tion facilities and TTMFs,” he said in a meeting with city officials and health ex perts in his office yesterday afternoon.He directed Cebu City Medical Center (CCMC) officials to convert the old CITOM building, which used to house the old hospital, into a TTMF for COVID-19 patients. The building is expected to ac commodate 80 beds. In the same meet ing, the mayor also called via cellphone the Philippine Red Cross to request that the City be given 10 hospi tal tents, which may also be used as isolation facilities or as TTMF.Other facilities being considered are the NOAH Complex, Cebu City Quarantine Center (CCQC), St. Vincent Hospital, and the Barangay Isolation Cen ters in Zapatera and the Cebu City Central School.

More isolation facilities and temporary treatment and monitoring facilities (TTMF) will be opened in Cebu City to cater to a pos sible rise in the number of positive Covid-19 cases. Mayor Michael Rama came up with the de cision following data from the Emergency Operations Center (EOC) that showed an “exponential” rise in the number of positive cases in the city.
Dr. Chua suggested that the CCQC, which can accommodate up to 200 individuals, be repaired soon so it can be utilized. The CCQC was heavily damaged by super typhoon Odette. The City’s Department of Engineering and Public Works, though, has already prepared a Pro gram of Works and Esti mates (POWE).

More residents of this city have had themselves vac cinated for the first time or acquired their booster shots, apparently amidst the threat of an infective variant while recent cases of infection increased.
“What is import ant is for us all to adhere to proven health proto cols, WUHAN – Wash your hands. Use face masks. Have your tempertaure checked. Avoid crowded places. Never touch your face, MEN – mouth, ears, nose,” he pointed out. As he has champi oned for almost a year now, he urged citizens to have themselves vaccinated, from as young as 12 years old towards all senior citi zens, and those eligible to get their booster “Vaccinationshots.is our only way to liberation,” he said.

VACCINEES INCREASE IN CEBU CITY
Dr. Jeffrey Bacalla Ibones, officer-in-charge of the City Health Department, informed the PIO at 8PM today that 961 individuals got their first dose, com pared to just 527 yesterday and 443 last Tuesday, Jan. 4. Furthermore, some 1,068 citizens got their booster shots today, more than triple than yester day with 337, he disclosed, adding that about 8,800 vaccinees got their second dose every day over the past three days. In total, the city’s Vaccination Operations Center (VOC) recorded a total of 29,775 vaccinees in three days, though the city’s CoViD Vaccination Storm Rollout Program (CVSRP) resumed only last Dec. 31 after a super typhoon dev astated the city last Dec. 16. “One thing is for sure. Dr. Loreche also told the group that DOH issued yesterday Depart ment Circular No. 2022002, which provides for the latest guidelines and proto cols for quarantine and iso lation.
The same directive will also include the en forcement of a unified cur few schedule that will start at 11 p.m. until 4 a.m. of the next day, which the lo cal chief executives agreed upon during their meeting yesterday. Aside from these, each LGU will set in place their respective proactive measures.
NO LOCKDOWNS IN CEBU
“We have to be able to provide and reacti vate our TTMF and isolation facilities for us to make sure that we have somewhere to place our patients (in),” she said in today’s convergence meeting.

In today’s conver gence meeting, Dr. Ibones reported that 19 vaccina tion sites have already been activated in Cebu City. Another matter the mayor wanted to focus on is the preparation of isola tion and quarantine facil ities in the city. Earlier, he directed the reactivation of temporary treatment and monitoring facilities (TT MFs) in the city.

There will be no lockdowns in Cebu, as leaders agreed to focus on recovery from the typhoon and preemp tive actions against the cur rent pandemic. Cebu City Mayor Michael Rama said the con sensus was made during a meeting led by Sec. Michael Dino, Presidential Assistant for the Visayas, and Cebu Gov. Gwendolyn Garcia at Montebello Hotel yester day. Mandaue City May or Jonas Cortes and repre sentatives from the local government unit (LGU) of Lapu-Lapu City were also present together with those from the Department of Health in Central Visayas (DOH-7).“Our focus now is recovery as one Cebu is land,” Mayor Rama said in his press conference today. With this, he will not anymore issue an Exec utive Order that was supposed to reactivate “Oplan Puyo” and impose a mandatory stay-at-home order for city residents. There will also be no changes in terms of border control and require ments in Cebu City. Instead, Mayor Rama said, he will be is suing a separate directive which will call on concerned government and enforce ment agencies to strictly implement minimum public health standards in Cebu City.
For Cebu City, May or Rama instructed City Health Officer Dr. Jeffrey Ibones to intensify the dis tribution of vitamins and medicines in the barangays.

These measures were set to ensure that healthcare facilities are not overcrowded and over whelmed.The same circular also states that the quaran tine period for close con tacts and travelers, if they are fully vaccinated, has been reduced to seven days instead of the previous 1014 days, among others.
